Edit: Currently have an idea on the Kingdom of Gallia (France) which is essentially under a semi-autonomous status within the Empire. They make their own laws, elect leaders, etc.

I feel this maybe overlaps my own character concept quite a bit.

Oh yes oh yes, though I think the King will be a bit more...dignified. Being ruler of Muggles doesn't mean you have to be cruel; they might be nice pets.

APPLICATION:

Name: Albus Percival Wulfric Brian Dumbledore
Age: 99
Sex: Male
Appearance:
Image

Personality: Albus Dumbledore is a regretful man, with a burning desire to set right his mistakes by any means necessary. By any means necessary. He can switch on a dime between being an endless, unbridled optimist and being a stern, regretful pessimist. When others are concerned, though, he will always keep his back straight and his face pointing forward, as showing a moment of weakness would undermine his cause. Despite being regretful of his past, he has a lot of confidence in his own ability and intelligence, and will not hesitate to give people half a picture or to use people like chess pieces on a giant board without their knowledge. It is all for the greater good, in the end.
Species: Wizard
Allegiance: Order of the Phoenix
Biography: After his disastrous duel with Grindelwald, Dumbledore was captured and imprisoned in the impregnable fortress of Nurmengard. The wizard spent ten years of his life as a captive of Grindelwald, as the latter tormented him with all his victories. Despite their animosity, there was still some fondness between them, as the only wizards with the intelligence to match the other. During those ten years together, they conversed, philosophised on the nature of power and magic, and Grindelwald would lash out every once in a while against the defenceless Dumbledore. In 1955, a covert team of wizards loyal to Dumbledore infiltrated Nurmengard while Grindelwald was abroad and managed to free a couple of prisoners, though they suffered heavy losses in the attempt.

Ever since, Dumbledore has been on the run. He has many safe houses, not only in Europe, but across the world. He travels around in order to help local resistance flare up, in order to gain allies and keep the pressure on Grindelwald’s empire. The constant annoyance of insurrections forces the Empire to stay vigilant. Meanwhile, Dumbledore has made an art out of capturing Grindelwald loyalist and talking them around, gaining more and more strategic allies. However, with the world caught by abundant use of the imperius curse, new allies and trustworthy friends are hard to come by.

Finally, Dumbledore has been appealing to the Muggles. While many purebloods underestimate the power of Muggles, Dumbledore sees strength in their courage and their ways. He knows the world cannot go back to how it was, and looks towards a future where wizards and non-wizards can live together in peace. His main goal, however, remains the capture of Grindelwald, who has gone more and more into the realm of dark magic. There may come a time when Dumbledore has to destroy the one person in the world he respects as an equal.

Wow, lots of stuff to look at. I'm gonna go over it as soon as I have time, but it looks like we're getting enough interest for us to start sooner rather than later. Hopefully, if we have the apps for it, we can possibly even start by the end of this weekend.

Weirdly, this gonzo premise is actually getting my creative juices flowing. I'm having a great time writing the app.
For really, I think that the poorest he that is in England hath a life to live as the greatest he. And therefore truly, Sir, I think it's clear that every man that is to live under a Government ought first by his own consent to put himself under that Government. And I do think that the poorest man in England is not at all bound in a strict sense to that Government that he hath not had a voice to put himself under.

CHARACTER APPLICATION

Name: Jean-Paul Opont
Paul the 1st, King of Gallia, Lord Over Navarre, Lord Of Morocco
Age: 72
Sex: Male
Appearance:
Standing at 5’7”, not at all an intimidating height, Jean-Paul’s stature is thin and perhaps even frail. He is not a well-built man, not able to move mountains at all. The man’s body is more suited to the dealings of statecraft, his body still despite most things about him. His hands are well-worn with the calluses of combat, tanned skin baring several aged scars from bullets and bombs over the years. White hair in a receding hairline is kept well, curling about his head like a strange crown, and his beard is well-groomed. Smile lines mark the aged King’s face, though his azure eyes are as hard as steel.

Jean-Paul prefers to wear burgundy robes of good quality, silk shirts loose about the body, though when out and about this is often supplanted by a thick wool vest about the body over the same robes, thick boots, and a heavy robe with a thick mantle. He, needless to say, does not get out often among his people. While tending to what he refers to as his pets the man wears the same white silk shirts and a pair of pants along with a set of simple sandals. After all, there is no need to be extravagant then. In terms of jewelry, Jean-Paul wears little save for a bronze amulet around his neck.
Personality:
Patient, stubborn, and endlessly willing to move himself forward to better the nation he has built. The man is willing to kill to keep his position, to keep his nation’s position, and has little issue with the harshest of punishments against his enemies; what isn’t worth sacrificing in order to keep what has been gained after all? This protectiveness extends to his family as well; the rumors which surround his daughter worry the man endlessly as he cares for her mental well-being. He’s been willing to kill for that as well. The man is not all grim, however, as he takes significant delight in the game of Quidditch and attends such games regularly.

