The office was relatively quiet. Linda was supposed leave the office an hour ago, but as usual, remained to review the seemingly countless items of importance that preceded her. She didn't mind however, her daughters were old enough to be home on their own, and she would be catching her flight home to Tucson the next morning; if she at least finished what was left of her draft revisions, she could take the day off when she returned. In one swinging motion, she took the stack of bills and legal archive logs, and dropped them on the filing cabinet next to her desk. She took a sip of water and took out a bag of odd smelling atkin's friendly potato chips. As she continued on with her work, she listened to the president's televised rally on in the background. There was a knock on her door, before Linda's administrative assistant, Howie, marched in carrying a bankers box of files.

"Dinner of champions, eh?" he said sarcastically.

"You're one to talk, when was the last time you ate something that wasn't from a vending machine?" she said with a slight laugh, without taking her eyes off of the work in front of her.

"Sounds more like a question for the Department of Agriculture..." he said, bringing them both to a quiet laugh. As he set the box down, he glanced at the television. "He say anything groundbreaking.?"

"No, just the usual jargon. I'm starting to miss the way the old Rockefeller Republicans talked though...I respect Wolf's sand and all, but I'll never understand his fascination with that damn wall."

"I hear you..." he chuckled. As he sorted through the bankers box, removing folders, and placing them neatly in a pile. Suddenly though, his attention was brought away momentarily towards the television. "Take a look at this...he's acting weird, he looks nervous," he said, causing Linda to remove her glasses and observe the rally.

“God chose me to start, but he has decided I cannot finish it. I will die for my country. I will die making us stronger, bringing America to the top of the heap!”

"What the hell is he going on about?" Linda expressed, her attention now fixated on his statements.

“I am not running for President in 2020, I was diagnosed with grade 3 brain cancer less than one week ago. Even with treatment, it will likely become grade 4 in a year. After that time, I will only have about 8 months left to live. If I were to run for re-election, it would not be fair to the country, to you, or to my family. Thank you, and God Bless the United States of America.”

Linda and Howie were both momentarily speechless at the witnessed Wolf's statements unfold.

"Holy shit..." Howie said, while forcefully seating himself in the chair across from Linda's desk.

"This isn't good," she said before snapping out of her momentary paralysis and opening the top drawer of her desk. She grabbed a large black binder, flipping open the first few pages and yanking the receiver off of the phone. "We needed him in office. Even with his unpredictability, all the moderates are dependent on him to keep the democratic majority from encroaching on any significant legislature. The budget situation is hanging by a thread, we need a contingency plan," she said forcefully, while quickly scribbling notes.

"How do we want to play this?" Howie asked in a concerned manner, while opening his laptop. "Voters are going to expect a response no matter what we do."

"Shit you're right...draft some publicity. I might not have agreed with every policy he made, but I'll be damned if I let him fry while the party destabilizes. We need to set a plan in place for the election, I didn't think it would heat up this fast," she expressed in an exhausted voice.

"You mean you're actually going to run?" he asked with a surprised tone.

"I don't know yet, but even if that's that case, we need to standby before making any significant strides. Right now, our focus is maintaining stability, and while he's still in office, we need to remain calm, and appear collected. In the meantime, see what information you can find with any democrats that may possibly be using this as a stepping stone in their campaign, there's bound to be a few," she expressed while continuing to write notes.

"You got it," he exclaimed before leaving the office.

Senator Slater's office
Jan 3rd, 2019


Senator Richard Slater sat silently at his desk. The sounds on shifting paper filled the air as he worked his way through his stack of documents. Letters, statistics, polls, the whole lot of it, all being filtered through and analyzed thoroughly. The only thing countering the near silence was the noises coming from a TV in the corner of the room, playing the latest rally from the President of the United States.

