El Cargotá: LatAm Political RP [IC]

Postby Aureumterra » Mon Mar 16, 2020 10:04 am

El Cargotá, a Latin American country with its capital in Bartago. The country was founded alongside the other Latin American republics after the collapse of the Spanish Empire, and has one of the largest indigenous populations in the region, at nearly 30% of the entire population. During the Cold War, as the United States and Soviet Union fought over dominance, with the world as their battleground, El Cargotá became aligned with the US along with most of its neighbors, but remained democratic and never slipped into a military junta.

El Cargotá is now looking for its place on the world stage. While most of its Latin American neighbors are closely allied with the United States, some, such as Bolivia and Venezuela have turned to the Russia-China bloc. The population of El Cargotá is sharply split politically, ever since the 2008 elections, the social democratic Partido Democrático Popular de El Cargotá (People's Democratic party of El Cargotá), led by the charismatic President Miguel Tafalla, has been in control of both the presidency and the unicameral legislature, the National Assembly. Under him, the country has taken a sharp leftward turn, although not as much as Bolivia or Venezuela, and social programs and welfare have expanded. He managed to expand social programs while keeping high economic growth in the country, which made him immensely popular throughout the 2010s, as well as winning indigenous voters through his affirmative action policies.

However, he became controversial after amending the constitution to abolish term limits, allowing him to run for reelection in the 2016 presidential election, with his popularity also wavering due to economic slowdown. In the 2016 presidential elections, opposition parties made huge gains in the National Assembly, however, his party and its left wing coalition still retained the majority with a 116 seats and he still won the presidency. His second term has seen more economic sluggishness, which opposition parties blamed on his raising of taxes to pay for his social programs, as well as industry moving to other countries where the burden of taxation is lighter. Along with that, he has made extremely controversial foreign policy decisions, such as lowering tariffs with China and moving El Cargotá closer to Russia and China. His decision to allow China to rent an important port for 50 years sparked protests in 2018. His softness towards the Maduro regime has also been a cause of controversy. Many have accused him of tampering with the final count of the 2016 elections.

Now, as the 2020 elections get nearer, clamors from the right as well as other left wing parties grow against President Tafalla, and an air of uncertainty has settled in the country over its future…

El Cargotá is a standard Latin American presidential republic, with three branches of government independent of each other, whilst still checking each other. Elections occur every four years, and elections for the presidency as well as every seat of the unicameral legislature, the National Assembly, happen at the same time. The government is based in the capital city of Bartago, and the country is a unitary state, however divided into 200 districts, each of which elects one representative to the National Assembly. The president is elected by direct popular vote. The president appoints judges to the judiciary, and has the power to approve or veto ay legislation, which can be overridden by a supermajority in the National Assembly. The party or coalition with a majority in the National Assembly elects an Assembly Member to be the Premier of the Assembly, the head of the legislature, who assigns committees and chairs.

President Miguel Tafalla
Bartago, Semi-Annual Addresss to National Assembly

The year was 2020, President Miguel Tafalla had been in office for twelve years now. The constitution used to limit presidential terms to two, however, a plebiscite and a National Assembly vote had allowed the clause to be scrapped, which in turn allowed Tafalla to run a third time.

Tafalla adjusted his presidential sash and took his place at the podium in the front of the room, where all 200 members of the National Assembly faced him, as well as his Council of Ministers. He began with the standard patriotic cry, ¡Viva El Cargotá! The assembly resonated. Then he began his speech,

"Honorary members of the Nation Assembly, leaders of the Armed Forces, and the great people of El Cargotá, we are living in an age of transformation. I humbly bow to the people of El Cargotá for electing me to four more years, and as my third term comes to a close, I hope my promises to you have been fulfilled, and you vote to continue this incredible transformation. When El Cargotá remained in the hands of the elite before 2008, the working class was demanding a change. We do not need a violent revolution to bring change, we brought change through the legal systems of our great nation. Ever since you the people chose to give me the honorable position of President, my government and I have improved the lives of the average Cargotan. In my twelve years in office, we have made sweeping social reforms. We have made healthcare and welfare available to each and every citizen of El Cargotá. We have demanded large multinational corporations from America leave. We have stood up against the ruling elite of this country, and we have beaten them. Income inequality has been reduced, corporations no longer own the country, the people do!

