History:
Black Legion-The first recorded military engagement of a Citadel Client Species against the Black Legion occurred rather unremarkably on 2161 around the Turian Gas Giant of Xerceo. While the Hierarchy had always had a small military presence within the Terminus, constant raids by pirates and mercenary bands had made further colonization in the region politically unpopular. The raid by the Black Legion on the various installations that dotted the area were rather sporadic, focused mostly on securing resources and weaponry rather than prolonging the raid any further. While the local garrison pursued them for several relays, deeper incursions was called off and soon forgotten. Only a few corvettes, credits, and small arms were stolen, no reason to pursue this further. While the presence of a Turian in highly ritualistic armor from a bygone era was incredibly odd, this whole sector of the galaxy was not a stranger to these type of oddities.

This initial excursion into the Thal System and its success would radically alter the course of the galaxy for decades to come. Much of the Black Legion's history remains shrouded in extremist fervor and mythological tales; much of the pseudo tribal dogma that surrounds a combination of pre space-faring Pavalen religions and Terminus superstitions. Investigations on the Order before the Xerceo Raid are currently ongoing, but the various works of the Ecclesiarch at least provide a glimpse into their history, despite its obvious bias. The Order of the Black Legion was said to be founded in 2145 by the Imperator, another anachronism from Pavalen, in order to prepare for a cataclysmic event that will soon descend throughout the Galaxy. Much of the their holy works speak of the Turian as more akin to a demigod or a savior, often revering him as a sort of deity to be admonished. How he secured such a large array of funding and initial group of loyal followers is currently unknown with many speculations his origin as a former mercenary, the son of an Old Aristocratic Family, to a destabilizing asset created by the Turian Hierarchy to advance their interests.

Whatever the case maybe, the Order burst onto to the scene with numerous highly coordinated and devastating strikes against numerous colonies throughout the Terminus. The initial strikes served as resource gathering but overtime the attacks became more akin to conquests and invasions; these various invasions became known as the Submission Wars the 2160s. No colony and no race was safe with massive displacements of refugees becoming the ire of Omega and Ilium; while lawlessness wasn't uncommon in the Terminus, the sheer scale and rapid growth of the group can not be understated. Often forced conscription and heavy use of re-education were used to indoctrinate the various captors into one of abject submission, often becoming the next vanguard of a newly created legion or a passive citizen of the state. One of the key tenets of their religion is the dangers of degeneracy and opulence, how the focus of a singular unit into the greater good of the whole is favorable than rampant individualism. Many elements of the Hierarchies meritocratic policies can be seen in regards to structure, with it not being too uncommon for once slaves of the Order to rise to the rank of Centurion. One of the greatest oddities of this organization is its acceptance of all into their order, with special mention to their Concordance which mentions the need to accept all creeds as members of the galaxy. Xenobiological differences are heavily down played in favor of a more egalitarian stance.

Unsurprisingly with the rapid growth of the Order, a massive decline of colonist expeditions from Citadel Space occurred. That is not to say that the colonies left are suffering of stagnation. Indeed it is the opposite, for the settlements that survived are now guaranteed safe and ease of travel, allowing for merchants to worry much less about the odd pirate raid or Batarian Slavers. Within Legion controlled space there is still heavy restrictions on personal expression and belief, with the state controlled religion often acting as moral inquisitors for the suspicious populace. While the Imperator is the divine appointed leader of the whole nation, many of its various functions are often carried out by his Four Disciples and the Centuriate Assembly. The Four Disciples, each highly gifted biotics, retain significant control over one facet of the society, while the Assembly handles issues of day to day operations. This morphing of the Legion from a paramilitary force to a quasi state has still been wrought with challenges and hurdles, as the various bureaucrats that rise through the rank have great difficulty navigating through the dogma and military focused manners of the State. Often regional governors retain significant control over their individual states, and the system is highly abused.

After rapid expansion in the 2160s, the organization shifted priorities as the Imperator turned his attention to Heshtok. Bringing his golden fleet to the world, he didn't seek to conquer them but rather uplift them. For this actions he was rewarded with a client race that revered him more than even his most loyal of soldiers and earning the title of the Great Uplifter in one of their native tongues.

Omega- As the Black Legion turned its attention from the Vorcha to the rest of the galaxy, it would be only a matter of time that the forces of Omega met them on the battlefield. Aria had let them have their fun, but now as they moved into securing the colonies of the Omega Nebula, they were trespassing into her territory. It would of been all out war between the two organizations if neither stood down, yet other events transpired that changed the course of history forever. A group believed to be identified as a Citadel Black Operations Team tried to assassinate her only to fail and engage in a protracted gun fight within her Afterlife Club. Once the dust settled and the bodies of the various Asari identified, the attention of Omega turned from the Terminus to the Citadel.

In a show of strength, Aria declared herself Queen of the station and united the various mercenaries into a quasi paramilitary force loyal to her. Next, she dealt with the enemy at the gate and met with the Imperator for several days. What the specifics were for this engagement is currently unknown yet by the time the conclusions ended, the Imperator bent the knee. The combined strength of the Terminus lay at her fingers and within any moment, she may bring the full force of the Terminus against any enemy that wishes to oppose her.

Citadel of the Terminus - A Rallying call for the Terminus Systems, Omega is everything the Citadel is not. The Citadel is pristine and sleek. Omega is dirty and non-symmetrical. Because of this, it still is a crime-ridden hell hole. However, this crime ridden hellhole attracts the best mercenaries and soldiers around. Omega's Marines and Infantry cost 50% less and are produced 25% faster. Additionally a single Militia unit with Low Quality Weapons is produced on the station every month.

Mines of Omega - Omega was built on an Eezo Rich asteroid and the station's initial wealth came from these mines. While other sources have surpassed these the wealth of Omega's Eezo cannot be discounted, as it still supplies the Terminus with the majority of its Eezo. Mines and Major Mines built on Omega have a +5 and a +15 credit bonus respectively.

Cons:
Pirate and Smuggler's Den - While smuggling and piracy were once mainstays of Omega's economy, they now seem to have finally become a drain on it. Upgrades to all ground units cost 50% more (based on original costs)

Lawless Environment: Omega is a great place for those seeking the illicit- less useful for legitimate enterprises due to intellectual property theft and protection fees. Industrial Districts and Urban Areas produce 25% less Credits.

