The United States is interested in having an allied coalition for North Korea with the immediate need being recovery and extraction of all nuclear weapons and material from the peninsula. In this effort, we would like to request the following forces be deployed to the region and theatre command be given to Lt. General Scott A. Howell, Commander of JSOC (Joint Special Operations Command) for the duration of the mission. In addition to the units requested, that shall be listed below, we would strongly urge all of you to deploy any and all naval assets to the region in order to prepare for both military and humanitarian missions. US Special Forces units are inbound to North Korea where they are to meet up with Japanese forces already in-country and extract dangerous material from one known site.

Marise Payne knocked on the door to Morrison’s office, eagerly anticipating an answer. Upon opening the door, her face beamed with positivity as she handed him the messages from the United States and Japan. “We’ve got clear approval from both of them to deploy our troops and assets in North Korea. Looks like they need some guys from the SASR and a lot of navy though.”

Morrison nodded with approval, visibly smiling and taking the letters. “That’s no problem, send them whatever they need, express approval for the coalition and relay this information to Linda, despite her passions against this intervention, we’re on the right track. Meanwhile, public’s shouting at me for not paying enough attention to the bushfire situation. So I’ll have to head off to some towns to address that”

Morrison stepped out of the car, taking a long whiff of the smoky air that covered the sky in a crimson red. Shortly after his arrival, he was met with glares and stares from all over the town. “Not a surprise…” muttering to himself, as he approached the residents of the town. Walking up to a young woman, with a glare in her face and a look of pure hatred he took his hand out to offer her a handshake. “Pleased to meet you”

The young woman shook her head. “I’ve lost my home and my livelihood because of this fire. I’m not shaking your hand until you give more funding to the Rural Fire Service”. Frustrated, Morrison took her hand anyways and shook it, smiling away the clear discomfort in his face. Almost immediately, another resident shouted at the Prime Minister with rage in the voice.

“Where were the firefighters Prime Minister? How come we only had four trucks to defend our town? Why were you holidaying in Hawaii while our houses burnt to ashes? What kind of fucking leader are you?” The woman’s voice resounded across the silence of the town, with many other residents nodding. Morrison smiled at the shouting woman, trying to calm her down. “Look, the firefighters are doing a good job and we’re sorry we can’t defend every single town”

“Oh, you might as well fuck off back to Hawaii with that. Useless little prick.” Another enraged resident shouted. “And I heard you wanted to redirect some of our military down to North Korea. Fucking North Korea, sending them to die for not even for our own country while our towns are being burnt to the ground. You aren’t getting any votes down here mate.”

Morrison sighed, anxious that his response would cause even more anger in the town. “Look, we have to also look out for the freedom of the rest of the world. North Korean citizens have been under oppression for the-“

“Then why don’t you just move to North Korea then? Are you Korean or Australian?” The angry resident shouted back.

Morrison’s frustration finally reached his limit when he shouted back in a fit rage, much to the shock of his staff and the resident. “Don’t interrupt me. I’ve worked so hard for this country, yet everything, EVERYTHING I do that’s good for it is overlooked because I make one mistake. One. Fucking. Mistake. Firefighters are getting paid enough now, there’s enough military in there for rescue operations. Your state is in a state of emergency. What else would you want? What else can we do? Look, I’m deeply sorry that your houses were burnt down, and I admit that I had not paid the firefighters enough at the time. But we can’t defend every town, we’re not perfect!”

Amongst the shoutings back from multiple residents, he quickly rushed back to his car. His main staff sounded disappointed with his tantrum. “Not sure if that was the way to go, Mr. Prime Minister. Media’s definitely going to be on that. That’s not going to look good”

Morrison shook his head. “Just drive the car.”

After several days of passive malaise, the men and women of the Kaesong Liberation Front were slowly recovering their wits. Especially Yang, whom had some time to think over things and how deeply guttered their people and their home had become. In that time, they had gotten other aid at their location - most of it from the Japanese Expeditionary Forces whom were helping them to secure and disarm the Missile Base. Most of the things they talked about was hard to understand - considering she didn't speak Japanese or even understand the delicate details of global politics. Still, it was a good moment to enjoy 'real' food. Even though, from what she had been told - the food their soldiers ate wasn't even the 'real thing'. Mostly packaged and prepared meals, that they could eat on the go - she almost became enamored like a young kid on the stories told of the outside world...and how they, North Korea, had literally lived in exile in their own corner of the world.

In that time, between helping to secure the area and organize some way for those too wounded or wanting to flee this madness a way to safety. Yang taking the time to help coordinate the KLF and gather together other factions whom were scattered or just leaderless and looking to anyone for direction. Whether they be armed civilians with home-made appliances, tools and scavenged weapons or actual soldiers, whom were unwilling conscripts not wanting to fire upon their own and wanting any orders.

