To me this RP seems pretty active

We are active, any RP has hiccups starting out mainly that characters that should be major and active go inactive or incompetent. For instance how many characters supposedly in the Young Avengers have posted recently? Many drop out in the middle of things that demand their attention and participation to move on. Its frustrating but by no means uncommon in RP. I highly recommend we make the acceptance process more attentive and include the question "How often can you post?". If someone cannot post frequently they should be allowed to participate but not be given a major character or a major role on a team.

Additionally regular purges of the roster should be enacted. If some plays for example Dr Doom. thats a hugely important character and their actions have major ramifications. If someone does not participate in the RP for a set period, say 1 month, they should lose that character. If someone is in the middle of combat with another PC and they don't post for a set period, say 3 days, the combat should conclude in a fashion not benefiting them. If someone goes on vacation or says "I can't post for 3 days due to a family emergency" they can designate someone to take over for them in the current situation.

In terms of the players turning on each other, honestly its just at Christian Confederation that everyone is pissed at... consistently.

RP is plenty active, we should just make a few reforms to encourage consistency among the player base.

I will enforce new RP standards and questions on the apps.

I'm just saying that I basically (secretly) have de facto control over Europe; a continent filled with some of the most economically powerful and technologically advanced nations in the world (well, in our world, I'm sure that by 2033 they've already been surpassed by China, India, most definitely the US, perhaps even Africa in some cases considering Wakanda), which seems pretty powerful

Then again, as said in my app HYDRA doesn't have much influence elsewhere besides Europe, we're going to New York to expand our influence in the Americas afterall

Gender: Male

Personality: Hayes is very carefree and pretty much does what he feels like doing. He differs somewhat from other villains in that he dislikes civilian casualties.
Faction: Freelancer
Affiliation: Mafia
Backstory: All Adrian Hayes ever wanted to do was make his father proud. But it never happened. No matter what he did, his father never showed the pride that Adrian desperately wanted to see. He gave up in high school. From then on, he did whatever he wanted to do at that time. At age 17, he dropped out of school. He filled all his spare time by committing various crimes. A year later he was arrested after robbing a gas station and sentenced 1 year in a state prison.

Prison changed Adrian. He became harder, tougher, smarter. He swore he would never go back. When he finally got out, he discovered his father had died while he was locked up. The anger in him built stronger and stronger over the years. For all the wrongs in his life he just wanted one thing to go right. His continued life of crime caught up to him the day after his 22rd birthday. Cops busted down his door calling for his arrest. To get out Adrian climbed up on top of his roof. As he prepared to jump to the next roof and make his escape, he was struck by a lightning bolt from a freak storm. The bolt altered his DNA, but at the time he did not know. He did not discover the powers that he had been given until after he escaped the police pursuit.
Powers/Weapons/Tech: Using his hands, Hayes can open up portals to a pocket dimension he calls The Void. He is able to store things in there as well as take things out. He can also use it to fast travel by jumping in and jumping out, however he cannot fast travel outside of NYC because it is extremely energy draining if he goes any further. He can also use The Void to create voids with a gravitional pull that suck things in or shoot things out.
Weaknesses: Cannot over extend himself and drain his energy because he will pass out so the longer he is in a fight the less voids he will be able to use. This makes him vulnerable to extreme numbers of enemies or powerful enemies that can resist his voids.
Skills: Excellent thief, skilled escape artist, good with small firearms(pistols)

Today is the day, Chancellor Frederick Kasel thought. Today is the day where we begin our just fight in Nova Capile and bring the corrupt Royalists to their knees. Klaus doesn't know it yet, but today is the beginning of the end.

He took a deep breath and stepped into his war room. Right away, he heard the voices of his generals arguing among themselves.

"There is only one course of action," Major General Heinrich Krüger sneered. "The first order of business must be to relieve the pressure on Gravines. From there, we will expand out with our forces and drive the Royalist scum into the swords of their enemies! Only then will we achieve victory."

"Yes, yes. A fantastic plan Heinrich, Brigadier General Gerhard Leimann countered. "Except for one thing. The troops that the Royalists can bring to bear against us will make an offensive impossible. I agree that the first priority should be to relieve Gravines. But after the border is secured we must fight a defensive war while the other factions exhaust themselves."

Krüger started to respond but was cut off by the Chancellor.

"I believe that Mr. Leimann is on to something here. But, in the spirit of democracy we shall call a vote. All in favor of an offensive?"

Of the 14 officers in the room, 7 of them raised their hands.

"And all in favor of a defensive war?"

Again, 7 hands shot up.

Kasel shook his head.

"Once again it is up to me to break the tie. Defense it shall be. Now on to the next order of the day. How goes the mobilization."

Lieutenant General Lukas Werner stepped up. "Army Group Werner is completely ready to deploy sir! That is 250,000 troops ready to be deployed. In a week we can have another army group to deploy and another two ready in a month or so."

Chancellor Kasel smiled.

"Splendid. And what of the naval side of things?"

The only naval officer in the room, Admiral Dieter Wagner, stood up and recounted his report.

"Sir, we have the 1st Fleet ready for action. In another month we can have the 2nd Fleet on the move and the 4th Fleet nearly ready."

At this, Kasel broke out into his trademark grin. Everything was going well. The gears of war were finally moving along, and the Royalists would learn to fear the Bavarian troops.

He took a deep breath, and spoke.

"Return to your troops. General Werner, you and your men will be loading onto the 1st Fleet, which will be commanded by Admiral Wagner. You will sail to Nova Capile. From there you will unload at Gravines, and relieve the pressure there. Am I understood?"

Both officers snapped off a crisp salute and spoke in unison.

"Yes sir!"

At this, they all filed out of the room, leaving the Chancellor alone. Today will be remembered as a glorious day for all Luxembourg-Bavaria, he thought to himself. He walked over to his desk and typed up a letter to the French.

Extra Information Hayes trusts no one. He is a loner and extremely dangerous, but he doesn't like involving innocent people unless absolutely nessecary.