Military state of readiness: The Free Republic deliberately retains a small military. Its founding Colonial Charter forbids the Republic from maintaining an offensive army, and its forces are mainly used for anti-piracy and deterring the bolder Terminus factions. Otherwise it maintains a studious neutrality and acts as a disarmed buffer between the Terminus and Citadel Space.

History:

The end of the Krogan Rebellions marked a conclusion to almost 800 years of constant warfare which had changed Citadel Space. The economic, social, and political mobilization required to sustain the conflict had been immense and resulted in not only economic shifts – the rise of the state-integrated monopoly corporation, the increasing union of the public and private sectors, the dramatic expansion in government security forces and militarization, and the increasing authoritarianism of the Council itself in its social interventions – but cultural shifts as well, most notably in Asari society. Although in many ways the Republics maintained their free-wheeling and democratic character, the long periods of war led to increased cultural conservatism, overt religiosity, focus on social consensus, and reverence for an old aristocracy which exerted profound social influence and framed debates around the direct democracy. These values were the result of, and necessary for, the centuries-long war effort.

Nevertheless, the peace afterwards made them harder to uphold. The end of the Krogan Wars led to an inevitable economic collapse as war production dried up, leading to mass unemployment. Attempts to carry out reconstruction led to huge contracts for corporate giants which garnered accusations of insiderism and cronyism, even as they kicked off debilitating rounds of inflation. With nowhere else to absorb their skills, demobilizing troops often turned to crime and the black market. Increased security measures garnered accusations of undue authoritarianism, and the traditional cries to restore virtue and social harmony rang increasingly hollow for a new generation of dissenters. This new wave was driven by a perception of social restrictiveness, hypocrisy, and the emptiness of old collective values and prejudices. It increasingly threatened the established system with existential crisis, until a solution was hit upon.

The Citadel governments simply opened up emigration procedures. Citizens would be free to leave the increasingly powerful embrace of Citadel Space and its social conservatism and seek a new future in the untamed Terminus. Sufficiently serious dissidents found themselves on the wrong side of SPECTREs, which only accelerated the process. Some Asari Republics even sponsored political emigration and cheered on the flight of “problematic” elements to the new frontier. Emigration would simultaneously solve social and employment pressures and, by opening new markets and finding new resources, provide new economic stimulus. In some ways, it worked too well.

Ilium was the crowning jewel in this movement. It was founded by an Independent Chamber of Commerce, mostly made up of corporate interests which had felt excluded from the wartime and post-war bonanza of state contracts. The Independent Chamber hoped to use Ilium as a gateway between Citadel Space and the increasingly profitable opportunities of the ungoverned “Terminus Systems”. To accomplish this, Ilium would need colonists. To incentivize this, they first established a Charter of Liberties which established individual freedom as the first principle of the planet and ensconced fully-informed and freely-offered consent as the foundational principle of government. Anyone, without discrimination or favoritism, would be welcomed to Illium and subjected to only the level of social regulation required to establish fully-informed and free choice. Beyond that religious and moral principle, association, the pursuit of profit in the market, and the status of the individual were entirely up to the individual to decide. Society would remain permanently unstable, but innovative and free from constraint.

Almost 1500 years later, that dream lives on in a different form. Illium’s 1000 years of history spans a little over three Asari generations, which were mostly defined by the expansion of economic prosperity, the growth in Terminus trade, and the expansion of the government of Illium.

Economic growth, first and foremost, made Illium great. The laissez-faire economic policies, low taxes, and absence of traditionalism or a cultural establishment all made Illium an attractive investment location. Offworld capital poured onto the planet, rapidly bringing new industries, technologies, and opportunities. The unrestrained immigration flows – both of Terminus refugees and opportunity-seeking Citadel races – offered endless labour and kept wages and prices low. Illium’s foundation as the repudiation of wartime restraint and austerity meant that as the planet’s wealth grew, so too did its status as an endlessly inventive producer and consumer of commodities. Today, Illium ranks among one of the galaxy’s richest worlds.

Much of this growth was also fuelled by trade with the Terminus systems. This is aided by several factors, not in the least its curious business ethics. Although Illium scrupulously cracks down on chattel slavery within its borders – this is seen as a great violation of individual freedom – it maintains a posture of total equanimity about dealing with powers who use it. So long as the products of slave labour are labelled and treated as such and the individual is fully aware of their origin, it is not the state’s right to choose whether or not they should be sold. Similarly, so long as mercenary groups and criminal outfits keep their operations on Illium aboveboard and do not interfere with the rights of the uninvolved, they are permitted to sell and ship almost anything short of slaves. Of course, the state charges hefty customs duties on dangerous goods as an offset to their social costs and brutally punishes those who knowingly deceive it. Beyond that, however, all the Terminus’ finest and worst products pass through Illium. Finally, Illium’s government often employs a degree of creative accounting. It is difficult, for example, to sell Omega-origin goods in Citadel Space because of a variety of regulatory hangups. Illium has long helped evade this by shipping in incomplete Omegan goods, assembling them on Illium and qualifying them for a “made in Illium” label, and then shipping them into Citadel Space. Illium also notably has no extradition treaties with Citadel Space and allows private security forces a great deal of latitude, meaning that it is an extremely attractive place for the Terminus’ most dubious citizens to carry out their dealings on neutral ground.

Finally, the state has dramatically expanded. While the initial ideal for Illium was to create a wholly voluntarist system based on a sort of unregulated individualist anarchism, the ensuing millennium has had enough disasters and abuses to fuel a gradual expansion of the government. The Illium Colonial Authority exists to enforce a fairly simple, but comprehensive, regulatory structure. Its main purposes are to promote truthfulness and honesty in business dealings, protect the rights of uninvolved parties in disputes, uphold the letter of contracts, and generally preserve order. While some political factions long for a return to the days of mutual-consent courts, privatized law enforcement, and the interpretation of the Colonial Charter as an agreement of citizens rather than a de facto constitution, the general attitude is support for the state. The Illium Colonial Authority is a completely undemocratic apparatus of public servants hired based on merit, funded via a variety of taxes posed as “offset fees” which individuals and corporations pay to “cover for externalities”, and kept honest and impartial through an exacting Code of Ethics and salaries competitive with the best corporate jobs. A public-sector job is rare, harshly moralist, and leaves one set for life. The government’s honesty, together with a sort of mutual social recognition of its necessity, leave it as a neutral arbiter of peace and fairness between the great powers of Illium. It is widely known to intervene only to enforce fair play and uphold the principles of voluntarism. When it does move, it does so with great force.

