State Name: Ukete First Union
Government: Military Congressional UnionThe overall government of the First Union centers about a central Congress of 100 members, the highest ranking individuals in the Union, which develops the overall direction of the nation. They form general directives, inquiries, and other movements which thereby shapes national policy, and are lead by a self-elected leader, the Prime Minister. To be a member, one must have a minimum of ten years service in the military and a minimum of ten years service as a civil servant of the rank of planetary governor or higher and are elected every fifteen years.
Description:The Ukete First Union is a militaristic congressional republic located along the Outer Rim of the galaxy. Holding nearly twenty systems, to call the Union a juggernaut militarily would be an understatement; there are few powers nearby capable of challenging the true strength of the navy. Compared to many others, however, it’s far more closed to foreigners and as such, statistics and information gathered on the Ukete First Union by foreigners is scarce to say the least. Very few accurate reports exist on the national military strength, GDP, or capacities internally both economically and militarily and Ukete self-reporting is understandably less accurate than many would like.

Secundis Array
Located in the Variyes System, the Primaris Array has developed into a massive, bustling metropolis with all planetary power originating in vast geothermal plants on the lowest levels. Multiple space tethers lead to a massive ring array in orbit with, as well as having several shipyards able to accommodate the most massive Union dreadnoughts and super carriers, house fifteen massive orbital spacial habitats able to accommodate one billion denizens each. The Array furthermore is home to the Union House, a mega complex which houses the central governmental apparatuses of the nation.15%, Partial Ecumenopolis, Ring Array
Traian Station
As the second planetary body colonized by the Ukete, the Secundis Array is a model of what the Primaris Array was just two hundred years prior. Lacking the extensive geothermal plants and space tether density, as well as the spacial habitats, the Secundis Array is otherwise nearly the exact same as it’s homeworld is. The ring array above the planet is likewise the same, capable of housing most warships and large cargo vessels one can find in Union space.15%, Fractured World, Ring Array
Breaker’s Gulf
In the Second Tranian Campaign when the allied forces of the Ur-Ed Confederacy attempted to counter-invade the First Union, some fifty years ago, they met at Tranian Primaris. The resulting battle, cataclysmic spacial debris storm, and leftover ordinance would render the fledgling world nearly uninhabitable, the planet itself cracking, breaking apart in five distinct chunks. Ukete technology, however, has allowed for a spider web of spacial tethers to keep the former body from entirely disintegrating and the Station has, since that point, continued to grow and build. Today it is more comparable to a space station than a planetary body with far more metal than ore present, and a civilian ring array orbits the mass.10%, Spacial Habitat
Other
Found in the black gulfs of space and brought back into deep orbit in the Variyes System, The Gulf as it’s commonly known is a massive station constructed around a hundred kilometer wide reactor sphere with six long axises protruding out of their respective directions. Along these are habitats, dockyards, factories, and other terrestrial constructions one might find. To call it unique would be like calling space itself ‘a tad stretched’. To this day no information has been gathered on its creators or its origin.30%
Culture:Culturally the Ukete First Union is well known for its drab building styles, often compared to bricks than places to live, and is well known for music absolutely no one outside of the Union listens to.
Economy:
Overall, however, there is a deep-seated feeling of comradre within the First Union between natives, an inherent idea that every individual must pull their own weight and, despite this, some will falter at one point or another and that it is every Ukete’s duty to get them back on their feet. Social welfare plans, despite their existence, are not always used due to this fact as a person is more often to be helped by their neighbor in one manner or another before they get the chance. In this same vein of logic, many Ukete also find themselves in either civil service or military service; it only follows that, for one to pull their own weight, that one should also give back to their people as you can. To do so demonstrates economic self sufficiency, as the wages for politicians and civil servants are not always able for the sacrifice, an ability to keep calm in otherwise poor situations, and a strong will, something that inspires many Ukete young who want to find a good mate for the coming years.Having a closed, generally extremely well-regulated and well-enforced trade and union system, the economy of the Ukete First Union can be described as self-sufficient compared to many others. With good mining operations along its outer rim the Union is able to support a massive industrial complex, allowing for a heavy surplus of vessels to be constructed. These warships are of a quality unparalleled, with strong heavy armor, redundant internal systems, a high powered shield, and a disposition to overarm rather than underarm. The result of this is a heavy capital ship in the role normally reserved for lighter warships. This would normally make the Ukete First Union one of the more competitive in the shipbuilding industries were it not for the fact that the Union does not sell warships outside, commonly, instead making its economic capacities through the sale of bulk civilian goods.
History:Developed from the crashed core of a spacial habitat, the brainchild of one long lost civilization or another, the Ukete rapidly advanced despite their relative inexperience with space. Under the flag of the Interspace Coalition, they reached for the stars with this technology, reached there to establish small shipyards before turning their attention back to their world of choice, Variyes Primaris. Massive thermal boreholes were drilled into the planet, allowing for vast mineral wealth to be generated there and for the Ukete to flourish. Before you knew it, cities had been developed and a space tether had been formed to a minor satellite in deep orbit. The Interpsace Coalition centralized into the Ukete First Union, a beacon in the metaphorical night, and continued its relentless advance.
Stats
Years turned into decades turned into centuries as the far-flung nation took its system. Variyes Primaris would become known as the Primaris Array, her resources plundered into the construction of a vast series of cargo and mining vessels, an orbital ring in construction, her cities shining in the night as they kept on expanding. Eventually they would be forced to go down, the Primaris Array turning into a true ecumenopolis in order to house the vast populations of the Ukete. The system would be transformed into a bustling place, a shipyard system with the orbital ring nearing completion. The Ukete First Union expanded its sights, taking the neighboring systems as its own mining satellites and continuing to expand in the home system.
Since then, following three major wars with other nation states and the Cybernetic War, the Ukete First Union has joined the Galactic Republic. Its participation in that confrontation was markedly different than many others as the Union was forced back to key fortress systems, defending itself as other states brought forth their fleets. Five engagements would follow in the Ukete space, each one having a Cybernetic fleet attacked on all sides by a numerically superior enemy, and each one holding major losses for all involved. In the end, the Ukete First Union would have massive losses in return for a battle hardened military, populace, economy, and government. Nothing was let by, nothing was let slip, and following the engagement the First Union held sway over much. This has since allowed the Union to continue to grow and measure well with its Inner Rim colleagues, many of whom would scoff at the idea of a major power in the rim. This power difference compared to other neighboring states has, however, leant a slight sense of distrust with the giant. Several ‘Black Project’ systems have come under complete First Union control with no foreign vessels allowed in, no surveillance allowed or tolerated, and projects there at work under the intention to change the very fabric of all.Culture: 0