We have beaten back imperialism from the United States, we are no longer puppets of America. We are an independent country with the right to self determination just like every independent country in the world. We will no longer bow down to America. The lives of the indigenous people has improved vastly. My administration is one of the first to have an actual indigenous person as the Minister of Indigenous Affairs, and we have instituted massive and sweeping affirmative action policies to lift these wonderful people up. They have been systematically discriminated against for centuries in this country, and now is the first time in our history where they have the same opportunities as any other citizen would.

I firmly believe a good government that helps its population should be running this country, term limits are a factor that stop progress. some have called my actions authoritarian, but ask yourself this, if it takes force to improve the lives of the average Cargotan, than so be it. Our message resonated with the people, which is why they voted to scrap term limits in a free and fair plebiscite. This does not, in any way, make the government more powerful or totalitarian.

All of these sweeping reforms and improvements in the lives of Cargotans should be something everyone supports. I hope the people of El Cargotá choose to keep this progress going this December. Thank you."

National Assembly Building-Bartago-El Cargotá
Minority leader Aden Primo slowly rose and slowly clapped with the rest of the assembly. He was not as enthusiastic as the other radicals on the other side about their President. But he was a patriot. None would deny that. Disagreeing with parts, but not all the changes were bad. Still, though, a return to the constitution had to be implemented. Or an emergency convention to restore the proper government. Wrongs to be righted. Presidents to remind who ruled the country. Aden was apart of the old guard. A career military man, he had his served twenty years in the Cargotan army. Rising to the rank of Colonel before finally retiring. He was an infantry commander by trade. Had he stayed in, he was on the fast track to becoming a General he felt. His father's own prestigious career about to be overshadowed by the sons. Aden finally settled down into his seat to people watch the crowd after the Presidents speech. Being the Minority leader was never an easy job. But being the thorn in the President's side made it worth it. He called for his office aid and asked for some official letter paper so he could pen a few quick letters while waiting and watching. Might as well get some work done while this show ran off course.

To: Office of the Chief of Staff, Ambrosio Walsh
From: Minority Leader of the El Cargota National Assembly, Aden Primo
Greetings,
The Minority Leader wished to request an audience with your office so as to discuss an idea the Minority leader had that might be of good use to the Army. He wondered your opinion before bringing the motion to the floor or suggesting in committee. Please advise our office as to a good time that this meeting can take place. Also so you might enjoy a well-aged bottle of brandy and swap stories.
Regards,
Office of the Minority Leader,
Aden Primo

To:: Office of the President, Miguel Tafalla
From: Minority Leader of the El Cargota National Assembly, Aden Primo
Mr. President,
Minority Leader Ade Primo sends his compliments. After the Semiannual union address, the Minority leadership requests a private audience with your office at the earliest convenience. Please let us know when that could be arranged.
Regards,
Office of the Minority Leader,
Aden Primo

Address to the National Assembly
General Ambrosio Walsh, Chief of Staff of the Cargotan National Army

It was the same thing again.

Ambo sat among the front row of the designated military section, itself a contrast of olive green and sky blue and white amid the sea of dark-colored suits. The entire platoon-sized section of officers and senior NCOs watched their commander-in-chief with stone-faced, stoic expressions. No emotion, no motive was betrayed in their faces; their chests were decorated with scores of ribbons and cords and badges that denoted their dedication to the Republic.

