General Information

Nation Name: Chitan Stratocracy (Chita)
Government: Citizen's Stratocracy (The government is an advanced form of militaristic oligarchy, where the military subsumed all aspects of civilian administration. All government offices are held by military officers, with constables/sheriffs being former military police. All chancellors, prime ministers, and presidents are generals, admirals, and marshals.)

The Labatian are a bipedal sloth-based species, standing at an average height of 183cm to 200cm, and have an average lifespan of 80 to 120 years. They retain a mammalian genetic makeup and appearance, with their feet and hands having four digits on each hand (three fingers and one thumb). Plus, each Labatian has long narrow pointed ears akin to that found on elves, suggesting that the Labatians have a sharp sense of hearing. Unlike their primitive ancestors, the Labatians forgone their claws for clawless quasi ursine feet and human-like hands.

Their bodies are moderately muscular, but never too muscular to the point of becoming bulky and imposing. They have lightly shaggy yet well groomed coats of fur, coming in shades of brown, black, or grey. Like any sloth creature, the Labatians have round and compact faces, making them smaller targets to snipers unlike most other sentient humanoids. Quite interestingly, Labatians have distinctively stern forward-facing eyes, clearly deviating and betraying their once docile and lazy nature eons ago.

History: The Labatians once evolved from passive and sluggish arboreal sloths, slowly obtaining bipedalism over the course of the next millions of years. Initially an evasive species, the Labatians would independently realize that they couldn't keep running and hiding from fearsome predators. Combined with overpopulation and political instability in their ancient history, it wasn't long until the Labatians decided very harshly that enough was enough.

Banding together into highly organized and strict military societies, the Labatians lived and breathed under strong nationalism and militaristic order. This nationalistic zeal across Labatian civilizations would spark countless bloody wars and revolutions, half of whom were global conflicts, while the remainder were civil wars. Through these wars and struggles, however, the Labatians arose to the stars in their united martial quest for defending and ensuring the survival of their species, promptly forming the Chitan Stratocracy.

Military Size: The Chitan military is composed of approximately one billion (1,000,000,000) personnel, all highly trained, disciplined, and highly motivated. Military training starts early in the form of basic military education for children (beginning between the age of 5 to 6 years old), eventually evolving into advanced military education by the time children enter secondary education (begins around 15 to 16 years old); however, depending on a student's overall by the beginning of secondary education, plus the results of their entry exams, students are either drafted (only those with the best grades and skills) or left to attend the rest of their public education (everyone else). Between the age of 15 to 51 years old, all males are eligible for military service; however, training is intense and extensive, emphasizing quality and skill above all else at the cost of numerical superiority. Lastly, the officer corps is a mix between a cadre of professionally trained cadets and experienced veterans. Miscellaneously, females are not exempt from the military, however, employed and restricted to auxiliary roles (e.g. espionage and intelligence) or lesser officer positions compared to their male counterparts - females are not suited for direct front-line duty.

Looks good so far, but I think you may have shorted yourself on two stat point. as a third rate power you should have 6 points but you only spent 4.

Seems interesting, but I do have a question, how come near-sentient AI is a thing only tier-one civilizations have? One would imagine that pretty much any civilization would have sentient or near-sentient AI upon figuring out interstellar travel due to the difficulty of such.

...Then again that would probably only apply to STL interstellar civilizations, as in civilizations that travel in giant sleeper ships or something instead of Warp Drive shenanigans, which would require really advanced computers to manage said ships for the centuries that it'd take to travel between stars.
