The RPS can provide officers and investigators - all uniformed as normal RPS officers - to support the RGD's rural detachments, as part of the Rural Investigative Support Units. For example, my character Savic spent his first investigative duties as a RISU investigator in Karokand. They would operate largely according to what many law enforcement agencies refer to as a "Mutual Aid Agreement;" while both departments have their defined jurisdictions, there are a number of covenants and factors allowing and governing inter-agency cooperation.

Just wanted to apologize for the lateness on my apps; classes this semester sidelined me a bit more than I was expecting, and it's honestly been a while since I've last RP'd in any meaningful capacity. ;-; Hopefully I'll be able to actually get everyone done and posted by sometime tomorrow. After having checked my app over and over again and fixing it up to about as perfect as I can make it (I'm certain I still missed a mistake lol), I'm almost disappointed it took this long to write just this much out; of course school and some personal issues were a factor in that, but still. I decided to cut back to just one character, at least for the time being. In any case, here my app finally is! :3

+++Name: Katarina Abramová (also referred to as Kata)
+++Age: 21
+++Gender: Female
+++Physical appearance: Kata is 162.5cm tall, weighs 56kg, and has a rather average, feminine figure. She has dark brown eyes and ruddy brown hair worn bobbed and short.
+++Identifying Marks: She has only a single tattoo on her right shoulder of two Yiddish letters, "אַמ", worn in remembrance of her parents and as a symbolic opposition to various traditional norms. Otherwise, there is not any other distinguishable mark on her body that would make her particularly stand out from somebody else. As of the eve of the revolution in Borsten, she is commonly seen wearing a black beret, a red bandanna, and a bandolier of ammunition pouches slung across her chest to signify herself as a revolutionary, as well as small silver Star of David necklace as a symbol of her identity.

+++Likes/dislikes: Kata has many affinities, though her most readily apparent ones include a rather obvious love for her family and friends, a fervent belief in the revolution in general and in Communism in particular, a love for painting and playing guitars and listening to indie rock music, a passion for drugs (particularly marijuana) and alcohol, and a deep desire to help others. She has seldom few dislikes, mostly just despising her childhood, the monarchy, Fascism, anti-Semitism, and traditional values and social norms.
+++Interests: In general, Kata is interested in painting, playing music, recreationally drinking and smoking, becoming a teacher, and, of course, fighting for freedom and equality.
+++Fears: Kata fears death, losing any of her family or friends, losing the rebellion, and, less seriously, spiders and great heights.

+++Equipment: Besides her clothes and a pair of black combat boots looted from a VDGF soldier killed during the initial fighting in Borsten, Kata has an old VRA M16 and an M7 bayonet both acquired during the uprising, a bandolier of spare magazines slung across her chest, and a combat belt with a canteen, some first aid supplies, and some extra ammunition worn across her waist.
+++Biography: "I don't like to talk much of the past; even in its brightest moments, full of laughter and happiness, it's cruel, cold, painful. But... I suppose I'll talk about it anyway. I was born in a small village named Dubá, on November 12th of 1986; just a couple weeks away from now. Ha! I don't think there'll be a cake this year. My mother, Mária, my father, Abraham, and uncle Milan and auntie Amálie and their son Miro were the only family I had; no brothers or sisters, not even any cousins as far as I was aware of. My mother's parents died before I was born, and I never got to meet my father's family - at least, whoever might be alive - for reasons I still don't know.

"Anyway, my childhood was about as expected for one of the flocks of Volkavian black sheep; it didn't help that Gromov's crime families are also Jewish. I did about as well as could be expected for a Jewish girl in such a discriminatory society. Even my classmates seemed to hate me for committing the crime of living and breathing the same air they did! Only a couple were nice to me, but none spoke up for me or did anything besides exchange pleasantries when nobody else was around. I wish I could say I was nearly killed only once by some of those bitches. I was all alone, except for my family. Uncle Milan and auntie Amálie had their second child, little Ela, just a couple years after I was born. It's been years, but it still doesn't feel right to call them mama and papa; Miro and little Ela are their children, not me...

