To improve on the system of taxation in Saint Hilda, for the betterment, prosperity, and liberty, for all.

BE IT THEREFORE ENACTED, as follows:

§1 - Amendments

1. All existing taxes imposed on Saint Hilda previous to independence shall be abolished.

§2 - Definitions

1. Monetary values should be taken as USD, or their equivalent value in any local currency.
2. Income, for the sake of corporate taxation, shall be considered as net profit after expenses.

§3 - Income Tax

1. There shall be a progressive income tax, including a negative income credit model.
2. The tax exemption cutoff shall be at $15,000.
3. The income subsidy rate shall be 75%.
4. The tax rate for income from $15,000 to $30,000 shall be 20%.
5. The tax rate for income from $30,001 to $50,000 shall be 25%.
6. The tax rate for income from $50,001 to $100,000 shall be 30%.
7. The tax rate for income from $100,000 upwards shall be 40%.
8. Income for the sake of this tax includes that of capital gains made from sales during that year.

§4 - Corporate Tax

1. The income of corporations shall be taxed at a rate of 40%.
2. Corporations with a total income of less than $200,000 shall receive a tax rate reduction of 10%.
3. Corporations which move to relying entirely on sustainably generated electricity shall receive a five year tax rate reduction of 10%.
4. Corporations which increase their number of employees by at least 50% shall receive a five year tax rate reduction of 10%.

§5 - Excises and Duties

1. There shall be a per-unit excise on tobacco products, of $20.
2. There shall be a per-unit excise on alcoholic products, of $10.

§6 - Absentee Property Tax

1. Residential properties that are uninhabited for more than one half of a year in total shall be subject to a tax of 20% of property value for that year.
2. Commercial or industrial properties that are not utilized or rented by owners for more than one half of a year in total shall be subject to a tax of 20% of property value for that year.
3. In such cases where properties are shown to be unfit for habitation or use for the aforementioned periods, no such tax shall apply.

§7 - Office of Taxation

1. There shall be established an Office of Taxation, with responsibility to organize and enforce the taxes of Saint Hilda.
2. The Office of Taxation shall be lead by a Director, appointed by the Cabinet Minister assigned to the responsibility of finances.
3. The Office of Taxation shall have the right to hire employees and enter into contracts, and occupy and rent office spaces, independently. The government of Saint Hilda is responsible for accrued expenses.

BE IT THEREFORE ENACTED, as follows:

§1 - Provisions

1. No corporation that receives partial government funding, nor a government contractor shall donate money to a political candidate or organization.
2. All businesses in Saint Hilda shall disclose their political spending.
3. Foreign corporations shall be barred from making any political donations to candidates or organizations in Saint Hilda.

§2 - Definitions

1. “government contractor” is defined as a privately owned organization that produces goods and/or services for the government while under a contract.
2. “political spending” is defined as donating money to a clearly political organization or candidate or political cause which shall be defined by the courts.
3. a “foreign corporation” is hereby defined as a corporation that is a government contractor with a foreign government, a private company solely based in another nation, a private company owned 50% or more by a foreign government, or a company which is determined to operate with a foreign government in its military or intelligence campaigns. Foreign companies that are government contractors to the government of Saint Hilda shall not be known as “foreign corporations” but still shall be barred from political spending and making political donations in accordance with section one. Companies based in Sweden or its colonies shall be exempt to this definition

§3 - Penalties

1. The Prime Minister of Saint Hilda hereby shall be tasked with deciding which government organization shall oversee and enforce this legislation, or creating a new government organization to oversee and enforce this legislation
2. A corporation which violates this legislation shall be charged with corporate election fraud and if found guilty by a jury shall pay a fine of between 1% and 10% of their yearly revenue as determined by a judge as well as be barred from political spending for the next 5 years.
3. If a foreign corporation refuses to pay a fine after being ordered to do so by a judge and found guilty by a jury, they shall no longer be allowed to operate in Saint Hilda, unless the Prime Minister of parliament of Saint Hilda decide their goods are services are crucial to the proper functioning of Saint Hilda

§4 - Implementation

1. This bill will be enacted immediately upon its passage.
2. All laws in conflict with this legislation are hereby declared null and void.
3. This legislation is not intended to and will not supersede any constitutional provisions, but instead back them with statutory law.

BE IT THEREFORE ENACTED, as follows:

§1 - Repeal of Swedish Law

1. The Parliament hereby repeals the Act on the Penal Law of Narcotics 1968 as passed in Swedish Law inherited by the State of Saint Hilda following independence
2. The Parliament hereby declares the following act as intended to superseed the Penal Law of Narcotics 1968 (as passed in Swedish Law inherited by the State of Saint Hilda following independence)

§2 - Class A Prohibited Narcotics

1. The following substances shall be listed as Class A Prohibited Narcotics: Cocaine, Opiates, gamma-Hydroxybutyric acid, Benzodiazepines and Methamphetamine
2. The sale of Class A Prohibited Narcotics shall be a criminal offence
   The punishment for the sale of Class A Prohibited Narcotics to adults shall be imprisonment that does not exceed 10 years
3. The punishment for the sale of Class A Prohibited Narcotics to minors shall be imprisonment that does not exceed 25 years, or imprisonment for life

§3 - Class B Prohibited Narcotics

1. The following substances are listed as Class B Prohibited Narcotics: Methylenedioxymethamphetamine, Ketamine, Methoxetamine, Phencyclidine, Dextromethorphan,
   Synthetic Cannabis and Amphetamine
2. The sale of Class B Prohibited Narcotics shall be a criminal offence
   The punishment for the sale of Class B Prohibited Narcotics to adults shall be imprisonment that does not exceed 5 years
3. The punishment for the sale of Class B Prohibited Narcotics to minors shall be imprisonment that does not exceed 15 years

§4 - Class C Prohibited Narcotics

1. The following substances shall be listed as Class C Prohibited Narcotics: Mescaline, Psilocybin, Lysergic Acid Diethylamide, Ayahuasca, Iboga and Dimethyltryptamine
2. The sale of Class C Prohibited Narcotics shall be a criminal offence
3. The punishment for the sale of Class C Prohibited Narcotics to adults shall be imprisonment that does not exceed 2 years
4. The punishment for the sale of Class C Prohibited Narcotics to minors shall be imprisonment that does not exceed 10 years

§5 - Class D Prohibited Narcotics

1. The following substances shall be listed as Class D Prohibited Narcotics: Alcohol, Tobacco and Cannabis
2. The sale of Class D Prohibited Narcotics to minors shall be a criminal offence
3. The punishment for the sale of Class D Prohibited Narcotics to minors shall be a fine that does not exceed 60,000 Kr

§6 - The Sale of Prohibited Narcotics to Medical Establishments

The sale of any prohibited narcotics listed in §2, §3, §4 and §5 to a licensed medical establishment shall not be illegal

§7 - The Use of Prohibited Narcotics

1. The use of any prohibited narcotic as listed in §2, §3, §4 and §5 by itself shall not be a criminal offence, although law enforcement have the authority to order that anyone caught using prohibited narcotics (as listed in §2, §3, §4 and §5) must attend rehabilitation services
2. If this order is disobeyed, then it is a criminal offence
3. The punishment for not attending narcotics rehabilitation as ordered by law enforcement shall be a fine not exceeding 100,000 Kr or imprisonment not exceeding 6 months
