Topo left the Army as a Sergeant and attended college for free using his military benefits. He studied economics and graduated with a Masters Degree.

During his time in school he met his future wife, Regalina. They married after he graduated and he started a small store. However, government regulations became stricter and eventually the stress caused him to quit. it was now that he decided to run for political office, winning a seat in 2004. He has been in his seat since then, witnessing the surge of the People's Party and then their downfall in popularity in 2016. He was the leader of the revival of the National Party in 2016. He is now the seen now as the face of the National Party member and preparing to announce his run for presidency. He has a radical platform, combining hatred of indigenous people with an extreme free market approach.

His views include an extreme reduction of taxes and a near total abolition of the social safety net. On social issues, he supports the outlawing of abortion, the privatization of police forces and the mass deportation of Indigenous people. He is strongly against LGBTQ rights. He is against El Cargota growing close to any outside nation, neither the USA or Russia and China. If elected he would likely dispose of the position of Minister of Indigenous Affairs.

General Political Ideology: Stability and order. Alberto wants a quiet, peaceful nation where people get along and things are done honestly. He does recognize that sometimes, the best way to defuse a crowd is to find out what they're yelling about and try to change it. Think an almost Bismarckian paternal conservatism.

Character intentions: The unity of the nation must be maintained. There is no grand agenda, no sweeping reforms he wants to make happen. He wants to avoid fighting in the streets, root out corruption, ensure no cartels seep over the border, and ensure God's law and peace reigns among men.

If democracy gets in the way of that, well...eggs and omelettes.

Biography:

Alberto Maria Garza was the fourth of seven children in a mixed family (Mestizo mother, indigenous father) in the Estribaciones. His father was a mechanic, one of the few real tradesmen in the area. Though they were never rich, they lived comfortably enough.

He was the first member of his family to attend school: a political shift when he was very young saw anticlerical laws repealed, and the Order of Preachers established a school in his village. Though he was initially somewhat frightened of the friars (it didn't help one of them had red hair), Albertito soon began to love school. For several years, he learned basic arithmetic and how to read and write, and he always loved it when the friars would read them stories of brave knights smiting evildoers and rescuing innocents. However, it couldn't last. Another shift in politics forced the Dominicans to leave, and Albertito was devastated. For two years, he simply helped his father at home and it seemed all his education would merely help him run a more efficient mechanic shop.

However, a new public school was built, and Alberto (plus two younger siblings) began making the three mile long walk to the school every day. These new teachers were not as exciting or interesting as the friars were, he still studied and worked eagerly. Though it wasn't a class or even an official team, Alberto and a few of his friends had grown enamored with hearing political debates on the radio, and began holding debates of their own. Alberto quickly developed a reputation for a calm demeanor, and an ability to bridge gaps and form compromises. He graduated near the top of his class. He went back home to help his father, but his father refused.

"Son, I covered my hands with grease so yours could be clean. Go, make something more of yourself than a mechanic."

A newspaper ad lead to him applying to join a police academy in the capitol city. Here again, Alberto floated to the top of the pack. Though most of his classmates would join new municipal police forces, he was selected to join the elite National Police. His mother cried as they pinned a shiny badge on his crisp green uniform, and so his career began. He was an effective officer. His ability to ingratiate himself with people helped to defuse tense situations, though he was not one to hesitate using his baton when the situation called for it. He married a pious woman, and they began fulfilling their marital duties quickly. 6 children, 4 girls and 2 boys, ensued.

Soon, he began Sergeant Garza, and then Lieutenant Garza, and then Captain Garza. It was at the rank of captain that he gained his nickname. A politically connected lieutenant had applied some pressure to try to make an investigation into one of his friends go away. A lawyer showed up to the captain's office, and politely explained why his client was obviously innocent and the police should stop leave him alone. Captain Garza nodded, politely saw the lawyer out, and within the month the friend had been indicted for wire fraud. He was like a bull in the ring: once he saw the red flag, not a thing in the world could stop him.

Though he would face some fallout for his pressing where it hurt, this could only slow his rise rather than derail it. Once the storm had calmed down he became Major Garza, and then Deputy Chief for Investigations Garza. Alberto had fully expected his career to have peaked. He knew that few men got as high as he did without serious political connections. None went higher. Now in his fifties, Alberto watched as the other Deputy Chief posts were filled by younger, ambitious men with college degrees. A mere high school graduate from the mountain villages, Alberto knew he had been blessed to make it high as he had.