Ambo certainly saw it this way. The military was to be an apolitical body impervious to the machinations or plots of power-brokers, solely mission-oriented to the peace and sovereignty of the state. No one, however, is impervious to conjecture and opinion. Tafalla had certainly stirred much of it with his pivot in foreign policy, which in turn affected military and economic and social activities. Increasingly, the headquarters of the Cargotan Defense Forces found itself concerned with breaches in security, in regards to intelligence activities of the GRU and MSS. Growing numbers of Cargotan cadets found themselves studying abroad at Frunze, engorged in Russian military theory and doctrine. From the perspective of the ever-shrinking cadre of Western-trained officers, this new Russian-trained generation would dramatically alter the figure of the armed forces.

President Tafalla talked of American imperialism. Indeed, American imperialism had propped up most of South America's dictatorship. Ambo Walsh had received his formative training in the 1980s, both in the United States and on his home soil, from US advisors and Western Cold War doctrine. An emphasis on counter-insurgency against rural insurgencies had defined his earliest experiences in the profession of arms. The truth, at least in the case of the Cargotan Defense Forces, consisted of a greater threat to national security from Colombian-originated drug cartels establishing drug farms and clandestine distribution centers in the Cargotan interior. Despite American assistance and influence, the CIA was unable to topple such a responsible government. Ambo was of the opinion that Cargota had succeeded where the rest of the continent had failed: they had willingly accepted American aid, and prevented themselves from being used. He did fear Chinese and Russian motives, more so than those of the United States.

A raucous applause erupted within the chamber at the conclusion of the address. Ambo clapped his hands together, giving a polite nod and eye contact to President Tafalla. His gaze shifted, to the crowd. Amid the flurry of Cargotan flags, he spotted the Irish delegation. A woman of middle age and accommodating beauty, with fading red hair laying down atop her shoulders, sat next to the Irish ambassador. She clapped along with the delegation, before her green eyes fell upon the brown eyes of her husband. Ambo smiled lightly to his wife, and stood to his feet, joining the ever-growing throng of bystanders that were now leaving the chamber.

National Assembly Lobby

Ambo found himself reading a letter, placed in his hand by an operative of the Liberal Party. Amid the gaggles of conversations around him, Ambo pondered on the contents. Retired army Colonel Primo, now the Minority Leader of the National Assembly, had sought out his company.

The two men were familiar with one another. Both men had matriculated into the Cargotan officer corps at the same time; Primo had come by way of the national academy, while Ambo had emerged from a private military college in the United States. Both had also served together in the same battalion of the 5th Jungle Infantry. Their paths had diverged long ago, with Primo maintaining a largely conventional career in the National Army. Now, both men were seen to be influential figures in their spheres of interaction.

Aden represented the center-right opposition to Tafalla's leftist tendencies. Ambo had instead refrained from official political affiliation, but his beliefs had put him on similar footing with the Liberals. Like Ambo, Aden Primo was in opposition to Russian and Chinese encroachment. Likely, this idea of his revolved around this issue.

Ambo Walsh looked to the door leading to the chamber. An aide emerged through the doors; a young woman typing away at her phone as she walked down the red carpet pathway. She had approached him earlier, with the letter. Raising his hand and approaching her, Ambo called out to her.

"Ma'am, a word please?"

The aide stopped in her tracks, her shoulders moving in a startled motion. Regaining her composure quickly, she met Ambo's eyes and gave a professional smile.

"Yes, Comandante Walsh? May I assist you?"

"You may. Inform Minority Leader Primo that I would be honored if he would join me for a stroll at this time."

The aide gave an affirming nod.

"Yes sir. It will be conveyed."

The aide promptly turned around and made her way back through to the chambers. Ambo followed her with his gaze, appreciatively taking note of her fairer features as she passed through the door. That was the extent of his lust; Ambo could look all he wanted, but to give in and act on infidelity would be, according to his own morals, an act of harm towards Coleen.