During that moment, she also got people from the North Korean People's Liberation Front - a group of defectors more organized, that had been waiting for a moment like this. They soon joined up with her group and brought along with them better equipment and better tactics - ones they had been developing for years, since their defection and integration to more Western standards and ideals. Some of which they could use to contact others all over North Korea - considering there was nobody else managing the network, since they were all either dead or 'occupied' with other things. Slowly, more and more of them got together and were forming what would be the largest and most organized resistance group in North Korea - the Korean Liberation Front.

Their mission? Freedom for themselves and their fellow countrymen. It helped, they had access to aid and avenues to contact the outside and those inside North Korea. A day came, when they made their official announcement as a 'successor' to their former government:

"Our so called 'leaders' used us like cattle, prostitutes, slaves. Destroying our way of life, our economy...our honor. There will come a time, when WE shall judge THEM for the sins, insults and deeds they had done to us. Their own people. Their own children. We will not tolerate or stand for this. We, the Korean Liberation Front - declare our former government null and void. We are the people, the government isn't the people. Our time has come to rise against those, whom have beaten us, lied to us, murdered us by the millions."

"The Democratic People's Republic of Korea...is dead. Those whom should have protected us, have turned on us. It is time. Those who resist, I ask you to surrender. Those who fear, I ask you to keep up hope. We are coming, and we will liberate us all from the yoke of our former Masters. No Gods, No Masters. WE WILL BE FREE!"

The beauty of modern technology, enabled all of this to be recorded, edited and distributed across the world in rather high-definition video. While those whom remained in North Korea, could hear such a speech through their older TVs and radios - accompanied by a new national song to replace the old one: WE WILL BE FREE

The Reorganization of the Military

Ministry of War and Defense
Chief of Staff Position

In order for the organization of a complete contiguous armed force, the Ministry of War and Defense is hereby instating a combined central command of all three branches of the Congolese Armed Forces including the Congolese Army, the Congolese Air Force, and the Congolese Navy. From here forward, the military will be entirely tactically lead by a Chief of Staff who will serve from appointment till retirement or death. The Council of Chiefs will be the group of the commanding officers of each branch of the military who will serve in there positions both in their respective branch and on the Council until retirement or death. The council of Chiefs will select the Chief of Staff once a replacement is required. If the Council wishes to remove the Chief of Staff, a unanimous vote of no confidence must take place. The positions on the Council of Chiefs will include the following: Chief General of the Army, Chief Admiral of the Navy, Chief General of the Airforce, Chief of Military Logistics, Minister of Defense, Vice Minister of Defense, Chief General of the Military Police, Chief Judge of the Military. Each person on the council will have one vote and decisions will be passed via a majority vote.

Each branch will henceforth have their own Military academy for the study of war, research of new technologies, and the training of officers. The Military academies will be as follows. The Naval Academy, in Boma with research campuses in Muanda and Kinshasa; The Army War College, based in Kananga, with research campuses in Lubumbashi, Kinshasa, Kisangani, and Goma; The Air Force Academy, based in Kinshasa with a research and training school in Lubumbashi; finally a Joint War College in Kinshasa, taking overflow from the schools, as well as serving as a joint planning and research institution. These institutions will have officer training programs based off research and knowledge from the American and British military officer training. A grant of 10 Million dollars will be granted to each institution, plus another 2 Million for each research campus.

Logistical, Uniform, and Production Reforms

The military will face several reforms to improve morale, troop performance, and transportation within the military. Firstly the Congolese Military will be purchasing 2 factories, one in Lubumbashi, and the other in Kinshasa, for the production of Congolese Military Rations. These rations will be quick and easy to produce Meal's Ready to Eat and will include a variety of different meal choices. Furthermore, the Military will see the creation of a Department of Military Logistics, which will oversee the logistical transport of goods, resources, and supplies across the various military installations and locations. In order to make this department effective, it will receive a series of guards known as the Supply Gaurds, the Department of Logistics will be given control of many logistical vehicles and the government will purchase more including:
- 100x Freightliner Cascadia Trucks (150,000 Dollars per unit; 15 Million Total Cost)
- 250x Ural-4320 (30,000 Dollars per unit; 7.5 Million total cost)
- 10x Antonov An-140 (9 Million per unit; 90 Million Total Cost)
- 15x DHC-6 Twin Otter (7 Million per unit; 115 Million Total Cost)
- 5x Eurocopter AS332 Super Puma (15 Million per unit; 75 Million Total Cost)
These units are to be used, operated, and delegated by the Department of Logistics. The Supply Gaurds will consist of, at its creation, 5,000 Troops.