"I, uh, I didn't stay in Dubá forever. I was about ten when a police officer from Gromov came to Uncle Milan's and auntie Amálie's home, where I was staying for a few days while mama and papa were away on business. Mama and papa were... killed. I only know that they were accused of doing some kind of work for the Issachars and then they were murdered. The funeral was a few days later, and, well, I was adopted by uncle Milan and auntie Amálie. No paperwork or anything, it just... kinda happened. They're saints. I lost my parents, they lost their closest friends; Dubá, this quiet little village, was cruel to us. Miro had been back from playing soldier by then, with his wife Dita and their newborn son, Novák. There was enough money for the seven of us to get an apartment in Borsten, and we left as quickly as we could. Uncle Milan found work at an old, run-down factory, Ela works as a nurse for the local hospital, and Miro has been serving in the RFRS ever since we got here. Auntie Amálie, Dita, and I take care of the kids. I also helped out when money was tight by selling drugs to close friends. I was stupid to take those kinds of risks, in hindsight, but it was necessary.

"For the longest time in Borsten, I was a nobody, but at least I wasn't a Jew. I was a Christian, and that was acceptable enough for everyone else. Only my new family knew at least some of the truth, and I knew it all, that I abandoned religion entirely. I still hold onto my roots with solemn pride, but I practice nothing. In a way, I felt... normal. Melancholy, but normal.

"Of course, I was hardly normal. I tolerated social norms and traditions as far as I was expected to in public; I presented myself as the ideal Volkavian girl. Traditional dresses, a quiet, submissive, unassuming attitude, constantly deferring to the men: whatever it took to avoid any unwanted attention or... worse. I burned most of them as soon as red banners were dangling from the homes and apartments in my small neighborhood in Borsten, and gave the rest to Dita and Ela. Ugh, I'd rather die than wear one more of those stupid things.

"At home, I was a good, model child... within limits. At worst, uncle Milan and auntie Amálie were only quietly opposed to vices like drugs and alcohol; I had a lot of both thanks to the black market's smugglers. With it's dying economy, Borsten's a good market for those vices, and more. I never had to wear dresses, I could play the guitar that Miro bought me for my 14th birthday, I could read and speak freely, I could just relax in my room, sometimes with a friend, and I could do so much more, so long as I took care of the little ones and did well to help around the apartment. It felt so liberating to dawdle in rebelliousness in the safety of my bedroom and with the support of my family. I was me! I wasn't an ideal Volkavian girl, or a disgusting Jewess beaten and mocked day after day, I was me! I've never had a worry in the world that I couldn't defeat at home. No man could berate me for rejecting tradition, no anti-Semites could try and spill my blood. Although the revolution hadn't taken any roots yet, I had that one small measure of freedom to myself, and I was happy.

"Like I said, Borsten is - or, at least, was - a blooming place for illicit goods. I was able to get CDs and a small CD player, some movie tapes, and even the occasional book that's all otherwise illegal. I was about eighteen when I got my hands on Marxist literature, shortly before the unrest began in 2006 and it became impossible to get smuggled goods. Can you believe that? These people have told me that anywhere else you can check these kinds of books immediately out of a library. The royalty would probably sooner kill us for having these things! I can still remember getting mesmerized by the rallying cry of Communism. The manifesto's so small, only thirty or so pages, and I read it all in about an hour's time on a light high and to the sound of some western rock playing on my CD player. I've never been less of a revolutionary ever since then, and ever since the unrest that began in 2006.

"Miro and Dita had had a couple more children a few years before then, two little girls two years apart named Lida and Mila. Ela got married to her partner, Velek, a businessman who works for his father, about a year before the revolution, and I had... nobody. I have friends, of course, but no significant other. I had a couple and they were fun for a while, but otherwise I've had none, and I don't think I intend to, at least for the time being. I was fancying a girl recently, but October rolled around and, well, that put a stop to that. I took to the streets almost immediately with scores of comrades, and we were among thousands to successfully liberate Borsten from the clutches of the monarchy. I got a tattoo, which I've been wanting to do forever, and I've spent the past weeks learning how to fight as best as I can; I am committed entirely to this revolution. You know the rest; time will only tell what comes next."

Born in the red-light ghetto district of Paris, Cédric Lésage (Born Cédric Lagare) was raised in a hopeless family who relied on the local gangs to survive. Focued on studies, Cédric was pressured to quickly pursue sports and to graduate early to help relive himself from his doomed family and dystopic city. Educated in the Janson de Sailly High School in France, Cédric graduated early with top marks, but couldn't follow through with a sports scholarship because of his parent's association with the Parisian crime ring.

