I guess the best way to put it would be to simply say that it stopped existing. It wasn't really conquered, although large sections of it are under occupation. Now imagine that everyone just abruptly stopped believing that currency is valuable. Now imagine that happened not just to money, but everything about a country - its laws, its institutions, the rights and duties of its citizens - and you have a rough picture of what is happening to the Commonwealth. People are no longer taking them so seriously and therefore they are ceasing to meaningfully exist.
I imagine some of the more belligerent settlements up in Norway would be pleased to not have those controls on their overseas raiding activities anymore.
