To eliminate wasteful spending in all future budgets
BE IT THEREFORE ENACTED, as follows:
§1 - Revenue Intake
- Government expenditures shall not exceed total revenue acquired through taxation, fees, tariffs, etc.
- No budget may be passed by parliament which includes a deficit.
- Any surplus derived from additional revenue must be placed in a separate fund to be operated the Treasury.
§2 - The Surplus
- These funds, acquired solely under the circumstance of revenue exceeding expenditures, may be used to pay off existing national debt.

Please see the folder linked to in #bill-drafting in the Discord. In the meantime, here are some things that stand out, in no particular order:
- You need to define or rephrase: "government expenditures," "etc.," "deficit," "additional revenue."
- Name the Minister, not the treasury.
- Replace "must" with shall; use active voice.
- Sec. 2 merely allows for funds to be used to pay off existing national debt. If the intent is to require surplus funds to be used to pay off national debt, use "shall." Furthermore, assign the responsibility to a Minister.
- Consider adding exceptions/waivers and reporting/audit requirements.

Since no provision is made for the appointment of the Electoral Commission, the Governor General will do as much. Please let me know if you would like to serve on the Commission. Members cannot be members of a political party (ie, you probably have to make a new character).
