New Year's Day, 2099- Detroit is in shambles, the ruins of the city torn apart by the only recent pause to constant conflict. The forces of US-FROST have consolidated several outposts throughout the Greater Detroit Area while the People's Liberation Front of America continue to prepare their guerrilla campaign. All the while the Undying lurk in the shadows like a specter looming over the already weakened warring factions throughout the wasteland. The Detroit Association's slave trade is alive and well and the Kingdom of Cain has continued its resurgence in the area as the rebels and federal remnants continue warring over the ruins of Detroit. The settlements that dot the wasteland have been forced to take sides, few have avoided doing so and thus an intricate balance has taken hold since the 2099 ceasefire began. But, to get to the heart of the story, you have to go back to the beginning...





After the Fall
In 2077, Motor City had reached a new height. Automakers with military contracts had been mass producing tanks, trucks and Power Armor. Downtown Detroit had been overhauled and the city was home to over five million Americans. Second only to New York City in its population and economic importance, when the bombs fell many were Detroit bound. In an instant, centuries of growth and progress- a generation of prosperity- was evaporated. The downtown area was riddled with craters. Those who had the means to take cover in vaults hastily retreated to them, but for most there was no option other than total annihilation. Those who did survive faced intense radiation storms, resource scarcity and the breakdown of social order. Many thousands were permanently transformed by the radiation, rendered infertile and scarred. Among those afflicted by the radiation, some maintained their consciousness, while thousands more became feral, driven only by their base urges to eat and sleep. Hordes of such feral individuals grew in size and soon began overwhelming the few communities that survived the initial catastrophe. Due to their garish appearance a term imported from an outside community quickly caught on when referring to the irradiated and they were deemed ‘ghouls’. Some of the conscious ‘ghouls’ formed a cult known as the ‘Undying’. The Undying claim to be invincible and immortal with a mysterious, unknown motive. Those who managed to survive the onslaught at the hands of the feral ghouls faced the 'Undying’ who would wipe out entire settlements in their frequent ambushes. However, soon local opposition to the ghoul threat emerged in an entity known as the Kingdom of Cain. The Kingdom of Cain was not a benevolent alternative however, and soon came to dominate the greater Detroit Area implementing a system of slavery and submission upon any settlements they discovered.

For years this hostile environment dwindled the population of survivors in the greater Detroit area. In 2085, this would begin to change. Until then a small presence in Detroit, the United States Fast Response Operations and Support Taskforce, abbreviated US-F.R.O.S.T., at the request of the United States remnant government, began sending patrols into Detroit clearing out thousands of ghouls and bombing densely ghoul-populated areas. With further orders from the United States command, this mission expanded to the complete eradication of the heavily irradiated population. Initially these order's were carried out sparingly, however after the Undying began raiding and brutally murdering members of US-FROST's high command, FROST began taking the command seriously and the population of ghouls rapidly dropped. As a response to the growing presence of FROST in the region, remnants of far left militant labor groups, led by Jack Russel began to re-organize into the People’s Liberation Front of America (PLFA). The PLFA initially was simply viewed as an alternative to FROST and the Kingdom of Cain and those affiliated with the organization tended to maintain a stance of armed neutrality in the region. However, seeing FROST’s gradual control over the region materializing, in 2090 members of the Red Vanguard of the PFLA initiated an ambush on a large convoy of weapons and vehicles entering the downtown area of Detroit and completely obliterated the force. The supplies had been intended as a last step in finally securing the city, and the setback for FROST cannot be understated. Several high ranking officials and experienced soldiers died in the raid. Now those crucial resources fell into the hands of the PFLA who seized the armaments and supplies and established a permanent presence in downtown Detroit. Since the mid 2090s this state of warfare slowed to a lull as both sides ran low on resources. As an effective stalemate came into effect, the Undying and Kingdom of Cain have began to make substantial moves to re-position themselves in the city. In 2098, fighting became so harmful to both FROST and the PFLA that talks of a ceasefire began and on New Years' Eve, that ceasefire began stating that neither side was to trespass upon settlements aligned with one another. While the ceasefire is set to expire in six months, there is no sure way of knowing that it will last nearly that long. The Great War may be over, but the facade that it would be the final war has long faded. With shifting conflicts between slavers, communists, warlords and US remnants, little in Detroit remains constant. Except War… War never changes.





FACTIONS

United States - F.R.O.S.T.

Short for the United States Fast Response Operations and Support Taskforce, U.S. F.R.O.S.T., FROST is composed of the remnants of the Michigan National Guard and Kent County Police Department. When the Nuclear War began the Michigan National Guard was immediately federalized and ordered to provide itself for use in fast response operations and support to maintain order in Michigan and evacuate civilians out of high risk target areas. In the aftermath of the fall, most of those assigned to provide support to the people of Michigan perished. However, several key officers in high command along with a few military detachments managed to survive and along with remnants of Kent County law enforcement. After re-establishing contact with the Federal government's remnants, known as the Enclave, US-FROST began the decades' long effort of restoring order in the Post-Apocalyptic landscape. After a further instance of brief contact with outside Enclave command in 2085 they were designated U.S. F.R.O.S.T. and given orders to do whatever was deemed 'necessary and expedient' to restore order in the Greater Detroit Area and, further, to eliminate all radioactive subjects (i.e. ghouls) in an effort to preserve the genetic viability of the human race. Finally, high ranking officials in US-FROST were informed that in a vault located below the city center of Detroit, there was a GECK which could be used to begin the revitalization of Michigan. However, when they arrived at the Vault it had already been opened and the GECK had clearly been looted from its place. Thus began the new mission of US military remnants in Detroit, restoring order, clearing out the genetically nonviable and finding the GECK.


