Well, it depends by what you mean when you say that. We are operating based on canon lore with the addition of 'A Heart of Rust' lore. Insofar as the Enclave are concerned, Fallout lore takes precedent. So as long as what you say doesn't contradict the lore, you have relatively free reign, ofc understanding that the Enclave are rarely in contact with F.R.O.S.T.

I am not opposed to the concept behind your character. However, rather than a complicated plot involving him being in Vegas and using the same securitrons that in the Canon are limited to New Vegas. Lore-wise it makes more sense if he was a RobCo. employee (perhaps an innovator with the company in Detroit) and made his own modified robots, sort of like a Mechanist character. Thus I Approve of the concept. Once the bio is modified for the purpose of realism you will be good to go and I will accept your app. If you would like to appeal this decision send me a TG and I would gladly hear you out.

Yes, there will be ongoing narratives for characters to bump into each other over but in general it will be open world within set boundaries. Like I don't want people off in Seattle or Miami. Heck I don't want them in Toledo and that isn't far at all. I will try to keep the narrative in Detroit interesting so that we can have as many Player Character interactions as is reasonable.
