Powers: Dakota has the ability to transition into an alternate form, which is the one that provides his powers. While in this form, Dakota can manipulate the destructive force known as dark energy and also possesses a pair of wings as well as enhanced physical abilities, although not to the extent of someone who focuses exclusively on that. Generally, Dakota's dark energy is channeled through the hands and can be used for attacks in either balls or beams, with the latter taking more physical energy to keep up.

Weaknesses: Dark energy does expend physical energy to use which acts as something of a limiting factor that prevents Vernon from mindlessly attacking again and again without aiming properly and making the shots count. The more important weakness of the alternative form, however, is the fact that Dakota has less control in it. This form has heightened aggression - making others in the area potentially at risk, even if Dakota doesn't completely lose control while in this form. More reckless attacks may end up hitting allies and neutral or even allied targets might look like enemies. For this reason, it's always a good idea for Dakota to keep separation from allies while fighting, which can also prevent a disadvantage in situations where numbers are required to take down an enemy. Finally, Dakota has no powers outside of this form, forcing him to use it even when other circumstances would make it not advantageous.

Equipment: Dakota carries a machete into battles to aid his powers. Additionally, he uses a face mask and a red and black jacket to mask his identity as a vigilante.

Personality: Fiercely independent, Dakota was brave enough to forge his own path as a hero despite said path being illegal - independence and daring decisions are recurring themes with Dakota, but there's other less obvious aspects to the vigilante such as his status as a mentor figure of sorts to others, through Team Next. Dakota has become more cautious and aware of dangers, while still taking risks, after spending a few years on the vigilante scene, and is perhaps the oldest and wisest person on Team Next despite not exactly being 'old' or completely 'wise' himself.
Motivation: To forge a career outside of the Hero League's established system.

Biography: The Hero League academies - places where younger metahumans go and come out the other sides as members of the world's largest organization of heroes. That should have been the path for a kid from Spokane named Dakota Vernon, who was spotted in high school for his hard to control ability and was recommended the Hero League Academy in Southern California, which took in recruits from all over the west coast and trained them under the bright lights of Los Angeles. The League did try to work with Vernon, helping to train his ability to where he'd have some degree of control over it, but conflicts over how the power should be used and just how much control Vernon should give the power itself cropped up pretty quickly and was a recurring theme.

The Hero League was more focused on PR and didn't want someone with a power as violent as Vernon's to be on display - not just because of what the power itself did but because of the looks of it, the fact that Vernon damn well did look like a monster in his alternate form, the kind of metahuman that might scare the person they were trying to protect as they looked more like a villain than some actual villains did. Even if Vernon's intentions were purely heroic. The League's discrimination against Vernon's power and their general by the book attitude led to Vernon backing out of the organization after spending three years at the academy, eventually heading down to the dangerous San Francisco Bay Area and starting to work as a vigilante while staying with a few contacts picked up during his academy years.

The vigilante career wasn't anything amazing but it was somewhat successful - Vernon at least avoided getting arrested and took down some lower scale villains. It was during that career, however, that Vernon would meet fellow SoCal academy dropout Amalia Huertas, who had many similarities with himself and had met him through other vigilantes. The two immediately had a connection between them - and it was not much longer afterwards that they decided to found Team Next, taking Vernon's ideas about the Hero League's ineffectiveness as the main hero organization in the country as well as Amalia's ideas about the youth of the metahuman scene having something legitimate to offer, which was being written off by higher ups in organizations such as the league for reasons such as inexperience or safety.

The team formed with the two of them and picked up Olympia Galatas a couple of weeks later down the line, beginning a journey that none of them would have expected before...

Could be a good Team Next opponent depending on the power level. Team Aegis doesn't really hunt down villains unless they're a danger to large cities and/or other important things.

That's what I was shooting for, but I figured it'd be best to cast a wide net. I'm making the offer before I nail down everything about my character so it'll be easy for me to make adjustments.

Build: Like a decent college athlete. Because, technically that's what Marcus was, and he has kept in shape. 5'10, 224 lbs.