People's Liberation Front of America

The People’s Liberation Front of America, led by Commissar Jack Russell is a large militant organization which has established its influence over several settlements in Detroit under the banner of the former American branch of the Industrial Workers of the World. Claiming distinct ideological separation from the Communists in China and the Soviet Union, the PLFA has proclaimed itself as the future for America and opposition towards FROST’s efforts in the city which they decry as a genocide against the irradiated. The PLFA was formed in 2089 when Jack Russell along with other armed militants convened at the Dearborn Rouge Factory. There, the different settlements came to an agreement that a united front would be needed to push back the forces of FROST and Jack Russell proclaimed that "The United States, Capitalism, The West - these are dead. They failed us during the Great War and they will fail us again if we dare trust them in the future." The PLFA has been in a state of constant warfare with US FROST since 2090 when members of an affiliate militia known as the Red Vanguard ambushed a large Army convoy to seize their firearms in an event that set back FROST’s mission years and sparked a prolonged conflict that has only paused recently with the New Years' Eve Ceasefire of 2098.


Affiliate Organizations of the PLFA

The Red Vanguard of the PLFA are a radical socialist militia within the movement led by Nicholas Schultz. The militia itself numbers over one hundred fighting members thus making it among the larger units of the PLFA. However, the militia’s proficiency in creating improvised explosive devices and experience with ambushes is what sets it apart from the others which rely more on defensive guerrilla warfare. The Red Vanguard is also structured in a far more authoritarian manner than the PLFA with Schultz serving as their Commissar.


The largest caucus of the PLFA, the Socialists argue for a more centralized form of cooperativism. The Socialist Caucus has a majority of support from PLFA high command and among higher ranking members of the PLFA throughout its span of control. Militias under Socialist control are small in size but of a decent quality and conscription based on age and health in settlements aligned with the Socialist caucus is commonplace thus allowing the small professional force to be bolstered with so-called 'auxiliaries'. The Socialist Caucus mobilizes at a moderate pace and communicates via HAM radio when coordinating on a rally point. The Leader of the Socialist Caucus is Jack Russel, also leader of the PLFA.


One of the larger caucuses, the Anarchists argue for decentralized worker cooperatives forming in the place of commerce. The Anarchist Caucus has a plurality of the support among the PLFA's lower ranks and several settlements have committed themselves to its mission. Militias under Anarchist control rapidly change in size as there is no compulsion to fight and all members are permitted to have firearms, however, the Anarchists are famous for forming Black Bloc militias that range into the hundreds when combined. However, the process of rallying the militiamen takes time and the quality of fighters is not uniform. Officers in militias are elected once the entire Black Bloc is assembled. The Anarchists have no leader and each settlement democratically votes on each action they take.


Considered Fringe by many other organizations within the PLFA, the Posadist Caucus of the PLFA argue for acceleration of the conflict between the PLFA and FROST to hasten the Global Revolution. Existing before the war as a tiny isolated movement, the Posadist Caucus of the PLFA now has several affiliate militias and is among the more inclusive organizations within the PLFA towards ghoulified individuals. Posadists believe that now that the Nuclear War has passed it is time for international revolution, and that if further damage need be done to attain that end, it ought to be. Posadists also differ from the PLFA mainstream which is based in American Socialism by finding its roots in the Trotskyist 4th international. Currently the Posadists are led by Ellen "Ellie" Contreras.


Kingdom of Cain

Consolidating the raider factions that once warred over the Industrial area of Detroit south of the Downtown area along the river and eventually pushing all rivals out of the region entirely, the Kingdom of Cain was established in 2081 when Cain (then known as Collin Williams) murdered his brother and rival gang leader Philip Williams and sentenced his brother's entire crew of raiders to death. After the incident Collin Williams was nicknamed ‘Cain’ after the Biblical figure in the story of Cain and Abel. Ever since he has used the name, taking it as a sign of his strength in a godless world. Modifying power armor to make it usable to raiders without any training experience, the Kingdom of Cain has come to dominate Southern Detroit and through its partnership with the Detroit Association, has created a slave trade that spans much of the city. Several settlements have been subjugated by the Kingdom of Cain and while it had faced setbacks with the rise of FROST and opposition from PLFA affiliated militias, eventually the Kingdom's enemies damaged one another to such an extent that the Kingdom could finally begin to once again spread its presence. Now present throughout most of Southern Detroit, the Kingdom of Cain is more powerful than ever.


Kingdom of Cain Sub-Factions

The Sons of Cain are a special force within the Kingdom of Cain that de jure is simply a elite force dedicated to protecting the Kingdom, but is in practice a group of enforcers whom are beholden to no one but Cain himself. Composed of the former members of Cain's old gang, the Brotherhood, the Sons are composed mostly of Cain's sychophants and fanatics who worship him above all else. When not in battle, they reside in the Temple of Cain, a skyscraper converted by Cain to be his personal palace. Loyal to Cain alone, the Sons maintain a special force of enforcers who destroy any within the Kingdom itself who dare trifle with Cain. They are decked out in the best Cain has to offer and are not be underestimated.


A gang subjugated by Cain's forces, the Blood Knights, known as "Cain's Hounds" are a brutal and savage raider group that acts as the Kingdom of Cain's vanguard force. Known to skin their foes, the Blood Knights are deployed before a full-on invasion by Cain's forces to "test the mettle" of a region and report the numbers of potential slaves in the area. They respect Cain, but that respect and loyalty is brought about by fear, which has earned them the nickname of Cain's Hounds. A truly savage force, the Blood Knights turn whatever they conquer into a blood-strewn mess. They are led by the Red Knight.