Illium’s culture today is a less idealistic, but recognizable, evolution of its original radical individualism. Disputes exist about the rights of a corporation versus those of an individual, but in general the principle is that people should be at liberty to fully explore and express their own potential and ideals either alone or in the group of their choice. Art, music, philosophy, and literature have blossomed on Illium. Despite the planet’s famed crass materialism, it is home to a dizzying variety of religious, spiritual, and cultural fragments seeking an alternative to the established order. While the development of industrial productive capacities and the building of a business empire from nothing are seen as great and glorious, experimentality and self-expression are the worthiest pursuits.

Of course, money dominates society, but the popular theory of economics is rather odd. Much of its early development was guided by the respected philosopher and pacifist veteran Alyna Ennesi, who railed against the wartime culture of nationalism and sacrifice and the dominance of the postwar cultural elites. She hypothesized that sentient organisms lived meaningless lives on their own in constant fear of death. To attain purpose and certainty, they attached themselves to “irreplaceable things” – the nation, the people, family, culture, and race – and could be induced to die for them by the real masters of society. She held that money, however, was unique in its status as a medium of exchange. In the modern system, money was necessary for and fundamental to the accomplishment of any great deed or cause. However, it was also totally replaceable. No one Citadel Credit was worth any more or any less than any other, and each was interchangeable with the other. Money was a gate to the irreplaceable, but was itself infinitely capable of being replaced. The pursuit of money, therefore, was the ultimate road to peace and happiness. Many of Ennesi’s texts are still required reading for the University of Nos Astra.

With this attitude in mind, Illium’s often bizarre constellation of dissidents and spiritual seekers begins to make more sense. The free market ceases to be an end in and of itself – it is completely unimportant by design, and is intended to produce a judgement-free and absolutely liberated society where people are free to pursue important, but not life-dominating, activities. Participation in the market creates an authentic representation of the people’s real social values, and replaces the old evils of compulsion, monopoly, hegemony, and coercion with liberty and self-determination.

Of course, the voluntarist experiment has had some odd side-effects. One of these is in currency. Unlike in Citadel Space, Illium is against central banking, financial monopoly, and the control of either a single state actor or a single private-sector monopolist over the medium of financial exchange. Instead, Illium values absolute economic freedom. The government therefore refuses to enforce any kind of fiat currency and instead allows contracts to be written and enforced in any form which the people see fit to accept. Almost all transactions – including the state’s – are done in Citadel Credits, but beyond that tens of thousands of currencies are issued and circulated, with the only restraint being the willingness to accept them. Some of these are highly experimental – an anarcho-syndicalist federation, for example, has taken to using labour vouchers, while several religious communities have created a “respect economy” based on social credit awarded for virtuous deeds.

Despite the obvious and flashy dominance of several corporate actors and the comparatively lax attitudes towards “indentured labour”, Illium’s voluntarism extends to labour organizing. All groups are equally free to band together in defence of their interests. While neither corporations nor unions have strict legal status, the latter are completely free to organize, picket, campaign, work-to-rule, stalk and harass their employers, or muscle up when a dispute gets ugly. There exists an infamous Labourer’s Benevolent Inhumation Trust run by several of the bigger federations as cooperative assassination fund for employers who mistreat their workers or deal in bad faith. The cooperative movement is also strong, with democratic workplace management a popular concept. Some groups even form communes based around equality of outcomes or a post-work lifestyle based around automated production.

The slavery issue continues to be a mess. Illium forbids lifelong slavery and the passage of the condition onto children. Indentured workers are also subject to the same (minimal) labour laws as all other workers, and beyond the restrictions of their contract they have the same legal status as anyone else. This is often recognized as being abusive or suboptimal, but preventing it would represent a profound violation of individual choice. As long as the indentured worker consented freely, no intervention can be justified. Notably, indentured servitude is sometimes posed as a moral positive. The United Abolitionists are a famous group of former Terminus slaves who buy out the contracts of slaves – mostly from the Batarians – and have the slave work as an indentured labourer to cover the costs of their purchase and medical treatment, generate funds for further emancipations, and set the worker up for life after slavery.

Organized politics as a phenomenon on Illium is unusual. The planet serves as a haven for the dissident, the persecuted, the political exile, and the fanatic in pursuit of their own visions. It therefore plays host to a near-infinite array of fringe ideas and groups. However, the marketplace is seen as the proper place to measure out values and ideals, rather than violent contest over state power. In general, political groups are expected to pursue their own ideals without interfering in the pursuits of others, and mass politics are avoided. However, several major currents can be identified:

> Pan-Asari – cultural nationalists who believe that Illium has something to offer to the Republics, just as the Republics have much to offer to Illium. They argue that voluntarism, rather than being a new idea, is an evolution of ancient Asari traditions which the home Republics would learn much from. Pan-Asari ideologues generally point to economic integration with the Republics and Citadel Space as being a potential engine for growth. They lean more towards cultural conservatism – while they still defend free choice, they deny the clear value-pluralism of voluntarism and paint self-development as a journey towards the Goddess. Many of these groups are covertly funded by offworld corporations.

>Insurrectionaries – even consent, according to this current, is little more than a socially-conditioned illusion. Insurrectionaries generally adhere to a kind of radical self-expression through pursuit of hedonism, ultraviolence, and political terror. They deliberately seek out Illium’s underlying cultural assumptions and ideals and violate them in increasingly inventive and often suicidal ways. Their revolution has no endpoint – if it did, they would have to construct a future instead of living freely in the present.

> Programmists – a broad movement named after common adherence to a “21-point Program” promulgated by the largest labour groups. Programmists generally believe in the demolition of the state and capitalism, and their replacement with a society managed through organized labour. Programmists generally tend to defend collective bargaining, worker’s rights, the state’s democratic accountability, and an end to indentured servitude as a “minimum program”. Their “maximum program” envisions a new society in which unions manage the economy democratically, workers govern themselves, and Illium serves as the launching point for galactic revolution. Programmist organizations tend to create voluntary-membership systems to provide union workers with health insurance, education, retirement funds, recreation, disability compensation, and other social benefits on a voluntary basis.

