Senator Westra (D-NJ): Objection Mr. President, I don't believe my question was answered by the Senator from Arkansas. Mr. President, my question was not about China's legitimacy in its seizure of Tibet - my personal beliefs are quite the opposite, in fact. I am, however, concerned about the foreign aid that is going to Tibet through our aid channels to China. The gentleman also did not answer my question: does government aid to NGO's for Tibet also get slashed under the bill? Because it could be considered indirect aid to China under the law. This not about my 'loyalties,' Senator, it's about whether Tibetans get U.S. aid or not.

“I do acknowledge that there are some risks to taking any action, however, taking the specific actions this legislation proposes would be far preferable to the alternative of doing nothing. Peaceful protesters are being shot using arms often supplied to Maduro through the foreign avenues this bill seeks to close. Taking no action at this point tells Maduro he has free reign to do whatever he wants to suppress descent with no repercussions, including the type of violence you fear this bill could lead to.”

"No, this legislation would not cause an automatic termination of aid money and supplies appropriated for the use of NGOs working in support of the Tibetan people, nation and cause. The only aid affected in this case would be aid which is liable to be seized, exploited, or otherwise misappropriated by the Communist Chinese state or its actors, and that'll essentially have to be determined on a case-by-case basis."