The Undying

Not much is known of the Undying. When settlements emerged after the fall, one of the first threats they faced were highly sophisticated raids at the hands of feral ghouls. While the ferals were not intelligent enough to wipe out most of these settlements, they placed a heavy burden upon them. However, soon a second wave of attacks began. This time at the hands of councious ghouls. Dozens of settlements were destroyed and hoards of ghouls were steered towards others by the intelligent among them. A reign of terror had began. For years settlements fell, one after another. It was only with the emergence of the Kingdom of Cain that the threat of the Undying was challenged, however, for a long time the two clashed. When FROST arrived in the region, the ghouls were decimated, and ever since the Undying have been a less present force. For many they are a nightmare consigned to the past. However, occasionally lone wanderers and small groups of people traversing the Detroit ruins disappear. Eerier yet - every few years, a small settlement will suddenly turn into a ghost town. All settlers having completely vanished, the only markers left are bloody hand-prints marked across the walls of the settlement and corridors of the city ruins nearby. The motives of the Undying are unknown, however, disappearances have become more frequent as the war between FROST and the PFLA have substantially weakened both factions.

In the aftermath of the Great War, the former Canadian provinces were left in just as great ruin as the rest of the United States. However, lower Ontario between Toronto and Detroit saw no major nuclear detonations, thus while hundreds of thousands died in the famines and nuclear winter that succeeded the nuclear war, a disproportionate number of people in the peninsula survived. The Order of St. Clair was founded as a merger between Canadian separatist militias which had been present in region and local law enforcement. Wishing to keep out the hordes of ghouls streaming out of Detroit and to eventually restore an independent Canada, the Order has tasked itself with keeping the Ghouls and factions of America west of the the St. Clair River.

A remnant of the Greaser gang culture that once proliferated throughout many working class communities in Detroit. The Shakers are a decentralized association of greaser gangs that persisted after the war. With high degrees of mechanical skill and familiarity with violence and drug trafficking before the war, in its aftermath, some gangs re-formed and began to operate portions of working class Detroit like backyard dictatorships. While they once were the main competition to the Kingdom of Cain, they have now been forced out of Southern and Downtown Detroit and operate primarily in the North.

The Detroit Association is a collection of gangs that exist in Detroit centered around the resurgent slave trade. Highly decentralized, the gangs involved in the trade round up ghouls and other innocent bystanders for the purpose of human trafficking. While there is not a single true ‘leader’ of all of these gangs, the market at which they hold mass sales of slaves takes place in a former Steel Mill known now as the ‘Rust Pit’. The man operating the marketplace, Enoch Gray, also operates one of the most influential of the gangs known as the ‘Marked of Cain’ due to their association with the Kingdom of Cain and is therefore is looked to in negotiations between the Association and other organizations. In reality, the entire Detroit Association only operates freely with Cain’s protection and the entire entity pays a tribute to the Kingdom every month.

Chevalier’s Fleet began as a single merchant ship and a crew of smugglers. Now, it is an enterprise that spans the St. Lawrence River and Great Lakes with a mission of hoarding as many resources as possible. Whether that be food, purified water, weapons or medical supplies, the lake based maritime raiders strike fast and with force. The crew’s leader and namesake Jean-Francois Chevalier who founded the crew in Quebec City, Canada plays a major role in the operations. After raiders in Quebec City destroyed the Fleet’s original headquarters in Quebec City, the Fleet has spread out across its several hideouts and outposts throughout the Great Lakes and St. Lawrence River areas from as far as St. Paul, Minnesota to St. Pierre et Miquelon island south of Newfoundland.

Named after the iconic Detroit Tigers National League Baseball Team which had seen a resurgent success in the years leading up to the Great War, the Detroit tigers are one of the few independent raider organizations still in operation in South Detroit. The Detroit Tigers gang activities mostly surround the firearms and explosives trade and their ability to resist the Kingdom of Cain is undoubtedly linked to their possession of high grade explosives, improvised incendiary devices, stockpiles of firearms and copious amounts of ammunition. The gang leader known as the General Manager is Louis Kriest.

A gang with over one hundred and fifty years of history in Detroit, the Purple Gang started as a majority Jewish gang in Detroit that began during the Prohibition Era. The gang famously created an underwater pipeline that pumped alcohol under the St. Clair river during their height. However the Gang was greatly weakened by the legalization of alcohol in the nineteen thirties. With several arrests in the forties and fifties, it seemed that all was lost and the gang would fade from relevance. However, with an increasing demand for new drugs such as Cocaine, Buffout and Marijuana a transition began and soon the Purple Gang, which had expanded its membership to Eastern Europeans, was seeing a revival. This rise continued well into the Resource Wars and newer drugs such as Rebound, and later still, Psycho emerged on the scene. The Purple Gang soon found itself a criminal empire which had contacts around the world. When the bombs fell, most of the Purple Gang, like anyone else in Detroit, was vaporized. However, the gang endures and has specialized in the chem trade though it also is known for its renewed distillation of alcohol.


Operating in the outskirts of Detroit, the Merrymen are a small gang of highwaymen who lurk in the outskirts of Detroit. They stay hidden amidst the shadows and armed to the teeth. Suddenly when a caravan is approaching a chokepoint the balaclava clad men spring out surrounding it with revolvers shotguns and military grade machine guns. A sole sniper makes it clear that he is present by firing near the caravan and their leader, only known as the Man in Grey as he is the sole man in the gang who wears a grey cape and hat. Not too much is known about the gang, however, they are a constant threat to those entering and leaving the city and will often set up 'tolls' along roads to collect additional money.