Powers:
Get Wet - Marcus is able to create and control water, up to 2000 ft. in all directions. That means, he could make a large, 2000 ft. fishtank. However, this would be so taxing that he would lose consciousness due to such a large amount at once. The reason is that the more water Marcus would control, the more taxing it is on his physical and mental state. The less water Marcus controls at a time, the less taxing it is on him. Finally, Marcus can make this water pressurized, about as much as 2x the blast from a firehose. Again, pressurizing more water at a time takes more concentration, and pressurizing less water at a time takes less concentration.

What kind of water is this? = This ability makes water that is within 15 ft. of Marcus to take on the characteristics and traits of fire. This is not the same as just heating the water up, as if it were a mere boiling effect. Rather, the water could be used in candles, campfires, torches, taking on the shape, form and temperature of fire, yet remaining water. No smoke is made using this power as would be seen in a traditional fire. The highest temperature Marcus can get the water at is 500 degrees F, well above boiling point, and the longest he can keep it this hot is 10 minutes tops. However, even if the water is not at a high temperature, it retains the form of fire if Marcus has molded the water into that form. While creating and controlling water can tax him the more he does, for whatever reason, Marcus can do this ability as easily as just thinking about it. He can create or control water at exactly the same time as he heats up water within 15 ft. of him to turn it flame-like.

Weaknesses:
  • The more water Marcus creates or controls, the more this causes mental stress and physical fatigue. The more water Marcus pressurizes at a time requires an equal amount of concentration. Break the concentration, and the water remains unpressurized.
  • Marcus is unable to shape the water into solid forms. It is simply either in the form of water, or in the form of fire (if that water is within 15 ft. of him and he is using his second power).
  • It is theoretically possible for the water that Marcus creates to be turned into steam immediately if there is a strong heat source nearby. Marcus cannot manipulate steam or ice. He can make more water, however.


Equipment:
  • Marcus' suit is a beefed-up version of a diver's wetsuit. It has armored fibers that can survive energy blasts and bullets, and will shield Marcus from harm. The suit is heat-resistant, electricity-resistant, acid-resistant and impact-resistant. Because the suit doesn't "breathe" (i.e., the fibers do not let external materials pass through), his suit is also effective at stopping poisons. As a wetsuit, it assists Marcus in swimming as a normal wetsuit would assist a diver. It also comes with traction for the feet, which works well on land, yet can operate fine in water.
  • 2 APS Underwater Assault Rifles w/ supercavitating fletchettes - These weapons work great in and under water, but are not accurate on land due to their lack of rifling in the barrels of the guns. Fletchettes, or small pointy metallic spears, are fired instead of bullets. They are Supercavitating, meaning that the fletchettes won't ricochet even if fired at a low angle of incidence - even as little as 2 degrees.
  • Marcus' goggles (not pictured) are polarized lenses that darken within seconds of exposure to bright light, and also give Marcus clear vision underwater. Lights are included so Marcus can see underwater even if it would normally be dark.
  • Just for kicks, Marcus was given a Hawaiian fishing spear by a friend who was a fan of reality tv survival shows. He brings that along with him but understands that he has better weapons that could be used.


Skills: Marcus has picked up a basic self-defense in the form of Tae Kwan Do, getting relatively high (a brown belt). He also took a few business classes in college and knows his way around a computer, but is no code-writer or software designer.

Personality: Laid back and chill. While Marcus can put himself in a leadership position, he's content to be a follower. But Marcus will stand up and speak out on occasion, if he sees a need for it.
Motivation: To make something of himself. To make a difference for people.
Biography: Marcus Braxton always did love the water. While some African Americans see swimming as their Kryptonite, Marcus was always hanging out at the pool on the hot southern summer days in Tennessee. Growing up in a middle-class family, Marcus took to swimming lessons and began competing on the swim team as a youth and in high school. He lettered in swim as well as in track, where Marcus did decent at long jump and pole vault. That gave him a few athletic scholarships to the University of Tennessee. Marcus became a Volunteer.