A knock on the door broke through all of the other sounds. "Come in." Slater said calmly, turning his head from the papers to see who was about to enter his office. Once the door opened, one of his interns entered the room, holding a small plate with a fresh Hamburger and glass of water in his hand. "Your food, sir." The intern came in with the food, placing it on the Senator's desk next to the paper stack. Slater continued to look at the intern, before he turned away and picked up the burger, only muttering a disinterested "Thank you." before taking a big bite out of it. The intern remained silent, only slightly nodding as he walked back out of his office, already familiar enough with Slater to know not to distract him during his work.

Once the door closed, Richard immediately put down his meal, and simply chose to get back to work on his studies. As he went on quietly, the President was loudly proclaiming his success. Wolf was a man truly admired by Slater, who believed that he was one of the best representatives of his ideology in a long time, second to Slater himself, of course. He ended up snapped out of his thoughts and focus as he was able to make out a few peculiar words out of the President's mouth.

“God chose me to start, but he has decided I cannot finish it. I will die for my country. I will die making us stronger, bringing America to the top of the heap!”


"Huh?" Slater uttered audibly as he turned his attention over to the television, looking incredibly confused, even as the President's crowd remained in a state of bliss despite that statement. He stared off as Wolf continued on with his statements, up until the big hitter made it's appearance at last.

“I am not running for President in 2020,”


Slater sat frozen in place for a moment, as though time had stopped entirely for just a second. Once he was able to process the words he had just heard, he stood up from his chair slowly. "My God..." he whispered to himself, feeling a mixture of emotions. Shock, confusion, even anger. He stayed in his spot for a bit, thinking through what he had just heard. His head drooped down, and he silently held a prayer for Wolf. A prayer for his family, as well as the country. After he concluded his prayer, he made the decision that he would have to make a quick statement of support. He picked up his phone, and wrote up a tweet to send his condolences.

It was quiet when Luke returned to the office that evening, having already sent the staff home. He had just finished his workout in the Senate gym and now he was planning to order takeout and get some work done. He enjoyed the quiet of the office in the evenings, and he much preferred it to his empty apartment when Marissa and the kids were back home in Ohio. He sat down on the leather couch in the outer office to check his text messages. Across from him, a TV had been left on, tuned to Fox News. He glanced up and saw that President Wolf was speaking at a rally in Alabama. He'd nearly forgotten the President was even holding a rally tonight. He'd heard Wolf's rallies dozens of times, so he shifted his attention to his Twitter timeline.

"God chose me to bring America back, to right the ship, to start making us great again."

"And they say I'm the attention whore," Luke muttered, chuckling.

"God chose me to start, but he has decided I cannot finish it. I will die for my country. I will die making us stronger, bringing America to the top of the heap!"

"Did he just say 'I cannot finish it?'" Luke turned the volume up on the TV, his eyes now fixed to the screen.

"Someone else has to finish what I started. We need a great man, another leader. Maybe Rick Tawney? I don't know. I need to see. There will be a primary. The socialist Democrats won’t beat us in 2020, I know that much!"

Luke's heart raced. He felt like a ball of concrete had formed in his stomach. Was this actually happening? The crowd's cheering was surreal.

"I am not running for President in 2020."

Luke's phone was ringing. Even though it was already in his hand, he paid it no attention.

"I was diagnosed with grade 3 brain cancer less than one week ago. Even with treatment, it will likely become grade 4 in a year..."

Cancer. That would be what would finally take this political giant down, this man who had defied every expectation. There had always been something about Wolf that made him seem invincible, but that illusion was shattered now by the reality of life. For everything there is a season. Luke had been an ally to Arnold Wolf in the Senate for two years, but he wouldn't call him a friend. He wasn't even sure he liked the man -- but he respected him. He respected him enough not to talk about what his chief of staff would want to talk about. He knew without looking that it was Rocky calling. Finally, he answered.

"I won't talk about this tonight. It's disrespectful. We'll talk tomorrow." He hung up.

This was not the time to talk about another election. But that time was coming. He could feel it in his gut, just like he'd felt it last time. For now, he opened Twitter again and started typing. The words came more easily to him than he could have imagined just moments before.