A massive mirror rested upon the wall to his left. Ambo turned his head to look upon his own image. Age was creeping in; the crow's feet were growing more pronounced, as were other stress marks upon his chiseled features. His hair was losing its natural black in favor of a solid fade of grey along the sides, but he was in no danger of losing his full head of hair. What truly made him feel old, was his uniform. A crisp green service uniform nearly identical to the older style worn by the US Army. A salad bar colorfully decorated his left breast, and reminded him of his past deployments, when he held a gun and waved his hand instead of waving a pen around. The badges, most notably an Expert Infantryman Badge and three sets of airborne wings, reminded him of a time in which he was just a bit more in shape than he was currently.

With those thoughts in ponderance, General Ambo Walsh awaited the arrival of Aden Primo.

National Assembly Building,
Assembly Member Matthew Sainz

Just more and more material for the newspaper, but nothing interesting enough to cause some sort of boom in popularity or even readership. Perhaps he could get some sort of trouble if he twisted the whole American Imperialism shtick. But it was mostly this term limit that really annoyed Sainz, this entire political mess of a Government that prevented anyone that wasn't a member of the coalition Government to thrive. Claiming that term limits stop progress and doesn't make the government more powerful or totalitarian, sure he could be continued to be elected by the people but how long until the corruption reaches the election process? Of course, Sainz realized the hypocrisy in his own words when he talked about corruption when most likely he is one of the most corrupt in the room. In the end, he stood and clapped when he was supposed to when hearing the ramblings of a man who's career have sent the nation into a slump.

"Yeah, yeah. We've all heard this song and dance before, hopefully you trip on your face so that things will be easier for the rest of us." After the required formalities at the end, he quickly left the building and entering his 2015 Volkswagen Bug, the only thing he could properly afford before spending money on campaign ads and newspaper deals back in 2016. Starting it, he leaned back and relaxed as his drive would take some time before reaching the printer where his newspaper was set up in. It would take some time before he could get a proper story together and he still needed to drop off the goods to the buyer, it really was a boring and uninteresting day like every other one. Perhaps 2020 is going to bring some time of change.

National Assembly Building
Pedro Tejedor

Pedro didn’t care much for the President’s address, he was spouting the same PDP nonsense that he had been for years. He applauded at his comment on indigenous rights, the one issue where he agreed with the president. What caught Pedro’s attention particularly was the President’s defense of him changing the constitution. If there was one thing he learned in his years studying in the United States, it was any change in a country’s enshrined constitution is a one-way street to authoritarianism. Pedro was shocked at the President shamelessly defending his authoritarian behavior, something every free country around the world should condemn.

"Term limits are a factor that stop progress" Yeah, if you count being a dictator as progress Pedro thought to himself as the president continued.

"Some have called my actions authoritarian, but ask yourself this, if it takes force to improve the lives of the average Cargotan, than so be it." Pedro almost laughed. He didn’t consider raising taxes as improving lives.

"Our message resonated with the people, which is why they voted to scrap term limits in a free and fair plebiscite." Which is why there is so much evidence that your goons tampered with the 2016 election right? Pedro thought to himself as the president finished. While the assembly erupted in applause, some even from his own party, Pedro notably abstained from doing so.

Today, we saw this president defending his authoritarian actions by saying that his actions have improved the lives of Cargotans. Let me say this, I would rather be a free man who is poor than a rich man in a prison.

National Police Force Headquarters, Bartago

No one in Bartago calls it that. To the locals, it is universally known as the Hive. 15 stories in the heart of downtown, the building is always active. Tired eyed cadets man security posts and wave through detectives on their sixth cup of coffee in wee hours of the morning. Still, most of the Hive drones manage to work more civilized hours. The regular work day has just gone underway as the elevator dings at the 11th floor: administration. Out steps the Bull. 6 feet sharp and still as trim as when he walked the beat, his hair is beginning to recede and turn grey, though his thick mustache remains jet black. He smiles at the receptionist sitting at the front of the office complex.

"Good morning, AnaPau. Do I have any ambushes waiting for me?"