PLFA: The only viable option for bringing peace and well-being for the people of the city. Where the prewar government failed, the PLFA could lead the people without repeating the mistakes of the past. While she wishes the PLFA could find more unity in the center, she recognizes the value of differing opinions. She is herself closely aligned with the Socialist Caucus and Jack Russel.

Kingdom of Cain: A prime example of how much a breeding ground for evil this wasteland is. While it claims to uphold stability and security for its people, Lynda is well aware of its brutality and engagement with the slave trade. It deserves to be wiped out, and she hopes to be on the frontlines when it is.

The Undying: Lynda has studied many of the traces of The Undying left behind for the PLFA scavenging teams to search for. If the truce with F.R.O.S.T is to be of any value, it could be useful to combine the forces and reconnaissance capacity of it and the PLFA to rid the Detroit wasteland of this pest.

  • THIS CHARMING MAN. Isaak has a way with words. Give him enough time, and he'll most likely be able to persuade you to give him the clothes on your back and even thank him for the honour of doing business with him. His charm is something he uses to great effect in his day job: luring people in with a smile before hitting them in the head with the blunt end of his laser pistol to knock them unconscious and, voila, new captive, just like that. It's much cleaner this way, really.
  • WICKED CULTURED. Where else can you see a slaver's gang named after a painting by Rembrandt? Isaak has developed somewhat of a reputation for being one to enjoy the finer things of life, though he certainly doesn't show it, with how he talks often belying the way he could cite a passage from Milton. Only his associates know this about him, but those that do know often are the first to go to him if they want something to mark a special occasion. He often has a stash of premium quality vintage in his gang's hideout—and although this is something he usually keeps for himself, he can definitely part with a bottle or two for a pretty coin.
  • THE GUNSLINGER. Isaak has rather good vision and he's an excellent shot. From teaching himself how to hunt and shoot at a young age to eventually honing his skills to a more murderous bent when he joined in with the gangs, he's a cracking good shot that often finds his mark more than not. He doesn't make much use of his skill now, not when he's the leader of his own gang and he's got people doing his own security for him, but it is something to fall back on should he ever find himself in a tough spot.
  • ENCYCLOPAEDIC KNOWLEDGE. Isaak's an intelligent guy, very intelligent. Give him a book and he can probably recite its contents to you with enough time—or so he boasts. His real skill probably doesn't amount to that much, but he does have a good memory and, coupled with his intelligence, it often makes him look as if he knows every damn thing there is to know, from gun specifications to reciting capitals of the old world (courtesy of the old almanacs he has a habit of collecting) to random historical facts that don't really matter. Isaak often has a little bit to say about most everything.
Weaknesses:
  • FRAGILE. HANDLE WITH CARE. Isaak suffers from a mild form of haemophilia, making him easily susceptible to bruises and bleeding. Although he thanks his lucky stars that it isn't the severe form that he's diagnosed with, the condition still makes life rather difficult for him. He's risk-averse and prefers less violent means of achieving his ends. This isn't because of any hang-up over morality; it's because of self-preservation. No matter how good he is with a gun, a long drawn-out gunfight still heightens the risk of him finding himself bleeding out, so he likes to ramp up the charm and take what he wants using that route instead.
  • LOOSE MORALS. Isaak has absolutely no scruples regarding what can and cannot be done. He has no memories from before the world turned to shit, and so this wasteland was all he's ever really known. Such an environment instilled in him a quasi-nihilistic dog-eat-dog worldview. The world is chaotic, and you can either die on your knees or you can be the one holding the gun to that kneeler's head. Isaak very much likes how his life is going, thank you very much, and he's not above doing anything
  • ALCOHOLICS ANONYMOUS. Isaak can never say no to a chat over a glass of whiskey... or two... or three. That being said, he's probably not saying yes to that chat at all. Whatever you and he discuss is secondary to feeling buzzed, a kind of high that he regards as safe to pursue, especially when he could be addicted to more dangerous substances such as mentats or psycho or whatever kind of shit the other gangs are peddling now. Alcohol is, perhaps, the only thing Isaak can never say no to.

Calvin was born in 2052. When he was 21 he obtained a job as a junior producer and receptionist with Robco Radio. Here he learned about hosting, customer service, and production in radio. In 2076 he applied to Vault Tec as a voice actor and had his voice included in some of the automated systems in some of the vaults. When the war occurred he was supposed to have a spot in a vault in downtown Detroit and made it to the vault in time. However, the all clear signal went off earlier than expected. After 5 years the doors opened and many of the inhabitants left to resettle the city. Calvin became a private investigator for the next 15 years. He worked with Gangs mostly to figure out who was planning what. When the gangs came to start enslaving people these connections helped keep him safe. After 15 years Calvin settled in an abandoned two story building with a run down casino on the main floor and a broken radio studio on the second floor. He has spent the last 2 years getting the building in better condition, and got the second floor broadcasting, using leftover materials from abandoned radio stations, vaults, and other locations.

Bio Born in 2071, when Ellen "Ellie" Contreras was only six years old, the bombs fell and her family was forced into a small, rudimentary bunker set up by her survivalist father. For years, the Contreas family lived in the bunker. Desperate to make light of their situation, her devoted communist parents clung to the fringe Posadist theory, claiming that the nuclear was, in-fact a boon for destroying the Old World. Raised in such conditions led to Ellen accepting what was happening as entirely natural, and found herself surprisingly calm in the bunker - even looking forward to going outside to see what the apocalypse had done.

