Senator Colbert: "Thank you for your time. It seems that in the modern world, when you see malign activity be foreign actors, it's a safe bet to assume that China and Russia are behind it. President Vladimir Putin has shown absolutely no respect for the rights of his own people and continues to force Russians to live under a horrendous dictatorship. That would be bad enough. But Russia has engaged in a variety of activities that directly threaten everyone from California to Maine, and indeed all of humanity. Russia has intervened in at least two civil wars that I know off the top of my head, continuing to prop up the dictatorship of Bashar al-Assad, one of the most brutal dictators in human history. And Russia has intervened in the Ukraine, outright conquering the Crimea and propping up two separatist Russian puppet states in the east of Ukraine. And then there is China, one of the last communist regimes in the world, and one of the most brutal in history. And they are no better than Russia. China is engaging in a Belt and Road Initiative, witch is essentially China building roads, rails, and ports in poor nations, then forcing these nations into massive debt that effectively leaves them as Chinese puppet regimes, witch China uses to prop itself up in forums such as the United Nations and its Human Rights Council. China has this ridiculous claim to far more territorial waters than it deserves in the South China Sea. If I remember right, two thirds of global commerce depends on that sea. If China were to get its way, then all that commerce would be under Beijing's control. Not only that, but it would be far harder for American allies such as Taiwan and the Philippines to defend themselves. Not only that, but we could not defend our own interests in the region. China has also engaged in a series of cyberattacks on this nation. They hacked the Office of Personnel Management, stealing 22 million people's information. Two Chinese nationals were charged with hacking the Anthem health company, getting there hands on health records of millions of people. Just two months ago, the Department of Justice charged people working for the Chinese People's Liberation Army with the attack on Equifax. It doesn't stop there. A Bloomberg report alleged that China was including on microchips made there systems to steal your personal data. And in 1996, Beijing attempted to direct foreign financing to the Democratic National Committee. This raises the possibility that China and Russia may attempt to interfere in our elections, to try and elect pro-Beijing or pro-Kremlin candidates. There is still more issues. China has made massive investments in Hollywood recently, raising questions over whether they will use Hollywood to spread Chinese propaganda. China and Russia have also been working on rapidly improving their militaries. Why, you ask? So they can go out and crush anyone who opposes them, including the United States. These two powers want total global hegemony, and if we don't take action fast, they will have it. Even while this is going on, we still send these two countries millions of dollars every year. We have been taken for a ride by Russia and China for too long. That ends now. This bill will end all foreign aid to Russia and China. It will appoint a Special Consul to find out where within this country they have committed their dirty deeds, and prosecute any crimes found. He will ensure our elections are safe, and find out if Hollywood is being used for propaganda purposes. It will also task the Department of Defense of finding what we need to do to defend ourselves against China and Russia. We will stop Chinese and Russian imperialisms and we will come out on top, especially if this bill passes. I yield my time to the chair."
