“ORDER, ORDER.

The Chair has been informed that there is an individual who believes that they can command the confidence of this house. I now open a twenty-four hour period where individuals may place their name in contention for nomination for the Office of Prime Minister. During this time, Members nominated for the Office may make a speech to the House outlining their merits.

After a Member has given a speech outlining their nomination, other members are entitled to ask questions to the nominated Member on matters of future government policy. Members not nominated are reminded that these questions must be questions, and it accompanied by excessive preambles. Members not nominated are not entitled to make speeches. Given the high profile nature of this debate, and the impression this will make on watchers of our young democracy, these rules will be strictly enforced.

The Chair will also not accept spurious nominations. A Member wishing to nominate themselves shall thus present to me a list of a proposer, a seconder and five additional supporters. This threshold must be reached before the nominee is presented to the Chamber and members may not lobby for support from within the Chamber.

If more than one Member is nominated then there shall be an adversarial vote using the Instant Runoff method, including the option to reject all nominees. If only one person is nominated then there shall be a simple Aye or No vote. If no person can command the Confidence of the House, a caretaker Prime Minister shall be appointed from the individual who gains the most amount of votes. In this situation, the Governor General and I will host urgent talks with party leaders to explore the formation of a grand coalition government headed by an acceptable third party Prime Minister.

Viktoria enters the house, sitting down in her seat next to her alliance and party cohorts. After Madame Shah's statement, she stands up and begins reading a speech she had written down.

"Madame Speaker. I believe that because of the coalition and alliance ties that I and other centre and centre-left political leaders have formed, have the confidence of this chamber to become the first Prime Minister of Saint Hilda. I don't intend to promise lofty goals that my government will never accomplish, I also don't intend to speak in unnecessarily high regard of my personal achievements. I only have one vision, a country made the greatest it can be. A Saint Hilda that is prosperous, accepting, and free of the hate and division that some politicians have tried to sow.

My government, should I gain the confidence of my esteemed colleagues, will be a strong, united, diverse, and inclusive one. We will do all that is in our power to build a better Saint Hilda for all her citizens. I also have a list of proposers and backers that will be presented to you post haste. Thank you Madame Speaker."

Viktoria sits back down. A parliamentary clerk walks to the Speaker's chair and presents a list with the names of the proposal's backers, all the leaders and co-leaders of parties in the proposed coalition;

"Madame Speaker, while I appreciate my fellow party member's zeal to confirm a government, and while I have no doubt that he would be a capable member of government, I would like to apologize to this house for his unwarranted and out of order statement. Should there be a nomination from our party, we will follow the appropriate procedures. We of the All-Patriots Congress would like to get down to governing as quickly as possible and I commend you, Madame Speaker, for being a capable leader in this crucial time. Thank you."