> Originalists – According to the Originalists, the Colonial Charter was a document which each individual voluntarily and freely agrees to abide by as a set of common standards. It is permissible to refuse to acknowledge the Charter and the state, as well as all other moral and legal structures in place. In the Originalist utopia, states are entirely replaced with voluntary associations whose values and ideals play out in a literal and metaphysical marketplace.

> Neo-Fundamentalists – The “neofundies” are an odd fit for Illium, but influential nonetheless. Most of this group is drawn from the elite students of the Nos Astra University who see little hope for the future in rootless consumerism, cosmopolitan hyperliberalism, or marketized expression. They reject the basis of Illium’s society as well as that of the Asari Republics. They demand the replacement of both markets and direct democracy with a totalitarian spiritual community of perfect common values and understanding achieved through the mind-meld. Neo-fundamentalists are also racial supremacists and despise the “fleeting” lesser races, along with Asari who they see as “race traitors” for treating their “inferiors” as equals. Their eventual vision of the galaxy would be a racial caste system with the Asari at the top. While “neofundies” nominally defend the rights of workers put out of their jobs by foreign goods, their main concerns continue to be cultural and spiritual and therefore cannot attract significant support from the masses. “Neofundies” tend to dress in deliberately archaic clothing, frown upon most “hedonistic” activities, and live collectively. They are known to stir up fights and protests, but until now have yet to become a serious social threat.

> New Charter Adherents – those who consider altruism to be the first virtue and support the refoundation of Illium to move past its individualist roots. They consider the present-day selfishness, arrogance, narcissism, and social decay with the voluntarist experiment, and urge the people to wrap it up. To do so, they urge popular consultations on a new Colonial Charter to govern society. Their method of breaking the people’s purported self-obsession is to, through the involvement of the masses in the governance of their own future, enact spiritual reform. While many New Chaterists advocate a participatory democracy and a cooperative economy, the end result is less important than the process of consultation and debate itself. If the masses debate the issues sincerely and come to the same individualist conclusions, the New Charterists will have fulfilled their mission.

One notable factor of Illium’s culture is a hypercharged culture of celebrity. The planet has one of the most overheated printing sectors in the galaxy – beyond manifestoes, experimental literature, self-published poetry, new religious texts, and banned texts, Illium is home to at least ten thousand separate tabloid publications. The public’s greatest pleasures and distractions from their grinding daily jobs come through the overblown lifestyles of the rich and famous. Those who act to excess are lionized as heroes, and the more absurd the story the better. Many see this particular culture as a reaction to the spiritualized and traditionalistic nature of Asari society – even the Consort, as the line goes, passes it off as meditation. Illium prides itself above else on candour – drugs are drugs, prostitutes are prostitutes, burnout celebrities are burnout celebrities, and the absurdities of the powerful are the absurdities of the powerful. There is no room, or desire, to make excuses.

Candor is commonly recognized as one of the few primary virtues on Illium. While there is a certain pleasure that some find in legalist one-upmanship, it is widely considered more honorable to avoid dissembling, speak one's mind, and deal fairly and honestly. Hiding one's true feelings and intentions behind a series of falsehoods is hiding the self, and many more enmeshed in radical individualism would consider a lie to be a kind of spiritual suicide. The most important contracts are encouraged to be written in plain language, and despite the slipperiness of Illium's reputation the willingness to tell truth is considered the highest form of honor. Of course, a thousand years of history has left Illium cynical - nobody expects anyone else to ever deal fairly, so at this point it is considered more a heroic moral effort thana necessity.

History


”Eclipse is a mercenary corporation that was founded by asari commando Jona Sederis. The organization provides effective security and firepower for prospective employers; they have few scruples about the nature of those who hire them, so long as they can afford their services. Eclipse mercenaries work in teams of troopers and vanguards which may be led by more experienced commando units.

Eclipse in general favors stealth, discrimination, and "intelligent" ways of conducting battles. They are not as disciplined as their more established rivals in the Blue Suns, but make up for this with cutting edge equipment and weaponry, as well as their extensive use of biotics. Eclipse also has many ventures that delve into smuggling; they control nearly 20% of all smuggling on Omega, and specialize in transporting illicit goods and criminals from place to place.

Prospective Eclipse operatives, at least on Illium, are rumored to be required to successfully commit a murder before they can be given their uniform.

Leadership & Structure


Lead by the feared Asari Commando Jona Sederis, The Eclipse are organized into a well developed military structure taken from both Asari and Salarian military doctrine. Each Eclipse Chapter will have have around 150,000 active personnel plus “a ton of mechs”. These Chapters in turn are led by a Chapter Master, who are highly intelligent and dangerous individuals that can go toe to toe with Council Specters if need be. Under the Chapter Master are the elite Eclipse Commando Units that help lead the lower ranks.

Economy


As the Eclipse are a mercenary company, they mostly provide security and other related services though-out the Terminus and the Traverse. However, they also indulge in many other less honorable ventures such as smuggling, sentient trafficking, extortion, profiteering and especially drugs. Contracts with the Eclipse are expensive but are well worth their price. A Eclipse Chapter will bring enough firepower to turn the tides of war to their employer and make sure that no one gets any ideas of rebellion or revenge.

Current Eclipse Operations

The Ilium Chapter
The Chapter is currently providing security for the endless amount of corporations scattered around the Republic. They are also using this as a front for smuggling operations and drug distribution in the lower levels of Illium. The local authorities have so far have been unable or unwilling to intervene for the fear that it could turn Illium into a battle ground.

The Omega Chapter
Every one in the Terminus has a vested interest in Omega so too does the Eclipse. Though submissive to the Queen of Omega Aria, the Chapter there operates 20% of all the smuggling operations on the station and hold large swaths of territory. They are in eternal border disputes with both the Blue Suns as well as the Blood Pack the latter of which they despise the most. Only the power of Aria has kept the station from escalating to full on civil war.

Date’s Chapter
Led by the Human Date Masamune, the Date Chapter is a relatively new cell within the organization as well as being the first human led chapter. Currently stationed on the Eclipse’s secret headquarters, the chapter is currently accepting contacts while overseeing drug manufacturing for the drug smuggling of other chapters.

