Define "some control". I'm obviously asking to ascertain my risk of burning this poor old lady's house down. :p

It depends on how big the fire is and how skilled the mage is. A small fire would be easy for a novice to put out, while a larger fire would require greater skill.

So fire bolting rats probably isn't that risky?

Not really but hitting something that's flammable could be disastrous.

Name: Essas
Gender: Man
Age: 25
Appearance: Essas is a very definite figure - a sharp-featured, pale young man with bright, pointed eyes and flat-combed black hair. Cleanly dressed in the plain panoply of a scribe, the young novice carries himself with clear purpose and confidence.
Personality: Essas was born for the scribe's trade - as his masters and the jurists who he served would well attest. Serious and direct in manner, he is fixedly attached to his studies and to his work. This is not because the fellow is an obsessesive student, nor a joyless creature of ambition - it is simply the greatest joy of his life to write, record and archive. Discipline, hard work and an almost zealous commitment to order and protocol define him.
Biography: The bastard son of a dissolute aristocrat, Essas was raised in a local monastery, an upbrinding paid for by his stern and wizened grandfather. Always a quiet boy, he took eagerly to work in the scriptorium, and as soon as he was of age to go out as an apprentice he was sent off to serve under a series of scribes, clerks and lawyers of all kinds. His talent for shorthand carried him far in the disordered mess of a medieval legal system, while his attention to detail made an excellent accountant of him. That his skills extended to the magical came only when, by chance, he was set to the examination of a legal case - as he cross examined and questioned, his subjects found themselves compelled to speak, and, indeed, forced towards the truth. His grandfather, seeing the spark in the lad, took him from his beloved judgements, and set him to the study of the higher mysteries of the magical arts.
Familiar: An altogether mundane looking sparrow-hawk, named (in a brief moment of levity), Secretary.
Starting Location: The Hall of Scribes, City of Brennock.
List of Spells (Pick 5):
Auto-Scribe: A simple but intensely useful spell - when cast the words spoken within ten feet of the caster are scribed onto a designated media - preferably parchment but any surface capable of holding ink, including skin, will suffice.
Sense Intent: The use of magic to discern the intention of another is a long-practiced discipline, and an extremely difficult one to master - the craft of the empath is hamstrung by the complexity of emotion, but at Essas' current level basic intent can generally be detected in humans and some animals, though if they've prepared to conceal their thoughts from such detection this is far harder.
Demand: A form of illusory compulsion, this spell permits the caster to demand a subject answer a given question truthfully. Again, against wizards and the well-warded, this can be challenging, but against petty criminals it functions excellently.
Minor Calm: Much as one might detect a thought, one may also plant and compel it. This spell functions to incite calmness and feelings of comfort in its target - with obvious limitations in the case of extreme or very deep seated emotion.
True-Sight: Not so much a spell as an ability common to the scryer of any sort, True Sight at Essas' level comprises the occasional glimpse into the warp and weaving of the world. It offers naught more than glimpses, but when one is searching for a clue it can be crucial.
