Brief Explanation of Government: While the emperor technically still has total control over the State, signalling continuity, true power is held by his ‘protectors’. Brief Description of your People: German society has come to focus around the city of Berlin. During the reign of the disease, the city was culled in dramatic fashion. Many of those who did not die left for the countryside, eager to grow their own food. Now, however, with food production quite secure and the disease having died down, people are slowly returning to the city. However, Berlin is under constant military guard, and those willing to live and work there need a permit and an allocated residence. How these permits are issued and to whom is a constant political struggle. Questions of race, profession, gender and political persuasion change every other day, making daily life in Berlin a hassle. Still, it grants security as well, and better living standards than being a labourer in the countryside.
Brief Description of your Culture: The inhabitants under the sway of the German Empire are divided into three major classes: Citizens, artisans, and labourers. German society has taken after Sparta: the citizens are officers and soldiers, and they make up the upper strata of society. They spend their days training, exercising, and strategizing. The children of these families make up the elite Imperial Guard: extremely good shots, born and raised into soldiery. These units are kept at a constant state of readiness, because much is feared from the lower two classes: artisans are city-dwelling people who perform some non-military task. They are shopkeepers, merchants, stock-brokers, bank-tellers and the like. Labourers are manual labourers, such as farmers, miners, street-sweeps and some-such. They are kept under constant guard, since the upper classes are in constant fear of a communist uprising among the lower classes. They perform routine acts of cruelty in order to instil fear, and the government uses racism in order to keep these lower classes divided. These people are disallowed from serving in the military.

Army: The Imperial Guard is the only active military unit. Four divisions, 44.000 men in total, are made up of the children of the civilian class. They are drilled from the time they learn how to walk, and are incredible shots. They are renowned for their martial ability, and recognisable by their trench armour. Since the army is so small, quality is necessary, since the civilian class fears arming any of the other classes in fear of rebellion. There is also a flying corps, which is also manned by the civilian class. However, civilian air transport is mostly handled by the artisan class, and since they also make up a number of drivers, the mechanised units (a small number of armoured vehicles) are piloted by them. The armoured corps is looked down upon for this reason, but no true civilian would want to stick their child in the death box that is the Kriegswagen: a sort of tank modelled on the A7V, but not produced in any assembly line.
Navy: The Kriegsmarine is no official branch of the German military. Rather, in time of need, sailors strap artillery to their vessels to duke it out that way. Old ships, repurposed for civilian use, are refitted with armaments, and sailors take up rifles as some sort of marine militia. This way, there is no active navy at all times, but the civilian fleet can be called upon.

Brief Description of your Economy: Based around both agriculture and urban development, with a lively trade in living permits for the city of Berlin. The economy is built to serve the upper classes most, and they control most of the land and resources.

