"Mr. President, I move to amend the bill by amending the following."

No person shall be guilty of an offense under subsection (1) under the circumstances that the life of the pregnant woman was under threat, that the pregnancy is a result of an offense, or that either the pregnant woman or the fetus is at grave risk of death or disability if the fetus were to be born.

The amendment would be submitted to the chair and distributed amongst the members of the Senate.

Subsection 1 of section 2 shall be amended to read as follows:

1. Any person who willfully administers to any pregnant woman, after 20 weeks of gestation, any substance or uses or employs any instrument or other means to induce an abortion, abets or prescribes for the same, unless the same is permitted under this section and done for that purpose, shall be guilty of an offense and shall be fined under Title 18 of the U.S. Code or imprisoned not more than ten years or both.

Colbert thought about the bill for about two minutes, during witch time he concluded that it had zero chance of passing without an amendment.