The Navy is spread out in various smuggling operations around the Terminus.

A ocean world found by human explores, the archipelagic paradise has given risen to many corporations and other less desirable groups. In need of a proper HQ , Jona led the Eclipse in a brutal hostile takeover of the world, brutally suppressing the population while prompting up a puppet government to deal with the Human Alliance and other galactic players.

Brief description of diplomatic relations: The Hegemony in of itself has pulled itself from Council affairs, be directly active in the Terminus Systems in places such as the Eagle Nebula when it comes to Anhur. They have distance themselves from the Skryllian Verge, only having official military activities when it comes to reigning in unsanctioned Batarian raids on Human colonies as they fear the Alliance occupying their own core worlds.

However, the tensions between Humans and Batarians are indeed high, the Hegemon himself has been said that he "respects the human. The demon is a cunning one that made us humbled in the face of our ineptitude." Thing is, the Hegemony hasn't made any formal contact with the Alliance, despite allowing unsanctioned gangs to be extradited to the Alliance as a gesture that hoped to show good faith but no formal contacts were ever given as due to each other viewing the other talks as truly hostile.

Because of the hostility of the Verge and the heavy sanctions opposed on them, they have been getting in contact with the various Terminus factions. The Hegemon himself is in support of the Omega Empire and have been looking to establish some sort of connection with the Asari pirate queen. They also view the Vorcha as potential, though the common Batarian see them as inferior.

One of their more open vassal states is the Anhur Consortium. The Consortium itself was the sight of the infamous Anhur Rebellions during the year 2176-2178. It was there that the Hegemony came out of their isolation to defend the Na'hesit against the abolitionists militias and Eclipse merc regiments. The Na'hesit won via the direct intervention, claiming vassal status to the Hegemon and becoming a polity in of itself. They operate as the Hegemony's own Illium, a booming center of slave trading and the only place where the Batarians can interact with the other races without the intense propaganda or the Council's military breathing down their necks.

When it comes to the Consortium, the Council just call them a puppet of the Hegemon, expressing that it showed that they were a rising threat but still ignore them. Humans in general disdain the slaving oligarchy, even calling the human leaders in the Na'hesit traitors to their species for joining the Batarians and profiting off of slavery.

Military state of readiness: The Hegemony is a paper tiger in comparison to other galactic powers, especially the Alliance. Casually the Hegemony as itself is like a mosquito or an annoying fly that comes back after being swatted. However their power seems to be rising sharply despite their Council sanctions and the losses of the Blitz and Torfan. This is seen in the amount of ships and soldiers that are being built and seen throughout the Terminus, protecting trade and slave routes as well as around the Skyrllian to curb unsanctioned raids and pirate gangs as such things have been denounced after the defeats against the humans.

Naval and Army policy has been changed to ones for mobility and defense, adopting from what they learned from Alliance doctrine. They even had started to use carriers for fighter,bomber, and interceptor squadrons. Armor and gunship deployments have also seen a rise, especially during the Anhur Invasion as they were proven as a hard counter against Eclipse biotic barriers and attacks as a means to enforced the mobility that was needed.

While everything is being built by nationalized companies like Batarian State Arms, Chutark State Motors and Khar'shan Naval Yards the Hegemony's forces are still understanding how to become a mobile force and inefficiencies are still rampant that change of doctrine is slow to come, even after the Rebellions.

History:
Batarian Hegemony's history diverges with the start of the Skyrillian Blitz. A Batarian Warlord by the name of Narket Has'net and his son were leading their men to their last big raid. Elysium itself was a big prize and the score would finally retire and disband the army, securing a good life for him and his son. Narket never trusted humans so much, less so than the Alliance but Haliat was charismatic and had the backing of Batarian nobles and merchants.

He saw the Blitz itself fall under as Haliat's horde and ships were decimated by the Alliance and Commander Shepard. Has'net himself was able to fight through the marines but saw his son killed by a lucky lieutenant on his first mission. It was then he was in shock, seeing the death of his son and needed to be pulled back by his troops. Narket was shocked and traumatized as both a warlord and a father, his men died by the droves and his son was killed. He asked if there was any reinforcements but when none came he was angry.

He was angry. Angry at the Systems Alliance for the death of his son, angry at the Hegemony for not sending reinforcements, angry at the human Haliat for being incompetent.

But he was mostly mad at himself, for being a failure as a leader and a father.

As they retreated back to Torfan, he wandered he should fight anymore. He was thinking of committing suicide like his wife did a long time ago. However the pirates needed him as the Alliance attacked the last stronghold of the criminal slavers in the Verge. Haliat was the first to retreat from the moon and that's when the warlord spurred into action. He was going to get the criminals out of the fight and get revenge on Elanos and the lieutenant that led to the deaths of his son and men.

The pirates and slavers made an effort as he got as many out as he tried to make a stand worthy of a Batarian warrior. During the fighting he had gotten word of the same lieutenant that was leading some marines to get around the main defensive force. Not wanting to waste another opportunity to avenge his son, he took some of the men who trusted him and ambushed the lieutenant, brutally killing him and taking his dog tags as a trophy as he escaped with what he could from the destruction that was Torfan.

Has he retreated to Hegemony space, he proclaimed the incompetence of the Batarian government for even allowing this. He believed that the Hegemony could've taken and hold the Verge without the need of warlords and pirates. The former Hegemon dismissed his claims. Narket then staged a coup with what's left of his people and those who he saved, managing to make promises of caste members to rise above their station and reshuffle the noble caste.

The coup itself turned into a civil war that lasted for a year till Narket killed the Hegemon and the ruling caste that was against a warlord taking the throne. The Council caught wind of the transition but only watched with some minor interest to see if this new Hegemon would be good for the galactic community. The Hegemon decided to play the hand a bit and keep out of the Council space officially and condemned the pirates and other gangs that were incompetent and thought that they can just profit off of the slave market in their own way.

This became more apparent as the Hegemony doubled down on the policy of Lingua Franca Termina, using their own merchant and noble cast to help spread their culture and trade influence to the Terminus. They also have sent their navy and armies into the Systems as a way of flexing their power and procure new trade routes to get slaves and export manufactured goods. They also have been cracking down on unsanctioned gangs and slaver rings in there parts of the Verge and parts of the Terminus Systems.