During his junior year at college, Marcus's abilities unlocked and made their presence known. It happened at a practice where Marcus was trying to push himself to beat his personal best in the 200 m. backstroke. As he swam, it seemed to Marcus that he was making great time and that he might actually set a new personal mark. Those around him saw a different situation happening. Literally, the water in Marcus' lane only lifted and literally pushed him to get to the finish line sooner. All this was caught on the practice camera. When it was shown to Marcus, he had no explanation what had happened, and only felt annoyed that his personal best now had to have an asterisk next to it due to unusual circumstances.

Soon after, as Marcus' affinity for water grew, he found he could generate water in large quantities, and with some mental and physical effort, a lot of water at long distances. By trial and error, he found his limits, just as he found that he had another unique trick with water. Namely, with water within 15 ft. of him, Marcus could flip a mental switch and make it take on the form of fire. He was peculiarly curious about this unique ability, and found ways to use it which basically came in the form of potential party tricks. Things like, lighting a cigarette with a water flame. Or lighting a campfire in water flames, and watching the weird light it gave off while staying warm.

The video of his power awakening caught the attention of Team Aegis. Shortly after, Marcus was recruited, brought to New York, and trained. He picked up some Tae Kwan Do, some weapons training, training in fighting different kinds of metas, and some basics in First Aid and criminology. He has now been with Aegis for 6 years, and has proven himself a reliable teammate. Given the name "Deluge," Marcus has a definite home here, even if he is one of the few people in New York who speaks with a southern accent.

If he's able to control any water within 2000 feet and an also turn water into a fire like state if I'm reading it right, is there anything keeping him from just flooding an area with water and turning it into fire to attack a large range without really doing much?

The relations between heroes and the government can obviously have friction at times, as they're essentially competing for jurisdiction. No, I think you misunderstood me. Think of him as a representative of the US government. He's there to help the league and improve relationships between them and the United Nations of the World. A peace offering, if you imagine.

Oh, he will work with the team to help. He will participate in missions and the such. He will have to gain their trust before though...

Now that you say that, yeah, probably not. Any suggestions as to how I can retain both powers? I saw the one on superhero wiki and wanted to try it, about turning the water to be used for flaming torches and so on. I wasn't thinking about doing that kind of large scale devastating attack. But it would be good to have some water turned hot.

Maybe a range that's close and personal? Like, within 10 ft of him, he can do make the water be like fire? That would make it so that if he wanted to use that power, the other guy would definitely have a chance to hit him or so on. Thoughts?

If he's able to control any water within 2000 feet and an also turn water into a fire like state if I'm reading it right, is there anything keeping him from just flooding an area with water and turning it into fire to attack a large range without really doing much?


Now that you say that, yeah, probably not. Any suggestions as to how I can retain both powers? I saw the one on superhero wiki and wanted to try it, about turning the water to be used for flaming torches and so on. I wasn't thinking about doing that kind of large scale devastating attack. But it would be good to have some water turned hot.

Maybe a range that's close and personal? Like, within 10 ft of him, he can do make the water be like fire? That would make it so that if he wanted to use that power, the other guy would definitely have a chance to hit him or so on. Thoughts?

Powers:

  • Enhanced Speed: Warden can run and move at speeds above the peak of human potential. He can almost run faster than most standard vehicles and ran cover a small area such as city blocks as well. His record speed during combat was 45.12km/h
  • Enhanced Agility: Wardens agility is that of an Olympic-gold medalist and better than the world's best acrobat. He can coordinate his body with great balance, equilibrium, flexibility, and dexterity. Warden can leap over cars with a bit of effort. Warden can use his enhanced agility to perform amazing parkour and gymnastic moves that would be difficult for a normal human to accomplish.
  • Enhanced Reflexes: Warden's reflexes are enhanced to extraordinary levels. He was also able to catch enemy grenades thrown at him, dodge fire from hidden snipers, and leap on top of a moving car accelerating towards him with pinpoint accuracy.
  • Enhanced pheromones: Warden has the ability to excrete certain pheromones that... enhanced his attractability. He has the ability to choose when to activate these pheromones and is even learning how to use them for different gender.
Abilities:

