"Madam Speaker, pardon my interjection. I would like to point out that the honourable members of the Opposition are in fact, immensely short-sighted and very limited in their tunnel-vision when they are conducting blatant political posturing like this. It is interesting that the Opposition is focussing on raw numbers rather than the real impacts of what we are doing as a government. The government is committed to defending our economy from erosion, determined to grow it from strength to strength, determined to build individual ruggedness and self reliance that will generate to ever greater prosperity and resilience in our society, and our programmes will be targeted, with emphasis on equality of opportunity. Targeted at making the greatest impact, not splashing cash as if it were something that grew on trees. The Opposition members only see raw numbers, they don't realise that throwing money at problems do not solve it, it is effective policy and effective implementation that works, not flushing systems with cash and expecting that cash to work wonders by itself. It is limited, selfish, and short-sighted of the Opposition not to see this, and I urge all colleagues to work with this government, the people's Government, Banduria's government, to build a better Banduria without resorting to quibbling over who is the biggest Santa Claus, forgetting that Banduria needs to be wise in spending and wise in allocating its resources to development that works for all Bandurians, not splashing cash and benefiting the bureaucrats whom our Opposition enjoys feeding, maybe because they realise that these bureaucratic positions would be the cushy positions they wish to occupy in future. Let us get rid of this selfishness, this narrow-mindedness, let us work together, with this people's government, to deliver this Unity budget for the people of Banduria, and let us end this nonsense about not spending enough, because what matters more, is getting things done. Thank you Madam Speaker."

"Madam Speaker, one thing which might actually bring us closer to the honourable member's admirable goal of unity is if the government actually outlined how and on what the budget of each department will be spent, as is usual in most other democracies, and indeed as has been done for most budgets in the past. If this was done, maybe we could be enlightened on whether and how the government plans to use these meagre resources to the fullest extent."

"Madam Speaker, I apologize for my tardiness in responding to the comments of Honourable Members opposite. At any rate, I shall attempt to receive and address their concerns."

"The Right Honourable Leader of the Opposition has pointed out that one-sixth of the budget is going to the Public Services Ministry. She is entirely correct. This figure, however, is meaningless. The budget is a large document, encompassing a vast array of government programs. It is something to be lauded that this government has taken the initiative to distribute funding according to the needs of each ministry, rather than to porkbarrel constituents."

"Madam Speaker, would the Leader of the Opposition instead prefer that we divert funding away from the Interior Ministry? Would she prefer that our police forces not be funded and equipped to respond to another terrorist attack, much like the terrorist attack that gripped our nation just a few days ago? Or would she prefer to divert funding away from the Foreign Ministry, so that this government cannot build embassies abroad and pay dues to international organizations? Would she prefer to divert funding away from the Economic Modernization Fund or the Green Bank, institutions that will revolutionize this country's economy to the benefit of all citizens? Would she divert money away from the Civil Administration Ministry, so that it would be unable to oversee and monitor the efficacy of this government's bureaucracy?"

"Madam Speaker, one-sixth of this budget goes to the Public Service Ministry, but it is absolutely incorrect to suggest that only one-sixth of this budget is going to help our people. Let me say this plainly: every single florin in this budget will advance the cause of the Bandurian people. Whether it is by securing peace abroad, or by modernizing our economy, or by ensuring that bureaucracy runs smoothly and efficiently.

"It is our government's policy that long-term economic growth and development does not come about when governments throw money at their citizens. Rather, it happens because governments give their citizens the tools to succeed. That, Madam Speaker, is what this budget is for."

"In terms of the Right Honorable Leader of the Opposition's comments on general administration, I will remind her that this House has not yet established infrastructure, healthcare, and social services programs. We cannot fund programs that do not yet exist. The general administration refers to the general maintenance of whichever ministry's affairs, to be used to promote the cause of that ministry in such a way that the minister deems fit, unless provided otherwise. This may include the maintenance of office spaces, but it may also entail ministry-established programs, such as food stamps for instance."

Roosevetania wrote:"Hear, hear! Madam Speaker, I am frankly appalled, though not surprised, at the Government's bare-bones proposal. One would think that, despite their absurd commitment to economic liberalism, they would at least pretend to care about the people of Banduria. Instead, they have put forth an absurd proposal which is an insult to all who care about meaningful spending and caring for the poor of this nation.

"In total, this budget spends only 14.5% of our national GDP. This would put Banduria at one of the lowest rates in the world, the eighth lowest in the world. Do they care about our citizens? They are trying to say they care about Bandurians while spending less on them than 95% of the world? How can we help our citizens on this budget? How can we defend our nation on this budget? How can we raise our children on this budget? How can the Prime Minister expect to run a compassionate, growing nation on such a low budget? Nearly every other country in the world would be spending more than us, and they seem to be succeeding.

"Furthermore, Madam Speaker, even in this pitifully low budget, the Government has the wrong priorities. As my colleague pointed out, only one-sixth of the budget is going towards public services. They expect that we can fund our schools, feed our poor, and everything else that the government must provide, on one-sixth of the budget and 3% of the GDP. The Government has forsaken the very people it has promised to protect and serve, and it must reconsider.

"Madam Speaker, this budget is frightening. This Government would have us forget the struggling residents of our nation in favor of cutting spending. They would rather keep their precious balanced budget than provide for our citizens. For all those who cares about the poor who cry out for help, for all those who care about the future of our children, and for all those who care for the development of Banduria, I urge you to oppose this budget. Our people need help, not austerity. We must defeat this budget, or we forsake our people. They cry out to us. Thank you."

"Madam Speaker, I would invite the Honorable Member to read the Budget again. 18 percent of GDP is provided for in the budget, 16 percent to fund government programs and 2 percent to pay off our national debt. This figure puts us in the range of other countries in our region, such as Indonesia, Hong Kong, and Macao. As for his other points, I have already addressed them."

"Indeed, Madam Speaker, and those tools include education, infrastructure and health, which is why I have requested the government to lay out its plans. Policy cannot be decided entirely by members drafting bills of their own accord."
"In terms of the Right Honorable Leader of the Opposition's comments on general administration, I will remind her that this House has not yet established infrastructure, healthcare, and social services programs. "Is it really the case that the government is unable to provide even a rough estimate of what the funds will be used for? This isn't any revolutionary idea, and I would hope that the government is able to provide an estimate of how much it plans to spend at least in education, public health and infrastructure."

"Order. The Prime Minister should know as well as anyone how busy government officers can get. He should also know as a parliamentarian how important it is for the speaker to allow any further points on a VERY important supply bill to be made. I won't have the scornful and discourteous comments permeate through this chamber while I sit in the chair. You can't just call a budget "perfectly good" and think that absolves it of meaningful critique. I'm deeply disheartened by the back handed comments the Prime Minister has made and I'd think it'd be in his best interest to fix the manner in which he addresses the people who work hard in this house.

On the next matter, we will now begin voting on the Budget Act. I should remind this chamber that it is a supply bill and with it a technical confidence vote. Should this vote fail the government will have lost confidence and I will be in the position of choosing the next potential Prime Minister and their accompanying government. So please mark your preference either AYE or No. This is a voting period as well so please, once again, do not address this chamber unless you are conveying urgent and important messages. The vote shall last for 24 hours."
