When the town of Little White Hills was becoming a city, the City Council decided to leave the area around the old saloon untouched in order to preserve its history for the sake of potential tourists. However, during the 1950's, Old Town was shut down after the city council was sued due to a portion of the saloon's roof collapsing and killing 20 people. During the Vietnam War, the Mafia hid dead bodies in Old Town due to it being isolated and remote. The smell caused by the large amount of corpses prevented Old Town from being reopened and the geologically unstable area made it worthless to potential real estate developers. However, it wasn't long before criminals began using it as a hiding spot, a drug stash, and occasional neutral ground.

Located on a traffic island, Goliath Penitentiary is where the criminals of Obsidian Gargoyle City spend their sentences after being arrested and convicted. To accommodate its growing prison population and protect informers from potential reprisals, the sixty-story building is divided into six levels, each with their own canteens, kitchens, gyms, visitation areas, and solitary cells. Brown Level is reserved for drunks (who are released after sobering up), Vagrants, and Juvenile Delinquents have been tried as an adult. Level Yellow is Protected Custody. Level Blue is reserved for White Collar criminals and other Minimum-Security prisoners. Level Orange is Medium Security. Level Red is Maximum Security. Level Dark Red is reserved for the worst criminals. However, even in the relative safety of one's cell, there is little to no privacy. Hidden microphones, hidden cameras, and wiretaps ensure that guards can monitor the prisoner's every move 24/7. In the event that a riot or escape attempt occurs, the guards are authorized to use everything from Tasers and Tear Gas to Military Androids and Automated Turrets to neutralize the rioting or escaping prisoners. Due to recent riots that simultaneously occurred on three of the levels that resulted the escape of seventy thousand prisoners, Warden Nelson has tightened security in order to avoid being replaced with an Ingsoc Industries security officer.

Throughout her early life, ever since her mother died in a car crash when she was 7, Ally has been responsible for taking care of her father's sheep dogs, whom he didn't have the time for. In High School, Ally performed well enough to graduate easily, although she wasn't anywhere near the top of her class. It was in her Senior year, during a job fair that Ally first became interested in Police Work. Ally attended the University of Boston for four years, where she majored in Crimminal Justice.

After graduating, Ally entered the Police Force in New York City, where she immediately sought out any openings as a K-9 handler, due to her love of dogs and years of practice with them back at her father's farm. Unfortunately, New York had no openings in K-9 units, so Ally moved west to Gargoyle City, who always had openings in the Police Department due to high fatality rates. After six months of training, Ally was paired with a 3 year old Belgian Malinois, Bastian, whom she has worked with for 9 months now. The pair work mainly on drug busts and smaller crimes, although as of late have been called up to larger jobs due to a lack of K-9 units in the city.

They forced him to get a tattoo on his neck to show his affiliation with the gang, Four Kings. They were the top dogs and basically ruled over New Mexico. John, he was their cleaner and debt collectors, he hunted down people who didn’t pay and cleaned up the messes of the gang. The day he became 25, some mysterious black ops group showed up and killed the Four Kings. John, made a run for it and ended up joining a mercenary group known as the Black hounds. He worked across the world, collecting experience over the years and eventually became a deadly sniper, till his arm was shot off by another sniper with a high caliber rifle. He ended being decommissioned and sent to any city he wanted till his death.

He went to New York, deciding it would have more work for him then anything. He got a replacement arm using the money he saved up from mercenary work, he eventually got himself a rifle that’s adaptable for any job. At the age of 30 he gained the nickname The Black Wind, due to the poncho he wore and how he always vanished like the wind.

A Saiko-Komon is more likely to perform a hostile takeover than get involved with street-level crime, but yes.

There she serves as "legal" overseer of some of the finances of the family. Through her position she is able to "clean" some of the dirtier credits to allow common use again. She is also known to finance external "operations" through the use of information brokers, without drawing attention to the Syndicate.

Sakura rarely talks to those she deems beneath her, choosing to use a "translator" named Minato to discuss business with outsiders and lower members of the Syndicate. To those of the Syndicate & Law enforcement, she is Miss Li, respected Saiko-komon, but to those who have crossed her, there is simply a whisper of the nickname "The Blue Sparrow".