  • Master Martial Artist: Warden is an extremely skilled and formidable martial artist and hand-to-hand combatant, excelling at improvisation and weapons handling. Originally, James was a three-time YMCA welterweight boxing champion. Later, as the first "Super Agent", James received vast training from the CIA, as well as the United States Armed Forces. Combined with his enhanced physical abilities, Warden became a dangerous master assassin and agent who can slaughter dozens of enemies alone.
  • Knife Mastery: Warden excels in knife fighting with an emphasis in Kali knife fighting. Warden usually resorts to his combat knife in close quarters combat. He usually holds the knife in his left hand and uses his right hand (The right hand has stronger bone and denser muscle) for support should he need more force to overpower an opponent, using a downward stab or tossing it between hands to advance his assault.
  • Master Marksman: James is highly proficient in handling firearms with remarkable precision, even prior to being turned into a super agent. As Warden, he became an even deadlier master marksman.
  • Multilingualism: Warden is skilled with language, being able to speak fluently without (Or with, depending on the situation) accent in his native tongue of English, Italian, French and German, and speaks, reads and writes a passable Greek, Spanish, Mandarin, Cantonese, and Japanese.
  • Persuasion: Warden always uses inductive or psychological changes of tricks to people make other information you deem, or do you favors.
Weaknesses: Even though Warden is enhanced he can still be easily felled by a single street gangbanger. He has to constantly move in combat and use his big brain if he is to stand a chance against his foes. He is a highly trained enhanced agent but not a full on super soldier. His strength is brains. Not brawn.

  • Gadgets
    • AI handheld computer: Disguised in the form of his right-handed Rolex watch. the window of the watch is actually digital and an AI system within it can do a myriad of things. From calculating velocity speed to being able to be connected to computers and hack them though warden can do the latter just fine. It features a laser beam cutter. The watch can also function as a communication device, effective up to 100km. If things go awry the watch itself can be detonated, killing anyone within 10m.
    • Glance smart glasses: Disguised as a pair of normal glasses. The glasses have the ability to detect the heartbeat of a terrorist from behind a brick wall to be able to see a fly 500m away in the dark.
    • Bug and earpiece: The earpiece is flesh colored and lightly build enough to escape the detection of metal detectors. The bug itself appears as a small black tick-tack that can stick to any surface.
    • Glass-shattering ring: A "standard issue" ring for the finger which is actually an "ultra high-frequency single digit sonic agitator unit". It is activated by a clockwise twist and can shatter bullet-proof glass upon contact.
    • Multifunction lock-pick: Concealed in a normal looking credit card with a removable strip that activates a spring-loaded multifunction lock pick.
    • Cigarette lighter and a pack of cigarettes: The lighter is actually a detonator for the cigarettes which are miniature breaching charges meant to blow keyholes apart. The cigarettes can still be smoked though.
    • Ballpoint pen grenade: Contains a class four grenade. A 4-second fuse is armed after three clicks in succession. Another three clicks disarms it.

"I've learned to not trust the Agents I interview, and when it comes to Agent James, codename Warden, he's different. He is a rather strange one when it comes to intelligence works. As expected his is a pathological liar as all agent are trained to be. Strangely, he never lies to those he cares about and apparently, he trusts me enough not to lie to me. As far, as I can tell he has surprisingly never lied to me. Of course, this could be some game he could be playing but I really doubt it. He shows empathy for those he cares about but he is ruthless and merciless when it comes to those that stand between him and his mission. I've seen the tapes where he shot people in the head without a second thought. Trust me he is relentless when it comes to his missions.

He knows how to manipulate people. No really surprising but, man, he is good at it. knows how to break someone down in an interrogation room or a casino table. He knows how to push a man to suicide and knows how to stop him from jumping as well. How to tear someone down and build him up again. He is like a build a bear. He will always make something that plays to you.

Plays the gentleman around women. I was amused, watching him try to play to my personality… but I play the game too.

He is the sort of agent we need for this new age. Unfortunately, that means I owe Director Adams from the CIA a 30-year old single malt Scotch for recommending James; he's insufferable when he’s right.