Senator Name: Kina Au Kana
Senator Species: Ukete
Senator Gender: Male
Senator Age: 56
Senator Appearance:Standing at 4.4 meters, Kana’s overall stance can still be considered highly disciplined. He lacks most of the back problems others might face at his age. Despite this order, his eyesight was somewhat failing and as such he has been forced to have a pair of cybernetic implants in their place, though these are hardly noticeable by anyone or thing. Kana’s fur is colored white with brown patterns, a variant of the normal Ukete strain, and his skin is likewise more pale.
Senator Personality:Kana is quiet, reserved, and generally distanced from the debating life of a Senator. He keeps his life orderly, regimented, and most importantly tracked. Everything has a schedule, whatever it might be, and every schedule must be monitored. Kana has a dislike towards violence, though he does not abhor it and would grudgingly accept its necessity for the worst of times. Sometimes someone has to die, though then again that seems like most of the time.
Senator Bio:Born on the main hub of the Primaris Array, Kana’s early life was not remarkable. Both his parents worked in the docks and as such he spent a good deal of time alone, though by no means does this mean he actually was alone. The neighborhood took care of it’s own and as a result he always had people he could talk to, play games with, wrestle, things of that nature. When he turned sixteen, like many other Ukete, the young man would go off to join the Army. There he displayed an innate aptitude for training others and developing connections. Some of his superiors would come to think of this as having developed when he had to deal with younger Ukete, though in any case he would be sent as an advisor to many other nation-states outside of the Galactic Republic. There Kana trained troops, officers, and others in basic infantry tactics, logistics, and fortification.
Senator Main Strength:
Following his fifteen years of service, ten of those as an advisor and five in performing anti-piracy operations along the southern border of the First Union, Kana would continue to serve as an ambassador to those very same officers and soldiers, most of which had become politicians in their respective nations. That term of service was also remarkably quiet compared to what many of his colleagues would have to go through in the talks with other Galactic Republic representatives with the majority of his struggles being in the simple numerical agreements between the First Union and those other powers. How many rifles for how many credits is more of a job for a mathematician or economist than an ambassador, but in any case Kana served.
Since then he has acted as the Ukete First Union’s Senator in the Galactic Senate for three years.Kana can be described as having an intense force of personality which is only supported by his own actions. He is meticulous, calculating, and overall holds himself towards the standards of a soldier. As such, Kana takes his duties seriously, his oaths seriously, and his silence even more so. As such, it’s rare for details to slip by his eye and even rarer for him to let such details slip.
Senator Main Weakness:Kana lacks finesse, to state the least. If he does not believe he can perform an action adequately, he will simply not perform the action at all and with the current political situation of the First Union there are a good few actions he simply does not perform. His time in debates is seldom and few as the Ukete frankly does not feel himself able to sway most of the other Senators nor does he feel the impetus to; the Rim Confederacy gives Kana a good enough number to vote with.

