Jennifer heard a knock on her door, and a man in a suit placed a dossier on her desk. It had details on the Barony of the Horn, which was the most pressing issue currently facing the administration. She looked at the dossier, and realized that a conventional military strike against the Barony wouldn’t work. They had 3400 people, and some were knights. It would be impossible to tell who was who in this situation. There would be a large number of civilian casualties.
“Hello, Madam President,” she said when she passed the President in the halls, going towards the makeshift situation room in the complex. She scanned her ID, and Secret Service let her in to the room. Several generals had already gathered there, waiting for the President to come. “The President is busy right now. She’ll be here soon. Right now I want to know what our options against the Barony are. The local authorities can handle Tok.”
“If we position a tactical fusion nuke 200 miles away from shore and let the radioactive wave wash the Barony’s shore, then-“
“What else?”
“They are very compact. A MOAB Strike could take their leadership out,” a General began.
“I’ll keep that in mind, I had similar ideas.”
Another General, who was much younger than the rest, spoke. “It’s possible we could deploy small scale EMP-laser combinations across the shore. They would lose all power.”
Jennifer considered her options carefully, and had made up her mind. But it was the President’s decision, not hers to make. She took out her government issue phone and texted the President:—— SECURE LINE ——

We should divide operations to target three areas to paralyse the Horn: the central leadership, trade and transport networks and non-armed insurgents to take hostage.''
The last category was a polite term for civilians, specifically those related to the knights and warriors of the Horn. Killing them would only create martyrs but holding them alive could deter much of the enemy forces from attacking, making it easier to reinforce their own military presence in the region.
Rita Reynolds was the recently elected Governor of Wisconsin, a state that had developed a strong affiliation with the Autonomist cause given their history of self-reliance brought on from decades of the federal government's neglect in addressing the Coast Wars. The state had its own standing army and if she had her way, a fully autonomous air force to provide them with a powerful aerial advantage over their territory.

Cassey gave a subtle nod of acknowledgement to Rita Reynolds as she turned her attention to the generals assembled. Cassey had not supported Rita's bid for the governorship but much like herself Rita had rose to power from the conflict with the Barony. Restoring order to the region was an objective they had in common though the means differed slightly.
The generals assembled stood attentively at her presence until Cassey instructed them to be at ease. The general who had first addressed Jennifer began, "Madame President, as per your instruction we have devised two plans of action." the general opened up a screen to illustrate, "Our first plan calls for the detonation of a Fusion nuke 200 miles away from shore and to let the radioactive wave wash the barony's shore, then as the-" Cassey shook her head, "I did not run on a platform of agricultural expansion to start my term in office with the destruction of arable land nor do I have any interest in seeing Wisconsinites become sick by such an action nor dying of it. The wind stops for no one." she said confident in such assessment though in truth, being of a non-military background she truly did not know how far the fallout would travel. The general used a clicker to progress the slides to the next plan, "Plan Two calls for a MOAB strike upon the capital of Horn," another click moved the slide to an image of the city's layout, "There is only a slight chance that the Barony will be capable of combating such an areal assault nor to have reached a suitable shelter before the package is delivered. MOAB is not something we believe a fortress of stone and rubble can withstand. With the leadership taken out we expect the local lords to begin looking to their own territory as a priority and cooperation between them to be opportunistic at best. With no unifying authority infantry transported from Michigan can move into secure the coast while the Wisconsin National Guard with support from our Special Forces presses upon the western front of the Barony which should be familiar to them. The amphibious landing will take place north of Mucktown which it will then secure. Port Munster having a more organized naval defense. Upon securing Mucktown the army shall move along the highway to the City of Horn, where it can expect the most resistance. Meanwhile on the western front the Wisconsin National Guard shall trek through the forests towards Murce with the aim of moving forward towards Esvil with a detachment heading for Point of Interest Number 2; some shelters from the Cold War of the 22nd Century which where used by government officials when the Social Wars began. Reports inform us that the nearby town of Shopp hold technology scavenged from those shelters and continue to stock their 'artifact' stores with finds. We hope that as rumors have indicated, some weaponry can be found their to augment the detachment which will then proceed to Shopp. If Horn has not already been taken by the time of Shopp being secure the National Guard will move into Devin and join in the siege. Up north, Special forces will be moving through Mendu Marsh towards point of interest 11, the site where the old National Defense computer is located. While the Baron's Adventurers, who remain in his employ, are said to have destroyed the machine the complex still stands. By securing it we can seek to recover vital information on the National Defense before the Social Wars and during it to locate other sites of interest in our territories. If fortune smiles upon us the computer could be restored to functionality and troubleshooters dispatched to repair what ever error lead it to it's former actions. If unable to do so, they can at the least extract information for our use. With the site secure SpecOps will progress to Deerld. Back on the coast an additional wave will arrive from Michigan to enforce the hold on Horn and progress south towards Jen City and Port Munster with support from the Coast Guard. Detachments of the National Guard and Army in Horn will move north to New Center, then Whitter. National Guardsmen in Esvil with then move into take New Edgetown. This will leave Fort Attson with an impeding attack on three fronts of which we expect it will not withstand. Jeffton is a village of mild note, we may see Calvary arrive to aid Fort Attson from Jeffton. “Any ariel strike would be much more efficient than deploying the national guard. Madam President, there could be serious casualties if we deploy the National Guard. If the Governor wants, I’m sure we could deploy the Air National Guard, but going with a MOAB or Cruise Missile strike, even if it is carried out by the guard, would be the most efficient. We could send in troops as well, but I think the majority of the operation should focus on airstrikes. You can also federalize the National Guard if you would like to.”
Jennifer paused before adding, “I’m not sure if you want to command the troops yourself, the Governor is suggesting attacking and taking hostage unarmed civilians who do not pose a direct threat to us.”

