John Logan Ruler (R-IA-4)
House Floor

Ruler's face reddened.

"Objection! Unless there is unanimous consent to my comment and given that it did not include offensive language, I move that the ruling to strike my question be put to a motion and a vote before the House."

"Thank you, Mr. President. Since the creation of the Israeli state, America has had a special, strategic, and enduring relationship with the nation that has brought great mutual benefits to both of our countries. As the only stable democracy in a region plagued with chaos and oppression, maintaining and protecting our important partnership with Israel is essential for any sound foreign policy. Unfortunately, though perhaps unsurprisingly, some extremists and dare I say anti-Semites have taken it upon themselves to smear the Israeli people and attack our key Middle Eastern ally with the most cruel and racist rhetoric. The Boycott, Divestment, and Sanctions Movement, or BDS, has attempted to force businesses to cut off all investment into Israel, attack neutral Jewish Americans simply for believing the same religion as most Israeli or sharing their ethnicity, and have sought to inflame already boiling tensions between the Israeli and Palestinian governments.

Now, let me be clear. While the First Amendment guarantees they have a right to hold those opinions no matter how wrong they may be, the United States government is under no obligation to support and subsidize those dangerous beliefs. So what this bipartisan bill does is very simple: it allows the United States to put her foot down and say that we stand with our longtime allies in Israel, and we will not stand idle and fund these radical, anti-Semitic attacks on Israel's right to exist! Through the passage of this bill which has the support of over 70% of Americans, we will take action against anti-Semitism and take a step forward in getting closer to peace and stability in the region. I yield my time."
