Tech choice: 1

Upscaled Orbital Assembly.
- Cruiser (7 C cost, 7 HP, 3 slot, uses 2 Shipyards during construction)
- Battleship (12 C, 12 HP, 5 slot, uses 3 shipyards during construction, double maintenance cost)
- Orbital Factory (5 C cost, 5 HP, 0 slot, Max 1 per station), All Future spacships built at this station costs 2 C less.
- Crew Quarters (5 C cost, 5 HP, Max 1 per station above colonized planet/moon) which mkes 1 ship maintenance free.
- Space Hotel (5 C cost, 5 HP, Max 1 per station above colonized planet/moon) which adds +1 Harmony to the planet/moon below.

Note: This is useless without 0-g construction, as all of these require spaceports.

Cybernetics would have solved your food problem on your 2nd planet though, no?

Sadly no. Rare Elements are just as uncommon as Water on Prodigy, and just as inefficient at feeding a populace in a Reactor Colony when compared with a Farm on a Desert - a type of Continent Prodigy doesn't lack. At this point I'm just going to keep the population under a billion or so until I get terraforming efforts better underway. The System Governor for Prodigy that Cloning grants will be far more useful in the short term to prevent my Harmony from starting to tick down again.

True.
Reactors might need a buff, maybe a physics tier 3 tech.

Seems logical to me. You're already planning for Fusion Power and Quantum Power, and some sort of Breeder Reactor or the like would be a logical upgrade.