But despite all this, I suspect something. I think he's hiding something. He carries many personalities, be they the gentleman or the savage, but in this session, I saw a personality that I've never seen before. For a split second, I saw regret in his eyes and words. Motivation: Warden is extremely interested in metahumans being one. He is fascinated by the hero league and other metahuman groups as some of his operations have had him investigate parts of them. Warden has been ordered by the Government to be their representative to the Hero league and assist them in their missions to gain their trust. Personally, Warden wants better co-ordication between metahuman groups and the united nations of the world. His greatest fear is that one day that a rogue group of metahumans may decide to rise up and overthrow the government of the united states.

Biography:

James was born in the deep south and had a fairly normal life compared to others. But in some ways, as he grew older he became "stranger". He found himself to be a skilled lair and studied in the art of Persuasion. He managed to use his skills in order to get into Harvard. He got through most of his College years like any person would be. Girls, beer, party, and waking up with a really bad hangover. He studied harder than most, often going through the night and cramming when not needed. After College, he joined the US army and fought in many theaters of the world to protect his nation. He rose through the ranks until he was recommended to the CIA's black ops team. There he participated in many operations that the public may have found distasteful but he did them without question. His service proved highly satisfactory, although his fellow soldiers noted James rather casual attitude toward command structure and protocol. James work provided vital intelligence during key moments with Libya, Iraq, Iran, Afghanistan, Cyprus, Indonesia, China, and North Korea.

James left the Black ops Group after recruitment by CIA to be a proper agent at the age of 28. Warden participated in many secret and clandestine operations for his nation. Some took him to the frozen wastes of Siberia, the thick forest of the Ardennes, the crime-ridden streets of Rio de Janeiro, and even the bedroom of the first lady of Austria. But his involvement in those operations are top secret and unknown to anyone but the board of directors of the CIA. In 2022, he assisted his old Black Ops unit in Operation Hidden Bastion. Operation Hidden Bastion goals were the destruction of a rogue Indian general that had crossed the border in an attempt to retake the lands China took from the many border skirmishes before. The Black Ops unit infiltrated the rouge Generals base while Warden distracted the General by pretending to be a sympathizer sent by the CIA. The Operation was a large success with the General killed but the evac was a mess and several Black Ops operatives were killed and the survivors forced to evacuate without Warden. Warden was stuck in enemy territory and was wounded badly. He managed to escape the pursuing rouge Indian army though wit and pure luck. He managed to stop any potential war between China and India and the incident was covered up as Kashmir Rebels. However, his identity became well known to the Indians and he was forced to retire from the CIA and fake his own death to ensure his own safety.

He lived in retirement for about a year until the file on him was reopened in 2023 by none other than the BMC. The BMC was very interested in having such a skilled agent as Warden. Warden was offered the job and he took it on a few conditions. One, that he operated under the command of the United States branch. Two, all operations are in support of the United States and world safety and never against it. Three, he has all his old equipment and be in touch with any old buddies now working for the BMC from his days in the CIA. All were granted. Warden performed well in discovering the location of Metahumans but never apprehending them as they were above his level. The BMC decided that Warden would be a prime candidate for the X-001 enhancement serum. At the age of 36, he managed to complete his training and orientation in eight weeks. Warden was now one of the elite agents of the BMC. He participated in finding, confronting, and apprehending (Eliminating if needed) the most dangerous and rouge metahumans. With his enhancement, he could now do the confronting and apprehending part. All work was going well until 2024. During one of his operations, he collided with a member of the hero league. Both of them were after the same person but their collision gave enough time for the target to escape and participate in an attack that killed hundreds. After this collision, the BMC decided to launch a program to improve relationships between the hero league and the united nations of the world. Agent Warden was one of the few enhanced beings that were loyal to the BMC and he was a prime candidate.

Damien Banks



Name: Damien Banks

Powers: Firestorm specialises in the field of magic involving the manipulation of space and it's objects. Celestial magic primarily focuses on destructive area of effect spells at long range such as dropping a chunk of space debris on an area or powerful but highly concentrated mid range attacks such as solar radiation beams and plasma projectiles.

