Ok, just to clarify to everyone since there seems to be confusion. Not everyone has to run for president, the prospect of every single politician running is unrealistic and there are many things you can do outside of election campaigning

You’ll need to win party primaries, keep in mind this isn't a a parliamentary system, and presidential elections are separate from legislative ones

To be clear my character is not running for President, that's just what I had the article in my post say/speculate.

You don't need to specify a location, a lot of political speeches/rallies are held in plain old buildings that they have simply hired out.

Alexander I wasn't the most liberal ruler so might not be the best choice. I did a search and see that IRL Yabloko did a rally on the street Academician Sakharov Prospekt in
2018. Sakharov was a human rights and disarmament advocate within the Soviet Union so it's a location named after someone like that which would be a good place to have a rally.