Only a few years later, the food supplies in the bunker had been entirely depleted. Her father was forced to leave the bunker to gather food and other such supplies for a extended stay. The minimal protection provided by the makeshift hazmat suits in the bunker were woefully useless in protecting the family from the radiation every time the bunker was opened. Luck would have it that Ellen and her parents were not noticeably affected by the radiation until two years after, in which she awoke to witnessing her mother's skin falling off. With food sources waning, the Contreras family left the bunker which they had lived in for years.

Upon settling down in a small settlement Ellen, to her own surprise found herself barely managing to avoid the fate of her parents - her father soon came down with the same strange skin condition her mother had, and as their skin fell off, they began losing their minds to the mutation. Ellen's father struggled to finish his teachings to his daughter until he finally succumbed to ghouldom, becoming a feral ghoul. Ellen's father and mother were put down by the other survivors, and Ellen was taken in by another family who had befriended the Contreras family, having luckily managed to the fate of ghouldom, her mind, however was not left unscathed, and Ellen was left with deeply warped views.

A decade later, Ellen Contreras left her new home to join the new PLFA, helping create a small militia of like-minded communists. A resourceful and creative militant, Ellen was elected leader of the Posadist Caucus after only a few years of fighting for it. An otherwise small faction within the PLFA, the Posadist Caucas begun allowing Ghouls to join, swelling it's ranks. Shortly after her election as leader, the PLFA declared war on FROST. Contreras led the Posadist Caucus to combat US FROST and attempted to gather more converts for the Posadist cause, attempting to liberate slaves from the Kingdom of Cain or the Association for manpower. The Caucus under her leadership relies of defensive guerilla warfare to protect it's territory.

Bio Eldrid's first memory was that of a Ghoul's face, her expression trying to be kind as possible even as he cried. He remembered being raised by that Ghoul in an out-of-the-way settlement, and taught the history of the world as she saw it - His adoptive mother had been a schoolteacher. From her, he learned about what America once was and what it was now not, of other nations in the distant past that existed alongside America. From old volumes of the Encyclopedia Britannica kept in their house as a precious treasure, Eldrid expanded his horizons, but was careful not to let it veil the nature of the now.

The now was filled with him helping his adoptive mother hunt; despite being sickly and frail, Eldrid had keen eyes that made him good at shooting down animals from afar, from Radstags to Yao Guai. And so he grew up, happy and well-fed and unusually educated. Then came the Detroit Association, whose gangs descended on their settlement, warcries on their lips as they smiled at the 'haul' of slaves whom they were going to take. It was his eighteeneth birthday then, and Eldrid was more than old enough to help resist, shooting slavers in the eye as they rampaged through their town. He shot and shot and shot, slowly whittling down their numbers until they routed... Only to find his victory phyrric as his hometown's defenders were whittled down to a mere four.

His adoptive mother survived along with her books, but it was clear that they had to part as Eldrid would not leave Detroit alone. The Association and the Kingdom of Cain that they served will have to pay, pay for their crimes against the people of the land. And he will be the one to exact such payment.

Bio

Born on January 28, 2074, to Corporal Charles and Norine Graham. Charles had just come home from Anchorage and was ready to start a new life with his fiance which he married the very next week he came back. Mitchell was raised in the city of Warren and only two when the great war began. Charles had paid for a shelter to be built in their backyard and his money was well rewarded as they hid in the shelter for twelve days. When the radiation had subsided to a safe level they walked into a nation on its knees. On October 30th an APC showed outside the Graham residence and Charles' CO knocked on the door.

Charles was being reactivated as part of FROST. He would be promoted to Sergeant First Class and assigned a base in Detroit. The CO told Charles' that his family was allowed to reside on base. However, on route to Detroit, the convoy was ambushed by anarchists and Norine killed trying to drag a soldier out from the open. Charles' was enraged and personally executed the leader of the ambush. Once they reached Detriot Charles' was forced to make a choice. He was far too busy to properly take care of Mitchell and so left him to the care of the base's Political Officer.

The political officer, by the name of Ben Curtis, ingrained within the young, impressionable mind of Mitchell the values of the united states and it's glories. He was thought of their victory at Iwo Jima. The liberation of Germany. The evils of communism. How the United States was clearly superior to all nations and therefore deserved to rule this new world. This created a fanatical mind that even the Political officer, a man whose job was to inspire fanatism in his soldiers, was a bit concerned. To make good use of this energy the Political officer enroll him in base security. His father was enraged that his son, only 14, was being put in the line of fire. However, while filling out a form requesting for Mitchell's immediate discharge from service he stepped outside to have a smoke and a loud crack filled the night.

Charles' was dead. He was carried back to his residence by a convoy of soldiers and on the road to Warren next to his wife. Mitchell was told it was a communist sniper and the policial officer wasn't wrong. The communist cells had been operating in the area more and more often. This only fueled the hatred for traitors towards the American people. If they would not submit to rightful American authority then they were not fit to be on American land.

He joined the task forces as an initiate when he was 16. His role was as a scout and ammo carrier but participated in many battles to subdue to the savages of Detriot. He learned to move fast when under fire and marksmanship from hunts against the foes of America. The political officer was killed in action while leading a civilian evacuation from the wrong side of the Windsor tunnel. In retaliation, FROST launched a raid which Mitchell insisted in joining the raid. The raid was mostly a failure suffering heavy losses only gaining some equipment.

He will make the traitors pay for the suffering they have wrought on the United States. He will be one of many that will once more wave the American flag without danger and sing the anthem of the people without knowing that it is the anthem of a nation that is nothing more. He will make sure, by himself if needed, that the United States returns and is once more in their rightful place in the world as the shining beacon of freedom.