Uniforms will be reformed henceforth as well. The New Combat and Service uniform for all foot or motorized troops will be a Jungle Camo uniform, and it will have several patches; on the right sleeve will be the Congolese Flag. On the left sleeve will be a Branch patch, signifying which branch the soldier is in. On the left side of the chest will be a patch signifying the name preceded by the rank abbreviation (example: Lt. John Smith). The rank insignia will be on the shoulder and below the name patch. All patches will be Velcro patches and as such will be easily changeable. The uniform itself will consist of the features indicated in this image. Uniforms will also feature a beret with a color signifying the role of soldiers:

Artillery is represented by a Red Beret
Cavalry is represented by a Black Beret
Communications is represented by a Dark Blue Beret
Logistics is represented by a Light Blue Beret

Amphibious forces and other specialists are represented by an Orange Beret
Finally Training and Research personnel where white berets.
Other than that, soldiers will where tan service boots, and will be provided with green or white undershirts.

For Air force uniforms, all pilots will wear a flight suit. Air support personnel will wear work pants and a short sleeved camo shirt with info provided the same as on Army shirts. For dress uniforms the Navy will where grey uniforms with a naval style hats listing their ship or base name on the hat rim, the overall uniform design is almost exactly the same as the French Uniforms but with obvious color and patch changes. Air Force dress uniforms will be based off the World War II style uniforms used by the RAF, French Air Force, and British Airforce, displayed here. The Army Uniforms will be based off the Belgian Colonial uniforms in order to turn the former symbols of oppression into a symbol of African power and resilience, this is the design that will be followed.

Civil Developments

Amnesty Plan for Eastern Rebels

The government has seen fit to create an amnesty plan to encourage the surrender of rebel groups in the Congo. Starting from February 1st, 2020; rebels will be allowed to enter cities nearby cities and turn themselves in to the government, as a formal rebel they will be apprehended, but after apprehension they will be transported to the nearest federal government offices where they will be given the chance to give any information which can help fight the rebels, regardless of whether they do or do not, they will be entered into an official government reintegration program, designed to reintegrate the people into society, they will be given the chance to go to school and receive a Diploma or take classes to receive a GED. They will also be entered into therapy to deal the mental trauma of the actions they committed during their time in the group. They will be put on a parole for several months, and will be banned from purchasing guns for 5 years. Finally, they will also be entered into a job employment program designed to find them work on either farms or in cities, if they believe they are under threat, they can be given a new name and sent to another part of the country.

Magistrate and Citizen Plan

In conjunction with new federal legislation all registered towns and cities must have a courthouse, local government building, post office, and a federal magisterial office. If there are no judges to man the courthouse, then people who fulfill all requirements to become a judge can apply to become a judge and will be trained and placed in as judges, the same process will occur with public defenders. The other option is to request judge from another jurisdiction be moved. The local government building will serve as the location of local town and/or city departments, as well as other executive offices. The post office will be run by the new Democratic Parcel Service (DPS), which will serve as a government run transporter of mail and/or packages. The Post office itself will serve as a local administrative center for the service, as well as a warehouse/storage location for packages, and a location from which packages can be picked up and mailed. Finally the federal magisterial office will serve as an archive of federal documents, a location to apply for federal services, and a location to enforce government laws. Registered villages will only be required to have a local government building and a post office.

The government has also commanded the beginning of the usage of national citizenship id cards. The id card will be a plastic card with an ID number, a picture, an address, and the name and birthday of the person. Whilst no compulsory, it is mandatory for all citizens to have some sort of government identification which can include the ID Card, a Driver's License, a Birth Certificate, or a Passport. The government recommends the storage of multiple forms within your house, and at least one on person.

Gendarme Force Development

With the creation of a Gendarme mandated by recent legislation in the Congo. The Congo has green lighted the recruitment of over 30,000 former police, paramilitary, and military troops. Furthermore, another 10,000 troops have been recruited and will be trained in weaponry and tactics. The Gendarme force will be named the Bon-Marche Constabulary; named after the neighborhood where its headquarters is located. The Constabulary will have the ability to conduct investigations, demand warrants, search houses, conduct anti-terrorist and anti-insurgent operations, conduct domestic counter-espionage missions, enforce laws, arrest people, press charges as a legal entity, interrogate suspects, conduct raids, and police their jurisdictions. Whilst police will be tasked with more menial crimes, high profile crimes, riot and mob control, counter terrorism, and a bulwark against organized crime. The Constabulary will also serve as a reserve force for the military. The constabulary will have a dress and a service uniform, the dress uniform will be based off the Gaurdia di Finanzia in Italy, the service uniform is going to be worn by units while on patrol, during raids the combat uniform will be worn.

