Following the passage of the Cannabis Legalization Act in the House with amendment, the amended bill was sent up to the Senate docket.

The Act for the Legalisation of Cannabis for Use Recreationally and Medically
Nickname: The Cannabis Legalisation Act
Authors: Theodore Vohoffsky (R-CA45), John Atang (D-NY3)
Co-Sponsors: Diane Paulson (R-ME2), Davit Papazian (D-CA28)
A BILL TO legalise and regulate marijuana under federal law; and for related purposes.


SECTION 1 - SHORT TITLE

This bill shall be henceforth refered to as the "Act for the Legalisation of Cannabis for Use Recreationally and Medically" or the "Cannabis Legalisation Act"

SECTION 2 - REPEAL
Any use of the words "marijuana" or "cannabis" or any variants thereof in federal legislation currently enacted shall be omitted.

SECTION 3 - REGULATION

Any person who posses, sells, distributes, handles, or cultivates marijuana, cannabis, or any variants thereof without a permit from the Commissioner on Food and Drugs, henceforth referred to as a "3.1 permit", shall be guilty of an offense under this section.

The Commissioner on Food and Drugs must issue a 3.1 permit to any person he deems mentally sane that has attained twenty-one years of age who has never been found guilty of any federal or state felony or misdemeanor.

The Commissioner on Food and Drugs may choose to either issue or withhold a 3.1 permit to any person he deems mentally sane that has attained twenty-one years of age who had not been found guilty of any federal or state felony or misdemeanor for a period of at least 10 years prior excepting any federal or state felony relating to the possession or sale of marijuana, cannabis, or any variant thereof, excepting such cases involving another controlled substance.

The Commissioner on Food and Drugs shall not issue a 3.1 permit to any person he deems mentally insane, or any person that has not attained twenty-one years of age, or any person who has been found guilty of any federal or state felony or misdemeanor within 10 years prior excepting any federal or state felony relating to the possession or sale of marijuana, cannabis, or any variant thereof, excepting such cases involving another controlled substance.

The Commissioner on Food and Drugs may regulate the quantity of certain chemicals prescribed by him that may be used in the cultivation of cannabis, marijuana, or any variants thereof, and any person who breaches such regulations shall be guilty of an offense under this section.

The Commissioner on Food and Drugs shall not use subsection (5) as means to fully prohibit or attempt to fully prohibit the possesion, sale, distribution, handling, or cultivation of cannabis, marijuana, or any variants thereof.

Any person who operates a vehicle whilst having consumed cannabis, marijuana, or any variants thereof within the 24 hours prior shall be guilty of an offense under this section.

SECTION 4 - PENALTIES

Any person who is guilty of an offense under section 3 shall be imprisoned not more than 2 years, fined under Title 18 of the US Code, or both; or, if such person has one prior state or federal felony or misdemeanor conviction excepting any federal or state felony relating to the possession or sale of marijuana, cannabis, or any variant thereof, excepting such cases involving another controlled substance, shall be imprisoned not more than 7 years, fined under title 18 of the US Code, or both; or, if such person has two or more prior state or federal felony or misdemeanor convictions excepting any federal or state felony relating to the possession or sale of marijuana, cannabis, or any variant thereof, excepting such cases involving another controlled substance, shall be imprisoned not more than 14 years, fined under title 18 of the US Code, or both.

Any person who whilst guilty of an offense under section 3 causes the death of another in the process of committing such offense shall be imprisoned for not more than life, fined under title 18 of the US Code, or both.

This bill is then honorably presented to the House of Representatives for consideration in order to legalise and regulate the use of cannabis to improve the United States Law and is backed by Theodore Vohoffsky and John Atang on 11.5.19

Shortly after, Volker distributed a note to the Republicans present within the chamber.

Everyone needs to vote aye on this, this’ll help delay the gun control bill as mentioned in the House Republican Conference meeting.


After seeing the notes off, Volker discreetly spoke to some Blue Dog Democrats who had started off in the House around the same time as him to try and persuade them to vote aye as an act of bipartisanship as well as doing the same to some vulnerable Democrats in districts that voted for Wolf in 2016.
