The main thing that made the Hierarchy as overpowered as it became was the massive tech advantage in the first era jump.

Serriths kinda a mess right now also thanks to Firstborn, Midnight, and a assortment of things.

Guess Midnight counts as tier 2 also.

Mainly because a non-isolationist Hierarchy would be no fun for the new people who have spawned nearby :P

Hm yes. But we're really just at the start of the age of empires - it has scarce been a few generations since the Hierarchy only composed a single city. The inertia collapse effects wouldn't really make sense to implement in this timescale.

What I'd love to know is the location of the Midnight Empire's capital. That damn emperor of theirs has struck terror into all who live along the shores of the Mirror Sea, and yet his home remains a place of myth and conjecture.

Honestly I think it would be fun to see the Hiearchy break up into multiple states and see the ensuing chaos.Hell I wouldn't even benefit from it but it would liven up western politics.

I'm just picking on the Hierarchy due to how unusually overpowered they are.

Right now I'm mainly waiting on expansion from folks - so that we are more nearly in an Age of Empires than the Age of City-States.

You merely invest some Food and cash into training them, then they're built. They cost quite a bit of upkeep, but can either be used for exploring nearby regions for additional cash, or moving to explored regions and establishing new settlements.

In your case, since you only have Xcotl, you can train a Settler for merely 10 Food and 20 Wealth. They then eat 5 Food every turn in upkeep, and cost 15 Wealth per Exploration, but can be expended at any time to create a settlement with 1 Population and a new Government District in an unclaimed region.
