It will literally just be his election staff, which I'm assuming a large chunk of them will be volunteers. There won't be much need for them after election day.

How is Samara going to finance this pay rise?

Yea of course it won't be a large number of people but it doesn't matter they are still union and that in and of itself is worth quite a bit PR wise. And Samara is already fundraising for money, this just means he has less money for ads. Considering that this is good PR and will at least make statewide news it could essentially pay for itself. Especially when you consider that for democrats Unions donate massive amounts to poltiical candidates