Alberto had made a habit of knowing all the clerical staff in his area well, and was on a first name basis with many of them. More than once, AnaPau had alerted him to an irate politician or offended victim waiting for him in his office.

"Good morning, boss! Nothing today, the coast is clear."

He walks through the office, taking a mental roll of his deputies. Intelligence was in, typing away behind the closed blinds of his office. Operations was not there, probably at the brief down on 6th. Admin was not in yet, he tended to get caught up in flirting with the secretaries. Communications was looking out of his office with a cup of coffee, and saluted Alberto as he passed. Alberto saluted back. All of these men were younger and more educated. He knew they all saw him as a dinosaur, and more than once he had been forced to gently but firmly prevent them from taking power out of his hands. He might be a dinosaur, but he was not so dumb as to not recognize an office coup when it happened.

His office was at the back of the floor, with wide windows giving him a view of everything happening. The morning's newspaper was already on his desk, and as he sat down his personal secretary came in with a mug of coffee. Middle aged and somewhat severe looking, Mrs. Cartera was invaluable as an assistant.

"Good morning, Chief Garza."

She passed him the coffee, and he took a sip. Freshly ground medium roast, with exactly one teaspoon of milk. Just how he liked it.

"Good morning, Mrs. Cartera. Anything interesting happen yet? Any bodies on the third floor?"

"No, sir. Bullpen briefing had no fatalities. The president gave a speech; it's in the paper."

"Ah, a politician giving a speech. Soon, you'll be telling me the sun rose this morning!"

She laughs, and bows slightly.

"Deputy Intelligence will be meeting you in an hour for the corruption probes. Files for the Sainz case are in the top right drawer."

"Thank you, ma'am"

As she leaves Alberto leans back and unfolds the paper. He sips his coffee as he reads through the president's speech. The usual political claptrap, all grand ideals and whatnot. He actually approved of the term limit reform: it helped the president think more long term, rather than just focusing on 4 years. He didn't care about foreign policy. He was a little concerned about how there was no mention of securing the border against encroaching cartels, but...that was to be expected. Now was not the time to remind everyone of that looming threat, especially when the right was seen as taking a tougher stance. Alberto folded the paper back up and drained the last bit of coffee. Opening his top right drawer, he prepared for another day in the grind.
Bear not my head from the bloody ground, bear not my body home

For all the earth is Roman earth, and I shall die in Rome.

The Eastern Plains, El Cargota

Assemblyman Topo approached the podium. His campaigners had been preparing a speech for him but he ripped it up and placed it in his pocket. It was time for a big announcement, everyone knew it.

As he walked to the podium there stood a crowd of cheering fans. Diehard members of the National Party stood in rows and rows in front of him, waving orange signs and cheering. The podium was also adorned with an orange banner down the front, bearing the symbols of the National Party.

“My fellow Cargotans, the past few years have been rough for our nation, no one can deny that fact. But what people are confused on, is the cause of this. I am clear the record. The cause of this, is the failures of the People Democratic Party!” The crowd went up in a cheer as he prepared the next section.

“The disastrous economic policies of this current administration have ripped thousands of dollars out of the hands of hardworking Cargotans to be handed off to indigenous freeloaders and foreign companies. The men and women of this country can’t even bring him the money needed to feed their families as the government tears chunks out of their paychecks. This just end! The money must return to the working people of this country, not the freeloaders or the foreigners!” He paused to let the crowd howl a second time. He smiled at the response.

“Cartels threaten our people, and the President and his people do nothing! Instead, he stretches out his term limits as far as he would like, letting him imitate his far-left friends like Maduro. This just end! Term limits need to be reinstated so no one single man can dominate power again like the authoritarian currently in office! He kisses up to his foreign Russian and Chinese friends while living lavishly off of taxpayer dollars! It is time this country be allowed to stand on its two feet, free of foreign puppeteers trying to exploit us for our own interests! No more must the Russians and Chinese be allowed to control us through the People’s Democratic Party, not the United States through the Liberals. The nation of El Cargota must be put first!” Topo paused to allow the crowd yet another chance to hoot and holler before his final statement.