Abby finished the last drops of her tea and left the couch for her bedroom. She pulled off her business attire and slipped below her bedsheets. She pulled out her phone and browsed her email. There was a forwarded email from her chief of staff – a message from Hawthorne.

SUBJECT: Re: January 4th meeting on possible legislative partnership

Dear Senator Winthrop:

I couldn't agree more with getting an early start on advancing a bipartisan legislative agenda. Bipartisanship is important to my constituents and to me as well.

As you know, reducing student dependence on federally guaranteed student loans has long been a priority of mine, both here in the Senate and during my time in the House of Representatives. I would be happy to meet with you to discuss co-sponsoring the bill you mentioned. Tuition deferral is an innovative idea, one that doesn't rely on yet more government spending and intrusion into the higher education system. My hope is this will be the first of many new ideas Congress will consider to reduce student reliance on federal loans. I believe with the two of us working on this, it will finally bring bipartisan attention and pressure to bear on getting serious about reforming how we finance higher education. I'm glad to meet you for lunch to iron out the details.

Abby simpered, feeling pleased with herself and her team. She, of course, had a bill draft ready to show to Luke tomorrow. In the unlikely event that his team had few problems with the draft, Abby could hash out an official bill for the record as the sponsor with Hawthorne attached as the lead cosponsor. If that worked out well, she could possibly find a progressive in the House who could introduce a House version of the bill.

She was no doubt happy that this seemed to be materializing; tuition deferral had been a main goal of hers coming into the Senate, and now that she had three years under her belt Abby felt she could get this done.

The office was uncharacteristically quiet as Moore and his team read through the report, his best friend and chief of staff was across from him frustrated. He had been the chief advocate for his Presidential run, and the polling numbers they were looking at were less than ideal.

The problem was name recognition, and the order of the primaries. He was quite popular in the midwest, rustbelt and African American communities north of the mason dixon. But Iowa, New Hampshire, and South Carolina did not play to his strengths, it would be an uphill battle to make headway.

"We can get over this" his chief of staff William said "When people know you they like you, we can get some early ads out in Iowa and New Hampshire get some buzz and some activists.. we could--" "STOP" Senator Moore put down the report and spoke firmly to his chief of staff, "Look Will I know you want this, heck I want it too and I appreciate all the work you've done but we don't have the money to make the run."

Moore sighed and relaxed a bit before continuing, a weight off his shoulders "Anyone with the money is going to hold off, the field will be huge... could be up to 20 people after the Wolf resignation, dems can smell blood in the water... and all the money people are going to hedge bets, we need oxygen to grow and that's not going to be the environment this year."

"I'm a 53 year old Senator, no term limits... I can wait till 2024 or 2028. Let's focus on building name recognition and a war chest for then. We can also let it be known that we are open for the VP or a cabinet slot. For now lets look at legislation."

Vohoffsky sat at his desk, sipping an old bottle of Wolf vodka he had shipped from Israel. He drank the vodka as a testament to the old President, a man whom he had worked with. He didn't always agree with him, but he respected him as a strong leader and one who was ready to lay down the law. He saw the news, spitting out his vodka and then immediately began preparing to establish an exploratory committee. Was he going to run for President? Who knows. But there's one rule of politics: the faster you are out of the gate, the more you can campaign. Of course, exploratory committees are nothing but exploratory, and he could just back out with little damage to his reputation.

Before actually setting up the committee, he first needed to stir up speculation, and set off his PR staff to begin sending off rumours of a Vohoffsky 2020 run. It needed to be juicy and hyped, to get the momentum going even before the ball rolls. He had a few journalists from tabloids, with a few payments on the side, of course, write juicy articles which would be paid for by ads from the American Liberty Association, run by one of Vohoffsky's friends and effectively a super PAC. The ads both promoted the rumours and subtly talked up Vohoffsky, allowing a slight boost to his polling numbers. They were mostly social media ads, of course, in order to reach his intended audience of millenials and younger members of Generation X.

This is a father, a husband and human being, Democrats don't typically respect life but I at least have come to expect lip service. The American people deserve better.

