That would go into the nature pantheon, which is full. So while there is no issue with this Deva there simply isn't room in the right pantheon for them. The Spiritual and Cosmic Pantheons definitely need some members though, as conceptual is also full.

I think Cosmic has lower number of Devas then Spiritual, but, there is this war going on and Cosmic is already pretty buffed out on Gods

I’ll give you a suggestion. If you want you can make a god of sleep or a god of speed, having both powers to a god seems irrelevant and doesn’t fit with either domain so a god of either domains. Or a god of emotions ( Happiness jealousy, betrayal, despair, etc) Although I’m not sure if that would be spiritual or a concept

However, he began to take on a much bigger role, and would assume the position of the God of Justice & Honor, to sit in judgement of those who prepare to pass on beyond the Spiritual Realm, Worshipers in the Spiritual Realm, and notable mortals in the Mortal Realm. Those who commit the most heinous of offenses against gods and man are subjected to Dayono's fulhe, wraiths who take pleasure in torturing their victims psychologically until they make amends for their crimes.

Appearance: Always looks like this
Short Bio: A rather elusive god with the most visits to the mortal realm, he barely appears, but when he does, something huge always follows. His birth coincided with the beginnings of the first pantheons, making him as old as the Titans themselves, and yet is weaker than them. Whenever people believed, his power soared, when people didn't believe, his power waned. Today he is currently inactive, clearly scheming something, but putting a pause on those for the time being. Recent events however, has pushed the god's timetable and he has been spotted multiple times.

Going by the end part of the post, both Minerva and the Pillar of Hammered Scribes would need permission depending on the actual scale of the project (resources, time, energy, manpower, etc). So how big is this next project she's working on now? Even then, Dhemtar gave her permission over the Pillar of Hammered Scribes until her original scrying project was over (from which it would be returned to the authority of District Luna), so she'd need to get double permission from Dhemtar for it.

Basically, how big is the project? Because that would determine Dhemtar's response.

10 minutes to create the little robot army she is thinking about I would say. There is literally a giant robot heading their way and needing permission to act in emergencies like these would put Obelora in a disadvantagous place.
