Seeing as Isaksson hasn't had an update in a while, I have taken it upon myself to post an OOC update on the current layout of Parliament based on several votes. The following diagrams show everyone who has voted in the past votes.

From left to right:
Red: Peoples Labour Party (the sole Mountain Party member has not voted)
Pink: Republic
Dark Green: Center-Progressive
Purple: Social Democratic Party
Green: The Greens
Light Blue: Social Liberal Party - The Radicals
Gold: Christian People's Congress Caucus
Blue: National Peoples Party
Yellow: Free People's Party (formerly Capitalist Party)
Orange: Sankta Hilda All-Patriots' Congress
Dark Red: Försvara vårt Arv
Maroon: Front for Revolutionary Nationalism
Black: People's Front for National Sovereignty


A few observations to make:
1. The leftist majority is thinning - A leftist majority government would require all leftist parties (CPC is now classified as right), though a right government would be even less likely.
2. The fascists are gone - there are pretty much no fascists voting (though I have observed some fascists popping up after the Constitution vote: they will be included in a later update)
3. The largest party size is actually about 4 or 5 - The two big parties, SLP;R and NPP, have struggled to have half of their members vote, while other small parties have had better turnout rates, especially the SDP consistently with 4 or even 5 voters (shameless plug :p ).

Basically, we've just finished passing a constitution and reconfirming the previous speaker. No legislation has happened other than the constitution. What's happening at the moment is mostly the metadiscussion around forming a government.

Also, apologies to all for the delay on Isaksson updates, I've been preoccupied with university exams.

So as to ensure executive and legislative oversight over critical government functions

BE IT THEREFORE ENACTED, as follows:



§1 - The Cabinet
  1. With the consent of parliament, the Prime Minister shall appoint several Cabinet Ministers to oversee government functions.
  2. The Prime Minister may at any time dismiss a minister, and the parliament may at any time impeach a minister with a 2/3 majority vote.

§2 - Cabinet Ministers

  2. The minister of foreign affairs shall function as the Chief Diplomat, and preside over all embassies.
  3. The Chief Attorney will be the one responsible for representing the government in judiciary disputes, as well as denouncing and prosecuting criminals, and guaranteeing the application of the law.
  4. The Minister of Defense shall oversee military actions and surveillance agencies, and command the military when the Prime Minister is absent.
  5. The Prime Minister, with the consent of Parliament, shall have the authority to create new ministers.
  6. All ministers may have a Deputy assist them with official matters.

§3 - Committees
  1. Parliament shall hereby be vested with the authority to create committees with a majority vote; and be it enacted that these committees shall at the beginning of their 5 year term elect a Chairperson, Spokesperson, and Vice-Chairperson.
  2. Each party shall send two members of parliament to serve on each committee.
  3. The Speaker, with the consent of the rest of Parliament, shall select one independent to serve on each committee.
  4. The Judiciary Committee shall be tasked with issuing subpoenas and launching investigations. If an official does not comply with a subpoena a parliamentary prosecutor shall refer the case to a High Court.
  5. The National Intelligence Committee shall oversee National Security matters. Those with a criminal history (in Saint Hilda or other nations) are not eligible to serve on this committee.
  6. The Appropriations committee shall oversee the funding of the National Budget.
  7. The committee of Ways and Means shall be tasked with approving constitutional amendments before they come to all of parliament for a vote. No member of this committee shall serve on any other committee. This committee may approve amendments with a simple majority vote.
  8. Members of Parliament can serve on an unlimited number of committees, with the only exception mentioned above.


We should vote on this because it creates Minister positions

Yes but this would establish them and allow them to have a Deputy.