Bio: Jimmy has been everywhere, and that's a fact. He was born in what remained of Baton Rouge, and from a young age every knew he was both the most charming boy in town, and up to no good. He fought anything that would let him (and lost,) stole, tricked and conned throughout his childhood. His mother used to always say, "Lord please save my wicked son," but sadly the Lord never seemed to look down upon her with pity and allowed Jimmy to continue on with his wicked ways. He had few friends, but didn't care, and was simply happy to just make his way on his own as a grifter and thief. He was however always attracted to danger and excitement, and knew that he would once he was old enough take his father old repeater rifle, and head west to become a gunslinger. He loved the old cowboy novels and stories, and dreamed of being one himself.

And he got his wish, when he was 15 years old and got into a fight with two drunks from up north. It had been three years since the bombs fell, three years of bitter cold and terrible winds. Everyone was angry all the time, and he could still remember all of his neighbors dying, throwing up from the radiation while they shriveled from the cold. So he was mad, and comfortable with violence to keep himself alive. He had that very day used the money he had conned and stole from others in town, and bought an old revolver from a man living down by the river. When the two drunk accosted and pushed Jimmy around, he saw his chance to get that danger and excitement he oh so loved. After a brief fight, he pulled his fancy new gun, and shot them both dead there in the street, laughing all the while. But of course, you cant murder, and for his trouble the militia came to take him away, but he was already gone. Taking his fathers rifle as he had always planned and their old rad horse from the stable, he had fled west to Texas.

There, he found work as a courier, until a war broke out between factions in San Antonio, where he was living, and Dallas. Excited, he joined the military, becoming a member of a volunteer company and marching to Dallas for war. Sadly however, San Antonio was defeated, but the company Jimmy was a part of refused to stop the fight. They became marauders and raiders, attacking outlying ranches and farms controlled by Dallas, and ambushing militia patrols and trade caravans. This kept up for two years, before Dallas got tired of their actions, and in a swift attack killed most of Jimmy's gang, and ran the rest of them further west. They traveled for some time, doing work in El Paso, Santa Fe, Albuquerque, Phoenix and finally on into New Vegas. There, they signed on as mercenary's for a tribe near the Strip, fighting that conflict for them while they all vied for control of the city. Most of his gang of outlaws was killed in the fighting, leaving only Jimmy and three others of the original ten survivors. They all had made a life in the Mojave, and settled down in the desert, but Jimmy couldn't. He was a wanderer, and a mercenary, and a gunslinger, and so he bid them all farewell and traveled north.

He wandered through the tribes of Zion, met the traders of New Canaan, fought gangs in Idaho, and worked the ranches in Wyoming. He hated Wyoming. Dont ask him about Wyoming. Over time, he worked up a bit of a reputation for drunken violence, and so was force once again to leave, and began to travel east, where he had been travelling west for his whole life. In time he came to Iowa, where he worked as a caravan guard, travelling back and forth to the Dakota's where the Indians lived. It was long, cold and bitter work, but it payed. Travelling all the time, he heard many rumors, and growing tired of the caravan lifestyle, he latched onto one about fighting in old Motor City. US remnants were trying to settle the city, and clear it of its violent and irradiated occupants. To him, that was work he could do, and so he quit his job as a guard and traveled further east, to Detroit, to work as a mercenary once again to help control a lawless land.

Silver tounge - Charlie's had a knack for talking his way out of things ever since stepping foot on the rig weather it be convincing the chef to give him extra rations or explaining to a tribal chief exactly why it is in their favour not to execute Charlie he can do it.

Resourceful - Thanks to some advanced training aboard the rig with the engineering division Charlie managed to pick up a few titbits on how to repair and assemble a number of basic mechanical devices and traps out of scrap.

Master of deception - From magic tricks to pickpocketing to lockpicking Charlie can do it. His talent for dexterity allows him to trick any non-robotic lifeform.

Bio: If luck was currency than Charlie most likely spent it all during the first 5 year of his life. Charlie was born in the year 2068 in the city of San Francisco , years before the bomb dropped it was admittedly not the greatest time to raise a child with the rapidly decreasing resource, growing government control and the threat of looming war yet Charlie's parents were unaware of all of that, they were the working folk of America who had been indoctrinated by the American propaganda machine and as a result believed that their child was about to be born into a world in which the American flag would proudly fly over every city.

yet as time moved foreword and the American government failed to mask the increasingly fragile state of the world Charlie's parents realised the world that their son was growing up in when 2075 rolled around they grew desperate entering into a multitude of Vault lotteries and spending life savings on personnel shelters yet Charlie's farther was growing more and more obsessed with finding a concrete solution. In the early days of 2076 Charlie's farther (who was working aboard Poseidon oil tanker at the time) noticed that an extremely large amount of military resources was being allocated to the Pacific Poseidon oil rig, he eventually managed to get chatting with a few folks who were about the be shipped over to the rig and through the use of excessive alcohol he managed to coax the truth out of them: the rig was to be used as a base of operations for a governmental organisation who's soul purpose was to protect and restore America after the imminent Nuclear conflict, they were called 'The Enclave'.

Charlie's farther and the rest of the crew working on the oil tanker had one last run to the Poseidon oil rig, to deliver the last batch of supplies to the rig and deliver the last shipment of oil that would ever reach American soil. Fortunately for Charlie his farther had managed to make a few friends among the rig personnel back in San Francisco who had agreed to help smuggle Charlie aboard the rig and try and help him to find a place within the Enclave. It was 2077 when Charlie was delivered to the rig, from it he saw San Francisco go up in flames.

