Second, the outbreak of Nuclear War between Iran, Arabia, and Israel, left the region in chaos. Kyrgyzstan was set to step up as one of the new regional powers, as it made efforts to expand its small military. Efforts were also made to protect the nation from the effects of radioactive fallout. Finally, with the outbreak of drug-resistant illness just to the south, in Afghanistan, border security was tightened drastically, as Kyrgyzstan began to urge its own neighbors to follow in its footsteps. The spread of cholera through tainted water was doubly alarming, due to Kyrgyzstan's own poor water quality, leading to the purification of the nation's water supplies becoming a priority alongside modernization and the development of clean energy.
Government Structure: Kyrgyzstan is divided into nine regions - seven oblasts, and two autonomous cities. Each region is divided into smaller districts.

Historically speaking, the Congo was so weak and wrought with instability that even much smaller nations like Rwanda and Uganda could invade it with ease. However, here the Congo somehow manages to gain an empire with much more people than its core population, and much more land. This doesn't make sense, as there would be too many ethnic groups to have a stable nation.
How come historical precedence applies to Switzerland, but not the Congo? This is especially worth considering as there is post-Napoleonic precedent for Germanic regions trying to join Switzerland (Vorarlberg, a state of Austria, tried to join Switzerland after WW1.) whereas the Congo has been unstable since independence, with ethnic feuds that are impossible to fix, especially if there is no actual government structure as the application implies.