“All of this MUST end. This country needs new leadership, a new direction that will help the average Cargotan to get off his or her feet. We need an administration that cares about this country, not one on the other side of the planet. We need a majority party that supports the true Cargotans, not indigenous freeloaders! That is why I am officially announcing today... that I am running for President of El Cargota!” The crowd went wild. Cheers and claps came from all directions as the party members celebrated.

“As President, I will lower the absurd taxation levels as far as I can, defeat the cartels, end the encroachment of foreign interests, and punish the indigenous freeloaders. I ask all of you to join me, in creating a better future for the average citizen. Together, we will retake this country from the leftist plague that has corrupted it, and finally establish our nation on the world stage. Thank you.” The crowd continued to cheer as Topo exited the stage.

National Assembly Building-Bartago, El Cargota
Aden Primo walked among the other Delegates who were leaving the assembly hall. He slowly made his way through and found General Walsh. Aden handed his notebook to his aid and ordered one to deliver his other letters. The Presidents curt reply had annoyed him. Better men had stood where the President had. Primo could remember each one. Always strong men. He shook his mind free of these thoughts as he got closer to the General. Aden saluted perfectly. Old habits died hard to Primo. Shaking hands never took with him. But his was never out of place. "Hello General," Aden smiled roughly. He was no doubt a man who looked like he had not slept long enough for a while now. Another aid brought forward the brandy. Aden took it gently and then extended it to the General, "I have been told this is the finest batch made in this distillery. And I found myself unable to drink it alone. You and the joint-chiefs might enjoy it a bit more than my old self." Aden once again dismissed the aids. "I have a question for you General." He pointed at a balcony so they might have a moment of silence to talk in private. "I am about to propose a bill to the Assembly. And would rather have your opinion before I do." He started to move towards the balcony, "Care to join me?"

Elena Primo, the wife of Aden Primo, stood alone in the throng of the Assembly. She had never gotten used to this place. Her husband worked all hours of the evening. Always at his home office amongst the law books. His eagle nest as he would call it. Elena was a Brazilian. A foreigner to these people. She had often found herself at the cruel end of the Cargotans jokes. But she was a proud woman. Her husband had met her when he was assigned to the Cargotan embassy in Brazil. He had charmed her all the way back to Bartago. Now the mother of two boys who were both officers in the Cargotan army like their father and grandfather. One assigned to the 5th Jungle. The other in the 1st Air Cavalry. Elena found her husband's chief of staff and asked where Aden had snuck off to. The CoS reported that the Minority Leader had went to discuss politics. But had asked him to take her home. She thanked him but shook her head. "I think I will walk home," She smiled and made her way back to his office to gather her purse.

To: Office of the President, Miguel Tafalla
From: Office of the Minority Leader, Aden Primo
Sir,
The Assembly is without a Premier. Until we have leadership over the Assembly. We are in deadlock and unable to continue to operate. As your party controls the Assembly with the most seats, the Minority leadership desires the need to impress upon you the importance of maintaining the governments ability to operate. Most importantly, that of which has the responsibility in being the voice of the people. If acceptable, a member of the Minority leadership can be appointed as temporary chair so as the Assembly can move forward till the vacantcy is filled.

Eduardo Topo has built his career on hatred and racism against Indigenous people. We cannot let such a man win the highest office in the land!

Pedro Tejedor, like most Liberals, is scared of a candidate who puts the power back into the hands of hardworking people. Sorry Pedro, but the Cargotan people don't want to be ruled by your US friends! #iVamosTopo!

One Voice One Nation Headquarters

The editor was beaming up at his boss, Sainz, waiting for some input. "Well? What do you think, it's pretty good right?"

