I'm gonna explain this in the vaguest of terms in case anyone doesn't know the series. In the animated series RWBY, one of the main antagonists (who has superpowers basically) tries to hire a terrorist supremacist organisation to help in attacking an extremely advanced and well-protected academy for young superheroes, which itself is inside an extremely secure and well-defended super city.
As this is both basically suicide in theory and does not exactly help their cause, the terrorists initially decline. So the main antagonist goes into their main HQ, massacres a bunch of the terrorists, keeps the leader alive and tells them "Hey, we'll fund your organisation with all the equipment, ammo and money you need to operate and in exchange, you work for us to attack the academy. The alternative is death." And so the terrorist organisation did do so.
Figuring a similar sort of thing; offer these various terrorist organisations and warlords either profit in return for attacking Wakanda, or automatic death.