In regards to his pets as he lovingly refers to them, the man has a penchant for magical creatures with less loving personalities. Jean-Paul keeps Chimaera’s as pets, brought up from birth, and at times even takes to wrestling with them. Multiple winged horses reside in his stables, all well kept for. The King even keeps a Sphinx on the grounds, guarding what can only be described as a riddle in it’s own form and as such endlessly paces on said grounds asking any visitors for help with that riddle. They are of course instructed to not help the Spinx “as that would be cheating”. The Spinx is never really satisfied with the answer but takes it anyways, continuing to pace. She’s been there for some decade. Three dogs and two cats round out this ensemble.

Jean-Paul takes some delight in the care of these creatures along with a minor delight in endlessly antagonizing the Sphinx. He keeps them, perhaps, as things to occupy his time though of course this is never confirmed. The truth is that he finds challenge in the creatures and it has only been through the groundskeeper’s begging that he hasn’t transported a dragon onto the grounds for keeping.

The King takes significant stock in his own well being, however, continuously keeping his amulet on which is engraved to protect him from otherwise mortal harm along with his own wand. A royal guard is also kept near him at all times with a uniformed element and a plainclothes division hidden among the crowds when he’s out in town.
Species: Wizard, Pureblood
Allegiance: The Kingdom of Gallia, First Magical Empire
Jean-Paul’s allegiances lie with his people primarily, the people of France, and by extension those who he feels can best suit France’s needs and interests. This of course would be the First Magical Empire which enabled the rise of Gallia into the new world, though its rare and seldom for him to contribute many resources to the Empire’s war goals.
Biography:
Born in Rabat, Morocco in 1909 to a pair of French wizards of the Old Blood, Jean-Paul’s early life was one full of good time tradition. His family eschewed much of the new world, much of the news ways one did things, instead preferring to live on their own. Money was easily available as one could simply make it in a way, food was even less of a problem, but in any case her parents had to avoid suspicion. Her father took up a job as a doctor, fake certification in hand, and easily made enough with ‘medicine’; magic, after all, was often easily enough to cure most diseases one came across on a daily basis. War would come to them after a time, though. The Great War loomed in the distance and, when Jean-Paul was only five years old in 1914, they left the Muggle areas to an unoccupied area 200 kilometers to the southeast. They took up a small house, prepacked of course, put-up a shield to protect the property from prying eyes and random skirmishers, and waited it out. Jean-Paul was further enclosed, the four years of the war spent in such a small area with only the library of his father to occupy him, the practice of magical theory and the concepts therein.

He became a wizard early on of course; what else does one do at such a young age when something of that sort is so within reach it’s tempestuous. Jean-Paul reached for it, reached for it well, and found the power there even without a wand. He learned magic years before ever gaining a wand of his own, learned how to make the plants about him grow wild and ensnaring or burst into bright flame, learned how to afflict the wind with his desires, learned magic in all it’s glories. Such things were small of course, the scale limited by his age and by thee bindings within the shield which limited his power. When the war ended, he was nine years old and able to perform some wandless magic, something that delighted his parents so much that, as France celebrated victory and mourned the dead, they traveled to Paris to a wandmaker, one Gervais Beauregard. Rougarou hair, six inches in length, a thing of elegance that filled Jean-Paul with hope and joy and a sense of achievement. When they got home, home in Rabat, the first thing he did was detonate a minor explosive and obliterate a pigeon that shit on the family car. Jean-Paul’s laughter afterwards echoed.

Jean-Paul continued to practice, keeping an eye on the world at large. In time, however, his family would be sent a letter. It was only 1935, Jean-Paul being just twenty-six, and his father’s health was failing. As man of the house, expected to take over completely in the affairs of House Opont despite it’s spread nature, he read the letter. It was an invitation. The world of inferiors was one of chaos and hell, one of destruction and war. Wizards could bring to it peace and enlightenment, stability in all things. It was a good offer, one signed by a name he had never heard of and a name that bore no ill will, Grindelwald. He considered it, considered it long and hard that such a thing might have merit. His father, after all, had healed so many with magic, magic that helped and did not slaughter, had brought many people a salvation. Food could become an issue of the past. It might have merit. He called the family together at Rabat. The world was changing and they had to know of it. House Opont was rather large for the space, large and crammed into the home when he made his announcements. Jean-Paul talked, talked of the wonders of magic and how it was a shame upon all wizards that it had not been given to the world, how they were cowards to not consider what just might happen if humanity held the power within it’s hands, felt it’s comforting grip on their shoulder like a parent guiding the young. He talked of what had to be done. He was met with applause. Many of the family thought that they had not done enough, had withered away into the background for far too long. They yearned for the golden days, the gilded days, the days of hedge witches and old men high in their keeps, advising kings and queens of yore. They yearned for the ages when life could be something other than hiding away, hiding away with the rest of the rabble and rest of the world. They yearned for more. They wanted to get it.