Sainz looked down as the small article that would cover a good portion of the front page, it was simple and mostly fueled by opinion and feelings than any sort of reason. But his newspaper was the sort to comment on the issues and not really bring any sort of reasonable alternative. Most of his paper would mostly be filled with junk about the latest actor, or the newest devices, along with the weather and stock markets. His only personal happiness was the lottery which got him at least some good amount of viewership and income. But for the moment, he had to deal with the person who made the small article and to give him something he wanted to hear, if only this person wasn't such a hound for approval one would say he never got it from his father.

"Err, yes. It's wonderful. Front page article and what not, that'll probably rile up the masses up enough. We should get some sort of readers and if someone wants to actually think for themselves can listen more closely to the Liberals, the Minority leader is one of those know it all politicians than I am. Either way, get it sent to the printing press with the other articles and we should be good to go! Though careful, I heard a new star is rising in Hollywood that is native to our nation, that might get some of those more nationalistic folks to be on our side."

With a smile, Sainz waved off the editor and was about to relax in his office when a knock came at the front door. Opening it he was face to face with someone from the Assembly who handed him a letter, looking at the cover he saw the name of the Minority Leader and whispered about speaking of the devil. Opening it he read what was inside and nodded with understanding, unity of the party was an honorable course and so the leader was trying to set the stage for a large push in the elections most likely. Closing the door and quickly trudging to the office, he sat down and wrote his own letter, of course his hand writing being more sloppy and less formal, but it was a message nonetheless.

To: Minority Leader Aden Primo
I have received your letter and believe your hindsight and judgement to be correct, unity in the party is required if we are to face the oppressive Government Coalition and that the party needs to accept a basic doctrine to be our centerpiece. As you are most likely wanting to meet in person, this is a basic list of ideas we must discuss to set up our medium. First, foreign affairs. We both agree that the stance our nation is taking away from a long standing relationship with the United States is hindering our nation, supporting nations such as Venezuela and who knows what could be North Korea next, but what we believe is that we must turn our nation around to be more like the west. Second, taxation. Our taxes and social programs hinder our upper class and remove our businesses from our nation, making it economically weak and many no longer wishing to start businesses in our great nation. Thirdly and lastly for now, is the economic standard of an ideology. Which we believe is the liberalization of the economy, but we must be cautious as the union workers are zealously supporting the Coalition, what we require is the Government to make mistakes and set up a divide within the union member population as they are needed. But I'm sure you have many of these questions figured out so things should be smooth, you are the leader of the Opposition after all.

See you when we meet in person,
Assembly Member, Matthew Sainz

Don't you fucking dare, Aden.

A visible expression of disappointment dominated Ambo's face as his old service buddy brought his right hand up to his brow for a crisp, well-practiced salute. The man was no hand-shaker; however, Ambo was secretly in disapproval of salutes. Cargotan Rangers were trained to ID enemy command during reconnaissance, and a salute was a dead give-away to snipers. It was an old quirk, one that he stuck with him beginning in the Balkans. It was ironic, as an officer of his stature had to return salutes on a regular basis.

Ambo chose not to salute. Instead, his expression turned to one of playfulness as he threw out a soft jab with his right fist at Aden's left shoulder. Ambo Walsh was traditionally seen as a stereotypical military man, but he possessed a playful, if occasional obnoxious, attitude at times. His eyes locked on to those of Aden, and he gave a friendly smile.

"What the fuck are you doing saluting indoors, you asshole?" he said, mere feet from a reporter who nonchalantly texted away on his smartphone.

Next, a bottle of fine brandy was brought forward by an aide, which then transferred to Aden, who then offered it to Ambo. He raised an eyebrow, and gave Aden a serious look. Anything could be scrutinized; from a simple gift, to their shared military record. Surely, Ambo pondered, someone questioned how two men, who both served as Lieutenants in the same company during their formative years, could possibly be impartial to one another. His hand gently pushed the bottle low, a gesture that one could interpret as later.