Gun Control Laws

The government has introduced new legislation, from March 1st, 2020; civilians will no longer be allowed to carry any firearms without an official certification which will be renewed every year, and will require two mental checkups each year. Furthermore, Automatic weapons, rifles, and shotguns are banned outside city limits. The sale of ammunition will be controlled by the government, this is to say, that to get ammunition you will have to submit a monthly form and then turn the form into a government office, the office will then supply the requested ammunition to the stated person per that month, the form will require proper reasoning for the ammunition. In city limits, the ammunition must be stored in a government approved storage location. A second level of certification will exist known as a Class B Certification, which will allow people to store ammo in their location of choice, and will allow them to carry rifles in city limits. A Class C certification will allow people to own an automatic weapon. A Class D certification is issued only to members of government sanctioned paramilitary groups. The first Class A Certification will require in addition to the mental checks a test on knowledge of how to and when to use firearms, as well as require two testimonies stating the person is responsible enough to use the weapon. The Class B certification requires more testing as well as a more thorough background check, 3 testimonies, and an accepted and proven reasoning for the why the certification is required. The Class C Certification requires in addition to previous requirements, more testing, at least 3 mental checks each year, a thorough background check, 5 testimonies, proper accepted reasoning, and a renewal process in which all paper work must be refilled out every 6 months. All 3 certifications are only legal tender for 1 year at which point they must be re applied for. A Class D certification is legal tender for 5 years. A corporate certification is possible for gun ranges, which requires owner's background checks, and means police officers are allowed in the premises of the building at all times. All owners of a gun certification are subject to security checks at any time, and police will be more easily able to attain a warrant against people with a guns license.

South China Sea

China is to reinforce its claims over the South China sea in order to secure its territory. The navy is ordered to patrol the entirity of China's claims in the area, in a bold but precarious escalation. The air force is also stationed on an aircraft carrier in the area in order to back them up. The naval force that patrolled the area would consist of an aircaft carrier, 2 ballistic missile submarines, 9 attack submarines, 12 destroyers, 14 frigates, 7 corvettes, 31 missile boats, 11 submarine chasers, a gunboat, 6 MCMVs, and 61 auxiliaries.

Chairman Jinping has claimed the patrols will affirm China's security and "counter violators of our naval sovereignty." It is unclear how the international community will react to this escalation. Chairman Jinping has also warned that any attacks on the patrols will be dealt with "extremely harshly."

Hong Kong, might be China depending on who you ask

The police have killed a pro-democracy demonstrator in riots that occured today near Kowloon. The Hong Kong government has defended the killing, claiming the demonstrator posed a risk to the policemens' lives. The Chinese Government has been in talks with the administration in Hong Kong, and the implementation of martial law is reported to have been discussed, although the Government of Hong Kong has denied such.

"How many ships are counted, Admiral?" "Estimates are spotty, but about 100 ships are heading into the South China Sea. We know that the Chinese Aircraft Carrier Liaoning is with them, as the Shandong has apparently been undergoing sea trials at the moment. You want to counter their movements, sir?" "Yes. Admiral. I'll lead the fleet from the Kaga, which will be loaded with our 12 F-35B aircraft. They don't need to take off, but we need China to think that Japan has a aircraft carrier. For AEGIS destroyers, we can spare the Myoko, Kirishima, and Chokai, all Kongo-class destroyers. We can also send the JS Maya, as the threat of North Korea has been reduced. We will also send the Akizuki class destroyers, along with the Hatakaze class destroyers. 3 Abukuma class corvettes will be the escorts. For replenishment, 2 Towada class oilers will follow them. Add to that 4 Soryu-class submarines, we will have a total of 18 warships. Nowhere near as many as the Chinese, but enough to show them that movement in the South China Sea will have a response." Boris was now alone in the office, and for the first time in a number of days, he could turn his attention back to other affairs. The UK military was finally getting involved in North Korea, and with the U.S. practically running the coalition, he didn't see a need to devote further brainpower to the issue. So he looked domestically. Things at home were rather uneventful - he was hoping to get a head start on Brexit transition negotiations, but that could wait until the end of the month. The election had come and gone without turmoil, the economy was stable, and no pressing political crises seemed to be afoot. The tensions with Scotland were always going to be a problem, but he didn't anticipate it being a problem big enough to warrant his attention in the moment. With nothing on the domestic front except for some preliminary trade deal sketching that could wait, he turned his attention internationally, beyond North Korea, where he again found little to concern himself with. Brexit wasn't a focus of anyone's right now, no new developments had arisen in the Middle East... as he skimmed through intelligence briefings, he noticed one packet laying on his desk that could be potentially troubling. He picked it up, began to read, and muttered a four letter word or two - there were some less than promising developments in the South China Sea. He put the papers down, leaned back in his office chair and sighed. This isn't my problem right now. It's Japan's, until they need it to be mine. God forbid things ever escalate that far, but I don't need to worry myself about it for now. With nothing else on his plate, he decided to get up and grab a bite to eat. Admiral Li Xupeng was directing the aircraft carrier, which was, as he put it, was 'locked and loaded and ready to act at any minute.' Xupeng was an experienced soldier, and he was not afraid to put up a fight. He stood in his room on the vessel, composed yet ready to strike at any minute.

