Unsure whether she was irked more by Westra's obscene Beijing stanning on the Senate floor or just the relentless torrent of sniping, self-serving political questions, Merriam looked to the chair.
"Mr. President, I move to end questioning on the bill."

Senator Westra (D-NJ): Objection Mr. President, I don't believe my question was answered by the Senator from Arkansas. Mr. President, my question was not about China's legitimacy in its seizure of Tibet - my personal beliefs are quite the opposite, in fact. I am, however, concerned about the foreign aid that is going to Tibet through our aid channels to China. The gentleman also did not answer my question: does government aid to NGO's for Tibet also get slashed under the bill? Because it could be considered indirect aid to China under the law. This not about my 'loyalties,' Senator, it's about whether Tibetans get U.S. aid or not.

Jillian raised a disappointed eyebrow at Westra's questioning, "Mr. President, I move, again, to end questioning on the bill."

Senator Westra (D-NJ): Objection Mr. President, in a bill as impactful and contentious as this, it is only appropriate that this body hears the views of others before coming to a decision. I once again motion for a Speaker’s List, and request a second from my colleagues in the interest of the democratic process!
