Overview: The Earned Income Tax Credit has been lauded as an effective program that has lifted an estimated 65 million people out of poverty. The program was introduced as a way to subsidize low-wage earners in the 1970s. With the stagnation of wages and the rising threat of automation, the program needs to be revitalized for a new age of securing incomes and poverty alleviation.
Expanding the EITC and providing it as an optional monthly tax credit would reduce poverty through redistribution, while spurring the unemployed — particularly single parents — to enter the workforce. This bill seeks to update the program by roughly doubling the maximum amount for families with children, while incentivizing childless individuals to enter the workforce by increasing their payments by a factor of six.
The new economy is coming. Robots and automation may lead to new jobs, but these jobs often pay less, are not unionized, or are part time. A supplement to low wages will be key in rebuilding the American middle class during uncertain times.
Section 1: Definitionsa. The term "taxable year" is the 12-month time period that the IRS defines for each person's tax season;
Section 2: Earned Income Amount
b. The term "earned income" means wages, salaries, tips, and other employee compensation, but only if such amounts are includible in gross income for the taxable year;
c. The term "eligible recipient" means any person below the Earned Income Tax Credit phase-out thresholds as defined by this bill's amendments to the Internal Revenue Code.a. Amends section 32 on earned income in the Internal Revenue Code by:1) Increasing the maximum yearly amount for eligible childless recipients to $3,000;
2) Increasing the maximum yearly amount for eligible one-child recipients to $6,500;
3) Increasing the maximum yearly amount for eligible two-child recipients to $10,800;
4) Increasing the maximum yearly amount for eligible over three-child recipients to $12,100.
Section 3: Tax Credit Phaseoutsa. Amends section 32 of the Code to update phaseouts such that:1) The phaseout for a childless recipient would be $20,000 in earned income;
2) The phaseout for an over 3-child recipient would be $25,000 in earned income;
3) The phaseout for a one or two child recipient would be $22,000 in earned income.
Section 4: Maximum Qualifying Earned Incomea. Amends section 32 of the Code to update maximum qualifying income such that:1) The maximum qualifying income for a childless recipient would be $37,000 in earned income;
2) The maximum qualifying income for an over 3-child recipient would be $76,000 in earned income;
3) The maximum qualifying income for a two child recipient would be $70,000 in earned income;
4) The maximum qualifying income for a one child recipient would be $60,000 in earned income;
Section 5: Monthly Creditsa. Provides recipients with the option to collect tax credit payments in the form of equal monthly sums over taxable year.
This bill is then honorably presented to the Senate for consideration in order to grow American incomes and rebuild the Middle Class and is backed by Senator Tim Westra on March 7th, 2019
