Well I don’t know now. Would the Quarians even involve themselves with the Hegemony.

The Hegemony probably wouldn't have many friends, even with the policy changes of the New Regime. However I would think with the Admiralty seeing the Geth about to turn on the steamroll on them then they would start investigating on people like the New Regime. The New Regime itself has been focusing inward for the Batarian people, looking more on development of the economy since they know that their checked by all sides so any wrong move is instant invasion of Hegemony space.

The Batarians have to play nice in order to survive.

Depends how what you require? I have light cruisers that can be sent through and can do up to heavy cruisers or the like that can be sent through since heavy ships provide better chances.
