  6. Marriages shall not be legal between a parent and their child.
  7. Marriages shall not be legal between a grandparent and their grandchild.
  8. Marriages shall not be legal between an aunt or uncle and their niece or nephew.
  9. Marriages shall not be legal if entered between more than two persons.
  10. A marriage may not be entered by a person if they are already married to another person.

§2 - Recognition of Marriage
  • Marriages shall be recognised only if performed in a registry office, recognised religious congregation or a place that has been given the right to perform marriage.
  • Religious venues affiliated with the Church of Sweden shall be given the right to perform marriage.
  • Any other religious venues shall be given the right to perform marriage if it is given said right by the government.
  • A place that is not a registry office or religious venue may be given the right to solemise marriage through local government order.
  • A registry office may not discriminate in who it marries so long as the marriage is legally valid.
  • Religious venues have the right to discriminate in who they marry under religious freedom.
  • Other places may not discriminate in who they marry so long as the marriage is legally valid.
  • Marriages may only be legally valid if both parties consent and the marriage is witnessed by two other individuals.

§3 - Implementation
  • This act shall be implemented immediately upon its passage.
  • This act may be cited as the Marriage Act 2019.

Mother and Child Health Protection Act
Author: Stefan Alemda


A bill outlining the policy and protections to mothers and unborn children involving abortions.

BE IT THEREFORE ENACTED, as follows:



§1 - Initial Requirements
  1. Abortions may not preformed after 6 weeks gestation.
  2. Physicians must provide and show an ultrasound to the paitient when an abortion is requested.

§2 - Exceptions
  1. To prevent the death of the pregnant woman, as determined by a physician.
  2. To prevent the substantial and irreversible physical impairment of a major bodily function of the pregnant woman, not to include emotional/mental damage, as determined by a physician.
  3. In reasonable medical judgment, an unborn child has a profound and irremediable congenital or chromosomal anomaly that is incompatible with sustaining life after birth.
  4. In the case of a naturally occurring death of an unborn child, including a miscarriage or stillbirth.

So as to allow policy to be based upon Data

BE IT THEREFORE ENACTED, as follows:



§1 - Establishes the National Statistics Bureau, hereby referred to as the NSB
  1. The NSB is hereby authorized and directed to collect, within the State of St. Hilda information on the following categories:
    1. The Population of St. Hilda.
    2. The average income of the citizenry.
    3. The Birth and Birth Rates of the citizenry.
    4. The deaths and Death rates of the citizenry.
    5. The employment of the citizenry, both of current state of employment as well as industry in which the citizenry may work.
    6. The causes of Death of the citizenry.
    7. The illnesses or lack thereof of the citizenry.
    8. The Education level of the citizenry.
    9. The Ethnic and National origins of the citizenry.
    10. The Religion or lack thereof of the citizenry.
    11. Crime Rates of the citizenry.
    12. The age groups of the citizenry.
    13. Any other information that the Parliament Of St. Hilda deems necessary and proper to allow it to accomplish its function or propose legislation.
      1. The Census
        1. The Census shall take the following form:
          How many people were living or staying in this house, apartment, or mobile home on the date of the Census?
          Were there any additional people staying here the date of the Census that you did not include in Question 1?
          Is this house, apartment, or mobile home: owned with mortgage, owned without mortgage, rented, occupied without rent?
          What is your telephone number?
          Please provide information for each person living here. Start with a person here who owns or rents this house, apartment, or mobile home. If the owner or renter lives somewhere else, start with any adult living here. This will be Person 1. What is Person 1's name?
          What is Person 1's sex?
          What is Person 1's age and Date of Birth?
          Is Person 1 of Foreign Birth origin?
          What is Person 1's ethnicity?
          Does Person 1 sometimes live or stay somewhere else?
          What is Person 1’s average Income?
          What is Person 1’s highest level of Education?
          Has Person 1 ever been the victim of a crime? If so, which?
          What is Person 1’s religious affiliation?
          Repeat for all people living in the household, apartment or mobile home.
        2. The Census is to be in Swedish, English, French, Spanish, and the 3 most commonly spoken native languages of the Indigenous Peoples of St. Hilda.
        3. The Census is to be taken every 10 years or at the request of Parliament, via simple majority vote.

        §2 - The powers of the NSB
        1. The Population shall be calculated by a national Census, sent to every household located within St. Hilda, either by physical mail or electronically.
        2. The Average Income shall be calculated by dividing the total income by the total population. The Total Income shall be established through the Census.
        3. All births within a hospital shall be logged by a doctor, and the information shall be transmitted to the NBS as soon as physically possible. If a Birth takes place outside of a hospital, the logging and transmission shall be done by a midwife. The Birth rate shall be calculated by logging live births per 1,000 in a population in a year.
        4. The Death rate shall be calculated by recording the number of deaths, divided by the number of people in the population, and then multiplied by 1000. To qualify as a legal death, the cadaver must be examined by a doctor and pronounced dead. The death must then be reported to the NSB. If no cadaver can be located, such as in the case of a plane crash or is otherwise unidentifiable, the person in question will be registered as legally dead, if there exists sufficient cause to believe them to be so.
        5. The Causes of Death must be listed in all police reports, coroner’s records, and, in the case of homicide or other human-caused deaths, court transcripts. The NSB is to have access to all of the aforementioned.
        6. The NSB is to have access to all hospital and doctor’s records pertaining to illness, although no medical professional or institution may disclose the identity of any of their patients to the NSB.
        7. The Education Level of the citizenry is to be established both through the Census and the graduation records of all educational institutions within St. Hilda. Educational institutions are required to keep physical and electronic copies of their graduation records until after the NSB has utilized them.
        8. The Ethnic origins of the citizenry shall be established through the Census. The National origin is to be established whenever a foreigner attempts to immigrate into the State of St. Hilda.
        9. The Religious identity of the citizenry is to be established through the Census.
        10. The Crime Rates of the citizenry are to be calculated through police reports. However, to counteract underreporting or bias, the Census shall be utilized as well.
        11. The age groups of the citizenry shall be calculated by comparing birth records to the current year.
        12. If the Parliament of St. Hilda is to request that the NSB gather information on any subject not enumerated above through Clause 1, Subsection 13, it must also stipulate how such information is to be gathered.

        §3 - Publication
        1. Any and all information gathered by the NSB is to be available to any member of Parliament or other governmental function upon request.
        2. The NSB is to release a physical copy of all data collected every year, upon the conclusion of the last Parliamentary session or immediately following the Census, once all data from it is compiled and analyzed.
        3. The NSB is to keep and maintain an openly accessible electronic copy of all data collected, so that the Public may become informed upon the state of the Nation.
        4. Neither the NSB or any employee of it may divulge the personal identity of any citizen or resident of St. Hilda.
        5. The NSB may not delay the publication of any data without reason, with the Parliament of St. Hilda deciding, by simple majority vote, if such reason be valid.

A bill to amend the Human Rights Act in order to protect the rights of unborn children and allow punishment of criminals

BE IT THEREFORE ENACTED, as follows:



§1 - Amendment
  1. Section 1 of the Universal Rights Act shall be amended to read: "Right to life is bestowed upon all persons upon conception and shall not be violated in any circumstance except to protect the lives of others in immediate, life-threatening peril, to punish heinous actions against other human life, or in wartime where the killing of enemy combatants is just under international law."
  2. The right to life of an unborn child may be waived when that of the mother is at risk.
  3. The penalty of death shall not be imposed in trivial cases or when guilt is not proven beyond a reasonable doubt.

I’m not a party leader, but Dorgival R. Seč is one of the more active SDP members, so I would be interested in joining.
