Karel knew that inaction could be just as meaningful as action. In this case, letting Colbert be the villain here was just what was needed for the occasion- the start of the process of killing the Green New Deal.
He knew that there was enough Democratic skepticism of Winthrop’s legislative package that there would be no unified opposition to letting it die- and that was what he was counting on.

Section 1: Conditions of SAEA Loans
A: To qualify for this program companies must produce energy in the United States and or provide energy to consumers within the United States.
B: Recipients must agree to not buy back stock or pay dividends for a period extending one year beyond the term of the loan.
C: No officer or employee whose total compensation (including salary, bonuses, awards of stock) exceeded $300,000 in the 2019 calendar year (i) may receive total compensation during any 12-month period that exceeds the amount of compensation that employee received in 2019, or (ii) severance pay or other benefits upon termination cannot exceed twice the 2019 compensation amount.
D: Officers or employees receiving whose total compensation exceeded $3 million in 2019 cannot receive total compensation during any consecutive 12-month period that exceeds $3 million.
E: Interest rates on loans provided to eligible US businesses through these programs will be set by the US Treasury Secretary based on the risk associated with the loan and the current average yield on outstanding marketable obligations of the United States of comparable maturity.
F: A recipient of a SAEA Loan through the General Programs will be prohibited from repurchasing an equity security issued by such recipient or its parent company and listed on a national securities exchange except to the extent required under a contractual agreement already in place as of March 27, 2020, until 12 months after such SAEA Loan is no longer outstanding.
G: A recipient of a SAEA Loan will be prohibited from paying dividends or making other capital distributions until 12 months after such SAEA Loan is no longer outstanding.
F: A recipient of a SAEA Loan must certify that loan proceeds will be used to retain at least 90% of its workforce, at full compensation and benefits, until March 30, 2021, and if applicable it will restore not less than 90% of its workforce that existed as of February 1, 2020 and restore all compensation and benefits to such workforce no later than August 1, 2020.
G: Recipients of a SAEA Loan must agree not to abrogate any existing collective bargaining agreement for the term of the loan and two years after the repayment of the loan and to remain neutral in any union organizing effort for the term of the loan.
Section 2: Natural Gas
A: $35,000,000,000 is appropriated to this program for the express purpose of providing loans to American Natural Gas Companies and companies which provide natural gas to American Citizens.
Section 3: Carbon Capture, Utilization, and Storage
A: $20,000,000,000 is appropriated to this program for the express purpose of providing funding to local, state, federal programs as well as private entities which focus on Carbon Capture, Utilization, and Storage (CCUS) for the purpose of Carbon reuse or storage in the United States of America.
Section 4: Nuclear
A: $15,000,000,000 is appropriated to this program for the express purpose of providing loans to American Nuclear Power Plants and companies which provide nuclear energy to American Citizens.
Section 5: Petroleum
A: $15,000,000,000 is appropriated to this program for the express purpose of providing loans to American Petroleum Companies and companies which provide petroleum to American Citizens.
Section 6: Hydropower
A: $10,000,000,000 is appropriated to this program for the express purpose of providing loans to American Hydroelectric Companies and companies which provide Hydroelectric Energy to American Citizens.
Section 7: Wind Power
A: $10,000,000,000 is appropriated to this program for the express purpose of providing loans to American Wind Power Companies and companies which provide Wind Power to American Citizens.
Section 8: Research
A: $10,000,000,000 is appropriated to this program for the express purpose of providing grants to local, state, federal, private, and research programs which are researching innovative methods for increasing energy efficiency and sustainability.
Section 9: New Clean Energy Projects
A: $10,000,000,000 is appropriated to this program for the express purpose of providing loans to American Companies expanding or creating new Clean Energy Programs which will provide energy to American Citizens.
Section 10: Clean Coal
A: $10,000,000,000 is appropriated to this program for the express purpose of providing loans to American Clean Coal Companies and companies which provide Clean Coal Energy to American Citizens.
Section 11: Solar
A: $10,000,000,000 is appropriated to this program for the express purpose of providing loans to American Solar Power Companies and companies which provide Solar Energy to American Citizens.
Section 12: Electric Car Infrastructure
A: $3,000,000,000 is appropriated to this program for the express purpose of providing loans to local, state, and federal programs which construct and maintain infrastructure related to Electric Cars.
Section 13: Hydropower
A: $1,000,000,000 is appropriated to this program for the express purpose of providing loans to American Biomass Companies and companies which provide Biomass Energy to American Citizens.
Section 14: Geothermal
A: $1,000,000,000 is appropriated to this program for the express purpose of providing loans to American Geothermal Companies and companies which provide Geothermal Energy to American Citizens.
Section 15: State Matching Funds
A: Any state or local entity which creates a program designed to support the United States Energy Sector in fiscal years 2020 and 2021 is eligible to receive matching funding from the SAEA loan program not exceeding $500 million.
B: State and local programs must comply with section 1 of this Act to be eligible.
C: $25 billion is appropriated for this Section.
Section 16: Remaining Funds
A: Any Funds from the SAEA program not allocated by the end of fiscal year 2020 will be placed in a general fund for providing loans to energy companies and may be applied for in fiscal year 2021.
This bill is then honorably presented to The Senate for consideration in order to Save the US Energy Sector to improve the United States Law and is backed by Rebecca Trelawney, James Moore, Andrew Gardner, Robert Warrick, Everitt Colbert, Gordon Callahan, Kimberly Dunbar, Francine Sullivan, Thomas Volker, Jay Dietrich, and Chip Renfus on April 1st, 2020.
Do Not Remove: 1337
The SAEA, in its current form, will not pass the House and is unlikely to have the support of a significant portion of the Senate Caucus.
It’s clear to me that the Majority Leader is using this crisis in the energy sector as an opportunity to bailout the coal industry. This proposed bailout would go against our climate and energy goals.
Unless you’re from a state that is economically dependent on fossil fuels, I would like you to vote against the SAEA.