This also came in the way of the expansion of the slaver guilds and the development of slave neuromod implants to replace the bomb collars. This allowed for more slaves to be used that would've been used as a last resort, like slave soldiers. While expensive, they were only the beginning of the change and one that is still changing even to this day.

The big picture came from the Anhur Invasion, when the Hegemony themselves took a direct interest in conquering the colony after a slave revolt in order to have their own Illium in the Eagle Nebula. Among the things that the galaxy saw from the Hegemony's own ships were the use of carriers and mobility tactics against the abolitionist and Eclipse forces. One of the experimental slave soldiers who have proven themselves in combat were the 3rd Van'turk Regiment, also known as Bariel's Varren's.

The direct intervention of the Hegemony and their new doctrines have allowed the Invasion to end earlier than expected. The Na'hesit Consortium joined the Hegemony as a client state and a hub for slavery in the Terminus for their Batarian masters and for the various gangs and slavery bands in the Terminus and Traverse.

Questions rose when it came if the heavy sanctions imposed on the Batarians were actually working as they saw the expansion prove that it didn't slow them down. The Anhur Rebellions also spurred a new rise in Batarian slavery and pirate raids on Human colonies in the Traverse and the Verge, forcing tensions between the Alliance and the Hegemony as many claimed that they are funding them with arms and ships. Even when the Hegemony navy tried to clamp down on the unsanctioned raids.

However this did not allowed each other to come to the diplomatic table as they both believe that each side is to hostile. Because of this, experts say that a Second Skyrllian Blitz maybe on the horizon as the Batarians have been increasing their military presence on their borders, resulting with skirmishes between Batarian and Alliance forces. It's only a matter of time before the powder keg erupts.

As the Union is a joint government between numerous large Matrilineal Clans, there is no one leader. However, as politics exist, and the de facto negotiation of power exists. The current most powerful and influential Clan is Clan Bazore, headed by the Illustrious and Wise Dalatrass Raestann. Also as a founding member of the Citadel Council, the Salarians naturally have a seat on said Council. The Illustrious and Wise Councilor Bopip represents the Salarians at the Citadel.

Brief description of diplomatic relations:
The Asari Republics: The Salarians and Asari are founding members of the Citadel Council, and have enjoyed friendly and amicable relations for the last few hundred years.
The Turian Hierarchy: As fellow members of the Citadel Council the Turians and Salarians get along fine, on paper. In reality the Salarians and Turians are rather cold towards each other. The great accident of the Rachni Wars is still fresh in the collective minds of their leaders. Although the two groups maintain public friendliness, there's still a long ways to go in settling old disputes.
The Human Systems Alliance: The Humans are viewed with great suspicion by the Clans of Sur'Kesh. They represent a great unknown, and have so far proven to be resistant to the probings of the STG and other Salarian Intelligence Groups.
The Quarian Flotilla: The Union pays a form of tribute to the Flotilla, however, this is not an endorsement. The Union is highly vocal in their resistance to Quarians sharing their spaces, and were a firm and loud voice in expelling the Quarians from most of Council Space/Society. The tribute is payed to ensure that the Flotilla stays far, far away from Sur'Kesh.
The Geth/"Geth" Collective: Mistakes born of hubris, unshackled AI post a threat to galactic order and should be destroyed.
Omega: Pirate Scum
Illium: Defer to Asari relationship, although they're less likely to take the individual planet/system as seriously as the governing body of the Republics.
Heshtok Vorcha: It's a shame we didn't uplift them before they crawled into sentience themselves.
Hanar Illuminated Primacy: The Hanar are mysterious to the Union, their Drell "helpers" have proven to be very effective in disrupting intelligence operations. Worrying.
Cerberus: Terrorist Scum.
Batarian Hegemony: The Union officially recognized the Old Batarian Government as a Rogue Nation, of sorts, and this is thought to still apply to the current government. In unofficial back channels however, the new government is largely seen as an unknown, Intelligence networks have to be reestablished to confirm suspicions of a rehabilitated Batarian state.
Military state of readiness: To quote the System Alliance's Codex, "The Salarians' only prefer to wage war when they are certain of the outcome. No decision made by Salarian High Command is ever taken with a shred of uncertainty." The Union maintains a strong and Byzantine Web of contacts, intelligence networks, and double agents inside every government. While their Navy may not be as large as the Turians, or as experienced as the Asari, they'll always land crippling blows to Infrastructure, Stability, and Communications.
The Salarians are warm-blooded amphibian humanoids native to the tropical jungle world of Sur'Kesh. In their Industrial Age they destroyed much of the natural environment, whole swaths of land were contaminated and polluted by the non-renewable energy being expended. This short sighted action caused a global climate disaster, and approxiamtely 20% of biological life was lost in a global extinction event. After nearly experiencing a planet wide extinction, the Salarian Union formed, dedicated to never approaching that level of extinction again. No matter the cost.

Years after, the Salarians set out into the stars. The first three Salarian colonies were established, Nasurn, Jaeto, and Mannovai, they remain at the heart of Salarian colonization. After the Salarian discovery of the Mass Relays, and subsequent discovery of how to use them, the Salarians encountered the Asari. The Asari had only years before discovered the ancient space station of the Citadel, a massive structure built by the ancient Protheans, and the initial first contact was rocky. However, after the Asari quelled the suspicions of the Salarians, the Salarian Union preformed an act of trust it never in its' long history preformed. The Union opened up the vaults of Intelligence gathered since its' inception, and shared them willingly with the Asari Republic. While the information was essentially meaningless to the aliens, the immense sign of trust and cooperation it represented could not be understated. The Salarians and Asari became the founders of the newly proclaimed Citadel Alliance, and a Council was formed to ensure cooperation between them.