History: It is hard to say at which point the German Empire collapsed. One could argue that it collapsed when the power of the imperial government failed to reach beyond the borders of Brandenburg. Or perhaps earlier, when the High Seas Fleet rebelled and steamed out of Kiel. Perhaps earlier still, when Ruprecht and his army mutinied. Truth be told, the Empire had collapsed before the disease had even touched European shores. Blockaded, beset on all sides by enemies, with Austria-Hungary eating itself up from the inside, there was no bright future for the Empire. The disease just changed that. Perhaps it even gave her more time.
The early days after the war, which was never formally ended and instead just ceased, were marked by mismanagement of a scale that reminded of the early Russian campaigns of 1914. The emperor, maddened with grief and loss, was moving armies around that had already dispersed into the countryside. Crown Prince Ruprecht was designated a traitor to the crown, as an example to any other general that would turn tail and run. He travelled around Germany, first to Poland and the Eastern Front, then to the South and Vienna, then to what remained of the West. His general staff was in tow the entire time, as the emperor tried to salvage what remained of his once-grand armies. His son and his generals urged him to go back to the safety of Potsdam, as roving bands of marauders, ideologues and new age cultists roved the countryside, as well as French units intent on destruction.
The emperor met his end in 1922, when visiting the port of Wilhelmshaven. The official report states that he was strangled to death by communist assassins in league with the High Seas Fleet. Whatever the cause, the party headed back to Potsdam, where the new emperor Wilhelm III barricaded himself in his imperial palace, along with his imperial staff. The only military unit that still followed orders was the imperial guard, which formed the backbone of Potsdam microstate. Berlin, ungovernable, tore itself apart over the next few years. Communists, anarchists, cultists and other idealists murdered each other in the streets, each quarter seeing a new form of government and a purge of the old. In the end, the city was abandoned in a large exodus, the survivors moving into the countryside to farm their own food.
In 1930, the first imperial guard units returned to Berlin, only to find it almost entirely empty. Some marauders had their bases there, as well as some cultists, but those were dispatched with relative ease. It was heart-breaking to see the imperial city so run-down. The soldiers returned with whatever gold and silver could be found, to fund a future German treasury. It was decided that Berlin would be colonised, but only with those deemed worthy. This is where the old imperial system broke down. On the 24th of July, 1931, imperial guard units broke down the door of the Potsdam Palace and abducted the emperor, taking him to a Berlin palace. There, at gunpoint, he signed an imperial decree stating that all residents of the New Berlin had to be of good Christian stock, by which his captor Felix von Bothmer meant 'Catholics'. The next few years saw six counter-coups. After the first, only pure-blooded Prussians were allowed in, and Catholics faced enormous prosecution. Then, a socialist general took over, allowing workers and farmers to take up in his new utopia. He was assassinated soon after. In the end, general Ludendorf got the last laugh in 1934, when he and his Spartists gained power. Spartism, already very popular under the higher classes, was a totalitarian ideology enamoured with ancient Sparta. Already, all soldiers in the imperial guard were trained to fight from the moment they could walk. Now, they would have supreme power. Of course, it is only a matter of time before the next counter-coup.

Brief Explanation of Government: When rule in in the continental United States became untenable, the acting President, his cabinet, surviving members of Congress, members of the military, political and economic elites from across the country, and even common citizens fled to the territory of (then called) Porto Rico. One of the first acts the exiles carried out was a constitutional convention, wherein surviving members of congress and those appointed to fill vacancies drafted an emergency constitution. The surviving members of the Supreme Court ruled it as a constitutional act, given that the founders could not imagine the heinous emergency that the country was caught in. The "temporary" new constitution granted the president sweeping powers, suspended congressional elections while giving the president the power to fill vacancies, established a popular vote system for presidential elections given an inability to carry out state elections, and established the Governor-General of Porto RIco as a cabinet member. Over time, the system has evolved. As Representatives and Senators who were actually elected in their home states begin to die off, the United States Congress in exile has become a rubber stamp for presidents who appoint loyalists to fill vacancies. By 1936, being a United States Representative or Senator is more a title of heraldry than anything else. Due to the fact that the old 48 states no longer exist, the greatest balance to the president lies with the territorial Legislative Assembly of Porto Rico. Spanish speaking Porto Ricans have not been granted the right to vote in any election, and Porto Rico has not been given statehood. The president also appoints a governor general to manage the affairs of the United States Virgin Islands which is still a territory, and the former British Virgin Islands which is now a protectorate.

