The letter was a Hogwarts acceptance letter and Bailey Sr explained to him about the wizarding world and that it must be destroyed in order to stop a war that Muggles would not be able to win. Bailey Sr unlocked the attic that have always have been locked to find his magic stuff that have been hidden for years to give to his son. Bailey then began his year at Hogwarts planing events behind the scenes for the last 6 years to cause a war to have both sides wiped out and the end of the Wizarding World.

I'm not entirely sure you read the OP, or perhaps I misread your character's bio, but he should be, at least a Seventh Year Student. Given this, while I don't expect a blow-by-blow of what Bailey did in his first 6 years at the school, the backstory should be much longer and at least reference events in the OP.

I just did I made him to be a new antagonist for this IC as a new threat that has been behind the scenes as a extremist out not to help the Muggles conquer the wizarding world, but to destroy it before they discover it.

There is one loophole. You are allowed two students. So long as your primary student is in Year 7, there is really nothing we could do to prevent you from also having Year 4 student.

This is purely for practically. If you have a student who is younger than the main cast, he would not be in any of the same classes and other forms of interaction would be limited.

The ever increasing violence and tensions only seemed to worsen her parent's concern, and by the later years, she had received various items such as pepper spray, and a shield charmed cloak from her parents as at least some form of protection, while Liliana herself could only watch as her friends and other houses tore each other apart, and the people who were supposed to be the proper authority began to take more drastic measures to quell resentment and instability in the region. With her final year coming up, Liliana could only feel numb around the circumstances surrounding her, and could only wish to finish the year in time to leave the conflict.