The world was new, then. When the Germans rolled over the line, when France was subjected to the horrors of war and hate, he moved to the homeland to organize the resistances. He had never served in war, yet the man’s ability to coordinate a strike was unparalleled. Jean-Paul’s ability to create a bomb undetectable by other means was also remarkable; no-one suspected they could be magical in nature. He built-up a reputation among the French as a man of the people, for the people, a man of action in a time where the government had rolled-over for the Germans. When Germany won, the Italians long lost in a sea of unsupplied troops and riots, he continued a little fight of it all. He continued to develop support for himself, resources moved through by the inner circle itself. Eventually the New Order would rise up, up to destroy what had been before, and he wanted to have the public’s support. When the Statue of Silence was destroyed, when Muggle governments fell away, a new figure rose up in France, the King himself. He proclaimed a new nation, a nation free from the issues of the past, free from the violence beset on its borders, free from hate and anger. Violence against muggles there raged for two months before he finally wrestled control and made his first edicts. Peace by the sword, peace by war, peace by strength; he forbade the murder of any citizen of the new France, of Gallia, any citizen be they muggle or mage. He forbade the torture of any citizen, by they muggle or mage. Instead, muggles became a class unto themselves, a class of second rate citizens for whom employment was limited to manual jobs, housing limited to special assignments, and travel restricted and controlled.

This made him less loved by many wizards, to some degree hated by many ‘Inferiors’ as they came to be known, yet as the First Magical Empire became more known it became obvious that he had saved countless lives. As the Royal Palace at Versailles was occupied once more by the new King, Paul the 1st, horrors were perpetrated across Europe in the name of superiority in blood. Refugees flocked to Gallia and the nation swelled with new additions to the ranks. Unemployment turned to an issue before the King began a new set of building projects, transforming much of the central area into a sprawling metropolis in 1960. That same year, near Verdun, the site of one of the most horrific battles of the Great War, a massive rune was carved into a cement block, twelve pillars raised into the sky. It was a weapon, a denial of the last place the free muggle world might find superiority, space. When the first launch came, an unmanned satellite, a wizard’s council activated the weapon. It fired, the sky turning amber and the clouds burning away in a twelve kilometer radius, and the missile to the stars was no more. In Asia, another of these monuments was raised at Nanking. In Russia, one was built in the ruins of Stalingrad where the Soviets had held out against the Germans for a year. It was a triumph.

Since then, he has proceeded across a new, royal France, Gallia. The people have learned to respect the man who, in 1970 when claims arose that he was too weak to lead wizards, he invited the challengers to a field outside of Paris. There he dueled them, dueled fifteen mages at once, and there their bodies laid burnt. The next year, three mages challenged his authority and received the same treatment. His strength has only grown with age. Concerns arose, however, when his wife since the Second World War bore the two of them a child. She was young, remarkably young, and has stayed in the Royal Palace since her birth. Rumors continue to come that she lacks magical talents even as the rumormongers continue to disappear. A son was, a year later, born. He stays there as well. They are now in their thirties with little to no interaction with the world as the royal family.

Kingdom of Gallia

Image
Government:
The government of Gallia is based around the Roi and nobility surrounding him. The King is the sole executor of justice, holds the final say in the business of lawmaking, and appoints officials to appoint regional judges. The nobility about him hold several various governmental positions and as such hold authority based on their positions, not merely their nobility.
Infrastructure:
    Cities:
Gallia’s urban areas are extremely expanded in comparison to her pre-Empire conditions. From Paris’s city center to the coast at La Havre, approximately 177 kilometers, to Le Mans and Troyes is one massive extended city. Montpellier is similarly expanded across the coast though much less to the same degree. These areas are characterized by a massive sprawl of red brick buildings, often enchanted to provide better protection against fire and the like, of a median 4 floors height. Well-planned, these cities feature a circular nature about central areas will massive roadworks composing the arcs. One exception to this sprawling metropolis is the Palace of Versailles which has an 8 kilometer radius of cleared ground.
    Energy:
Energy production is achieved through a distribution of massive pillars placed throughout urban districts and township centers. These pillars, approximately 20 feet tall, are inscribed and enchanted to draw magical energy from the environment about them to mostly include weather patterns. These allow magic to be easily used even by those who do not have magical ability with a simple series of runes which can be carved on aspects. A light bulb’s filament, for instance, can be carved as to draw energy provided and stay lit, being extinguished with passphrases and things of that nature. This use and utility is often provided in a widespread pamphlet often distributed, as well as classroom demonstrations. Energy usage is often limited to simple things such as lighting. For more specialized energy production, generators small enough to fit in a suitcase are often sold, generating electricity on a magical level through the use of atomic static charge.
    Education:
The education system within Gallia is highly centralized and regulated, much like a muggle school system would be set up. A series of schools is placed in every city with a minimum of one Primary, one Secondary, and on Tertiary school. Primary schools deal with ages of five to ten, teaching students language, reading, writing, basic mathematics, and basis physical exercise, students of the same age grouped in the same classes. These schools also teach students magical theory and appreciation, teaching them how to control their own magical abilities without harming others about them. Secondary schools deal with ages ten to eighteen, dealing with more advanced concepts of math, language, as well as adding mundane chemistry, spells, defensive charms, and runes. Advanced classes at these schools include animal theory, wandmaking, and broommaking. These schools often have a uniform, though this is not a mandatory aspect for the curriculum. Tertiary schools are not mandatory, akin far more to a university atmosphere and dealing with specialist subjects such as animal taming, magical biological augmentation, finishing classes for wandmaking and broommaking, as well as some advanced courses on runes.
    Travel:
Travel is often thought of in tiers based upon the distance required to travel. For shorter ranges, something along the lines of an hour’s walk, just that is done. Walking is often thought of as a way to think of the day’s aspects, physical exercise, or simply a way to pass the time with friends. Movement as such is limiting however due to speed, though that can be lessened by speed-increasing spells and the like though many do not use this. It would defeat the purpose after all. Bikes bridge the gap, giving some form of movement to individuals without magical talent in enclosed areas. Throngs of them migrate like flocks of birds throughout the street. This is not taken seriously as a form of exercise, though some take it as such. For longer distances or for time sensitive tasks, such as going to work in the morning, flying the broom is thought of as ideal though with multiple issues as the inclusion of air traffic makes urban buildups far more troublesome. Speedy, these are often suited to countryside or rural use due to the lesser populations and relatively clear skies, though it lacks the ability to move large, heavy loads such as one might find while at work in an environment. It’s far more like a Vespa in this sense, a fun little thing that can be used for long range travel but often isn’t. Once one starts to deal with urban movement or long distance and does not want to deal with long times, the use of an extensive fireplace network gives allowances for even moderate income families to take one sort of vacation or another. This is highly regulated, however, with a series of permits and generated lists of origins and destinations made by the police themselves. Outbound and inbound movements to areas such as America, Britain, and Russia, areas which still host large populations of irregular organizations, traitors, and terrorists, are not allowed save for travel by specialized fireplaces located within central police and government stations, greatly restricting travel and denying terrorist opportunities. This fireplace network is used daily by thousands of people across Gallia, especially in urban areas.