This cultural group is economically dominant owning most of the land and forming a majority of the urban population in Porto Rico, and forming an outright majority in the newly resettled State of Florida. Around 1/3 of the population is black, forming a large minority in Porto Rico and Florida, and an overwhelming majority of the population in the protectorates of the Virgin Islands and the Bahamas. Many of these individuals are economically and politically aligned with the Anglo-Americans, as quite a few came as servants to the elite class of exiles, but following their replacement with Hispanic laborers have gone on to rise in the American social structure. They and the Anglo-Americans tend to be Protestant. The remaining 1/3 of the population is of Hispanic, Spanish-Speaking descent. Brief Description of your Culture: The dominant culture is more American than apple pie. The Star Spangled Banner is ubiquitous on the streets of San Juan and other cities. Old songs from the First Civil War and vaudeville period are still sung, and culture has not moved far beyond the late 1910s. Due to the revanchist, nostalgic nature of the provisional government the culture is more inward-facing and patriotic than ever. Folk heroes like Johnny Appleseed and Paul Bunyan, national figures like George Washington and Theodore Roosevelt, and public intellectuals like Mark Twain and Walt Whitman have all being deified in a pantheon of sorts. The Union is viewed with such vociferous reverence that calls for its restoration border on religious devotion. Of course, this is not the case for all segments of the population. There are many, notably the older members of the landed elite, that enjoy the present circumstances of the United States. They view Porto Rico as a playground with few regulations on what they can and cannot do, with unlimited women, tobacco, and rum. There are others who view the situation with irony and distaste for future revanchism. The most fervent Unionists tend to be the more radical young people who decry the decadence and inaction of the political establishment.

Brief Description of your Economy: The American economy is mostly agrarian. Following the Third Civil War (an insurrection by the Hispanic population against the Anglo-American government) control of most land has been transferred over to elite families. This has brought about a sort of neo-feudalistic social structure, wherein poor Hispanic peasants toil on land they do not own to support the splendor of American cities and the powerful American navy. Otherwise the economy has heavy central planning and state intervention out of necessity, with quite a bit of price fixing and nationalization of industries. Large industries include the production of sugar and tobacco, and the manufacture of rum and cigars and cigarettes. These products are then exported in large amounts to European and American countries, often times to be sold on the black market. Aside from this, there is a tributary economy wherein the Americans offer protection for certain groups in northern South America and the former states of Alabama and Georgia in exchange for coal, wheat, and other natural resources. On the island itself, gold is also mined to supply the New Dollar, a gold coin-based currency. Famine and shortages are common in rural areas, while cities thrive at their expense.

The Ainu government is based in many ways on that of the Empire of Japan. It is divided into three branches: Executive, Judicial, and Legislative. The nation is divided into 103 ポﾛクｲタｸペ(Porkuytakpe), roughly equivalent to Prefectures, which each vote for two representatives to the NaPor, which creates legislature, and one to the NaPon, which approves legislature. In order to vote(with exception to residents of Aomori and Oke), one must demonstrate verbal or written proficiency in the Ainu language, although ballots are also provided in Japanese and Nivkh in some prefectures, as well as by request. Votes for the entirety of the NaPor are held every nine years, while votes for the NaPon are held every twelve years. Each prefecture elects a governor, known as an エヌコリケ(Enukorike), every five years. Voting is done via an approval voting system, with any elections deemed by the appointed committee to require further voting performed through a majority judgement vote amongst the mayors of towns and cities in the prefectures, weighted by population. More traditional communities will generally elect a member of one of the old regional chieftain's families, although more progressive circles will often elect a sibling or spouse of one of the ぺｲケ(Peyke). This practice is known as ペｲケｸマﾂカﾗ(Peykekmatkar) — selecting a Peyke’s wife. Any member of the Nipakpe may be impeached by referendum from their prefecture so long as it is either approved by the governor with an absolute majority of the vote, or a petition from a proportion of the population greater than that which approved of them. Officials with widespread disapproval outside of their prefecture may be censured via petition, but removal from office is solely on a voting or impeachment basis. The NaPor will elect a prime minister, while the NaPon will select a secondary minister, who then cease to represent their prefecture(s), leading to special elections. The prime and secondary ministers are tasked with conducting state affairs, manage foreign affairs, prepare the budget, and foster large-scale collaboration between the two Nipakpe. The Ainu people have undergone a dramatic shift in the past century. From a hunter gatherer people, to victims of great empires, to an independent nation state, the people of the Ainu Domain have fought both to cling to their cultures while adapting so that they may not be left behind. In the current atmosphere of gentle cultural homogenization, the three peoples of the nation, the Ainu, Japanese, and Nivkh. Although there remains a degree of resistance from the remaining full Japanese and Nivkh, the government endeavours to avoid aggressive suppression in order to maintain harmony, meaning there exists a careful balance between the nation’s superstrate culture and the substrate cultures that it tolerates. With plentiful arable land, fishing grounds, and sufficient natural resources to maintain its domestic economy, the country generally avoids extensive expeditions outside of its region, and advocates harmony and hard work above all else, partially motivated by the continued concerns of being able to fend off any of the nations which have traditionally sought to subjugate the reason.

