The IE (The OP and 3 Co-Ops) decide which outcome is most based off of trends and the decisions you make.

i guess that makes sense. can i only control what happens within government or do i have complete control over the nation? for example, if i wanted a protest to happen that wouldn't have any government involvement could i just do that?

Just look on the post, mechanics and everything else you need to know is written on there.You can’t do protests or terrorist attacks. You enact policies, legislation etc as the government and the effects of it are show by the IEC. I recommend you look through the IC so you understand the general gist of it in practice.

You could ‘set up’ a protest or do a false flag operation but that runs a heavy risk.

A few good nations that could be interesting to play are Hungary, Romania, Bulgaria, Portugal, Belgium or Netherlands. Czech Republic is in an interesting position as well as the Nordic nations.

If you want something out of Europe well Turkey is trying to be a rising power in the Middle East but the previous Turkey player has caused some extremely strange situations. Along with the UN meeting we had on the discord which failed to bring any results. Israel is something difficult and very unique in regards of being alone yet not alone. Pakistan if you wish to go against India and work with China or off your own path, Africa has nations such as South Africa, Morocco and Algeria which could be interesting, South America is currently going through the second Pink Tide which people are going with Anti-American left wing rhetoric. You could either embrace this change or attempt to counter it as one of the nations. There is also Southeast Asia which could be interesting like Malaysia or Indonesia, perhaps even Australia if you want a game or even Japan.

Well, if you want something with deep ties with the US Morocco is a good choice. As for SK, if it doesn't explicitly state it in the OP then you're free to choose within reason what could happen with realistic changes. But also make sure to look at say the North Korean player's application for something to react with too. Japan is a good choice as it does have close ties with the US and if you can handle it right it could definitely be somewhat of a counter to China.

For South America, well, that's mostly up to you because of the Pink Tide where you can get closer to America and go against the Pink Tide, compromise or embrace it. This RP gives many freedoms and possibilities but all within reason.

If you're planning on Japan, I'd wait until "Millennium Chronicle" posts in the general, the IEC is having Japan do something.

South Korea hasn't really diverged too much from the real timeline. I'd imagine another pragmatic "we work with both China and America" kind of person like Moon Jae-in, though likely less Sinophilic.