Travel by motorized method, be it car, scooter, or aircraft is forbidden by Gallian law; they cause a high degree of accidents, pollution, and overall gives to non magical persons the ability to travel long distances without the proper, required surveillance. Gasoline supplies are significantly restricted within the territories in order to further clamp down on these methods of travel.
    Medicine:
Medicine is provided through central, smaller clinics operated by a cadre of small time wizards and apprentices scattered across Gallian territories and cities. These clinics distribute high quality potions and spell ingredients which cure a vast majority of illnesses and issues experienced by the physical body. In training, the apprentices are trained in five large institutions in major cities for initial knowledge and capabilities, first aid training included, before being sent to a clinic of their choice for on the job training under main wizards themselves. Following three years of such work, they are given a test in Paris which includes both a written and practical examination before being fully certified.

In mental health, psychologists are trained in the same manner as medical wizards. Three institutions provides for a large population of apprentices which are thereafter sent to a series of small congregations, schools, and centers or are allowed to operate out of boarding houses dedicated to such psychologists. Often traveling, these psychologists work in pairs on a common basis. Magical aid in mental health, such as erasure spells, are not commonly used due to their patchwork nature and fragility when exposed to outside stimuli. These prefer more natural methods.
Law Enforcement:
Police services within Gallia is both a uniformed and respected position. Armed with wands and batons and clad in deep blue uniforms, they’re often considered to a degree extremely inquisitive compared to other national police. Somewhat severe in their distributing of justice, this is often due to a deep-seated distrust for strangers and foreigners. Rural and countryside police are far more courteous and lenient in their punishments as they most often know the perpetrators and have far more time to consider the whole picture. Police are equipped and trained to use a variety of nonlethal spells to subdue criminals and suspects, the vast majority aimed less at restraint and more at driving an individual into rapid unconsciousness, though there are some methods used to kill an individual.
Military:
    Army:
The Army of Gallia is centered around a central corps of troops of the line meant to engage other enemy ground forces. Armored with coats of plate, engraved as to give protection against shrapnel and small round fire, gifted enchanted rings and the like in order to provide for static magical shields designed to cause enemy rounds to skirt about the shield instead of impacting dead-on, and armed with strong, hearty wands, these form the tip of the spear against any attack against Gallian interests at home or abroad. Highly trained, they are some of the more deadly individuals in the military forces with a retinue of spells at their disposal. Able to light tanks aflame from the inside, arc lightning across the battlefield, and overall cause havoc, it would be seldom few times for them to unleash their abilities. These troops may use the broom to move from one location to another, but they are distinguished from the Air Corps as it is not expected for them to engage enemy aircraft and as such are not equipped with specialized brooms.