The nation’s culture is largely Ainu in basis, but has largely abandoned the traditional hunting and sustenance model in favour of building on the industrial foundations set by the Japanese in a movement known as シサﾑコロエラム、アｲヌコロエラマツ(Sisam koro Eramu, Aynu koro Eramatu), meaning “To have Japanese on the mind, Ainu on the spirit.”

The キｸカﾗクルタラ(Kikkarkurutara) holds a standing manpower of 30,000 men, with an additional 90,000 in reserves, which are both reduced as local unrest diminishes. As part of the Ainu education system, students are taught to use standard issue weapons as available, thus enabling much higher theoretical mobilisation, a plan known as the ラム イテキヤイェラﾑコモ(Ramu Itekiyayeramkomo), meaning The Mind to Never Run Out of Energy and Be Defeated. Equipment-wise, standard fare is the Arisaka type 44 Carbine, though others are permitted. According to the nation’s armament doctrine, it is the ideal that every village should have a stock of weapons enough that, in time of total mobilisation, at least half of adults may be able to fight if need be. The Ainu economy is a mixed economy that operates on a communal level. Communities will generally form private enterprises based around a local resource, wherein the founding locals are considered shareholders, while those who come from elsewhere may be offered shares in lieu of a pay raise if the community has deemed them effective. For example, different neighbourhoods of the city of モルエラニ(Moruerani) have landed populations form corporations surrounding the city’s nearby coal and steel resources respectively, as well as another that deals with shipping. Small business is overwhelmingly dominant in the Ainu economy; even the corporations in the Ainu Domain are quite small in scale, generally being restricted to exporting local resources to other areas of the nation at competitive prices. This is enforced by both a system of draconian roadblocks to mergers, and a cultural taboo against allowing non-locals to gain significant holdings in local business. This unique system is further enforced by implicit bans on granting shares to outsiders, and is even enforced as law by some smaller communities. In order to manage larger projects and ensure nationwide standards, the エヌコﾛペエシルｲマミウコキｼマ(Enukorpe Esiruymami Ukokisma)—The Committee for Controlling Local Commerce—or エネスｸ(Enesuk), is employed. With plentiful arable land, and more than sufficient natural resources in most respects, the Ainu economy is largely self-sustaining—a necessity given its isolation from the other surviving nation-states of the world.

