Vakiir was founded as a temporary resettlement point while canadian and american Governments decided where to resettle the group. Political disputes, internal bureaucracy and the sudden addition of tens of thousands of people needing homes, jobs, and education stalled the resettlement process until the camp became largely self sustaining towns and communities at which point it became more expedient to leave the refugees where they were.
When conflict between canada and America erupted and America moved to annex Canada. The Valkiir sided with the Americans and assisted in operations to secure the area as a New Protectorate of America. Valkiiri served in the military and fought against the enemies of America earning the Province a good deal of independence and cooperation from the American Army and navy. The Commonwealth government is a non elected military Bureaucracy but cities, towns, and small enclaves regularly elect mayors, and councilman who run their towns and cities. While the house of representatives advises the Military Governor and handes the various departments of the Commonwealth government.