Around these units is a massed army of automata meant to absorb the majority of enemy fire and attention while on the battlefield. Designed to appear as armored knights in the medieval sense, these soldiers are extensively enchanted to be as hard to kill as inhumanly possible. Able to continue an assault even when reduced to singular limbs, often complete disintegration is required to destroy a unit. Soldiers are armed with spears, shields, and swords, giving a vast edge in close quarters combat against non magical foes, and are often directed by officers of the Army from afar.
    Navy: N/A
The Kingdom of Gallia does not operate a naval arm due to the aspects of modern combat. As a defensive power in all out war, reliance to destroy enemy warships is placed on mages on the ground and in the air. In addition to this, the decentralized nature of firepower within the Gallian Armed Forces leads to a removal of the requirement of large naval platforms to mount those same cannons.
    Air Corps:
Developed in order to counter all enemy forces, the Air Corps is a corps of broom-mounted wizards. Their brooms are designed to be as lightweight as possible, many featuring canard wings on the nose and mounting the rider close to the broom itself in order to reduce drag. Multiple spells along it’s surface increase speed and reduce drag through the formation of a ‘bubble’ about the broom in a supercavitating effect, as well as stealth capacities to reduce visibility and detection range. The result of this is a broom capable of reaching hypersonic speeds, speeds greater than Mach 5. The Air Corps utilizes a retinue of spells which are mostly designed to guide themselves to the target once fired, many of them expending several guided shots in one use. Close air support is also given by the Air Corps in the form of laying down vast walls of fire or dropping lethal poison gas down on enemy positions and formations. Poison gas and fire used in these roles are often enchanted in order to seek out enemy troops, tanks, and positions. Brief deployments of the Gallian Air Corps against American naval targets has lead to their infamy among the enemy; it’s rare to see a target survive, especially when the convoys attacked suffered eighty percent casualties.
Economy:
Gallia produces a heavy agricultural stock with rich, fertile land producing some 35% of Europe’s total foodstuffs. This has only increased due to the magical influences held on both the ground and the product, allowing for a hardier crop which weathers most environments and produces more food per plant than ever. Wheat, poultry, dairy, beef, and pork are all produced in heavy quantity and all of a good quality. Wine, in the French tradition, is also sold extensively across the continent. Tourism is also a heavy portion of the economy, though this has lessened due to the largely isolationist policies adopted by Paul the 1st. Modern magical equipment from wands to brooms are also produced in quantity and sold across the First Magical Empire.

Accepted. Barty Crouch as a British-born Chief Judiciary is very interesting, and I expect he has lots of interaction with the Dark Lord as well as those of his home country whenever he is not busy with his duties.

I really like this app for him, so that's why I'm accepting it. Well, that and I know you well enough to know that you're good at this sorta thing. Albus taking an active part in his Order-sponsored rebellions is also pretty interesting; I imagine he only retreats to America when it becomes most necessary.

I really do like this app, for the most part, and I think I shall accept it - on the condition that you keep in mind that, though Grindelwald allows some level of independence for those under his Empire, people as strong as the Gallian King probably suffer under much higher scrutiny from the Dark Lord. Especially since the Gallian King rose and took over France around when the Empire was established, when previously the Dark Lord intended to attempt to set up puppets since he conquered both the magical and muggle governments there. I imagine that the Dark Lord also frequently invites the Gallian King to Nurmengard Castle for tea, mostly for a bit of chatting but also to keep the King on guard.

Welcome, Khas. And I take it this means you intend to play the role of one of Dumbledore's spies, then? Though, I'd be careful with how much your character does openly with their governance - rousing too much suspicion from the Dark Lord (or, Barty Crouch, Sr. as he is the Chief Judiciary) probably wouldn't end well.

I think that one of the first parts of the IC will be Grindelwald calling for a meeting of his inner circle (mostly, this means those of you playing the leadership of countries rather than a small time character) at Nurmengard.

What I’m planning on making is a high-ranking insider for Dumbledore who oversees a conglomerate of former Asian colonies with a benevolently blind eye. I think you’ll rather like the character I put together, as long as this whole deal is more or less approved.

As far as open government policies, it wouldn’t be terribly overt. From the outside, it would just seem like over a billion people are evidently extremely difficult to monitor as extensively as smaller European dominions but my character will make a quiet effort to keep what surveillance does occur impotent. I envisioned the Magical Raj as a sort of back door into Grindelwald’s empire—an insecurity, if you will. Somewhere spies can use to launder themselves before and after going to the Magical Empire. So really my character won’t serve as much a direct spy for Dumbledore as a quiet asset to the cause. I reckon she’ll have occasional contact with Dumbledore, but most communication will likely be in the form of quiet indications of where the current insecure security checkpoints are.

Well, good thing I'll be from the Empire of Japan/Greater East Asia Co-Prosperity Sphere. Managing a two-continent spanning empire would no doubt be a headache.

APPLICATION:

Name: "My name is Allan David MacLeod. I keep it secret, most of the time, even from myself: unrecollected, locked away. I have six sets of imperial papers, six names I use at different times and for different reasons. The only name I do not answer to is the one my mother gave me."

Age: "I'm twenty-eight. Ah, a surprise, I see. Americans and wizards tend to assume I am at least ten years older. It's natural, that. I have been with the Resistance since I was sixteen years old, and lived on the scraps of the Empire since long before. All that ages ye, inside and out, in a way that anyone can see."

Sex: "I am a man. In the Resistance, these days, that doesna matter as much. Canna, really."

Appearance:
"The Grey Man. D'ye know the term? The Americans came up with it during the war, the OSS. It means the man who can vanish into any crowd, whose face canna be exactly recalled. He is neither tall nor short, neither handsome nor ugly; he moves neither fast nor slow, and his clothes are neither fancy nor shabby. He is entirely unnoticeable. He is me.

"I am of average height, average weight, average build. I have a strong jaw and a crooked nose and short brown hair the color of nothing in particular. My eyes are greyish-greenish-bluish. My skin is white but not pasty, though also not dark enough to be noticeably tanned. I wear the same worn, colorless, too-often-patched clothes as every other Muggle in Europe. There is the same grime under my fingernails and in the creases of my skin, and I have the same small scars from hard living and little medical care. I walk with the same weariness and wariness as the rest of the crowd - and if my eyes move a little more, and miss nothing, then I make sure it happens without anyone noticing."

