Appearance: Zhang Tie is a sturdy man, bearing no scars but many calluses for a man of his stature, tall and broad-shouldered and tanned compared to most officials of Ying. His jet black hair is flecked with silver at the temples, and worn short after the military fashion. A categorically unremarkable man in the vast population of the Middle Kingdom, but his eyes are filled with a light of determination few feel in such a stratified and dictated society.

Name: Huliuru Kutuk Zhao - The Black Dragon of Beixian

Apperance The Black Dragon is a man imposing in character more than in personal frame. Born to a mother from the Middle Kingdom and a father from the steppe he carries a mix of features common in the borderlands. He is thickly built, with black hair long and curled in ringlets and bright green eyes. In battle he wears black lamellar, carved with motifs of draogns in black and gold lacquer.

Gender: Male

Biography: Born to Huliuru Khatuk Li, a chieftain among the Beixia nomads, Kutuk Zhao was the son of a concubine, and thus far from preffered to be his father's heir. As a young man he fought bitterly with his half-brothers and cousins for power and wealth, culminating in a dispute during a raid that lead him to personally slay his own eldest half-brother by his own hands. Tales began to accrue around him with the murder, and they only grew more fantastical when he began to kill off his other siblings, until only a handful remained to exile him southwards.

Finding himself a useful tool for the local lord at the time, Kutuk Zhao led a band of mercenary riders to defend outlying villages, and found some success. His ability to put fear into the hearts of his brother-nomads, to violate their sacred laws and to exploit weaknesses in formations he himself had ridden in made him useful. What served him even better than his competence was his ruthless ambition. Feeling himself favoured by the spirits and destined to be a ruler, he was outraged to be denied his birthright. When the opportunity to rule came through the Middle Kingdom, he was eager to pursue it.

Luck was, of course, crucial, along with a willingness to work without scruple or pause for the will of whatever Imperial Eunuch could be relied on at a given moment. With twenty five years of distinguished and, at least seemingly, unquestioned service behind him, he only expected to summons to office as a governor of a province in the borderlands. When his patron Eunuch died, however, the Dragon was left enraged. With only a few more days to embezzle what sillver he could and recruit as many deserters as possible, he rode north. His own tribe had sent him away, but others knew him better as the unconquered Black Dragon than as a kinslayer, and with their help he would see the empire burn. The Black Dragon would rule, or he would die. There would be no alternative.

Archetype: Horde War-Chief, if you please.

Starting Items: Besides the standard, I'd appreciate a good horse, a suit of black-painted lamellar and some of the sort of equipment carried around by an Imperial officer (maps, accounting scribes, etc).

As I stated earlier, prosperity and quality of arms/armor were determined by RNG. I also rolled a dice for unique resources.

@Kyrene apologies but Hordes can only start with their 3500 strong army, and provisions that allow them to survive in the steppe.

Yes it depends on the type of region they live in. Mostly wood due to all the forests but hilly/mountainous regions would utilize stone as well.

Bureaucratic administration would fall to officials. Zhang Tie is more of a leader type who gives the orders, but bureaucrats are required to implement the orders their leaders give out.