A commander came into his vicinity and saluted him.
"Sir, we have found Japanese forces near Taiwan heading our way, what is to be done?"

It has been and will be the policy of the United States to ensure freedom of navigation in the South China Sea and all international waters. I am hereby calling on the Chinese government, and my friend President Xi, to respect the ruling of the PCA in 2016 that clearly stated the nine-dash line was invalid. Pacific Ocean - Nearing South China Sea


Following reports of Chinese ships laying claim to the illegal nine-dash line, the President ordered Carrier Strike Groups 9 and 3 to temporally transfer to the 7th Fleet to conduct freedom of navigation operations inside the nine-dash line. Their orders were to not engage unless they, or an allied ship, was first attacked. As they steamed for the region they broadcasted a message clearly identifying them and their mission of protecting international freedom of navigation.

Liaoning Aircraft Carrier
Xupeng, despite initially ordering the jets to retreat, had a plan. He radioed the other vessels in the South China Sea, ordering them to head towards the Bashi Channel in order to build up a solid Chinese presence in the area. He knew this would take a long time, but he had more immediate plans otherwise.

He also contacted several air force generals, who he gave a quick rundown of the situation with and said that they should try to scramble all the attack aircraft they had in the southeast of China. They claimed they had to get approval from Jinping, at which point Xupeng was placed in a fit of anger.
"Then call the fucking President you fucking brainless arsehole, do you think this is some kind of joke? We are under a fucking attack."

It was characteristic of Xupeng to use such foul language towards people who he was not superior to, but it was the hanging up that was uncharacteristic and caused Xupeng to enter a state of panic and regret. He then decided to radio Chairman Jinping with the more urgent message "Under Attack. Please Order Air Force to Scramble."

Time would tell what would happen now.

Chaiman Jinping recieved an urgent message from his staff leading him into the situation room. They gave him an understanding of the situation to which he responded with an order for the air force to use 'all neccessary measures' to 'deter an attack.'

East Coast of China
The President had given the order. Jets from across the east coast were scrambled: 34 J-10s and 39 J-7s. It was certainly a large force, but it was worth it to defend China's Peoples Liberation Navy. They were sent to intercept the Japanese from behind, and headed towards the other side of the Japanese fleet. The plan was to overwhelm and trap the Japanese from all angles in order to pressure their smaller, weaker force into retreating back into Japanese waters.

The scrambling of the jets pleased Xupeng, who radioed, "return to your previous location in the Bashi Channel," to which the pilots replied "Yes, sir."

But then he recieved an urgent message from one of his commanders.
"Sir, the Americans are coming."
"Get me the Chairman. Now."
"Yes, sir"
The commander appeared to have an intense phone conversation with Chairman Xi, then he returned to Xupeng.
"He says to focus on the Japanese and ignore the American incursion."
"Thank you for telling me, that is what we shall do then."
He then corresponded to give such an order to every ship in the Chinese fleet, and did not even bother telling the air force about the Americans.

Chairman Xi decided to make a personal phone call to President Trump in order to defuse the situation, meanwhile he sent orders to the aircraft carrier and air force to bring the aircraft back to base, but nethertheless affirmed that the navy should remain in their position and monitor any foreign vessels that enter the area. He said to Trump, "hello good friend, I have got the planes down back to base."

Bashi Channel
Admiral Xupeng was informed of the decision to ground the aircraft, and ordered the Chinese Navy planes to return to base which they subsequently did. The air force, under a seperate command, folowed suit. However, the navy was now developing in a cluster around the narrow Bashi Channel as more and more vessels were placed there. A message was broadcast again on all frequenices.

The aircraft have been returned to their respective bases. Chinese naval forces will remain in the area in order to conduct operations. Japanese/US ships must not come close to Chinese territory. I repeat: Japan/US ships must not come near Chinese lands.

