My idea was to have the marriage alliance between King Adler, meaning it would have to take place before the IC. The women is supposed to be Sharra Arryn's mother.

He wanted to secure a good relationship with Northerners without dissent, so he thought he should marry from a vassal house instead of house Stark. He tried to find a relatively worse-off house with strong values, and settled on House Feather. He then sent a marriage proposal to Lord Eyan Feather.

Now you just come up with an IC response and I'll throw it all in my app. It would help if you told me her age and personality, as well as showing a picture.

He'd have sent the marriage proposal to Lord Eyan Feather's father, Lord Kaegan Feather (I would imagine Bryna to be Eyan's older sister). On the whole, in order to secure his House's standing and the North's standing with the Vale, it is likely Lord Kaegan would agree.
