Overview: The Earned Income Tax Credit has been lauded as an effective program that has lifted an estimated 65 million people out of poverty. The program was introduced as a way to subsidize low-wage earners in the 1970s. With the stagnation of wages and the rising threat of automation, the program needs to be revitalized for a new age of securing incomes and poverty alleviation.

Expanding the EITC and providing it as an optional monthly tax credit would reduce poverty through redistribution, while spurring the unemployed — particularly single parents — to enter the workforce. This bill seeks to update the program by roughly doubling the maximum amount for families with children, while incentivizing childless individuals to enter the workforce by increasing their payments by a factor of six.

The new economy is coming. Robots and automation may lead to new jobs, but these jobs often pay less, are not unionized, or are part time. A supplement to low wages will be key in rebuilding the American middle class during uncertain times.

Section 1: Definitions
    a. The term "taxable year" is the 12-month time period that the IRS defines for each person's tax season;
    b. The term "earned income" means wages, salaries, tips, and other employee compensation, but only if such amounts are includible in gross income for the taxable year;
    c. The term "eligible recipient" means any person below the Earned Income Tax Credit phase-out thresholds as defined by this bill's amendments to the Internal Revenue Code.
Section 2: Earned Income Amount
a. Amends section 32 on earned income in the Internal Revenue Code by:
    1) Increasing the maximum yearly amount for eligible childless recipients to $3,000;
    2) Increasing the maximum yearly amount for eligible one-child recipients to $6,500;
    3) Increasing the maximum yearly amount for eligible two-child recipients to $10,800;
    4) Increasing the maximum yearly amount for eligible over three-child recipients to $12,100.

Section 3: Tax Credit Phaseouts
a. Amends section 32 of the Code to update phaseouts such that:
    1) The phaseout for a childless recipient would be $20,000 in earned income;
    2) The phaseout for an over 3-child recipient would be $25,000 in earned income;
    3) The phaseout for a one or two child recipient would be $22,000 in earned income.

Section 4: Maximum Qualifying Earned Income
a. Amends section 32 of the Code to update maximum qualifying income such that:
    1) The maximum qualifying income for a childless recipient would be $37,000 in earned income;
    2) The maximum qualifying income for an over 3-child recipient would be $76,000 in earned income;
    3) The maximum qualifying income for a two child recipient would be $70,000 in earned income;
    4) The maximum qualifying income for a one child recipient would be $60,000 in earned income;

Section 5: Monthly Credits
a. Provides recipients with the option to collect tax credit payments in the form of equal monthly sums over taxable year.


This bill is then honorably presented to the Senate for consideration in order to grow American incomes and rebuild the Middle Class and is backed by Senator Tim Westra on March 7th, 2019

"I would like to start off by saying how a terrible irrational idea the RAISE Act is. First of all giving money to poor people to convince them to work? Seriously? Look I understand that you democrats have good intentions, but recklessly spending money on these people that don't pay their fair share, that doesn't work hard, and don't get a better job is a slap to the face to every American. Kathleen rolled her eyes as the Representative from Florida spoke as he seemed to be unaware that a number of Republicans in the Senate from all over the political spectrum voted for the bill just a few days ago.

This may be a bill written by Democrats, but it is a bill supported by a bipartisan legislature, and I think you should educate yourself a little more on this legislation before you decide to criticize its legitimacy and rationality in a partisan way."

Bill Proposal Sheet
Official Name:National Conscription and Civil Service NCCS Act


Overview: The NCCS act will make it mandatory for every American between the ages of 18-21 to serve a minimum of 1 year in the military in non-combat positions. On top of this, all Americans must achieve at least 100 hours of community service that effectively improves the quality of living for others, improves the infrastructure of buildings, beautifies the neighborhood, or generally help the community. This act creates the Federal Mandatory Service Office (or FMSO) which will help ensure that everybody participates in the mandatory conscription and civil service.

Section 1: There are millions of Americans currently who do not have jobs or any sustainable way of supporting themselves. Some people insist on increasing welfare. However not only has this put America into more unnecessary and easily avoidable debt, but it has allowed people to take advantage and receive more government handouts, rather contributing back to American society. The reason for this is instead of rewarding less fortunate Americans to get to work and provide for themselves, it encourages lazy belevarhori and dependence on the government.

Section 2- Makes it mandatory for all Americans aged 18-21 to serve in one of the six divisions in the military ( Air Force, Army, Coast Guard, Marine Corps, Navy and, most recently, Space Force.) and are allowed to serve in non-combat positions if it is against their religion, or perosnal beliefs. All those who serve in the conscription shall be paid minimum wage weekly for their work and service until their conscription is over.

Section 3- Makes it mandotory for all Americans under the retirmenet age to serve at least 100 hours of community and Civil service in their respected communities. Community and Civil service includes picking up trash, creating murals (when allowed), as well as serving part-time in the government. All those who serve in community service shall be provided with job training as well as 1,000 dollars for their work.

Section 4- All those who refuse to participate in the Conscription and civil sevice, will be fined 1,000 U.S dollars for the first time they refuse, the second time they refuse this person will be fined 2,000 dollars. The third time they are found to have tried to avoid this conscription/ mandatory service, they will be put in jail for 1 month.

Section 5- Creates the FMSO or the Federal Mandatory Service Office, which its purpose is to ensure all Americans do not try to evade the mandatory service, ensures that all Americans have successfully tried to contribute back to their communities and to apprehend all those who do not comply. The set start budget for FMSO shall be 7,500,000,000 (7.5 billion dollars).
This bill is then honorably presented to the House of Representives for consideration in order to ensure everybody in America serves and contributes back into this country, as well as making a new Federal office to make sure everybody serves, and to improve the United States Law and is backed by Tristain Dikes on 03/25/20