Personality:
"I am what the Empire has made of me. It forced me to shoot rabbits and to gather mushrooms and rainwater to survive, and I became resourceful and cunning. It taught me to keep my eyes lowered and to flinch from powers beyond my control, and I learned patience and pragmatism; I learned to put away my pride. The Empire took away the people I cared for, and I learned to find friendship and love anew where I could, and to go on dry-eyed without them when I had to. The Empire confronted me daily with the vastness of its power and the tiny pettiness of my own, and I learned never to surrender, no matter how long or hopeless the fight. It's not courage, that. Courage is too small and too gallant a word. It is will: iron, clear-eyed, unrelenting.

"But I am also what my parents made of me. I learned to expect no kindness or mercy, but to guard deep inside my own capacity to offer them. I learned that beauty cannot be protected, not for long, and so it must be treasured that much more while ye have it. I learned that fighting for yourself drains the soul, but fighting for the sake of others feeds it. I learned that humor, however dry and dark, can lighten the blackest hours. And I have treasured those lessons, too: for if the Empire taught me how to fight the Dark Lord, then my parents taught me why. Not because he is evil - but because we are good."

Species: "I am a Muggle: one of the countless millions reduced to a state half-serf, half-slave, and altogether helpless. In that respect alone, I am different: one by one, I am teaching our masters to fear us."

Allegiance: "My loyalty is to the cause of freedom and equality. That may sound grand; in truth, it is pragmatic. There are some in the Resistance who say that they fight for Britain alone, and fear the influence of the UFN. There are others who put their faith in Dumbledore and the Order, and reject the idea of nationalism. I was trained by the latter and fight alongside the former, but in the end, I call anyone who stands against the Dark Lord my friend. And I call anyone who serves him my target."

Biography:
"I am a MacLeod of Dunvegan, born on the western coast of the Isle of Skye, where the green hills meet the dark grey sea in sheer cliffs, and the salt wind whips over bare moor and twines the branches of the pinewoods. My clan has lived there since our Viking ancestors intermarried with the Gaelic women twelve centuries ago. I have always been bilingual, as at home in Gàidhlig as in English, and my ancestors never needed the Dark Lord to reveal that magic was real. Among those ancient standing stones, in a place where life had not changed for centuries, where we fished the same breakers and herded our sheep down the same glens - we never doubted the magic all around us.

"I live under a false name, now; I live a lie. But I keep my ancestors locked away inside, and I remember that grey sea.

"My father was a soldier in the Black Watch. That was his way off the island, when poverty became too much to bear. He fought the Germans during the war, at El Alamein and Sicily and on the beaches of Normandy. Then one war ended and another began. He defended the beachhead in Suffolk, my Da; before he died, he told me that he saw our tanks set afire from the inside out, and heard dragons smash Spitfires out of the sky. When it all fell apart, he made his way home to the girl he'd left behind on the Isle: my Ma. They married, and I was born a year later. The eldest, and the only son.

"In those days, the Isle was terrible bleak in some ways, but better than the rest of Britain in others. There was nothing there, ye ken: no wealth, no cities, nothing to draw the eye of the Empire. And so, true, they abandoned us. We had no hospital, no school, no public services of any kind. We had to grow and hunt and fish our own food, for the high lords of Nurmengard cared not at all if a few thousand highlanders starved on a remote island. But at least they left us alone, too, if only for a while. My Ma taught me to read and write and do sums - not common skills for Muggles of my generation, not anymore, not here. My Da taught me to shoot and herd sheep and keep a boat's course straight and true through the Atlantic storms. I looked after my two wee sisters, and helped to cook and clean, and tended the garden, and caulked the boat. And my Da taught me to hunt: to walk for miles over the freezing highlands, chilled to the bone, following a faint track; to find a blind where no eye could peer, where no beast would even think to look for a hunter; to wait for hours, patient, for the perfect shot; and never to miss. Never, never to miss.

"We were lean, and hungry, and more poor than I hope you can imagine. But it was na such a bad way to grow up.

"It ended when I was sixteen. Crouch's men, back when he was but a local official. We didn't pay our taxes, they said: as if we had aught to pay with. I was out hunting. When I came back, there was nothing left but ashes. My wee sister had been - swallowed, somehow, by a tree. It must have been slow: there was only her face left, with the wood pressing in all around. And the horror in those eyes...

"The Resistance came by the next day. They make a habit of that, ye know: they follow around the wizard jackboots and pick up any survivors. Easy to recruit the ones who have nothing left to lose. I know I didn't require any convincing. I had a rolling-block hunting rifle and seven cartridges. But I never missed, and there was nothing left for me on the Isle.

"I learned a great deal, those first few years. I learned to keep my head down and my eyes lowered, to show the fake papers that the Resistance gave me when anyone asked, to put on different accents: Irish, Welsh, London, Manchester. I learned explosives: fusing, timers, detonators. I learned to hunt in a city, to think about multistory sight lines, fire escapes, disused subways. I learned what to do when I was caught: to cry out the way they wanted when they hurt me, and let the screaming keep my secrets.