It is worse enough knowing that you have developed brain cancer, but to then be forced to fork out hundreds of thousands of dollars for treatment is even more immoral. I don't want the President and his family to spend a dime on treatment, but you want his family to foot the bill. So don't lecture me about compassion.

Expressing sympathy? Really? Expressing sympathy? You are merely using the President as a political tool. You can hammer on about universal healthcare all you like, but do not let yourself be fooled by the idea that it is sympathetic to start rabbiting on about your policies just as soon as the President says he has cancer. You should be sympathetic, Murphy!

Also, for the record, the President is entitled to healthcare, the same way we are. But thankfully, I don't let the taxpayers foot the bill for my medical expenses, however, because I believe I should pay healthcare like everybody else.

It is worse enough knowing that you have developed brain cancer, but to then be forced to fork out hundreds of thousands of dollars for treatment is even more immoral. I don't want the President and his family to spend a dime on treatment, but you want his family to foot the bill. So don't lecture me about compassion.

It was nice hearing from Levi. Just out of curiosity, Abby searched his name up on the web. There was a behemoth pileup of news about an apparent "ungraceful response to the president's illness" by Levi. She opened the tweet, where a twitter war was in session.

Levi had tied the president's diagnosis to his advocacy for universal healthcare. While Abby definitely agreed with his statement, she thought it was politically untactful during this fragile moment. She had to play her cards carefully arid Levi.

Let's all not resort to political squabbling a mere few hours after the revelation of the president's truly unfortunate diagnosis. It is possible to extend our sympathy to working families undergoing a similar situation without our compassion for the president being called into question by hyperpartisans.

Senator Little finished up his morning meeting with a couple of black party leaders and exited the event space. He'd been quite well-received this morning, and several officials had expressed support for the idea of Ben proceeding up the ranks of leadership.

Ben fished his buzzing phone out of his pocket and picked up. It was Nancy McCaulkin, his chief of staff.

"Hello?"

"Yes, Ben!" Nancy was breathing quickly, "we just got the early favorability polling results from our South Carolina and Iowa firms. Mixed messages being sent here; lots of positive ones."

Ben remained quiet for a second. "Well? What are the results?"

Nancy started reading them out. "In South Carolina, 36% of the respondents saw you as favorable. That's in comparison to a 30% favorability in SC for Whitaker. 11% see you as unfavorable, 14% neutral, and 39% never heard of you. So lots of room for a surge in SC if we start spending lots of time there, y'know. A lot of it comes down to name rec. Only 27% hasn't heard of Whitaker in SC, and yet she's less favorable there. So that's a good sign."

Ben nodded on the other end of the phone. "And what's the bad news, Nancy?"

He heard her chuckle. "Ben, it's not necessarily bad news. 47% of the Iowa respondents have never heard of you. Some national media attention and ad campaigns could rectify that. You're at 27% favorable in Iowa, to Whitaker's 50%."

"Holy SHIT! 50???"

"Ben, chill. You're only 16% unfavorable there. Compared to her 28%."

"If you add up all the respondents who didn't vote favorable for Whitaker, what would it be?"

"51%."

"Ok," Ben said, breathing a bit, "so we have work to do in Iowa."

"Yes, but we're not worrying about Iowa right now. All you need is a good second place showing there, first if we have extra funds in time. But we're really gonna go big in South Carolina. If we can solidify early support there, then we can worry about Iowa and New Hampshire later. I've already decided to hire 20 operatives in South Carolina, including a campagingin director. You just have to approve."

"I approve all of them, you don't have to go through there."

"Ok! And there's a meeting of the South Carolina Democrats in Charleston on the 6th. Should I let them know that you would be happy to be a keynote speaker?"

"Yep, definitely reach out to them." Ben instructed.

"Ok sir. I think we're moving in the right direction to take this all the way."

"Nancy, no one's announced yet, right? I mean, they'd be crazy to jump in this early."

"No, of course not. Secretary Whitaker will probably jump in, given she's formed an exploratory committee and all." His chief of staff responded.