His father, Gendron Lagare, a major drug-runner for the Parisian Mafia, had married a failing school-teacher in the district, Christia Lagare, and was working to get his family out of the dope game. Cédric was an elder child to a Corinne Lésage (Born Corinne Lagare), a younger sister with similar ambitions. In 2004, Gendron Lésage has run his course of usefulness to the Mafia, and accidentally had greenlit his family to be 'silenced'. On a moments notice, Cédric and Corinne were pulled out of morning classes and smuggled into Volkavia by a family-friend and close contact of Gendron, who willingly brought the two children into the Western Border City of Gromov, where they would easily be lost in the ghettos, never to be tracked by ambitions Parisian hitmen. The contact provided Cédric a stolen wallet and left them in the urban sprawl, the orphans abandoned to fend for themselves.

With higher education an impossibility, and athletic glory out of the question, Cédric had to quickly find a means of providing for himself and his sister. Gromov, a city with a sprawling crime rate, and home to a criminal presence like none-other, was highly stripped of vitally needed policemen. Cédric quickly enlisted in the local Gromov Detachment of the Royal Police Service, and with his knowledge attained from early graduation, but mostly from his charismatic & highly sympathetic relationship with the Department Chief, Cédric was enlisted to be a Corporal in the Gromov Gang Unit at the age of 18.

Cops in the Gromov Detachment, including the Detachment Chief, were always young and stupid. The high mortality rate for officers in the city ensured a constant flow of 20 through 29 year olds in black and blue uniforms, mostly youths trying to turn their criminal lives around, much like Cédric. While Cédric was quickly ostracized in the rough city for his soft-sounding Parisian accent and learnt Volkovian, and the fact that thuggish street cops weren't particularly excited to be taking commands from an immigrant, he quickly developed this strong sense of camaraderie with his fellow youthful and sucidial dead-men walking on this closely-knit detachment of the Royal Police Service.

Cédric's file cites his "inexplicable knowledge of organised crime", which is a throwback to his unknown father's involvement in similar criminal rings in France, as one of the primary reasons for his importance in the Gromov detachment, especially the circles which still believed in law and order for that city. Cédric started his career threading the fence between crooked cop and do-gooder who needed to go. Never one to cite his fellow officers, but also one who knew that sometimes clean justice couldn't pay the bills. The small department-issued paycheck was never enough to provide for his 2 bedroom apartment that was far too cold for the long winters, and a needy sister who remained unemployed. In what could be assumed as a pit of desperation, Corinne is rumoured to be a romanticizer of the other cops of the department, including the young chief, if it meant that she and her brother could pay for their meals and home, a secret she kept from him.

Cédric entered Volkovia with a lot to prove, and when war broke out in the country, Cédric knew oppurtunties for a better life were on his path. Hopeful that if the Royal Gendarmerie Directorate and the Royal Security Service were ever going to scrap the barrel for ambitious young officers to fill the roles of those quickly falling on the frontlines, now was it. Cédric has plans to move up the ranks of the Ministry of the Interior, and frequents his superior in the Ministry with bids to be relocated to Borsten to fight the FVF as apart of the RGD's Tactical Units. In due time, Cédric expects to be on the frontlines, kicking doors with other officers of his unit and bringing an end to the rebellious criminal terror that has gripped Volkovia.

+++Biography: Mehriban was born in Borsten and would live her early years in a Muslim majority neighbourhood of the city. Her family was a typical, although not highly religious, Volkavian Muslim family. Her father worked, her mother stayed at home to raise the children. However, Mehriban had no intention of becoming a stay at home mother. Her teachers at school noted she was quite intelligent and her intelligence was encouraged. After finished high school, she traveled to Turkey to study at university, where she was awarded a bachelor's degree in history and began to work on a master's degree. Her ultimate goal became getting a PhD and becoming a university professor whether at home in Volkavia, in Turkey, or somewhere else in the world. It was of course a tough decision to leave her family behind but she had to leave. Mehriban had no future in Volkavia. At best, she'd just have no opportunities, at worst, the more extremist members of the Volkavian Muslim community, the jihadists, would end up killing her in some sort of attack. The Muslim regions of Volkavia had been the site of low intensity armed conflict for as long as Mehriban could remember. She would do anything to get out before the gunfire left the mountain villages and came to her neighbourhood, it was certainly only a matter of time...