But the Almighty was not finished blessing Alberto. When the top spot became vacant in 2014, Tafalla tapped him for the job. Though he was surprised by his promotion, he was widely seen as one of the only compromises the president made. A dark skinned mestizo without any higher education but decades of experience, he didn't smell of Elitist Technocrat the way most of the other options did. His staunch anti-corruption stance, tough-on-crime demeanor, and public Catholicism made him palatable to to the right. He was confirmed to his post by the largest margin of any of Tafalla's picks, and he has served the nation as its top lawman since.

While his father was the owner of a well known nationalist newspaper which had been on the edge of financial struggles as it had been forced to conform to the laws set in place during its time. While his mother, was a small time CIA agent who was sent to set up a network in the nation of El Cargotá. Of course due to relations between the Hispanic Republic and the United States, it didn't require such a high level of importance and so anything that was set up was minor and not entirely productive. After a few years and Matthew's mother deciding to retire from her job and settling down, without the income she made while she was working, Matthew's father had to make do with small time drug trades with local mafia lords and junkies by using the newspaper for locations to pick up the drugs and give the money. As Matthew grew, his father forced him into the practice of not only writing for his newspaper but entering the drug trade as well.

As he got older, Matthew slowly began to take over the business as his father died in a tragic car accident. At the ripe age of 24 Matthew begun to use what he was left with from his Father to begin to make a name for himself. Not only to entrench a sense of loyalty in the remaining mafia lords, but to make a small boost of political clout, he sold out several junkies, drug dealers and suppliers to the local police with evidence. Using his own newspaper he blew the story a bit and with taking a deal with the local lottery of Yarumina, many read these stories which fueled his renown in the city. With the support of the remaining lords and lots of saving from when he was 24 in 2007, getting married in 2010 to a minor paper mill owner, then finally going with investments until 2016. Obtaining enough capital, he was simply lucky when the boost to the opposition parties throwing him into the assembly. It mostly surprised him and it allowed his newspaper to grow as well. Quickly aligning himself with the Nationalist Party and within its faction, although he doesn't exactly know everything about politics (except for what he decided he must dedicate himself first, such as being a self-made person.) he believes his charisma and influences will allow him to succeed. Keeping himself in the assembly and working his way up, he feels like he has a small name for himself as he feels like taking control of his destiny.

Biography: Pedro was born to a middle class Mestizo family in the Estribaciones region. His family ran a small business selling goods and trinkets. His studies made him an avid believer of libertarianism and free market capitalism, and he returned to El Cargotá with the intention to get involved in politics. However, elections were still a few years away, and this was right when Miguel Tafalla first became president and instituted his social reforms. Tafalla's raised taxes took a toll on his family’s business, and Pedro became an avowed opponent to the president.

When the 2012 election season rolled around, he gained national attention as one of the most fiery Liberal candidates, as well as one of the youngest. He quickly won over much of the Cargotan youth, and became a rising star in his party. He managed to win a seat in the National Assembly from his district in the Estribaciones. During his tenure, he authored legislation aimed at lowering taxes, paying off deficit, and fighting encroaching influence from China and Russia. Almost all of his legislation was struck down by the leftist majority in the Assembly. One of the few rare times he voted with the leftists was on Indigenous legislation, he was a firm believer in indigenous rights, as his family was Mestizo. He became disgusted with the bigotry of the National party, and made many attempts to convince his party leaders to end their alliance, albeit failing. He was a strict opponent of the constitutional change, and famously said "I will do whatever it takes to restore our democracy" as he was announcing his intention to run for president.

He is now the seen now as the face of the National Party member and preparing to announce his run for presidency. He has a radical platform, combining hatred of indigenous people with an extreme free market approach.

His views include an extreme reduction of taxes and a near total abolition of the social safety net. On social issues, he supports the outlawing of abortion, the privatization of police forces and the mass deportation of Indigenous people. He is strongly against LGBTQ rights. He is against El Cargota growing close to any outside nation, neither the USA or Russia and China. If elected he would likely dispose of the position of Minister of Indigenous Affairs.

From early colonisation, to post-independence governments, to the 20th century pro-US governments, every time her people had to play second-fiddle to the peninsulares. While slavery was outlawed in the early 19th century, her people were still subject to countless legal and extralegal discriminations. Legal discrimination was outlawed in the 70s, but even then almost 400 years of second-rate citizenship left its mark. Indigenous people control less wealth, own less land and own fewer businesses and positions of power than other groups in the nation. In the eyes of Huanca-Hidalgo, equality can only be achieved if reparations for past discrimination are made.

