Ahhh! I'm so sorry, Dentali! You could do a genjutsu-based ability that makes it appear like you teleport by drastically slowing down the perception and thought processes of affected targets? That'd be scary effective against many foes. You could even deploy it using seals to create a barrier acting like a bounded field and tag friendlies with a counter-seal to render them immune. Or something?

Glad you like it, please use it! Thought something like that would be fitting for an ANBU operative. And our team is currently lacking a genjutsu specialist, which should be an important skillset for a black ops squad to have! You could app as a member of a branch family of the Kurama Clan of Konoha, which has a genjutsu-related kekkei genkai. Tie that in with the technique I brainstormed and you're teleporting! Call it Yin Release: Trackless Step. Or something? Of course, that's all up to Aidan and Brit to decide on allowing, but it's an idea. And the Kurama Clan kekkei genkai is pretty costly - and risky, so, roll the dice, huh? You could also be a friend of Kurenai Yuhi and a cousin to Yakumo Kurama, the Kurama Clan heiress and last child of its main house? Connections like that offer good opportunities for RP and Aidan building encounters.

Okay so here are my ideas for character techniques, the sage mode stuff wouldnt be immediate but they would be something for the character to work towards

Wind Release: Gale Javelin Technique- Gale forces are concentrated into a large Javelin like construct which is propelled with high speed at a target.

Wind Release: Gale Kunai Technique- The send out gale forces in the form of small spikes resembling kunai, they do light damage but are numerous and difficult to dodge.

Wind Release: Spiraling Gale Lotus- The user incorporates wind and Taijutsu strikes to blow back all opponents within a few feet. This is used mainly to break off enemy attacks and clear the immediate area around the user.

Wind Release: Gale Armor- A difficult technique in which swirling winds are fathered around the users body protecting them from blows

Wind Release: Gale Strike- Short to mid ranged attack in which the user summons up wind in a cone shaped shotgun like blast to blow back and damage enemies.

Lighting Release: Lightning Shield- A defensive Ninjutsu where the used forms a shield from electrical energy which can block other Ninjutsu while shocking Taijutsu users. The main drawback is that it can only protect one side of the user at a time.

Lightning Release: Thunderbolt Technique- A power discharge of lightning is channeled into a part of the user’s body charging it and making it many times more deadly.

Lightning Release: Lightning Beast Tracking Fang- An incredible fast lightning technique that will lock onto a target a home onto it. While not incredibly powerful it is extremely tenacious in its pursuit of target.

Lightning Release: Electromagnetic Field- With great effort a surface such as a wall or floor can be electrically charged causing massive damage to all who touch it.

Wolf Sage Mode: Wolves of the Anyo Forest teach the Senjutsu of the Wolf Sage Mode. This sage mode grants increased physical strength, speed, stamina, reflexes and perception as well as night vision. All forms of jutsu become more powerful especially taijutsu and the user may manipulate natural energy. Masters of the Wolf Sage Mode are noted for increased reflexes above all else, able to dodge attacks at impossible speeds. Fingertips of the user become sharped and claw like making most any encounter likely to draw blood. If more wolves or Wolf Sages are nearby the abilities of the Sage mode increase due to the “Wolf-Pack” effect. Using the mode in the presence of a full moon greatly increases the power of the form but makes it much more difficult to control. While not at the level of the Sharingan or Byakugan the nature energy does allow the user enhanced visual abilities regarding chakra.

The form has a number of drawbacks, namely vulnerability to visual Genjutsu and Sound based attacks due to their increased senses. Additionally those that do not properly balance nature energy within them become feral werewolves for eternity.

While in Sage mode the user gets a wide black diagonal line around their eyes and cheekbones on either side of their face. Their eyes are now golden.

So, I'd rather keep away from sage mode and other S-class techniques. A lot of the setting choices made in the roleplay are to keep the scope of the roleplay small, such as the lack of sharingan users and jinchuriki. There isn't much of a place in the team for someone with a sage-mode class jutsu, as he'd likely outpace the rest of the cast and require them to face much stronger opponent with him taking the lead.

I'd also suggest moving away from the wind armor considering how much chakra it would take to maintain if you are to think about based on our known exmaples work, such as the wind style rasengan given the chakra density that it requires damaging naruto.

It was interesting trying to describe the effects of a drug-induced genjutsu on a character - actually ended up enjoying that. Also liked how you had that genjutsu trigger traumatic memories. Nasty effective way to incapacitate an opponent - or to test the skills and mindset of a prospective teammate. Hopefully that doesn't happen again? Haha. Himura might be slightly more paranoid after this.

It's speculation on my part. It seems to me that Souma and by extension the Hokage are trying to determine what the shinobi want and where their loyalties are so the government is certain they are the right people for the job.