In the centuries that followed, the Salarians became the backbone of stability in the Citadel Council. When the Turians were first discovered probing the stars in their makeshift Empire. The Salarians were there, thousands of recorded hours of speech patterns, behavior, cultural norms, etc. and the first contact between Turians and the rest of Galactic Society was a smooth transition. This repeated over numerous encounters, and the Salarians were regaled as "Noble Explorers" in their time. This would come to an end with the discovery and activation of the Rachni Relay. The Rachni were a hive-mind bug-like species, bent on exterminating all "alien" life. Salarian researchers/explorers activated the Mass Relay that connected their systems to the rest of the Galaxy, and hundreds of worlds burned in what would become known as the Rachni Wars. The combined fleets of the Council, Turian, Asari, and Salarian, could not stop their onslaught. It was only when the Salarians made the drastic decision to uplift the Krogan, a violent and war-like species who had previously sent their planet into nuclear winter, that the Rachni were defeated. This, and the subsequent Krogan Rebellions, has tainted the Salarian and Turian relationship ever since. Brilliant Salarian scientists created the Genophage in secret, a sterilization disease inflicted on the Krogan to reduce their numbers. Officially the Salarians deny all involvement, but its' widely accepted that while the Turians may have unleashed it, the Salarians definitely made it.

Humanities' hostile and confusing entry into Galactic Society, called the First Contact War by Humans or the Relay 314 Incident by the Turians, set off alarms throughout the Union. Not only were the Humans a previously undiscovered sentient life, but they were powerful enough by their own to challenge the Turians. Even while the normalization of relations between Humans and Galactic society persists, the Salarians remain deeply insecure and intimidated by the Human Alliance.

Little is publicly known about the current Primarch of the Turians past his early childhood on the Turian homeworld of Palaven. Public records concerning his public service through the military have either been sealed away or outright destroyed quietly, with only rumors of Spectre involvement left in his wake. What is known, is that Nelus quickly rose through the numerous tiers of the hierarchy quickly and with seemingly great skill, having quickly been appointed by those around and above him without question for rapid advancement.

As a public political figure, Nelus has been noted for being a cold and calculating man, even for a Turian. Under his current reign, several previous stances against other races have been reset back to a neutral setting, as Nelus wishes to reevaluate diplomatic relations on an individual level with other races. As such, he is an approachable man, that will give a fair shake with anyone willing to swallow their pride and extend a diplomatic olive branch towards him and his administration. However, those that wish ill upon him or his people should not mistake his kindness for weakness.

Diplomatic Relations

At the current time, the Hierarchy enjoys peaceful relations with all established citadel council races and species. However, with the events of the Relay 314 Incident still fresh in many Turian minds, humanity is generally viewed as a young and aggressive upstart species that's expanding faster then it should in a unchecked race for power. In recent years however, though antagonism remains between them, relations have improved slightly. The two races are now trade partners, and the construction of the SSV Normandy, which was designed and built by engineers of both races, have began to mend the divide between them.

Relations outside council space with races within the Terminus Systems currently is neutral at best, with eyes focused on Omega and the recent shift in power within.

Faction Pro's and Cons

Pros: Volus Bankers - Having the Volus as a Client State, the Turians are able to focus on military matters while the Volus deal with the economies. Because of this, the Turians can reliably depend on economic support from Irune. Irune produces +50% credits for the Turian economy and Galactic Banks built by the Turians produce an additional 10 Credits for the turians and an extra 5% to the client nation.

Military Society - While many Factions host an army, the Turian military is something else all together. The Hierarchy is one large military structure with 27 tiers with citizenship awarded upon rank 3. With mandatory enlistment from ages 15 to 30, the Turians do not lack for soldiers. All Ground Forces take 25% less time to train.

Cons:
Economic Disinterest - Despite having the Volus as bankers, the Turians themselves are not very business savvy. They simply are disinterested in allocating funds to anything except military assets. Infrastructure aside from Industrial, Mining, and Shipyards cost 5% more.

Volus Clientele - Having an economic powerhouse like the Volus as a client state is quite helpful, however, it comes at a cost. Turians must maintain their military position as the strongest force in Citadel Space. Brief description of diplomatic relations: Despite being independent the Colonial Front has been forming trade relations with both Terminus and Citadel factions. In addition the Front has garnered a reputation of being a safe planet on which to do business regardless of the origin or type of cargo, with one notable exception being slaves and slavers who are barred from planets under control of the Front. Any slavers who try to peddle their trade are hunted down by one of the multiple QRF teams formed from former supposedly Alliance special forces personnel.

In addition there have been rumors that certain people, mainly those serving a citadel government in one way or another, have been disappearing on the planet Aeneas. The validity of these rumors is not concrete.

Military state of readiness: Due to the current state of tensions in the region around the Attican Beta star cluster the military has been placed on a wartime footing until further notice.

History:
The official history of the Colonial front begins in the year 2163 during which the first settlements on Aeneas were founded by veterans of the first contact war and colonists in a successful attempt to claim the planet. After a few food shortages due to droughts occured in the year 2164 the colonists had managed to pull themselves back to their feet with imports and had begun to industrialize the planet. This process initially started with Alliance backing due to the location of the star cluster but upon the Alliance gaining a council embassy in the year 2165 the colonists rejected further aid offers and alliance defense forces were asked to leave the planet by the government on the planet. In the year 2167 pirates had begun to raid the planet which at this point had come to possess a population in the hundreds of millions thanks to immigration from the overcrowded core worlds of the Alliance. The pirates were driven off by the planetary militia forces who suffered heavy losses due to poor coordination causing the government to begin reforms which rearmed and retrained the forces loyal to Aeneas. Contracts for naval buildup had also started.

When the blitz began in the year 2176 the forces in the system numbered in the hundreds of thousands and there were dozens of ships that answered the call to strike back at the Batarian Hegemony who repeatedly attacked colonies. Most did not return from the endeavour. Despite the loss of many family members the effort put by the Front was recognized by the Alliance and when the year later the Front requested formal independence this was granted. As time went by trade relations began with the Terminus systems powers, notable among them Omega and the Quarian flotilla. Due to the tensions between the official Citadel powers and Omega itself many previously used trade routes shut down, driving trade towards Attican Beta and it’s neutral status. This new found wealth allowed for increased influence to be used in enforcing a permanent atmosphere of cordiality and trade in the cluster between the Alliance and the Terminus, an atmosphere that is lacking in most of the other border systems and planets.