As a result, Huanca-Hidalgo promotes a socialist agenda. Massive investments in infrastructure and education will be necessary, as well as land redistribution and better representation in the nation’s positions of power. The criminal justice system requires reforming as well, since it has long been an institution of oppression against the Quechua indigenous groups. Apart from purging systematic racism from the institution, she also seeks to promote investigations into baking fraud, organised drug crime and industrial pollution, since her own people have the most to lose from these forms of crime. On the other side, she wants to put less resources towards investigating social service fraud and petty crime, as she sees those as less of a priority for the good of the nation. This is probably the biggest criticism of her tenure, as many low-level offences are now punished with fines or community service instead of jail time.
Character intentions: Huanca-Hidalgo wants to keep reforming the justice system until it lives up to her expectations of the system. That means a sufficient representation (30%) of Quechua among her prosecutors and other staff, as well as a proper prosecution of crimes that does not involve racist assumptions of guilt. However, despite the criticism of her opponents, she does not look to shield Quechua from criminal responsibility. However, she views the higher crime statistics among Quechua as representative of their poverty, and not some inherent criminality, and she seeks to follow that in her prosecutorial decisions.

Apart from her anti-racist programs, she also seeks to prosecute financial fraud and other white-collar crimes harsher than it had been prosecuted before. This includes government corruption, which she tries her best to clamp down on. However, this is where she has gotten the most pushback from the president. The current government promotes corruption at least tangentially, and the other ministers and party backers hate seeing their friends locked up. Huanca-Hidalgo does her best within that broken system, but there is only so much she can do. More than once, she contemplated resigning, but she does not want to lose her position of power to be replaced by one of the president’s lackeys. As a firm believer in the rule of law, she would never want to prosecute political opponents, but she has not yet figured out if she would prioritise if the president asked her to.

She was a bastard, being born outside of wedlock due to the expected celibacy of her father. While Yurak’s and Mercedes’ relationship was an open secret, the two feared that their daughter would present their enemies with too much ammunition against their cause. So, their daughter was kept a secret, which would fundamentally shape her view of the world. She learnt to see herself as second-place next to the Cause, and looked up to her parents because of it. She could never tell anyone that she was their daughter, from the time she entered grade school until the present day.

Her path in life was laid out before her. She would do well in school (earning a firm scolding from both of her parents if she didn’t live up to their high expectations), she would go to university to study law, and she would become a lawyer in her mother’s firm. While she was helped along the way, or because she was helped along the way, her parents drove her to go ever-further, ever-faster. She had little time for friends, going out, anything else than constant studying. And she praised her parents for it.

She was 20 when she had her first breakdown. Her studies, her various clubs, her reading list of important literature and her job on the side finally caught up with her. While openly supportive, she could not help but feeling that she had disappointed her parents, and especially her father. So, when she recovered, she strove even harder. She joined the union, and joined in their protests. She rose up the ranks, being treasurer as well as a student. She kept that up until her 26th, when she became a lawyer in her mother’s firm. She had her second breakdown a year in, forcing her to drop her work for the union. Again, she could taste the disapproval and the disappointment of her parents. When she got out of hospital (she had hurt herself during a vicious panic attack), she strove herself further again.

During the 80s, some Andes-bound indigenous separatists got into contact with the Soviet Union. In order to divert American attention to Latin America, the Soviets began funding these groups, both through funnelling of funds and by buying up drugs produced by these groups. These groups used those funds to buy weapons, either from the Soviet Union or from Colombian drug gangs. The entire Quechuan ethnicity was blamed by some circles, especially the nationalists, and a violent campaign of unofficial repression started. Police presence in majority-Quechua cities was increased, which led to an arms race between police forces and drug dealers, which the locals caught in the crossfire. The collapse of the Soviet Union stopped this violence, but police repression continued. The groups surrendered in the late 90s, with the government promising amnesty. However, in the early 2000s, the government started prosecuting former separatists, threatening them with capital punishment. Huanca-Hidalgo and her mother had to defend these people in court, something that did not garner them much popularity.

However, it did make them popular in the eyes of Quechuan indigenous groups. Based on this popularity, Huanca-Hidalgo became a talking head for indigenous groups in the late 2000s, promoting justice reform and indigenous problems. She became a member of the Indigenous Front, which had been purged of its problematic and separatist past. She was elected to parliament in 2012, when the party gave support to the majority government under the social democrats. In 2016, the support of the Indigenous Front became indispensable, and the president was forced to accept Huanca-Hidalgo as Prosecutor-General in order to keep his coalition in line.