"Ahh, no, thank you." He had answered the question plain and simply, almost humiliated that he asked his question in the first place.

We hope that as rumors have indicated, some weaponry can be found their to augment the detachment which will then proceed to Shopp. If Horn has not already been taken by the time of Shopp being secure the National Guard will move into Devin and join in the siege. Up north, Special forces will be moving through Mendu Marsh towards point of interest 11, the site where the old National Defense computer is located. While the Baron's Adventurers, who remain in his employ, are said to have destroyed the machine the complex still stands. By securing it we can seek to recover vital information on the National Defense before the Social Wars and during it to locate other sites of interest in our territories. If fortune smiles upon us the computer could be restored to functionality and troubleshooters dispatched to repair what ever error lead it to it's former actions. If unable to do so, they can at the least extract information for our use. With the site secure SpecOps will progress to Deerld. Back on the coast an additional wave will arrive from Michigan to enforce the hold on Horn and progress south towards Jen City and Port Munster with support from the Coast Guard. Detachments of the National Guard and Army in Horn will move north to New Center, then Whitter. National Guardsmen in Esvil with then move into take New Edgetown. This will leave Fort Attson with an impeding attack on three fronts of which we expect it will not withstand. Jeffton is a village of mild note, we may see Calvary arrive to aid Fort Attson from Jeffton. Brutorz while massive are still horses and we expect Fort Attson to have sent forces south towards the city of Horn or New Center and thus for them to be undermanned. Resupply through this operation will come through Mucktown as the southern highway is irradiated. This operation will require the bulk of our Michigan Coast Guard if it is to be successful. The impact upon our own shipping is estimated to be negligible." The general put the clicker down and stood in away that indicated the presentation of the plan now up for discussion and approval was concluded.
Cassey glanced over towards Her Honorable Rita Reynolds to see her reaction to the plan. Cassey would wait to see if the governor had any response before asking for Jennifer's insight should it not be readily given.

The guard was her strongest asset and their loyalty unquestionably hers. Yet should the President order it she would be obligated to accept their forced federalisation, a notion that didn't sit well with her Autonomist ideals.

They have been fighting alone for years and adapted well to doing so. Forcing a new chain of command will only harm morale and hamper efficiency of the overall operation. Federalisation would not be completely detrimental to her plans, if her hand was forced she could accept it as a temporary measure until the coastal areas were secured.
Our day is at hand Casey. We will win for sure, yet this is not the final battle. You've attained the highest office in our fledgling Union but are you still loyal to your homeland's integrity? I know I am and will do whatever it takes to assure its sovereignty, our people beholden to no extranational will but their own!

Since you seem hell-bent on sending them in though, I’d be happy to watch over the troops on the field with the governor. We can also send in light naval assets, or possibly some coordinated strikes. And governor, taking unarmed citizens hostage violates federal law. I wouldn’t recommend doing so. If you want to order a strike, I’ll notify Congress.”

The Barony is within US territory, it is thus an insurrection of which my order alone is sufficient to address." the Restored USA did not recognize any post-social war nation as legitimate and relied on it's own ancient ties to the past for legitimacy. "As it was in the Social Wars so it is now, the US does not negotiate with terrorists." the president's aide leaned close to her and whispered something, "oh, my apologies. Congress will have to be notified of the executive order. As for being hell-bent, I am determined to take action- it does not however have to be this action. Wisconsinites have died for years fighting the Barony, and the current plan relies as you have stated- heavily on the National Guard. As her Honor has stated, the National Guard will work better cooperatively with federal forces; distinct but not so distinct as to be left alone. General, how many army personnel and national guardsman will need to be deployed in the current plan?"
The general nodded, retaining his professional stance; "The operation calls for a total of 1280 members of our combined land forces. Intelligence indicates this to be twice as many as those currently active in the barony though a number of militia numbers are unknown to us as well as the number of soldiers protecting horn. Our own numbers like that of the barony are thin- sparse even. The bulk of the forces in this plan are National Guard as such comprises the largest force, as is the case in all states. Our own largest city has a population of 10,000- accounting solely for the states restored. Of our population few are willing to tour the nation in active duty, preferring state service. Of those who do join federal forces few obtain the training for the operation of aircraft and of those we have fuel and power are costly. Diverting forces from our border to the interior for this operation will delay it's execution and draw forces away from our national parameter."
Cassy rubbed the bridge of her nose, she had been hoping to take Jennifer's advice and order a new plan drawn up incorporating naval and air forces while mixing state and federal with the state forces serving as occupation. But this changed that. She spoke, "I want to see more then spec-ops on the eastern front, some federal troops from Wisconsin- I believe many of them will celebrate the deployment as a number of been resented for being absent in the state's campaigns. If anyone is to be taken into custody it will be to be for rebellion. We all know the people of the region where offered to join us decades ago- the lords, ladies, and other leadership are the only ones I believe will be reasonable to arrest. Without lords the peasants will, having been brought up in an authoritarian society, accept our rule by what they perceive as the right of might. This, 'Barony' was not formed by the people, it was imposed upon them. I expect them to be educated in the rights of every American once they have been liberated." She was looking towards Rita, "with our numbers the people are as much a resource as the land, and like a crop, must be cultivated." she had a glare of sorts.
A general sighed, but he was use to this- the presidency was typically not military- and these 'plays' where to be expected.
