I support the Narcotics Act, though I would clarify the legal definition of "minors" and specify that the government, not drug users themselves, shall pay for rehabilitation services if drug users are legally required to attend such rehabilitation services.

Budget Stability Act

To eliminate wasteful spending in all future budgets

BE IT THEREFORE ENACTED, as follows:



§1 - Revenue Intake
  1. Government expenditures shall not exceed total revenue acquired through taxation, fees, tariffs, etc.
  2. No budget may be passed by parliament which includes a deficit.
  3. Any surplus derived from additional revenue must be placed in a separate fund to be operated the Treasury.

§2 - The Surplus
  1. These funds, acquired solely under the circumstance of revenue exceeding expenditures, may be used to pay off existing national debt.

Please see the folder linked to in #bill-drafting in the Discord. In the meantime, here are some things that stand out, in no particular order:
  • You need to define or rephrase: "government expenditures," "etc.," "deficit," "additional revenue."
  • Name the Minister, not the treasury.
  • Replace "must" with shall; use active voice.
  • Sec. 2 merely allows for funds to be used to pay off existing national debt. If the intent is to require surplus funds to be used to pay off national debt, use "shall." Furthermore, assign the responsibility to a Minister.
  • Consider adding exceptions/waivers and reporting/audit requirements.

It may behoove you to try your hand at a Judiciary act. These are the relevant constitutional provisions:

The Office of the Prime Minister is hereby granted the authority to appoint judges to any High Court

There shall be an autonomous and independent Judiciary of the State of Saint Hilda that shall safeguard the provisions of this Constitution and all laws made pursuant of it,
The Judiciary of the State of Saint Hilda shall be hereafter collectively referred to as the High Courts,

Any interference with the function of the High Courts or any other organ of the Judiciary of the Saint Hilda by any entity shall be prohibited and incur liability and punishment pursuant to the Law,

There shall be three courts that collectively and co-equally comprise the High Courts;
The Court of Appeals as the highest court of appeals for all matters excluding administrative functions,

The members of each of the High Courts can serve multiple consecutive terms,
The High Courts shall not be dissolved except for the dissolution of the State of Saint Hilda.

Some announcements.

On amendments: if you want to amend legislation, you may propose an amendment in here. (Please don't quote submitted bills when doing so, so as not to duplicate the submission tag.)

Once you have the final form of an amendment, you can submit it with the tag amendment.submit. The Speaker's Conference will then decide whether to include an amendment voting period in the coming week's business.


Here are the bills received this week.
The Fair and Open Elections Act has been edited since submission and must be resubmitted.


The Constitution (see my signature) requires the appointment of an Electoral Commission "to propose for adoption by the Parliament an electoral and political parties’ law." Since no provision is made for the appointment of the Electoral Commission, the Governor General will do as much. Please let me know if you would like to serve on the Commission. Members cannot be members of a political party (ie, you probably have to make a new character).
