It is not excuse me. The first thing which Victor Spear does is try and create a library. The next thing he does is try and get people to read and write. The next thing he does is try and copy every extant book in existence. He sends people to Elam where there are tablets, Mesopotamia where there are tablets, and Egypt where there are scrolls to collect everything that is written. There are six books he has found from other authors in 25 years, specifically written by other authors, the Bible from Aksum, the Bible from the Imperium, Star Wars, Clue, and Dracula from the Imperium, and the Book of the Seven from Ur. There is also some writing from Crimea, but he helped introduce it. There are other books specified by Ur, but the titles are not described. In Aksum, he essentially creates the foundation for the church records. In Harappa, he would find some scrolls and writing, but no specific titles. In Harappa, we have discussed the idea of Aprus starting the first library of scrolls.

There is a book written by the Imperium, the Hobbit which he has not found.

You are absolutely correct. If you read it carefully, Victor Spear is mad, he wants to control everything written in the world. He goes so far as to tax all the written records he can find anywhere and copy them.

When the Nestos League travels in the land of the Imperium, there is paper, some posters, records of trade, but no books except for the bible at all readily available for trade in five different settlements. There are also other books already in existence in Egypt, Sumeria, and Elam. There is no physical evidence of large scale literacy which he can find except for among the scribal classes in Egypt, Mesopotamia, and as part of religious activities like the bible in Aksum and the Imperium. He has been to the Levant, Egypt, up the Vistula, into the Imperium, into Crimea, into Harappa. All over.

Having a 10% literacy rate would indicate that there is some kind of literary culture which would spread to different places. Maybe the books are all chained and locked down like in the medieval monasteries. They are forbidden to leave the libraries because they are too valuable. It might be likes this in Gdansk.

However, if you are dealing with nomads and seasonal labor, like in the Imperium and the Commonwealth literacy would spread outside of these areas, there would be more writing. Paper and books would spread and we might learn about it.