Species Name: Ukete
Homeworld: Primaris Array (Unknown Prior)
Species Physiology:Standing at a median 4 meters height with variations of .25 meters, the Ukete is primarily a carnivorous predator. With heavy fur covering much of the body, save for the underbelly and genital areas, a dog-like face allows for excellent sense of smell while a heavily muscled upper body allows for movement well exceeding a sprint of 50 miles per hour in short bursts. Eyesight is described by many humans as organically poor, though this is offset by cybernetic implants. Fur and skin coloration follow a natural pattern, mostly, with a black fur coat with dark brown, tan, and dark tan colorations allowing for a camouflage pattern and skin often a darker color. The Ukete is capable of dislocating its jaw in order to fit prey that normally would not be able to be consumed. Most strange are the other properties have been observed by outsiders as the Ukete possesses a gland which secretes a natural poison which, by most accounts, is akin to Mustard Gas utilized in the Terran First World War. This was discovered unfortunately when a pirate group attempted to board a Ukete cargo vessel.
Species Psychology:Inherently a small pack creature, a modern Ukete transfers this intense bond to the close family instead. Family, for many, is everything for them and as such they are fiercely protective towards such people. It is not unheard of for vigilante justice to come to specific pirates if an Ukete is killed; the death of one requires the death of many others, the vast majority of Ukete feel. Ukete are naturally protective of others in their species as a whole, though far less than that of their own inner families, lending a sense of community and the herd to their actions.

Political Party History:An old galactic party, the Rim Confederacy was founded by the Ukete Diplomatic Corps in order to further cooperation and industry between the Union and its neighboring powers. As such, the initial party consisted of seven members who agreed to the terms set forth in order to gain protection. Since the beginning, the terms of the Rim Confederacy have been clear. For protection and industrial support one must surrender 30% of their national earnings per annum and surrender one’s vote on the Galactic Senate. Despite these seemingly harsh terms, those members continued on, flourishing under Ukete military protection, and since that point the defense treaty and political party have continued to grow to the current number of seventeen Senators and Sovereign Nations.

