Oh certainly the merchants - and those tariffs are, as you note, usually quite nominal. They're meant to pay for the maintenance of port infrastructure and roads that the merchants use, more than anything, but of course on more heavily trafficked thoroughfares those tariffs scale nicely compared to those expenditures.

All of that aside - you forget the most expensive part of arming any pseudo-medieval military; their equipment. House Nemtsov has no reason not to sell arms and armor and weapons to the state essentially at cost, the Hegemon and its chief executive being the same man, and with the prodigious industries available to said House, that cost is rather attenuated.

What is not explicitly forbidden by the Commonwealth, is permitted for its constituent Republics.

The Commonwealth does not hold any law against taxation, so if you can find the necessary political influence to get what is likely to be a rather unpopular reform across, that is entirely legal.

Then, of course, you need to educate large numbers of people before you have enough of a Civil Service to effectively collect any sort of tax.

... Honestly it's more about specialization than anything. You can have all the land and people in the world, but if you don't have enough specialists - you can't do anything.

Well, sales taxes are notoriously hard to enforce.

Riddle me this then - what goods of manufacture does the Commonwealth export? Iron tools and weapons, aye, but those only relatively recently, and only those manufactured from the iron bogs of Scandinavia, to my knowledge, markedly limited and difficult to extract compared to traditionally iron ores. The only other goods I'm aware of that Clara introduced were, hrm, paper?

First, before anything else, a general observation that if you expect me to dedicate an IC section to each new industry that starts up in the Commonwealth you’re expecting me to do more writing than I am actually willing to. I already have things like our relationship with the Sami tribes of the north and the development of our Baltic client states lined up to be written.

If you expect me to stick to things I’ve already mentioned, though...

In terms of manufactured goods, paper, ships, and armaments were mentioned at one point or another either in the IC or OOC - the latter of which we probably have a monopoly on in the region, given the Imperium’s reluctance to sell those. Considering the pressing need for defence of all primitive polities, armaments alone can probably let the Commonwealth drain its immediate environs quite effectively.

In terms of domestically-produced natural resources, iron - in addition to bog iron there are some conventional deposits in both Sweden and Norway accessible with pre-industrial technology - copper, amber, wood tar, all brought up IC or OOC at one point or another. Copper practically funded Sweden’s wars in the mid- and late-17th Centuries. Our production is a lot lower in comparison, with our limited workforce, but then so are our expenses.

Autobiography/Biography ( paragraph minimum ):

Aaron was born in Massachusetts and currently lives in New York City since he graduated from university three years ago. Being born in 1994 Aaron became a more regular user of the internet as he got older, and partially because of that decided to go into higher education in a STEM field. Using the internet also helped him expand his knowledge of geography and history as well as formulate his own views on how the world should work. A year after finishing his education Aaron is having difficulty finding a job in an over saturated job market.

What are your intentions for this RP, what's the long term goal?: Make a Chinese civilization based on a confederation of large cities and metal working.
What people or places are you taking inspiration from?: Enlightenment philosophers and Marx.
Why did you chose to land where you did?: It’s isolated and extremely resource rich.
What vibe should we get from your civilization and it's culture?: Ancient China mixed with a modern knowledge of metalworking and chemistry. I don’t intend to start building cannons a year into the game, but I do want to create a civilization based around metalworking.

What are your character's motivations?: He sees this as a chance to avoid mistakes humanity made in his time and as a new purpose for himself.

Theme Song?: Can’t think of one right now.

What do you wanna see in this RP? What would make it better?: I haven’t participated in the RP yet, so I can’t say.

Thinking about it, we should designate an artist, and have him responsible for compiling the art for this world, and making it.

Edit: Am I the only one who’s ordered art, yet? I’ve actually ordered some more, this time from a friend.

A drawing of Axum would be wildly simple tbh.

It seems fine. Before WWI tariffs was a large way of making money for the state. Customs duties being especially valuable if you have large quantities of a small variety of goods such as salt being imported.