The Indian Navy’s 3 Talwar class frigates and 1 Shivalik class frigate were immediately deployed to the South China sea, in order to patrol the area and protect Indian merchant ships, allowing safe passage for them. The crown jewel of the Indian Navy, the aircraft carrier INS Vikramaditya and its fleet remained in the Bay of Bengal, however, in range to respond relatively quickly in case of military escalation. A Journey from East to West

The Presidential Jet had been fueled and prepared for the long journey at hand, President Duda was eager to be in Washington and meet Trump again, he had been there once before and also hosted the controversial American president in Poland at one time. The two men had been brought close by the mutual interests of their respective countries, countries that valued freedom, that valued independence and had throughout their histories shown themselves willing to fight and to struggle for it. With somewhat mixed results, evidently. Not counting Czechia, Poland was the westernmost country in Eastern Europe, a gate that any eastern power had to breach in order to reach the west. A power such as an aggressive and resurgent Russia which was involved in military operations in the Middle East and busy redrawing Europe's borders in Ukraine. It was a reason for concern, Europe had more possible flashpoints beyond Ukraine, there was Catalonia that could destabilize, there was the dormant conflict between Moldova and the artificial state of Transnistria. And, first and foremost, a nuclear-armed state had descended into a lawless land of armed gangs, rapacious deserters and cruel warlords.

In this time of uncertainty and trouble, Duda needed to improve relations with Poland's foremost security guarantor. There was much room to improve Polish-American relations, the attraction of US business could do much good for the Polish Economy and close cooperation with US defense industries would help the Polish military to finally shed what remained of it's post-communist cold-war skin and move fully into the 21'st century. Giving Poland the credible deterrent posture to avert aggression. "This isn't that much of a peacekeeping mission, Blaszczak, not yet at least." Foreign Minister Waszczykowski replied tersely. "A show of willingness to help the Americans and the Japanese would hopefully gain us some favor in Washington however. I'm not completely adverse to the idea."

I'm sure it's on his mind as well and it would be good to gauge the american response to the offer if nothing else."

In an effort to boost the construction industry across the country and provide 30 000 low-cost homes yearly over a 10-year period the government will work in close partnership with private investors to provide more modern housing developments interspersed across the country. The process manufacturing sector emerged as a powerhouse of Polish economic growth after the fall of the communist regime in 1989 and the subsequent market liberalization. The sector includes strong segments in vehicle manufacturing, furniture production, food processing, textile production and chemical production among others. The industrial sector is second only to the service sector in advancing Poland's competitive position and as such is poised for expanding it's share of the international market. Measures taken regarding the manufacturing sector shall be built on solid, proven advantages of the Polish economy as has the potential to become a powerful engine of growth over the coming decades. However, in order to do this some changes must be made to the current Polish growth model. Polish companies must diversify their selling points from competing on costs alone to competing on brand and technology as well, as Poland's industrial sector cannot and will not be successful on a predominantly lower labor cost model in the long term. To build scale and promote growth the following active measures will be taken by the government.

* Active Measures.
- Encourage sector consolidation in Poland as well as the acquisition of foreign players to gain scale and enter new markets.
- Expansion of the Polish export market in part by establishing production outside of the EU to connect directly with the markets of Africa, Asia and South America.
- Facilitating the move up in the value chain for producers by financially encouraging the development of R&D centers and investments in proven technologies by opening an investment fund of 500 million Zlotys in state grant money which companies may seek support from to fund 40% of the cost a given modernization/expansion project after private investment have already raised 60%. The sum of the grant given shall be re-payed with a fixed interest within a period agreed upon at the application for the grant.
- Facilitate further development of the cluster-model to promote cooperation, knowledge-sharing and significantly improve the efficiency of supply chains.
- Encourage improvement to operational practices to improve and/or maintain cost advantages.

Technologically advanced industries in Poland, such as advanced manufacturing and pharmaceutical production contribute around 2% of the total economy compared to 6% in Germany and 3% in Czechia. While the adoption of foreign technology has helped tremendously in increasing Polish economic growth the nation's future as an advanced economy is dependent on the development of advanced technologies at home. Yet, given it's size, Poland's advanced industries have a strong indirect effect on the overall national economy as the contribute positively to the performance of numerous other industries. Active public policy measures shall thus be taken by the government to encourage technological development and produce an environment more conducive to high-tech growth.