Weaknesses: The magic he uses while very powerful is also very draining on his mana and takes immense amounts of the stuff to drop space debris or blast an area with raw solar radiation. The standard plasma projectile spells despite being simpler and easier to use are still a drain. As such Damien is forced into a support role, hanging back and acting as the artillery for his team. Another problem with his abilities is that they can easily cause unintended damage and death to bystanders, allies and property when not used correctly.

Equipment:
-SIG P320 Compact: Damien carries this everywhere he goes even when not working. It is a polymer framed pistol chambered for .357 SIG and takes 14 round magazines. It is powerful, accurate and quite controllable with it's small size making it easily concealable.
-Mossberg 590: A shortened version of the Mossberg 590 shotgun with chrome body, no stock, pistol grip, heat shield and a pistol fore grip. This weapon allows Firestorm to conserve on mana and also allows him to fight in extreme close quarters without risk of hurting himself with his own abilities which he found out the hard way when using a plasma blast at point blank one time.
-S10 Gasmask: Popularised by the British SAS this gas mask is used to conceal his identity on the job. Firestorm carries a filter on him just in case he actually has to use it like a gas mask.

Personality: Damien could be described by most as a abrasive, aggressive, incredibly angry, offensive and a lunatic. To those who look a little more into him he is seen as an insane genius. Either way you look at him he is an unapologetic asshole and loves to insult, berate and put down. He may show restraint at times but it doesn't take much to set him off on one of his rants. There is only one person on this planet that he doesn't act this way with is his coworker and girlfriend, Lacy. With Lacy he shows a more loving, deep and emotional side to him with his usual sense of humour being more wholesome.
Motivation: Damien always had a simple motivation and that was to "Stop those assholes' bullshit with my bullshit" as he puts it. Either out of selfless love for humanity or just because he finds villains and criminals more fun to mess with than normal people, Damien fights on and puts himself in harms way for the good of all.
Biography: Born in 2004 to a family of suburban, middle class, god fearing Americans, Damien had a rather easy if a little bit strict upbringing. Non the less, Damien's mother was a magic user whom specialised in the same field Damien practices today. Damien learnt much of what he knows right now from her though it was shown that he wasn't much of a fast learner and had little interest in learning magic, preferring to spend his time playing video games and eating as much junk food as possible. One day however when he was 18, while being taught by his mother, a solar radiation based spell went wrong and hit Damien in the head, rendering him comatose for a month.

Damien woke up the next month completely changed in personality. He was angry, abrasive and incredibly aggressive though with it, his motivation to learn the powers gifted to him was rekindled. On the other hand his out of control attitude and behaviour resulted in his parents kicking him out. Damien stayed with his grandmother while he looked to get a job, eventually finding a job in Oakland as a gas station worker. Almost all his coworkers hated and feared him including his boss thanks to the power he wielded. Everyone except one girl. Lacy Robinson she was called. Damien actually felt normal around her and it didn't take them long to get together. It didn't take long however for this seemingly perfect set up to go wrong when armed robbers shot the place up and gave Lacy minor injuries. The anger that filled Damien only grew stronger from then on and he decided it was time to clean the streets up a little bit. That's when he met Team Next...

I'd say you should pick about two or so different things, for example the speed and durability, or the reflexes and pheromones, etc, and use those two things as the main powers. You could keep them at their current level. The rest of the powers should be either removed or downgraded to "above average" levels. It will still be a strong character that way, especially with the conventional weapons and non power related skills that he has, but you'll have to think about strengths and weaknesses and not have an easy solution for every problem.

Aside from the powers, the one thing that should be changed is working with the CIA. For the most part, the main intelligence agency/regulatory body that works with the Hero League is the BMC, which is described in the Corporations and Intrigue section of the OP. Looking back I realized I'd forgotten to copy it over from my draft document at first, but I've added that section now which explains what the BMC is. Government agencies like the CIA are less focused on in depth stuff with metahumans and more on just putting out fires as they come up/relaying information to the right people.

I actually envisioned him as sort of a Captain America type character. Which enhancements do you think a spy which gets into combat often should keep?