Mehriban returned to Volkavia from Turkey only a few weeks ago upon receiving news that security forces raided the neighbourhood of Borsten she grew up in, killing her father and brother and arresting her mother in the process. Volkavian security forces cited "jihadist presence" for their reasoning to raid the neighbourhood. There certainly were jihadists in the area, the Islamic Emirate of Volkavia liked to hide out in nearby mountain villages. A lot of residents of the neighbourhood owned firearms, but these were primarily for hunting and to deter the jihadists from attacking as security forces were known to do little in the event of such a thing happening. Armed uprising across the country suddenly turned every Muslim with a firearm into a "jihadist" in the eyes of government security forces.

After the funeral for her father and brother, Mehriban could have made the easy choice to go back to Turkey, finish her studies and stay in Turkey afterwards, marry a Turkish man, get Turkish citizenship and have a family. But instead she chose to stay. The security forces destroyed her family and so many others. She felt it was her duty to stay and fight. With more and more intense civil unrest, it would be harder and harder for her to leave the country and go back to Turkey so she had little choice but stay. Mehriban joined a local militia affiliated with the Volkavian Islamic Defense Brigades which was willing to accept female fighters. She was given a rifle that looked like it had already seen its share of battles before she got her hands on it, a few hours of extremely basic training, and was sent to the frontlines of Borsten with other moderate Muslim fighters, many of which she had grown up with.

An Al Qaeda affiliate which operates in Muslim majority regions of Volkavia. It was founded in the 1980s by Muslim Volkavian special forces returning from a FAP in Afghanistan where they assisted Mujahideen forces against the Soviets. These soldiers became radicalized while in contact with some of the more fundamentalist Mujahideen groups and began to see their home nation and the ruling monarchy as an affront to Allah. Their goal became to overthrow the Volkavian monarchy and put an Islamic Emirate governed by strict Sharia Law in its place. A few small scale attacks were carried out in the Emirate's formative years and security forces faced intense resistance from combat hardened, special forces trained jihadists when trying to attack their hideouts in the mountain villages.

Terrorist attacks intensified in the 1990s when Volkavian troops assisted the Serbs during the Yugoslav Wars. The Emirate was able to radicalize and recruit large numbers of Volkavian Muslims during this time, as the broader Volkavian Muslim community expressed anger over their country assisting in atrocities against their Muslim brothers in Bosnia. While attacks intensified at home, Islamic Emirate of Volkavia fighters also traveled to Bosnia to fight alongside Bosniak mujahideen, to Chechnya where they fought against Russian forces, and to Afghanistan where they would fight alongside the Taliban as they consolidated their control over the country.

Through the 2000s, the Emirate engaged in much the same activities, terror attacks at home and sending fighters abroad. Their attacks now began to also target Volkavian Muslims who refused to submit to the Emirate, leading to the establishment of defensive militias by the broader Volkavian Muslim population. With recent armed uprising against the state, the Emirate's jihad campaign has once again come into full swing with a series of suicide bombings and attacks on security forces leading to harsh reprisals against the Volkavian Muslim community as a whole.

Most Islamic Emirate of Volkavia fighters are local Muslims radicalized in the 90s or during the more recent uprisings. However, they have a not insignificant number of foreign fighters primarily from the Caucasus, Afghanistan, Pakistan, Iraq, and Bosnia. Armed with a mixture of black market military grade firearms and weapons stolen from Volkavian security forces, although a few civilian market firearms or obsolete military surplus weapons may show up from time to time.

A self defense force established in 1998 by Volkavian Muslims, non-religious, liberal, and conservative alike, who were tired of the Islamic Emirate of Volkavia. The force is loosely organized, and is more a collection of local militias who don't want jihadists in their communities. The Volkavian government tolerated their existence and turned somewhat of a blind eye towards them acquiring weapons so long as the weapons were not to be used against the state as they were useful assistance in dealing with the Emirate. The state also in secret hoped the Muslims would just kill each other in what they saw as little more than a petty tribal conflict. That tolerance started to slowly wear thin as armed uprisings started and by 2008, the Volakvian Islamic Defense Brigades and Islamic Emirate of Volkavia were both lumped in as one in the same under the label of "jihadists."

VIDB fighters are generally less well armed and less trained than their Islamic Emirate of Volkavia adversaries. Most militias have attempted to standardize on military surplus semi automatic rifles, although bolt action or lever action rifles, and even single shot rifles are still relatively common as some fighters are forced to supply their own firearms due to shortages. More recently, more modern military grade firearms have been observed, msot likely battlefield pickups or acquired from black market sources for the militias to arm themselves for what they expect to be a long and bloody three way conflict between themselves, the government, and the jihadists.