History:
With the arrival of the Flu in Japan, civil unrest, as in many nations, began to boil over to unsustainable levels for the Empire to maintain. Many ethnic minorities, particularly the Koreans and Taiwanese, capitalised on the chaos that ensued as mass deaths occurred. As the Empire fractured, the long-suffering Ainu people saw an opportunity. Thanks to a growing mistrust of the official government, comparatively resilient bodies due to their heritage, and a strong will, the Ainu and their creole brethren formed a united block across much of the traditional Ainu lands, and took advantage of their relative distance from the centres of outbreak to quarantine and assemble networks in the countryside to orchestrate the expulsion of the Imperial government from Ainu lands. Weapons were stolen. A few ships were hijacked, and other goods were stockpiled. Early in the new decade, as the Empire truly began to disintegrate, mass revolts occurred throughout Hokkaido, expelling Japanese forces, and effecting a large-scale reverse migration as many prospecting Japanese colonists and refugees from the harder hit southern islands changed course.
Over the next decade, the new government voted to suspend drafting a constitution until the nation was stabilised and established. Sakhalin and the Kurils were incorporated with considerably less resistance than the main island shortly after the advent of martial law, as their lower populations and higher Ainu concentrations made for a ready acceptance of the new order. Economic restructuring and land redistribution were first on the agenda alongside regional pacification, and saw widespread success due to its popularity amongst workers of all ethnicities. The new education procedures have been met with greater resistance, but the system itself still has begun to show signs of success, considering it has been active for less than a decade. The first national elections were held three years ago, and have since generated a national constitution. As is common, many of the revolution’s heroes have seen election, giving the positions they occupied by default new legitimacy. Shipeyke Ramuannistehi and his wife, Tupeyke Monasnusir now promise the nation a brighter tomorrow, and, as the fresh nation comes into its own, it is hoped that this new light will be remembered as an era of good feelings and progress for the nation.

Despite being officially the “Supreme Leader of All Russia,” Anton Denikin stands out for his rejection of the title and functions of the post, focusing largely on the affairs of the military. This has, quite predictably, led to civilian government effectively being supplanted by the military, although there is a “Special Council” of major civilian populations at the headquarters of the military. While Denikin himself rejects factional labels, and is popular amongst most for it, the rest of the prominent individuals in government do not have such reservations. From the avowed monarchists led by the Black Baron, Pyotr Wrangel, to the Left-SRs behind Lieutenant General Nikolai Skoblin, to the Right-SRs under Boris Savinkov, to more nationalist interests such as the Don Cossacks’ autonomous Host rallied behind Afrikan Bogaewsky. Almost all are insistent that the current military government of South Russia is provisional, and will be disbanded and civilian rule restored in due time. The question that threatens to tear the fragile coalition apart is simply what that government will look like.

Population Info
Brief Description of your People: The peoples of South Russia, almost entirely Slavs of some description or another, emerged from the Great War, Civil War, and Plague as bitter and cynical as ever. Unified mostly by a common desire to avoid the chaos consuming the rest of what was once the Russian Empire, a better life has been promised to them multiple times over- in 1905, in 1917, in 1918- and none have delivered on it. They trust few promises, and often say the government is the best because, despite all of its faults, it is the only power that has driven out bandits and other warlords with bayonet tips and made life just a tad easier.
Brief Description of your Culture: South Russia is rather culturally varied, with the two largest ethnic groups in the country being Ukrainians and Russians. Other prominent minorities include Don and Kuban Cossacks and Crimean Tatars. There are additionally small communities of Belarusians, Chechens, Georgians, Poles, and Romanians of varying sizes and importance. Society has always remained very religious and centered on the Eastern Orthodox Church, which has held true after the Plague as well, leading to unfortunate circumstances for the Muslim minorities in the nation.
Military Info
Army: The army of South Russia, simply called the Russian Army (Русская армія, Russkaya armiya), are the main instruments of power in South Russia. Numbering some 201,000 men, training is… spotty, but a large amount of experience in battle makes up somewhat for that. Generally the Army uses the same weapons they used in 1919- Mosin-Nagant rifles (although most shortened to “Dragoon” standard), PM1910 Maxim machine guns, Nagant revolvers, and wartime field guns. Tactics themselves are born not of theory but of hard experience in the field. Trenchworks and strongpoints mark defensive warfare, while on the offense, horses are used to incredible effect, both in more traditional cavalry roles and in the form of the Tachanka, a horse-drawn carriage with a water-cooled Maxim machine gun mounted on it to provide mobile fire support. In terms of more exotic equipment, the Army is in possession of 20 armored trains, which it puts to use whenever it can.
Navy: The naval forces of South Russia are outdated relics, the last remnants of the Imperial-era Black Sea Fleet. They are still organized as the Black Sea Fleet (Черноморский Флот, Chernomorsky Flot) under the command of Admiral Mikhail Alexandrovich Kedrov. It mostly exists to serve as a propaganda piece, with most of their combat missions being patrols against piracy or naval gunfire support.