Her tenure in office saw some far-reaching reforms. Prosecutorial guidelines were thrown out and rewritten wholesale, and various divisions aimed at fighting crime among indigenous groups were disbanded. In their place came bureaus to fight tax evasion, corporate fraud and environmental pollution. Her office issued massive fines to companies for union-busting, using underpaid labour and failing to issue environmental impact reports. Her fight against real estate fraud brought her in hot water with her own coalition partners, however. The corruption in local governments was the biggest obstacle in fighting real estate fraud, but there were many ‘protected individuals’ she was now allowed to prosecute by her government. This caused her fourth breakdown, leaving the ministry in charge of her deputy for a month while she recovered. However, when she had recovered, she decided not to push the issue, but to do her work as well as the government allowed it. In secret, she keeps a secret record with all confirmed cases of corruption, so that when the time comes, she will be able to prosecute her way through the corrupt quagmire of local government.

During the 80s, some Andes-bound indigenous separatists got into contact with the Soviet Union. In order to divert American attention to Latin America, the Soviets began funding these groups, both through funnelling of funds and by buying up drugs produced by these groups. These groups used those funds to buy weapons, either from the Soviet Union or from Colombian drug gangs. The entire Quechuan ethnicity was blamed by some circles, especially the nationalists, and a violent campaign of unofficial repression started. Police presence in majority-Quechua cities was increased, which led to an arms race between police forces and drug dealers, which the locals caught in the crossfire. The collapse of the Soviet Union stopped this violence, but police repression continued. The groups surrendered in the late 90s, with the government promising amnesty. However, in the early 2000s, the government started prosecuting former separatists, threatening them with capital punishment. Huanca-Hidalgo and her mother had to defend these people in court, something that did not garner them much popularity.

However, it did make them popular in the eyes of Quechuan indigenous groups. Based on this popularity, Huanca-Hidalgo became a talking head for indigenous groups in the late 2000s, promoting justice reform and indigenous problems. She became a member of the Indigenous Front, which had been purged of its problematic and separatist past. She was elected to parliament in 2012, when the party gave support to the majority government under the social democrats. In 2016, the support of the Indigenous Front became indispensable, and the president was forced to accept Huanca-Hidalgo as Prosecutor-General in order to keep his coalition in line.

Her tenure in office saw some far-reaching reforms. Prosecutorial guidelines were thrown out and rewritten wholesale, and various divisions aimed at fighting crime among indigenous groups were disbanded. In their place came bureaus to fight tax evasion, corporate fraud and environmental pollution. Her office issued massive fines to companies for union-busting, using underpaid labour and failing to issue environmental impact reports. Her fight against real estate fraud brought her in hot water with her own coalition partners, however. The corruption in local governments was the biggest obstacle in fighting real estate fraud, but there were many ‘protected individuals’ she was now allowed to prosecute by her government. This caused her fourth breakdown, leaving the ministry in charge of her deputy for a month while she recovered. However, when she had recovered, she decided not to push the issue, but to do her work as well as the government allowed it. In secret, she keeps a secret record with all confirmed cases of corruption, so that when the time comes, she will be able to prosecute her way through the corrupt quagmire of local government.

Overall this is good, but there are a few issues. This isn’t a parliamentary system, this is like the US, where the president is elected independent of the status of the legislature. The "coalitions" are only there to secure the position of Premier of the Assembly, which is like Speaker of the House in the US. As such, the president would likely stack up his cabinet of ministers with members of his own party, and the support of the indigenous front isn’t as crucial since they carry three seats in the Assembly right now.

It is possible that Tafalla would want indigenous people in his cabinet to pander to the voting bloc, but someone more in line with his own party, even though he would generally support her socialist ideals to an extent

Ah, alright. Although, I would note, the president would not only need the assembly to keep his prime minister, but also to get his legislation passed. Of course, the Indigenous Party is not required for a normal majority, but could be instrumental for a 2/3rds majority required for constitutional amendments. So, it would be profitable for the president both to placate the Indigenous Front, while also promoting the left wing of the party (instead of the more nationalistic and violent right wing) and having someone on his side who is a socialist in all but name.

But, if you say the president is more inclined to keep loyalists on his council, that’s completely understandable. If that’s the case, I think I’d rather go for a somewhat corrupt finance minister.

Well yes, he relies on Front members voting for his legislation, but the alliance is mainly to win him the indigenous vote in presidential elections. Someone with her ideals could be appointed by Tafalla if only she was in the PDP and toned some of her ideas down