"I was with three cells in eight years. Belfast, Glasgow, Liverpool. At first, when I was still learning, I was a courier: dynamite or coded messages stuffed down my shirtfront, poison pill tucked away under my tongue. Then I was a hunter. None of us wanted to try to take a wizard; none of us knew how. But their Muggle collaborators, the touts and quislings? They were fair game. I killed three men and one woman with my father's old hunting rifle, and got away clean all four times. The men were easy. The woman was picking up her child after work. That was - not easy. I was nineteen.

"In the end, they broke us in each city. Belfast, Glasgow, Liverpool. I slipped the net in Belfast and Liverpool. In Glasgow, they caught me and hurt me, but I made them believe I was nobody. They have never matched my face to that arrest since. Not yet, anyhow.

"In Liverpool, I only made it out because I had help: the Order, Dumbledore's people. The first wizards I had ever known with a shred of kindness. They saw potential in me, and I knew that I needed more training if I was ever going to go beyond shooting Muggle touts. I stepped into a fireplace in Liverpool, and stepped out again in New York City.

"I was almost three years there. It was an education in many ways. I learned what it felt like to eat my fill for the first time; I gained twenty pounds in six months. I learned how to walk down the street without feeling afraid to look up. I learned that it is easy to sleep when you know that you will live to wake again. And I learned other things too. From the UFN army, I learned structural engineering, and where a pound of Semtex will bring down an entire building. I learned disguises: how to use prosthetics and paint, wigs and false scarring, and even Polyjuice Potion. There are deeper kinds of disguise too: false identities to construct and fully inhabit, lies that you must talk yourself ninety-nine percent of the way into believing. Most of all, I became a sniper, not a hunter. I learned to use windage and elevation; to construct a proper hide site; to scout my targets and profile their psychologies and map their movement patterns; to use sound masking and rangefinding; to preplan multiple firing positions with overlapping lines of sight. I had taken shots from a few hundred yards before my training; after, I was comfortable with a fifty-caliber rifle from well over a mile away.

"But not all my training was mundane. From the Order, I learned about magic: its disciplines and histories, its uses and limitations. I had the equivalent of seven years of magical training crammed into three, even though I couldn't cast a single spell. But the classes were worth their weight in gold. Before, I had thought magic could do anything; now, I understood where its weaknesses lay. I could see the blind spots concealed by the arrogance of wizardkind. I knew what they could sense, and what they couldn't; what they could predict, and what they couldn't. I knew where a dragon's scales would block a bullet, and where a shot would penetrate. I learned how to fight alongside wizards; how their skills complemented mine, and vice versa. And I learned how to kill them from a mile away, with a bullet moving three times the speed of sound: too fast for wand or voice to respond. I know my enemy, now. I know him far better than he has ever bothered to know me.

"I made many friends in New York - one more than a friend. I am comforted, now, to know that they are all still alive and free. But I do not see them anymore. When my training was done, I stepped into a fireplace in Manhattan, and out again in London. I have been here six months now: training and coordinating the local Resistance cells, assessing targets of opportunity, gathering intelligence, making plans, setting up safehouses and covers. I have a seabag with an undetetectable extension charm, and enough rifles and explosives inside to equip a small army. Tonight, I will put them to use for the first time, and the Knights of Walpurgis will begin to understand just how far from untouchable they truly are."

I absolutely love this app. I can definitely see this guy as a middle-ranker in terms of the British Resistance, if he doesn't have a high rank already. I can definitely see him as acting as the Resistance's liaison with the Order.

And I'm guessing by the end of the bio, he's plotting a strike against the Knights of Walpurgis who serve Lord Black/Lord Voldemort. Very interesting.

Accepted; welcome aboard.

The Dark Lord Grindelwald directly rules/controls everything east of France/north of Italy in terms of Europe, aside from Scandinavia. That is now “Magical Germany” and is considered the capital of the Magical Empire. All of the other nations under the Magical Empire's rule have local leaders/kings/lords, either self-appointed or appointed by the Dark Lord personally.

What about other Axis-related nations, such as Italy or Japan?

What about other Axis-related nations, such as Italy or Japan?

Japan is probably one of the other major powerhouses of the Empire, and is probably definitely someplace that the Dark Lord didn't put someone in charge of - instead, to encourage strong and healthy ties, he's probably invited the Japanese leadership into his inner circle (mostly to make them feel important to the Magical Empire as a whole).

Italy was falling apart long before the Magical Empire arose, so the Dark Lord probably placed someone in charge there and it is probably little more than one of his many “yesman” puppets.

EDIT: Khas, the Dramatis Personae post has a Timeline as well. The start date for the first book of the IC, Reign, is January 1 of 1981. If you meant “when is the IC coming out?” - I'd say around the 19th or 20th at the earliest if we have enough apps by that time, which so far we seem to be on track for that to some degree.

Thank ya kindly, I’ll see about giving you an app before the IC comes out. Full disclosure, I was asking about the start date for the IC but as you may know, I am one of many sufferers of “OP Instructional Illiteracy” on this forum. It’s a terrible condition, really. I can never seem to find the information I want in OP until I ask someone!