Aden invited his old friend to discuss his proposition. Ambo nodded and walked alongside the Minority Leader through the hallway. A short walk passed them through to the balcony. Ambo stepped out, taking in the change of climate. The air was cool, and lights in the city expanse were shining brightly and proudly. He allowed himself to lean against the stone barrier that closed off the balcony, and turned his head in the direction of Aden Primo.

"What do you have on your mind, Aden?"

National Assembly Building-Bartago, El Cargota
"I tell you. Things were easier when we were just low-rank officers. No politics. Simple shoot and ask later." Aden rubbed his forehead as he looked out from the balcony. "I regret the day I ever went into politics." He shook his head. Two of his aids had taken positions outside the door to keep any listening ears away from them. He smiled. "I run my office like the army they say behind my back. To use to fighting in the jungle than my office." Aden was stalling. They both knew it. "I am about to ask the Liberal Party to consider enacting a compulsory military service law for men coming out of high school and among our homeless population. I am afraid the coming tide will leave our country undefended. Foreign powers will be watching this debate with great interest. Russia and China are backing the President. The United States is backing the Liberals. If we are not careful, it will turn into Nicaragua all over again. This country hardly needs a civil war." Aden disliked the President, putting it nicely. It was known by anyone who had heard the two men argue when the constitutional change was pushed through. Aden almost had a brain-aneurysm during the heated exchange in the assembly. "All my life I have served this nation," Aden looked at his comrade. "I know you are not a politician. But you have to recognize and agree that this situation can quickly turn into the army marching into the capital to restore order. These hotheads in my party with their twitters will start a god-damn war. Not knowing the cost nor caring. Only who gets to sit in the President's office." He shook his head again, "Sorry. Its all I hear anymore. This military service is to give young men the chance to serve their country. And learn how to be a man. Get people off the streets. It also prepares them for life." Aden finally met his former brother in arms eye. "I am getting to old run around the jungle. Time to let new hot heads do it." He grinned and touched his comrade's arm, "All I ask though, perhaps you open a training base in my district. Help my district with jobs." An aid interrupted them and handed a few notes to the Minority leader. He instantly took them and put on his glasses, "Please hold anything else. Unless the President asks to see me." He mused as he stuffed them in his pocket. Aden still acted as Colonel. Rushing from one fire to another. " I also wanted to ask how the son was doing in our old outfit. I am quite proud of him." Aden rarely spoke of his sons. But Aden was proud of his son Zanders's accomplishments. His other son, Lucian, was not as impressive.

Office of the Minority Leader-National Assembly Building-Bartago, El Cargota
Elena Primo grabbed her purse from her husband's desk. Spread across it was his correspondence. He didn't have a computer. Too much to do, he always claimed. One of his aides always printed off his emails and placed them for him to read. Or the important people knew to write him letters. He never did want to learn. He still had a flip phone for god-sakes. Only a couple of pictures were in his office. One of her and Aden on their wedding way. She was in her white dress and him in his uniform. All pressed and polished. The other, Zander and Lucian after graduating from the Citadel of Caitado. Both in their uniforms and between was their father. Aden was in his own uniform, arms around his boys. The three were smiling proudly. Zander had made first First Lieutenant. Lucian had made Second Lieutenant barely. Some whispered only on his last name. Zander was transferred immediately to the First Army-2nd Division-5th Jungle Regiment. Lucian was sent to the Academy of Bartago to continue training as an officer. Lucian's smile was forced. His mother could see the strain in his eyes. Aden, you could never tell. Zander was proud as could be. In her office, she had plenty of pictures. Proud of both her boys. She sat down at Aden's desk and rubbed the aged wood. Long nights of leaning against it had made small grooves where Adens arms pressed against it. He spent most nights at his desk at home writing replies to each of the people who wrote him. He always replied personally to the people of his district. Never to busy to serve them over himself.