Initially there was shock among the higher ups at the introduction of a new child to the carefully cultivated environment that the Enclave sought to foster on the oil rig yet a number of officials aboard the rig when looking out upon the burning coast simply couldn't handle watching the apocalypse and as a result the Enclave were having a few initial manpower shortages that they were eager to fill. When the Enclave leadership begrudgingly allowed for Charlie's continued existence aboard the rig they handed him into the care of Corporal Adam Withers, a proud and hard nosed member of the Rig's security and despite his best intentions he'd never been able to settle down with a woman and raise a son who could carry on his legacy so he practically jumped at the chance to care for Charlie

Corporal Withers ensured that Charlie learnt America's proud history which was a subject in which Charlie excelled in, he actively indulged in learning about America's proud history and how if it weren't for the underhanded tactics of the Chinese, America would have quite easily moved onwards to bring the rest of the globe beneath it's wing. This installed within Charlie the same fanatic patriotism present within all members of the Enclave however in the Enclave's military cadet training program Charlie did not fare all that well, his frail figure lead to him becoming one of the least capable cadets in his group oddly enough Charlie was not picked on for this as was so common in Enclave cadet groups for through his uncanny skill for persuasion he was able to turn the kids of his cadet group against less persuasive targets. For all his charisma he was however unable to talk his way out of the wrath of Corporal Withers who , with every failed test from the cadet program, would slash Charlie's rations by half. This lead to Charlie learning how to perform a number of slight-of-hand techniques in order to steal away some extra rations.

These acts of deception eventually caught the attention of George Koylis, director of the newly formed Secret service, who was looking for new recruits to become the first of his intelligence network and Charlie seemed to appear the perfect candidate for it. Director Koylis took Charlie out of the cadet program and brought him under his wing further training in the art of deception and deceit, he gave Charlie some field training by sending him to spy on his political rivals in order to dig up dirt upon them and effectively ruin their reputation which Charlie excelled at.

By his 20s Charlie was being sent out onto the mainland itself in order to prevent any potential resistance to the Enclave from forming and upon turning 30 with director Koylis in poor health it seemed as if Charlie was about to become the director of the Enclave Secret service yet something happened that he could never of expected, he was politically outmanoeuvred. Throughout his career in the Enclave he managed to make a lot of enemies who when the opportunity presented itself to send Charlie off to F.R.O.S.T they practically jumped at the chance. And so Charlie was sent alongside the military equipment to Detroit yet his fortune grew even worse when the convoy was ambushed by the PLFA forcing Charlie to retreat into the ruins of Detroit, with no way to get to F.R.O.S.T through PLFA he did what he did best, he performed his duties as agent of the Enclave and managed to integrate himself into the Red Vanguard of the PLFA and is by now attempting to covertly spread the ideals of the Enclave through the PLFA.

Born on January 28, 2074, to Corporal Charles and Norine Graham. Charles had just come home from Anchorage and was ready to start a new life with his fiance which he married the very next week he came back. Mitchell was raised in the city of Warren and only two when the great war began. Charles had paid for a shelter to be built in their backyard and his money was well rewarded as they hid in the shelter for twelve days. When the radiation had subsided to a safe level they walked into a nation on its knees. On October 30th an APC showed outside the Graham residence and Charles' CO knocked on the door.

Charles was being reactivated as part of FROST. He would be promoted to Sergeant First Class and assigned a base in Detroit. The CO told Charles' that his family was allowed to reside on base. However, on route to Detroit, the convoy was ambushed by anarchists and Norine killed trying to drag a soldier out from the open. Charles' was enraged and personally executed the leader of the ambush. Once they reached Detriot Charles' was forced to make a choice. He was far too busy to properly take care of Mitchell and so left him to the care of the base's Political Officer.

The political officer, by the name of Ben Curtis, ingrained within the young, impressionable mind of Mitchell the values of the united states and it's glories. He was thought of their victory at Iwo Jima. The liberation of Germany. The evils of communism. How the United States was clearly superior to all nations and therefore deserved to rule this new world. This created a fanatical mind that even the Political officer, a man whose job was to inspire fanatism in his soldiers, was a bit concerned. To make good use of this energy the Political officer enroll him in base security. His father was enraged that his son, only 14, was being put in the line of fire. However, while filling out a form requesting for Mitchell's immediate discharge from service he stepped outside to have a smoke and a loud crack filled the night.

Charles' was dead. He was carried back to his residence by a convoy of soldiers and on the road to Warren next to his wife. Mitchell was told it was a communist sniper and the policial officer wasn't wrong. The communist cells had been operating in the area more and more often. This only fueled the hatred for traitors towards the American people. If they would not submit to rightful American authority then they were not fit to be on American land.

He joined the task forces as an initiate when he was 16. His role was as a scout and ammo carrier but participated in many battles to subdue to the savages of Detriot. He learned to move fast when under fire and marksmanship from hunts against the foes of America. The political officer was killed in action while leading a civilian evacuation from the wrong side of the Windsor tunnel. In retaliation, FROST launched a raid which Mitchell insisted in joining the raid. The raid was mostly a failure suffering heavy losses only gaining some equipment.

He will make the traitors pay for the suffering they have wrought on the United States. He will be one of many that will once more wave the American flag without danger and sing the anthem of the people without knowing that it is the anthem of a nation that is nothing more. He will make sure, by himself if needed, that the United States returns and is once more in their rightful place in the world as the shining beacon of freedom.