State ApplicationState Name: Sarvolyan Hegemony
Government: The Hegemony is divided into eleven Protectorates, with each Protectorate being ruled by a Grandee and his advisers. The Grandee form the Grand Council, which rules like a libertarian police state (since they have a large police force but not much in the way of a military). Trade guilds also compete for power and influence, often using Grandee to serve their own needs. (Think Renaissance Italy and you'll have a pretty good picture).
Description: Once a colonial power, the Sarvolyan Hegemony now serves as merchants and middlemen, negotiating trade deals throughout the galaxy. Numerous guilds struggle for power within the Hegemony, sponsoring art and architecture to display their wealth and power. The guilds control most aspects of the Hegemony, including several government leaders. The Hegemony opposes any government attempts to tax or regulate commerce; in fact, the guilds supply most government funds, resulting in negligible tax rates for its citizens. The guilds, however, don't abide by this restriction. Membership is expensive and highly elitist, and it's difficult to prosper in the Hegemony without guild membership.
Demographics: Total population: 100 billion.
94% Sarvolyan (will post this app later)
5% Human/near-human
1% Miscellaneous
Region: Five star systems in the inner rim. These systems sit on important trade routes, and have good supply lines.
Culture: The Hegemony has a dynamic culture; people are constantly either on the way up or the way down. They are always looking for opportunities, whether economic or social. Friendships and relationships are often formed and broken quickly; this leads to many outsiders thinking that they have commitment issues. For them, making friends is more interesting and valuable than maintaining friendships. In fact, many Sarvolyans are polygamous because of this. Sarvolyan cities are bursting with color, with lavish artwork and Romanesque architecture.
Economy: The Sarvolyans' position between the high society in the core and the resource-rich planets of the inner to mid rims makes them ideal middlemen for trading. Sarvolyan vessels (usually imported to cut costs) regularly travel across the galaxy on a variety of trade routes, some of which are kept secret by the trade guilds. The guilds control virtually all economic activity within the Hegemony; if you want to earn a living in Sarvolya, you have to be in a guild. Sarvolyans are often employed as couriers or shippers. In addition, (let me know if I can do this), Sarvolya's capital world Raetaar hosts the Galactic Exchange, the largest stock market in the galaxy.
History (Optional): Originally, the Hegemony was a colonial power, that used their navigation skills to colonize and conquer other planets. The guilds were nonexistant at the time, with a series of enlightened despots controlling the government. As the guilds gained power, the government grew more and more ineffective, until many of their colonies began to break away. Now, the Hegemony is trying to adapt to its new role in the galaxy.

Species Name: Sarvolyan
Homeworld: Raetaar
Species Physiology: Reptilian, with dull gray or rust-colored scales, short claws. Sarvolyans are short, at about 3-4", with the females being larger than males. In addition, they have black compound eyes. Lastly, Sarvolyans have lines of feathers along their forearms and head. The colors of these feathers can often be used to determine a Sarvolyan's family. Although they breathe a slightly more sulphuric atmosphere than normal, their overall circulatory and respiratory systems are similar to the norm for reptilians. Despite their thin physique, they are surprisingly muscular.
Description: Sarvolyans are highly sociable and opportunistic, making friends easily. However, these friendships can be broken in an instant if one of them loses interest; lifelong companions are rare for them. Nonetheless, they are lively and amiable, able to negotiate compromises easily. Many Sarvolyans have flamboyant personalities, and display this whenever they get the chance.

(I apologize for how large the picture is. Took a while to figure out how to upload it.)
Senator Personality: Amiable, passionate, and a good negotiator. He tries to smooth over tension whenever he sees it, whether through mediating or finding another solution. He's easy to get along with, and as a result makes friends easily. When faced with adversity, Sceptarys tries to either avoid it entirely or face it passive-aggressively, refusing to confront an issue head-on. This skill for deflection makes him good at delegating authority, and helps him brush off any criticism. However, this can make him slower to act than his colleagues. He also tends to deflect blame when things go wrong.
Senator Bio: Sceptarys grew up in a prosperous family. His parents were stockbrokers, and extremely rich ones at that. As a result, their influence helped Sceptarys rise through the ranks, until he was in a position of power within his guild. Then, through his charisma, traded favors, and well-placed friends, he managed to become the Hegemony's Senator.
Senator Main Strength: Sceptarys is a great mediator in disputes, and excels at calming people down.
Senator Main Weakness: Sceptarys has difficulty taking responsibility for his actions, and often refuses to act directly, instead favoring a more circuitous solution
Political Party: None at the moment.