Brief Description of your Economy: South Russia’s economy is still largely agrarian, the breadbasket of the Ukraine providing large surpluses of grain. There have been large government efforts towards industrialization of major cities, especially along the Black Sea Coast and Dnieper River, in which progress on that has been slow but overall steady.
Goals: Reunification of Russia, eradication of Leninism, figuring out exactly what type of government a reunified Russia should follow.
History: Russia was already in her darkest hour when the Sickness struck her. Nicholas II and his family were already long dead, the dream of a Russian Empire already long dead, and the young optimism of a Russian Republic already stomped underneath German jackboot and internal civil war sparked by Lenin’s Bolsheviks. The so-called “White Movement” was not one unified movement, but rather a broad coalition of interests, many of whom unified only by the desire to prevent a Bolshevik takeover of Russia. South Russia was a creation of this, a broad coalition of forces whose only mutual qualities were a desire to defeat to the Bolsheviks and being located in the south of the country. Russia, war-ravaged as it was, had no defense against the flu that struck down Reds and Whites alike. The Sickness effectively forced an unintended ceasefire of the Russian Civil War.
The Reds under the command of Joseph Stalin and Kliment Voroshilov were launching an offensive to destroy the South Russian Government when the plague struck the region. Quickly the Reds found themselves on the backfoot, entire regiments falling ill and being unable to fight. Although the Whites suffered greatly as well, the respite given by the flu gave enough time to create a defense strong enough to repel further offensives as the Red Army effectively disintegrated. Despite the victory over the Reds, the flu struck the Whites just as hard, forcing a withdrawal and focus inwards. As the flu strained White lines to the limit, a series of “internal security” operations were ordered against internal threats. Famously, a series of brutal anti-bandit campaigns drove the Makhnovists of Ukraine out of the territory, leading to a reevaluation of the Army and adoption of the Tachanka.
By 1926 and 1927, the Sickness withdrew, content with the destruction it had caused. It now fell to South Russia to build at least some sort of industry. As Russia had always grappled with industrialization, existing infrastructure was lackluster, even before more than a decade of neglect and war. In addition, most of the valuable oil fields of the Caucasus had fallen outside White control, amongst nationalist governments or other warlords. But it wasn’t all bad news. The Ukraine, which South Russia controlled almost in its entirety, was a breadbasket that had once fed all of the Russian Empire, allowing for a large surplus of food. There was coal further east, in the Donetsk Basin. The major population centers, along the Dnieper River and the Black Sea Coast, were still somewhat populated and could still easily serve as industrial centers. The resources for industrialization were there, but South Russia had little in the way of expertise, making progress slow on this front.
Come the Year of Our Lord, 1936, South Russia has come a long way since the desperate days of the height of the Civil War. But the new situation has come with new qualifiers- there is a large push to begin the long and grueling reunification of Russia, alongside increased factional divisions over what the Russian state should look like going forward.

Even if you could get that many people to move there within a few years, there just wouldn’t be enough food. With that said, if you want to claim some more of the Caribbean, that’d be fine.
I do believe Haiti and the Dominican Republic were occupied by the USA until the 1920s/30s as de facto protectorates, it’d be interesting if you did something with that.

Hmm, maybe? The USA was occupying most of Central America at this time and had bases in Panama, which wasn’t occupied but was essentially a puppet, so you could’ve moved troops from there to Panama to help secure it. But with global trade mostly gone and the USA being reduced to the Caribbean, I’m not sure why you’d want it.
With all this said, if you fix your population and military numbers, your app will be accepted, just giving you some ideas if you want more territory/population.