This app looks great and I will gladly accept it. However, first it is crucial that I point out that the year is 2099 and the NCR was founded in 2189. In addition, your character was twelve when the nuclear war occurred. I think it would be interesting to see the war's impact on your character's life. So, consider this a half-acceptance. Once you square away those issues you are in.

Silver tounge - Charlie's had a knack for talking his way out of things ever since stepping foot on the rig weather it be convincing the chef to give him extra rations or explaining to a tribal chief exactly why it is in their favour not to execute Charlie he can do it.

Resourceful - Thanks to some advanced training aboard the rig with the engineering division Charlie managed to pick up a few titbits on how to repair and assemble a number of basic mechanical devices and traps out of scrap.

Master of deception - From magic tricks to pickpocketing to lockpicking Charlie can do it. His talent for dexterity allows him to trick any non-robotic lifeform.

Investigative tendencies - Charlie's skill for perception allows him to pick up and link together clues and details with relative ease which makes him all but perfect for performing an investigation.

Bio: If luck was currency than Charlie most likely spent it all during the first 5 year of his life. Charlie was born in the year 2068 in the city of San Francisco , years before the bomb dropped it was admittedly not the greatest time to raise a child with the rapidly decreasing resource, growing government control and the threat of looming war yet Charlie's parents were unaware of all of that, they were the working folk of America who had been indoctrinated by the American propaganda machine and as a result believed that their child was about to be born into a world in which the American flag would proudly fly over every city.

yet as time moved foreword and the American government failed to mask the increasingly fragile state of the world Charlie's parents realised the world that their son was growing up in when 2075 rolled around they grew desperate entering into a multitude of Vault lotteries and spending life savings on personnel shelters yet Charlie's farther was growing more and more obsessed with finding a concrete solution. In the early days of 2076 Charlie's farther (who was working aboard Poseidon oil tanker at the time) noticed that an extremely large amount of military resources was being allocated to the Pacific Poseidon oil rig, he eventually managed to get chatting with a few folks who were about the be shipped over to the rig and through the use of excessive alcohol he managed to coax the truth out of them: the rig was to be used as a base of operations for a governmental organisation who's soul purpose was to protect and restore America after the imminent Nuclear conflict, they were called 'The Enclave'.

Charlie's farther and the rest of the crew working on the oil tanker had one last run to the Poseidon oil rig, to deliver the last batch of supplies to the rig and deliver the last shipment of oil that would ever reach American soil. Fortunately for Charlie his farther had managed to make a few friends among the rig personnel back in San Francisco who had agreed to help smuggle Charlie aboard the rig and try and help him to find a place within the Enclave. It was 2077 when Charlie was delivered to the rig, from it he saw San Francisco go up in flames.

Initially there was shock among the higher ups at the introduction of a new child to the carefully cultivated environment that the Enclave sought to foster on the oil rig yet a number of officials aboard the rig when looking out upon the burning coast simply couldn't handle watching the apocalypse and as a result the Enclave were having a few initial manpower shortages that they were eager to fill. When the Enclave leadership begrudgingly allowed for Charlie's continued existence aboard the rig they handed him into the care of Corporal Adam Withers, a proud and hard nosed member of the Rig's security and despite his best intentions he'd never been able to settle down with a woman and raise a son who could carry on his legacy so he practically jumped at the chance to care for Charlie

Corporal Withers ensured that Charlie learnt America's proud history which was a subject in which Charlie excelled in, he actively indulged in learning about America's proud history and how if it weren't for the underhanded tactics of the Chinese, America would have quite easily moved onwards to bring the rest of the globe beneath it's wing. This installed within Charlie the same fanatic patriotism present within all members of the Enclave however in the Enclave's military cadet training program Charlie did not fare all that well, his frail figure lead to him becoming one of the least capable cadets in his group oddly enough Charlie was not picked on for this as was so common in Enclave cadet groups for through his uncanny skill for persuasion he was able to turn the kids of his cadet group against less persuasive targets. For all his charisma he was however unable to talk his way out of the wrath of Corporal Withers who , with every failed test from the cadet program, would slash Charlie's rations by half. This lead to Charlie learning how to perform a number of slight-of-hand techniques in order to steal away some extra rations.

These acts of deception eventually caught the attention of George Koylis, director of the newly formed Secret service, who was looking for new recruits to become the first of his intelligence network and Charlie seemed to appear the perfect candidate for it. Director Koylis took Charlie out of the cadet program and brought him under his wing further training in the art of deception and deceit, he gave Charlie some field training by sending him to spy on his political rivals in order to dig up dirt upon them and effectively ruin their reputation which Charlie excelled at.

By his 20s Charlie was being sent out onto the mainland itself in order to prevent any potential resistance to the Enclave from forming and upon turning 30 with director Koylis in poor health it seemed as if Charlie was about to become the director of the Enclave Secret service yet something happened that he could never of expected, he was politically outmanoeuvred. Throughout his career in the Enclave he managed to make a lot of enemies who when the opportunity presented itself to send Charlie off to F.R.O.S.T they practically jumped at the chance. And so Charlie was sent alongside the military equipment to Detroit yet his fortune grew even worse when the convoy was ambushed by the PLFA forcing Charlie to retreat into the ruins of Detroit, with no way to get to F.R.O.S.T through PLFA he did what he did best, he performed his duties as agent of the Enclave and managed to integrate himself into the Red Vanguard of the PLFA and is by now attempting to covertly spread the ideals of the Enclave through the PLFA.

Being a mole inside the PLFA is an interesting concept which I am willing to give a green light to. I definitely am happy to accept the idea that a deployment to Detroit would be one of the worse assignments available in the Enclave Secret Service.