* Active Measures.
- Invest around 165 million Zlotys yearly in the development and expansion of high-tech industry clusters around the nation, providing firms with environments conducive to large scale cooperation and knowledge exchange.
- Implement programs to strengthen ties between business and academia to ensure that the talent needs of high-tech industries are met.
- Allocate public spending and support to R&D driven projects to stimulate research.
- Implement a state debt guarantee fund of 300 million Zlotys which shall be made available to mitigate risks of high-capital R&D projects.
- Increase the targeted R&D spending through the removal of tax barriers and access to financing through venture capital.
- Increase state spending on research and scientific development from 1.6% of GDP to 2.0%.

There are over 735 000 poles living in the post-Soviet states and over 500 000 in those post Soviet-States that are not part of the EU. The status of Polish minorities has been in flux since the fall of the Soviet Union, for example the Polish community in Kazakhstan has generally been seen in a positive manner by the Kazakh majority while the Polish community in Belarus has since 2005 faced increasing levels of repression and persecution under the Lukashenko's Russian-backed regime. In light of the situation in Eastern Ukraine, North Korea and South China Sea, the current global climate is increasingly volatile and it is the fear of the government that the Polish minorities in the East may become targets of repression and scapegoating. It is the intent of the government to help the poles of the east to return to their homeland where they can be pursue life, love, happiness and prosperity feeling safe and secure in their own country. The government will work with it's embassies, consulates, NGO's such as the Foundation of Aid to the Poles in the East and various local Polish community and cultural organizations to stimulate the return of the Eastern Polonia. Persons of polish descent who are citizens of non-EU Post-Soviet states shall have the ability to apply for a Charter of Return. The Charter will be granted to people who do not have Polish citizenship or permission to reside in Poland and who are citizens of the former Soviet Union states who declare their belonging to the Polish Nation and meet the following requirements.

* Eligibility Requirements.
- The person proves his/her relationship with Polishness by at least a basic knowledge of the Polish language, which is considered their native language, along with knowledge and cultivating Polish traditions and habits.
- The person submits a written declaration of belonging to the Polish Nation in the presence of a consul of the Republic of Poland or an authorized employee of a connected Polish organisation.
- The person provides documented proof that at least one of his/her parents or grandparents or two great-grandparents were of Polish nationality or held Polish citizenship.

* Charter Holder's Rights.
- The person is exempt from the obligation to have a work permit and residence permit required for foreigners.
- The person has the right to set up a company on the same basis as a citizen of Poland.
- The person has the right to study, do a doctorate and otherwise fully participate in the educational system on the same basis as a citizen of Poland.
- The person has the right to fully utilize the public healthcare system on the same basis as a citizen of Poland.
- The person has the right to receive pensions if retired in a similar amount to what their pension would have been had they spent their professional life in Poland employed in the same field.
- The person has the right to free admission to all state museums.
- The person's spouse/partner has the right to accompany the person and enjoy the same rights as the person in question.
- The person's children have the right to accompany the person and will enjoy the same rights as the person in question.
- The person is granted the opportunity to seek financial assistance for repatriation with the following measures. Monthly allowance for the first two years. Rent subsidies. The size calculated on a case by case basis.

* Rights not granted by the Charter
- Polish Citizenship, however it opens a fast-track option to acquisition of citizenship.
- As the Charter of Return does not grant Polish citizenship, it also does not grant access to free movement in the Schengen area, only giving access to enter the Republic of Poland.

Nodding, President Trump picked up his phone once more before hitting the flashing number three-line button and hearing the Prime Minister's voice. Replying with a "Well Mr. Prime Minister, we would welcome your ships into our Freedom of Navigation Coalition if they would like to join." Turning to Secretary of Defense Esper he gave a signal.

High above the target in specially modified C-130, the men of the 1st Special Forces Group started entering into the dark night sky. Seamless as a machine, the elite soldiers sliced their way through the sky towards the target location. Landing on the perimeter of the silo's they sent out a quick burst signal to the Japanese to identify themselves as friendlies before making their way closer. The 2018 elections delivered the ruling right-wing Justice & Development Party a reduced 290 out of 600 seats, forcing them into coalition with the even further right-wing Nationalist Movement Party. The influence of the MHP, along with Erdoğan's falling public support, is being described as the reason for Turkish intervention in Libya. The president avoided immediately addressing the Grand National Assembly, and said that on January 8th he would address them and the nation as a whole, outlining his vision for Turkey upon the turn of the decade. It was a much anticipated announcement following a series of proposed laws put forward by Erdoğan allies in the assembly.

Taking the center stage, President Erdoğan tapped the microphone a couple of times, took a deep breath and began to speak.