"Right. But she's been out of the loop for a while, right? If she announces too early she might get lost in the crowd."

"Exactly," one of his aides said, "we don't want to get into this early. Her exploratory committee has been formed for a while now, we're expecting her to 'make a decision' by February. March at the latest. But we are not gonna be hasty. Our plan is to announce an exploratory committee by the end of this month, but instead constantly be in the headlines for your Senatorial leadership. Be the lead cosponsor on several bills; highlight your bipartisan nature; be loud and such. If they hear your name enough we could get you to be an early force in the polls."

"You don't think I'm the frontrunner?" Ben questioned.

His chief of staff laughed a bit. "Ben, you're certainly going to be recognized as the respected, qualified elderly statesman in the field. That will definitely be appreciated. But Whitaker will probably start with a substantial lead, given her robust staffing and fundraising capabilities. We have little to no hires right now."

Ben pondered the best course of action. "Are you hiring, then?"

"Yes sir. We're beefing up our staff, forming an Iowa team. But we'll be focusing on South Carolina. If we play our cards right, that will be an easy win for you. We've already looked at a few strong contenders as political operatives in South Carolina. Your job, Ben, is to get to work in the Senate. Get your name on tons of bills, talk a lot. Our PR guys will get you some media time. And, if all goes well, we can get you officially in the race by mid March. April at latest."

Ben nodded. "Ok, sounds like a plan. I think the first step is to conduct some polling. See where our standing is compared to Whitaker. Do a phone call poll, and also publish one on our social media. Just so we can see if there's a disparity of enthusiasm on both platforms, or whether there's vast support."

"On it, boss."

Such a program will be enforced in privately operated colleges by proposing to revoke individual private colleges’ tax-exempt status if tuition fees are above a certain threshold and if tuition deferment program does not exist. The bill also proposes to cap textbook prices.

Section 1: Introduction Young people in America understand the value of higher education; sleepless nights and countless dollars are dedicated every year by high school students and their families to ensure that students have a fighting chance at getting into their dream school. Many have argued that the cost of college should represent its significant value. But the staggering cost of private colleges, including tuition fees and boarding, are increasing at a pace faster than inflation and students are racking up debt for it. The sheer cost is steering kids away from higher education; college enrollment has been in a steady decline since 2008 . The current total amount of student debt stands at a startling $1.5 trillion. Moreover, apart from being an unjust burden upon the American student population, some worry that the amount of student debt could usher in the next financial crisis by playing a role in the decline of homeownership in the next few years.

The root cause of the crisis is easy to pinpoint: the cost of college. And yet most proposals concerning the topic are about giving out the loans themselves; refinancing loans, loan forgiveness, regulating loan service providers, etc. Such policies are definitely necessary. However, it is important to recognize that as long as the federal government is lending direct student loans to 92% of borrowers (Center for American Progress), and as long as private lenders offer plans to low-credit families at unholy interest rates, private colleges can continue to raise tuition fees without fearing a loss in revenue. This proposal aims to tackle rising costs by implementing a new system of payment at private colleges.

Section 2: Establishment of Tuition Deferral Programs

Remove the government and private loan middlemen through the creation of federal guidelines for a tuition deferment payment process at all private colleges. This will entail:

a. Students having the option to defer up to 75% of their college cost (including tuition and board fees), and repay it over a 20 year maturity;

b. Private colleges charging an interest rate on the tuition fee of up to 3%;

c. Repayment being based on a sliding percentage of what the student defers and then later earns; students earning below $2,500.00 a month will be subject to a repayment plan that caps debt service at 10% of disposable income;

d. Tuition fees being fee-controlled; increasing the rate by more than 2% of the inflation rate will be illegal.


Section 3: Enforcement

The establishment of a tuition deferral program at every private nonprofit higher educational institution will be enforced by:

a. Conducting a national inspection of payment processes at all private colleges;

b. Revoking the non-profit, tax exempt status of any private college that does not adopt such a system within the next two years; to clarify, such institutions will then be subject to the regular corporate tax rate.