Trade with the Terminus systems began with agricultural exports and imports of the same, limited to this only due to the distrust for the Omega government once it formed. However as time progressed weapons deals with both the Alliance and Terminus powers were gradually allowed, eventually turning from dealing with the Colonial front to dealing with each other directly with the Front as a middleman who merely took a cut from any deal done on their planet. However trouble started to happen as slavers attempted to trade slaves for weapons on the planet, sparking a crack down which slowed trade for about a year before it was realized that said crackdown was only on the slave trade and that any other good or service was not hindered.

The leadership of the Colonial Front has been noted to be largely former members of the UNSC who left the organization after the first contact war due to "Differing views on the Citadel Council when compared to the Systems Alliance proper." They claim to have left amicably however incidents include the killing of multiple Asari and Salarians who were indirectly employed by C-SEC and the death of an Alliance N7 operator who died under mysterious circumstances while on the planet which was hushed up by the local leadership.

The military of the Colonial front currently consists of multiple division sized formations outfitted with the best weapons and armor that money can buy. Training consists of several month long drills followed by a secret session of indoctrination that leads to the fully trained personnel being loyal to the planetary government above previous loyalties. The space borne forces used to consist of dozens of heavy vessels yet due to fighting and attrition this has been dwindled down to 3 battlegroup carriers and their fighter complements which are notably much better armed than fighter squadrons employed by other neighboring groups. All these assets in space are used to prevent both piracy and assault on the planet's surface.

Hailing from the world of Rannoch, the quarians were always a technologically capable species. They created the geth around the late 1850s CE to be used as labourers and tools of war. The quarians kept their programming as limited as that of any VI, nothing close to an AI, remaining mindful of the Citadel Council's laws against artificial intelligence. But as the quarians gradually modified the geth to do more complex tasks, developing a sophisticated neural network, these changes altered the geth to such an extent that they became sentient. One day, a geth unit began asking its overseer questions about the nature of its existence. According to Legion, while this was not the first time a geth unit had asked if it had a soul, it was the first time doing so had caused fear.
Panicked, the quarian government ordered the immediate termination of all geth in the hopes of preventing a revolution. Many quarians opposed the termination of the geth, but were forced to give up or terminate their geth servants. After the quarian government declared martial law on Rannoch, those who sympathized with the geth were outnumbered, and an indeterminate number of them were either detained or killed. The quarian sympathizers have since been forgotten by their own people, though they are remembered by the geth themselves.

The quarians severely underestimated the power and sophistication of the geth's neural network. The geth reacted to defend themselves, and the resulting confrontation erupted into a planetwide war. Billions of quarians died, and the survivors were eventually driven from their homeworld. The only reason quarians were able to escape was because after they had fled to a certain distance, the geth no longer recognized them as a threat and ceased pursuit.
After being refused aid by the Citadel Council, the quarians fled the system in what remained of their fleet. Shortly thereafter, the Council stripped the quarians of their embassy as punishment for their carelessness, though a treaty was agreed upon forbidding an attack on the geth in order to avoid provoking them. Ever since, the quarians have drifted from system to system, searching for resources to sustain the Migrant Fleet and also for a new world to colonize. They even retain hopes of someday reclaiming Rannoch from the geth.~Wiki

Centuries set adrift by their defeat by the Geth, the harsh treatment received by the rest of the galaxy have created somewhat of a rift in the Flotilla. There are those known as Reclaimers who wish to build up the Quarian people and launch a Crusade to reclaim the Homeworld. A vast majority of the Quarians identify this way but a second group has emerged in recent years known as the Nedas Movement who recently has one of its members installed on the Admiralty Board. The Nedas want to start over on a new world for the Quarian people.

The Systems Alliance has no political relations with the quarians because the Migrant Fleet has not yet passed through any human-controlled area of space. Other species tend to look down on the quarians for several reasons, the foremost of which being their supposed 'unleashing' of the geth upon the galaxy. This act led to the quarians' losing their embassy on the Citadel. Quarians are often viewed as beggars and thieves. Tali says glumly that when she arrived on the Citadel, C-Sec hauled her in for a long interview before they let her wander around.
Because of the Flotilla's limited resources, quarians strip-mine the systems they pass through, which often puts them at odds with any species currently settled there. The Migrant Fleet also tends to drop off criminals on planets it passes, because the quarians cannot support a non-productive prison population—they simply lack the resources. However, life on the Migrant Fleet means quarians have unique skills. As Tali demonstrates, the quarians have developed an imperfect technique for recovering data from geth memory cores. They are masters at maintaining and converting technology, especially ship parts, and they are also expert miners because the Fleet requires huge amounts of fuel. They are able to repair what most species would melt down. This proficiency means corporations sometimes quietly hire quarians "on the side" if the Migrant Fleet is nearby, replacing existing workers, much to their annoyance.

This unpopularity, and the fact their entire species travels and works as one, makes most quarians quite insular, caring only about the continued survival of the Migrant Fleet. Their nomadic life and exclusion from the Citadel mean that the concerns of the Citadel races don't particularly interest or impress them.

There are roughly 17 million quarians on the Migrant Fleet (also called the Flotilla). It is technically still under martial law but is now governed by bodies such as the Admiralty Board and the democratically-elected Conclave, though ship captains and onboard civilian councils tend to address most issues "in-house" before it gets that far. In the early years, many quarian freighters were armed and used as irregular "privateers." Civilian ships still show a strong preference for armament, making them unpopular targets for pirates. Indeed, it is mentioned that almost all ships in the Migrant Fleet carry ship-to-ship armaments of some sort and to varying degrees. Though they have rebuilt their military, there are only a few hundred dedicated warships to protect the tens of thousands of civilian ships. The quarian navy follows strict routines of patrol however, and takes no chances. If the intent of an approaching ship can't be ascertained, they shoot to kill.

For this reason, young quarians on their Pilgrimage are given code phrases to repeat upon their return, as they often arrive back in vessels they have bought or scavenged which are unknown to the Flotilla. One phrase denotes a successful Pilgrimage and the quarian navy will permit them to rejoin the Fleet; the other alerts the navy that the quarian is returning under duress, and their ship will be immediately destroyed.

The quarian military utilizes weapons specifically designed to counter synthetics such as the geth. The Adas Anti-Synthetic Rifle is an electrical weapon optimized for medium and long-range firefights. Other weapons include the Arc Pistol, based on the Arc Projector, and the Reegar Carbine, a more powerful iteration of the Arc Pistol named for the famed quarian Reegar family.
