Speaker, I would respond to The Honorable member of the so called opposition with the following: Not once has this member of the so-called "opposition" ever written or supported legislation that goes against the government line. They're weak, spineless opposition only serves to legitimize this pseudo-fascist government. I do not consider them opposition because they do not oppose the colonist trajectory of this nation so unfortunately, they have the worst of both worlds, they are the same time towing the government line and yet not even part of the government. It's disgraceful that this party even tries to pretend that they serve Bandurian workers.

So to the question at hand, this talk of having to uplift the economy overshadowing the protection of lives and culture is exactly the kind of mentality that has driven the Penghuni to near-extinction. Should we give money to people to those who already have it, or with the people who are most needed? We need immediate drastic change to uplift Penghuni, and not just weak, spineless "preservation". My motions still stand, .5% is pitiful, and every member of this chamber is complicit in attempting to finish off the genocide that their ancestors started.

"Mr. Speaker, Honorable Colleagues, I rise to sway this honorable House to support this legislation. This legislation is absolutely essential. This Government recognizes that the pathway to economic growth and prosperity lies not in multi-national corporations, but in the small businesses run by Bandurians and operated in Banduria. The survival of any state's economy relies on a prosperous and burgeoning small business sphere. To encourage entrepreneurship is the highest prerogative of this Government, and I can say with firm and stalwart conviction that the Bandurian Small Businesses Act will effect positive change for years and decades to come."

"There are thousands of small businesses in this country that are struggling. These are grocers, butchers, restaurants. These are, at their core, industry-changers in the making, momentary struggling in the womb. They are struggling, Mr. Speaker, because previous governments have elected to prioritize the interests of multinational corporations over the common Bandurian. As I walk down the streets of our beautiful nation, I am dismayed to see McDonald's and Starbucks displace Bandurian coffee shop and restaurants."

"So what do we do in order to support Bandurian business, and most especially small business? Some may be poised to institute tariffs, quotas and the like. We reject this notion outright. The secret ingredient to economic growth lies not in the government's ability to overburden business, but in its propensity to propel industry away from the course of stagnation and into the path of growth. This bill will do exactly that. And not only that, but this bill will also ensure that no less than 20 percent of loans are microloans, so as it ensure that both businesses that need a large and a small helping hand can and do receive it in kind. This bill will have the effect of pulling those aforementioned small businesses out of the cycle of stagnation and struggle and allow them to be competitive on the national, and someday international, stage."

"Mr. Speaker, I have never been more proud to know how I will be casting my vote. I urge all of my colleagues to vote in the Bandurian Small Businesses Act and herald a new era of Bandurian growth, development and prosperity."

Mr. Speaker, I propose an amendment to Section 1, Part 2, line b. Currently, it reads that

§1.2.b: No person holding an office of profit in any business, corporation, or public or private entity may jointly be a Commissioner of the Small Business Commission, and any person holding any other office must resign their aforesaid post upon their appointment as Commissioner;

I would like to expand this safeguard to include all of the immediate family of the commissioner to-be.

§1.2.b: No person holding an office of profit in any business, corporation, or public or private entity may jointly be a Commissioner of the Small Business Commission, and any person, as well their immediate family (parents, spouse, children, siblings), holding any other office must resign their aforesaid post upon their appointment as Commissioner;

This amendment would help counter Banduria's legacy of nepotism and corruption. Or, is it okay for the commissioner's spouse to have monetary interests and influence over the commissioner. I'm sure that a husband or wife wouldn't dare cross that line, if even accidentally or subconsciously, right?

I also move to have this line completely removed from the bill because we should not be making commission members immune from scrutiny and the reach of the law.

§1.10 The Commission as well as individual members may sue or be sued in a court of law, but individual Commissioners shall be privileged from a lawsuit for actions or decisions taken by them in their position as Commissioners, and they may not sue as individual Commissioners.

Yet again, this government proudly stubs its nose at Bandurian workers who actually are the future and the wealth of this country, which seems to be conveniently ignorable to the PM.

Lastly, I would like to introduce a motion to amend Section 3, Part 5.

No fewer than 20% 90% of the loans made out in the fiscal year shall be microloans, or loans of under 50,000 florins.

Some percentage of our population live in what is considered extreme poverty, which is defined as 1 American dollars or less a day. Why even spend these resources if we are not going to make sure that they are given to those who have most to gain?

De Wit had policies like this. It is how his military junta won over the business community a lot of where you all come from and represent. The Union of Banduria must uplift those that are sinking, because our government think that they serve profits and not people.

"Mr Speaker, on the whole this bill is well-intentioned and I support it. However, there is one glaring loophole, and that is that governments are not prohibited from advertising in order to benefit the political parties of which they consist. Without an explicit prohibition on this practice, this act will only create bias towards ruling parties. Therefore, I propose the following amendment:

That a subclause be added between subclauses c and d of clause 1 of section 3, reading as follows:
d. National, state and local governments are prohibited from advertising or causing to be broadcast in any manner content favourable towards themselves, in order to influence the result of any election or vote.

I hope hon. members on both sides will support this amendment. Thank you, Mr Speaker."