APPLICATION:

Name: Claudana Davenport
Age: 36
Sex: Female
Appearance:
Image
Claudana is known to have an intimidating presence on her surroundings, despite her short stature, thin body, and unblemished skin. While her smiles are a rarity, they exude a sense of vantage, and her piercingly ice-cold stare is her primary method of coercion. A vain witch, she sports a varied and extinguished wardrobe suiting both the wizard and muggle worlds. A recurring color worn by her is white and silver for clothes and jewelry, which blends in with her pale exterior.
Personality: Known to her Master Grindelwald and his minions as an unstable personality with a dangerous superiority complex, Claudana is contrastingly also collected and self-aware. Despite her circumstances forcing her to play a character, the chaotic elements she vents are also parts of her true self that she gives in to. Her lifelong wish to get ahead and pursue her ambitions are reasons for her competitiveness against others and sheer ruthlessness when it comes to achieving goals set out for her, whether it is by herself or by those she serves. In regards to her complicity in Grindelwald's reign, Claudana feels guilt, with the knowledge that she may help Dumbledore as her only comfort. Claudana's firm control over her emotions disallow her guilt, occasional joy, regrets and opinions of others to show much, however. As a person she comes across as a bit dull and distraught, easily provoked by others and with little sense of humor, primarily a result of a harsh environment.
Species: Pureblood Witch
Allegiance: To all but herself and Dumbledore (unless Dumbledore has shared this with some confidant), Claudana is a dependable agent of the Magical Empire, a notorious personal emissary and assassin serving Grindelwald. While she does this in a de-facto capacity, she is sworn to Dumbledore's cause against Grindelwald and may, if the threat was significant enough, risk everything to save Dumbledore.
Biography: Claudana was born into a prominent British pureblood family affiliated with Grindelwald loyalists, and is distantly related to the Black family. She attended Hogwarts, where she excelled both academically and socially. At this time in life, she grew into a sociable and charismatic witch with unsatisfied curiosity. This curiosity led her into a secret society of students at Hogwarts, The Stainless, who victimized non-pureblood students in mean-spirited pranks that seemed innocent enough, but as they grew older, they started experimenting with dark magic. After a few incidents involving students, including themselves, getting seriously wounded, the group was largely broken up by the school staff, but Claudana had not learnt from her mistakes as of then.

She did not become a servant of Grindelwald by coincidence. With family contacts and attestation to her prowess in academics at Hogwarts, she secured a personal interview with one of Grindelwald's lieutenants with growing influence in 1965: Gavorn Talbot. Capturing his interest with her lust for power, interest in dark magic and seemingly endless willingness to serve, she got the chance to be trained by him in the dark arts personally, rapidly expanding her dueling skills beyond anything she could have imagined at Hogwarts. The sense of power granted to her was addictive, and she grew more and more aggressive in asserting her ability to prove herself.

After a few years as an aide to Talbot, Claudana managed to prove herself to none other than Grindelwald and moved up a few steps on the ladder she was determined to climb. Primarily carrying out minor duties in leading squads of loyalist wizard troops to close frequently used entry points by resistance forces into Europe from the United Free Nations, she managed to capture a member of the Order of the Phoenix of significance and realizing the opportunity, she brought the prisoner to Nurmengard herself. Grindelwald, who at the time was growing increasingly impatient with his forces' inability to find Dumbledore and his own to figure out what Dumbledore's next steps would be, tasked Claudana with leading the search for the Empire's enemy number one across the world. She has only come close to him once, and that meeting changed her life forever.

Operations in the Western Hemisphere were always dangerous as the risk of capture by the UFN existed, but were nonetheless necessary as a number of Dumbledore's hideouts were located there. In 1978, a planned ambush aimed at trapping and capturing Dumbledore in a New York residence backfired; Dumbledore and his allies were expecting the attack. Claudana was, together with the few survivors among Grindelwald's soldiers, captured. Faced with defeat for the first time in her life, Dumbledore successfully exploited her weakness and revealed to himself and Claudana alike her own scepticism towards the ruthlessness of Grindelwald and his ideology of pureblood-supremacy. Talks between the two sporadically over a number of weeks won her over to Dumbledore's side - as a fragile mind with no sense of direction in life beyond advancement she was given a purpose.

Her rescue was the result of Dumbledore's scheming. Leaking information about the transport of prisoners, Grindelwald ordered for the rescue of his captured henchmen, and Claudana soon found herself back in Nurmengard with no suspicion by anyone of her serving another master, yet. The hunt for Dumbledore continues, and Claudana continues to serve Grindelwald as a cold-blooded killer, refusing to reveal any sense of conscience. Her communication with Dumbledore is non-existent, but she is sure he could reach her if the day came when her position could be used for the good of others.

RP Example: I've only done nation-roleplays on this account I believe, but I would think it is writing ability you are looking for primarily... I hope this will suffice.

Accepted. I can definitely see similarities to Snape, to some degree. I feel like the hardest part of her job is when she has to look the Dark Lord in the eyes and avoid giving anything away should he attempt a deeper Legilimency probe than simple surface thought/emotion scanning. Well, that, or when the Dark Lord assigns her to torture captured prisoners in Nurmengard's dungeons - especially if any prisoners were to turn up that she remembers having been affiliated with the Order from her capture.

Vive la Roi.

He'd accept the deeper scrutiny, though, that's for sure.

Local Japanese wizard/muggles are here to study how gaijin run a society, and return home to the Emperor in order to better their own society in theory. My character is a bit of an animal lover and wants to compare notes with King Paul.
