Charity Protection Act
Author: Stefan Almeda
Sponsors: Sara Nygaard and Austin Miller
An addition to the tax code that ensures charities and non-profit organisations are not catagorised like businesses.
BE IT THEREFORE ENACTED, as follows:
§1 - Definitions
- Profit is to be defined as a gain that is allocated to an individual of an organisation.
- Charities and non-profits are to be defined as funds collected that are not profitable for any member of the organisation
- Donations are to be defined as, funds given to an organisation, that uses said funds to benefit their cause or pay for operation costs
§2 - Procedure
- Organisations must register to be eligible to not pay any taxes on collected funds
- Once registered, no organisations may not intentionally or negligently violate the requirements in Section 3
- Citizens of Saint Hilda who donate directly to a non-profit organisation or charity are eligible, for the denomination to be removed from their yearly income
- Those filing a donation must provide the original sum of income, and indicate the sum donated separately
- Non-profit organisations a receipt to those who have donated to them.
- Those indicating a donation must provide the receipt with their indication of the donation.

- No funds may be allocated towards any individual for profit
- No funds may be allocated other than to their cause or for the cost of operations

The Budget Amendment

A bill to establish a budget for Saint Hilda and to amend the Constitution of Saint Hilda
BE IT THEREFORE ENACTED, as follows:
§1 - Amendment
Section 1. Amending the Constitution
~ Section 1. This Amendment shall add Article 101 to the Constitution, which shall read as followed: The State of Saint Hilda is required to have a budget when a new government is elected, a Prime Minister is selected, and the Prime Minister selects their Ministers to run government.
Section 2. Forming a Budget
~ Section 2.a. When a new government is formed, they are tasked with creating and formulating a new budget for the government's fiscal year (OOC: every new government that's sworn in).
~ Section 2.b. The minister responsible for crafting a budget will do so under the direction of the Prime Minister.
~ Section 2.c. Other ministers must also contribute and propose funding for their respective ministries.
~ Section 2.d. The newly form government has two weeks (OOC: in real time) to submit a budget, which shall take precedent over all bills being debated.
~ Section 2.e. Allocated funds must match the requested appropriations from Ministers or any other functions necessary within government; revenues must equal expenditures.
~ Section 2.f. In the event the Government has a budget deficit, the Government may borrow money to match expenditures and fund appropriations properly.
~ Section 2.g. In the event the Government has a budget surplus, the Government must set aside the additional money in a wealth fund, which it can tap to fund future budgets in the event there's a deficit.
Section 3. Confidence Vote
~ Section 3.a. Failure to submit or pass a budget within Parliament will trigger a no-confidence vote on the Government.
~ Section 3.a. If a vote of no-confidence succeeds, then the Government must be dissolved and new elections held.
~ Section 3.b. If a vote of no-confidence fails, then the Government has a week to submit a new budget.
~ Section 3.c. Failure to submit or pass a budget a second time will result in the immediate dissolve of the Government and call in new snap elections.
