Overview: This bill establishes an optional-IRV system of voting in the United States for all federal offices.
Section 1: Currently the United States uses a ‘first-past-the-post’ system of voting for most federal offices. In certain states, the use of a runoff is present where no candidate attains more than 50% of votes cast. No candidate for President carried more than 50% of the vote in the 2016 Presidential Election, and in 14 states (collectively 152 Electoral Votes), the electoral votes were awarded based on a plurality of votes. This bill seeks to rectify this by establishing instant-runoff voting (preferential-voting or alternative vote), this bill which establishes optional-IRV requires that a voter be offered the chance to number candidates by order of preference, or to simply number their first preference. Hence, whomever wins any state in a federal election is guaranteed to be amenable to an absolute majority of voters in that state as they would have over 50% of votes from that election.
Section 2: For all Federal Offices of the United States, the use of optional-instant-runoff-voting shall be required.
Section 3: This bill shall take effect for all elections held after January 1, 2021.
Section 4(a): A Federal Office is defined by Federal Election Campaign Act of 1971
Section 4(b): The term “optional-instant-runoff-voting” means a system for the election of candidates under which-(i): runoff counts of candidates are conducted in rounds;
(ii): voters may rank candidates on the ballot according to their order of preference;
(iii): if in any round no candidate receives a majority of the votes cast, the candidate with the fewest number of votes is eliminated and the remaining candidates advance to the next round;
(iv) in each round, a voter shall be considered to have cast one vote for the candidate the voter ranked highest on the ballot who has not been eliminated; and
(v) the runoff counts are carried out automatically at the time the votes are cast and tabulated.
This bill is then honorably presented to United States Senate for consideration in order to establish optional-IRV voting for all federal offices and to improve the United States Law and is backed by Jillian Gillard Dayton.

"I confess, between you and me I've had distinct concerns about the leadership. There's chaos in the Senate and Speaker Douglas has a tendency to be... lethargic.