"Brothers and sisters of Turkey, bugün geldiğiniz için teşekkür ederim. I speak to you do in what can be said are tumultuous times. Our brothers and sisters in Syria, Iraq and Libya are struggling under the horrors of war. The dictator Bashar al-Assad, and the warlord terrorist Khalifa Haftar, are causing immense suffering which has long been overlooked due to the presence of Daesh, who I must remind you all we played a significant role in defeating. Our economy is faltering and ordinary people in Turkey are suffering as a result, with rising unemployment and a crashing value of our Lira. I must take responsibility for this. I have been president and I have not succeeded in these elements. However I must tell you I have a vision for the new decade, and today I will summarise it for you briefly. My colleagues in the government have a more detailed plan but a lot of it is boring to people at home. I will tell you what we will achieve and how will we achieve it. First, we will be victorious in Libya and defeat the warlord Haftar to deliver safety to the innocent peoples in Libya. Our brave soldiers are out there working tirelessly to help the legitimate government, and by the end of the year they will be home and victorious!"

Erdoğan was stopped by a large round of applause by the AKP parliamentary delegation.

"In Syria, we will continue to operate the missions we have undertaken to provide security for both ourselves and for the terrorised people of Syria. When our soldiers go into Azaz and Suluk, they are greeted with open arms from the Syrian people who want freedom from the PKK terrorists and the Assad regime. It is our duty as their neighbours and as human beings to take action to defend them and we will continue to do that... But we have another focus. At home our own people are suffering. Unemployment is rising and the Lira has crashed. We will fight this through a smart policy of government investment and cooperation with the private sector, to deliver jobs that will benefit your local communities and provide the economic stimulus we need. Many will criticise our ambitious plans but there is no reason to do so. Our spending is efficient and greatly benefiting the country already, we just have to be even smarter about it. The GAP, Kanal Istanbul, and Northern Marmara Highway will provide a great and needed stimulus, and we will construct even more developments after them! Finally, we will continue to promote the authentic Turkish culture and reject American influence to our culture. We have great food, history, song, dance - we will save it and we will take pride in it! 2020 will be the Turkish decade, where we will solve our domestic problems and project ourselves on the global stage, like our Ottoman forefathers did so many years ago. Near Tripoli, Libya, May 2019

A cigar was lit by Lt. General Askin Tarhan as he sat down in the largest of the tents that made the makeshift Turkish military command in Libya. Tarhan had been promoted following his actions in counter-terrorism operations against Kurdish separatists, and his first big job was a deployment to Libya to lead Turkish operations against the Haftar opposition government. While the world set its eyes on the east, Turkish forces and their allies had been involved in countless skirmishes with Haftar and his Egyptian allies. Tarhan had free reign to direct the 4,500 Turkish soldiers in Libya however he pleased, and his goal was the total destruction of Haftar's forces. This was proving challenging for Turkish forces however, whose counter-terrorism training had predominantly took part in the mountains of eastern Anatolia and the hilly border with Syria. This contrasted with the relatively flat deserts and sprawling, ruined urban environments of Libya. Tarhan would spend the night analysing battle plans as the 1st Turkish Battalion in Libya prepared to launch an offensive in coordination with the legitimate Libyan government into the city of Sabrata.

The 1st was stationed in As Sabiriyah, a small town near Azzawiya, and had devised two rather straightforward battle plans. The first of these was to move into Al Hashiyah al Hamrah, a relatively undefended neighbourhood in the south of Surman. As they advanced to Al Hashiyah al Hamrah, Libyan Ground Forces would advanced directly onto Surman. The goal was to direct the attention of LNA forces onto the larger force, giving Turkish troops the time to flank around and catch them off guard. The second plan was using artillery to bombard LNA positions across Surman while Turkish forces advanced along the main road. Taking Surman would allow Libyan forces stationed in Al Ajyaylat and Turkish/Libyans in Surman to sandwich the LNA stronghold of Sabrata. Taking Sabrata would most likely cause a collapse in the LNA's ability to project itself in the entire region, and would be their biggest blow since they lost around 300 troops in a prolonged battle near Sirte not long after the turn of the new year.

"Celal..." Tarhan began "I want you to make a call to Ankara. Confirm that we're going with the first plan at 3:30 AM local time. Libyan forces will begin to move along the Coastal Road at around 6 AM, we move north as soon as they engage."
"Yes sir." was the immediate reply of Col. Emtafi, who would be leading the battalion.

The night moved on and Tarhan sat back in his chair, periodically glancing at the picture of his family. His goal was to have Haftar's forces repelled to Benghazi by the end of the year, at the very least to capture New Brega. Doing that much damage to Haftar would be enough to hopefully take him home and away from the front-lines for a while. For the immediate future however, he found a temporary home in the military camp established outside Tripoli.
